Abstract

Abstract: The role of the Office of Industry, Cooperatives and SMEs in SME Empowerment Centers Industrial Convection in the village Padurenan Subdistrict Gebog Kudus District. The presence of SMEs not only in order to increase revenue, but also to ensure equal distribution of income. This is understandable because the SME sector involves a lot of people with a variety of business cases. The government already has a commitment in terms of empowering the community economy is SMEs and cooperatives. Therefore, the role of government in providing a much-needed empowerment. This research was conducted by using a combination of qualitative research and quantitative descriptive qualitative approach remains as the main approach. The collection of data used in this study were interviews, observation, documentation and questionnaires (questionnaire). The results showed that the role of government represented by the Department of Industry, Cooperatives and SMEs Kudus District in empowerment has been successful but not maximum, can be seen still their supporting factors such as labor quite a lot and the support of the relevant parties, but there are also factors inhibiting as the low quality of human resources; limited access to marketing; limited capital. The government's role be optimized to empower the need to perform these steps: the government should increase financial capability to strengthen its capital; the government should develop a marketing order sales turnover has increased; governments need to develop human resources; the government should regulate the regulation and control strategies such as increased ease in licensing services and institutional strengthening. Abstract

Model manajemen bencana dewasa ini berfokus pada upaya pengurangan resiko bencana (mitigasi bencana) bukan sekedar pada usaha tanggap darurat. Kabupaten Magelang merupakan wilayah yang sangat rawan bencana, terutama bencana erupsi Merapi. Perlu sebuah penanganan khusus karena Merapi selalu aktif dan akan memenuhi janjinya. Berkaca pada erupsi Merapi pada tahun 2010 yang sangat kacau, dimana pada waktu para pengungsi tidak tahu harus mengungsi kemana. Sehingga yang mereka lakukan adalah lari sejauh mungkin dari zona rawan bencana. Beberapa bahkan sampai lari mengungsi di luar kota hingga ke Sleman dan Semarang. Keadaan pada waktu sangat tidak terorganisir, warga Desa Ngargomulyo merasa tidak ada yang mengayomi sedangkan dari pemerintah Desa Ngargomulyo tidak tahu kemana saja warganya mengungsi. Bahkan beberapa posko pengungsian melebihi kapasitas penampungan karena jumlah pengungsi yang berdatangan diluar perkiraan yang berimbas pula pada ketidakmampuan relawan menyediakan fasilitas dan logistik. Belajar dari kekacauan tersebut maka dibentuk model penanganan bencana dengan model sister village yaitu satu desa rawan bencana akan diarahkan mengungsi pada satu atau beberapa desa yang menjadi penyangga mereka. Dalam model ini Desa Ngargomulyo menjalin sister village dengan Desa Tamanagung. Sehingga pada waktu simulasi penanganan bencana erupsi Merapi, warga Desa Ngargomulyo memiliki arah yang pasti dalam mengungsi. Pengungsian lebih terorganisir, bahkan penyediaan fasilitas serta logistik dapat disipakan secara akurat melalui sistem pendataan kedua desa. Warga akan merasa aman dan nyaman karena mereka bersama-sama mengungsi pada tempat yang jelas sudah disiapkan bagi mereka. Bahkan aktivitas pemerintahan Desa Ngargomulyo dapat tetap aktif di Desa Tamanagung. Sehingga sistemsister village merupakan model penanganan bencana yang tepat dilakukan di Kabupaten Magelang. Abstract

This study is motivated by the increasing or the number of Children with Special Needs, so also the number of SLB that has been established in almost every regency / city. From the above statement it does not make the role of the Department of Education and Culture of Central Java province is completed, because the problem of education in SLB is not only related to the quantity but also the quality. This means that the Office of Education and Culture of Central Java Province should also have a role in improving the quality of education in SLB Negeri and private SLB as an effort to improve quality in public schools so that SLB graduate students can also have good quality. This research has purpose to know the role of Department of Education and Culture of Central Java Province in the way to develop SLB in Semarang. The type of research used in this study is qualitative research method using an analytical descriptive approach that describes the actual situation occurs and create a systematic, factual and accurate description of the facts, properties and relationships between the phenomena investigated. Methods of data collection in research using observation method, documentation and open interview. In this study the data that have been collected will be analyzed and then drawing conclusions. The results of this study found that the Role of Education and Culture Office of Central Java Province in the development of SLB in Semarang is as a policymaker, coordinating, coaching and supervising as well as compiling learning programs based on the curriculum used is K-13 curriculum, In accordance with government regulations for special needs schools. Programs planned and to be delivered must contain 5 aspects to be conveyed. The five aspects are: 1) Games, 2) rhythmic activities, 3) development activities of religious self-test, 4) physical fitness activity, and 5) health, the five aspects are developed into standard competence and basic competence.

Abstract

AbstractSemarang is the capital of Central Java province. As a big city, investment is required for regional development. One way to increase investment in Semarang is with innovations in investment licensing. The purpose of this research is to find BPPT innovations in investment licensing, how the process of innovation in the BPPT and to identify any obstacles in the innovation of investment services. This study used qualitative research methods to explore and understand the meaning that comes from social problems.The results of this research indicate that there are some innovations in investment service applied in BPPT, process of implementing the innovation of investment services and obstacles in the innovation of investment services. Investment service innovations consisting of process innovation, service innovation and system innovation. For the process of innovation implementing is based on standard operating procedures and instructions from the central government. Furthermore there are four obstacles in the innovation of investment services.Advice given to BPPT institution is the need for monitoring and evaluation of the innovation investment, studying the obstacles that occur in the process of investment licensing service and continue to develop new innovations, especially in the investment service.Keywords : innovation, investment service

Abstract

The position of women who have tended to become the object of national development is unfair for women. Their space is limited in the domestic region, they are not given space to contribute and participate in public areas, moreover contribute and participate in the region to organize or even practical politics tend to be ignored or even marginalized. Indeed in statute of Indonesia 1945 was never discriminate between men and women, because there are values of justice and equality for men and women, even Political and Electoral Law clearly accommodate women could contribute and participate. The women will be participate not only in domestic areas but they are given space to be able to contribute and participate in public areas in this role and participate in the world of organization and practical politics. Because the law requires that 30% of the management of political party and candidate representatives in the legislature are women as well as in government. This study aims to determine: 1) To know the programs of KPI in Semarang city to support women's empowerment. 2) To determine factors of supporting and inhibiting the implementation of women's empowerment program implemented by KPI in Semarang. In this research use descriptive qualitative study. The aim using qualitative-descriptive methods to describe the role of NGO Koalisi Perempuan Indonesia (KPI) of Semarang in supporting the realization of public disclosure in the form of words or discourse through a proper and systematic interpretation. The results showed: 1) The role of KPI Semarang in empowering women through NGOs carried out through training and mentoring for joining develop independence. In here, the role of KPI Semarang are gathering to learn and motivator for women to know how to organize and politics. 2) Supporting factors in women's empowerment program KPI of Semarang: Cooperation between NGOs and public officials, as well as the support of stakeholders such as governments, NGOs and other private organizations. Inhabiting factors: a) Inhibiting factors are derived from the group is: the lack of awareness and willingness to apply knowledge of the organization and get to know the world of politics. Inhibiting factors from the external: The patriarchal culture is still high in Indonesia resulted in a lot of women are afraid of joining an activist and fight for their rights, they still tend to rely on the ability of men. Abstract

AbstractIndonesian population growth is very significant in every year raises technical issues related to the experience of recording demographic data irregularities and inaccuracies. Various problems arise such us double KTP because of easier to make ID Card. By leveraging the internet and technology development as a breakthrough in realizing e-government, the government's was created elektronic identity cards (e-KTP) program which is based on the Decree of the President of the Republic of Indonesia Number 26 Year 2009 on the application of National Identity Card-Based Population By National Identification Number. Electronic ID card program was implemented in 2011 and is targeted for completion in 2012 is an effort to create an orderly administration through the Population Administration Information System (SIAK). From this, the authors would like to discuss about how to evaluate the implementation of e-ID card program in Tegal regency in realize e-government, if successful, less successful or unsuccessful and appropriate goals or not, then identify the driving factors of implementation, and is there any obstacles that occur during the implementation process.This research is an evaluative approach using qualitative and quantitative techniques of interviews, questionnaires, observation, and documentation. Sources of data obtained from primary data through interviews with key informants or persons, questionnaires with respondents executive group (tenaga operator e-KTP) and target groups (communities), observations by looking at the implementation of e-ID in the field. While secondary data from research documents related circuitry. Data analysis techniques with data reduction, tabulation, triangulation, and data verification.The survey results revealed a weakness in input and process indicators. E-KTP program based modern technology is not matched by the capacity of human resources who are competent so difficulty when faced with a disturbance in the computer and networking systems as well as their responsibility to serve the citizens in a timely fashion is not done. Socialization training to the candidates so that the operator is not notified in advance that the communication is not clear. Then the constraints associated with both the equipment and the technical problems in the recording process of the electronic ID card and the level of public awareness is low. However, the electronic ID card can be done in Tegal regency due to good coordination between agencies that are responsible for this program.Implementation of e-ID cards in less successful district look to the realization of electronic ID cards compulsory that only reaches 67.88%. Input and process of implementation of electronik ID card is not weak produce maximum outputs. Therefore, it is necessary to improve the quality of electronic ID equipment and internet networks as well as human resources who are competent in realizing e-government.

Abstract

ABSTRAC            In the district pemalang , is limited government policy to unite the issue of the right to development planning in the district , and not teritegrasinya the right to protection of children in the development district or city. The child is worthy of the district government policy which aims to collect pemalang government resources , the community , the family in the form of policy , institutional , the program and development activities aimed at fulfilling the right the right of children            To uncover the problems the problems and research purposes , researchers used a type of research evaluation .Data analysis by evaluation is descriptive .The purpose of this research is to find program evaluation district worthy of children in district pemalang and evaluate factors driving and inhibitors of the district worthy of this kid .The data collection techniques that the author of use in this research is an interview and the study of literature .            The results of research shows that the government district pemalang to toward pemalang worthy of children is pembentukkan task force team district worthy of the son of one of them is pembentukkan forum children become a bridge between the government with the village community .In its implementations policy based on research is considered good enough to see the implementation of variables in this policy .A factor that impedes from the program is a lack of coordination of a unit of local government work with the village children which results in lack of socialization of the forum of the child to existing community in village.  Keyword: Deserving child district , the implementation of policy , forum child

Abstract

ABSTRAKSIKeikutsertaan masyarakat dalam pemilihan umum kepala daerah merupakan suatu tindakan memilih pemimpin yang dapat memimpin dengan baik daerahnya. Kecenderungan untuk memilih salah satu kandidat dalam pemilihan umum kepala daerah terbentuk oleh suatu perilaku pemilih yang telah dibentuk dari lingkungan keluarga dan masyarakat sekitarnya.Penelitian ini bertujuan untuk mengetahui perilaku masyarakat dalam pemilihan umum kepala daerah Kabupaten Kendal Tahun 2010. Berdasarkan tujuan penelitian tersebut, maka metode penelitian yang digunakan adalah metode penelitian deskriptif kuantitatif dengan menggunakan teknik probability sampling.Hasil penelitian menunjukkan bahwa faktor kandidat (figur pasangan calon) mempunyai pengaruh yang tinggi terhadap perilaku pemilih, karena pemilih melihat kandidat dari citra suatu kandidat. Faktor lain adalah visi/misi pasangan calon juga mempengaruhi perilaku pemilih selain kesamaan agama dengan kandidat yang dipilih. Hasil analisa juga menunjukkan bahwa perilaku memilih masyarakat Kabupaten kendal masih dipengaruhi oleh “politik uang” walaupun pada dasarnya mayoritas masyarakat Kendal memiliki partisipasi yang tinggi dalam Pemilu serta sadar akan haknya sebagai warga negara.Kata kunci : PEMILUKADA, perilaku memilih

Abstract

Abstract Antono Amat served as regent of Pekalongan Regent period 2001-2006 he’s failed to nominate in period 2006-2011 and he ran again in 2011-2016 election period. Be interesting to review because he’s wins again on election Pekalongan regency although failed in the previous period. The winning strategy Amat Antono viewed from various perspectives, not only viewed from the strategy Amat Antono and team but also view from the public of distric Pekalongan. Amat Antono strategy used is imaging before campaign period, create togetherness with the audience, optimize activity on campaign period, and secure the voters in the cooling period. Not only that, the desire of public who want Mr Antono as leader in the Pekalongan regency is also an influential factor the back victories the former regent Pekalongan. Abstract

ABSTRACTPoverty is a phenomenon or a social phenomenon that is almost as old as the human civilization. In each area there is poverty in Indonesia name must always be there no matter how good the area is, because of poverty and well-being are like two sides of a coin that can not be liberated. Therefore, to address the problem of poverty that exist in Indramayu Regency, Regents and Local Government / agencies related to the problem of poverty has put together a strategy to address the problem of poverty in the district of Indramayu.Research approaches in Poor People Empowerment Program Year 2011 (Case Studies Business Group in the Village Mundak Jaya sub-district of Indramayu district Cikedung). This departs from the meaning of descriptive research approach itself, that an analytical descriptive method of gathering facts through the proper interpretation. This method is shown to study the issues that arise in the community in certain situations, including public relations, activities, attitudes, opinions, as well as ongoing processes and their effects on certain phenomena in the society.The fact shows that the implementation of the program in the field of KUBE FM in the village Mundak Jaya sub-district of Indramayu district Cikedung can not say success, is evident from the 8 (Eight) KUBE FM in the village Mundak Jaya. The program is now not active / running again, but the goats on the KUBE FM Desa Jaya Mundak from the year 2011 until now there are growing well and the goat, which is only 4 KUBE FM who still survive, thrive and breed goats that KUBE FM "Harapan Jaya, Tanjung Jaya Mulya Hope and Jaya Mulya" the goat still survive and thrive better than in 2011-until now. So failure KUBE FM program in the village Mundak Jaya starts from the number of goats that do not develop properly and die, so that members of KUBE FM getting lazy (pessimistic) to take care of the goats in the implementation of future programs KUBE FM. Therefore, not a few of the members KUBE FM out of the group, because goats are dying and not well maintained, so many goats were submitted / deposited to the people who breed goats personal (non-program) and there is also a goat deposited / submitted to be treated to Mundak Jaya Village residents who also receive assistance from government programs that cultivate other programs in the field of poultry rearing Mundak Jaya village with the intention that the goats stay healthy and breed well.Keywords: Problems, Poverty, social empowerment.
