Abstract

Diversity of the determinant factors of the triumph of the candidate encouraged to researchedof “ The Determinant Factors of the Triumph of Couple Candidate of Ridho Yahya andAndriansyah Fikri in Prabumulih’sDirect Local Election in 2013”. The desaign of thisresearch was qualitative descriptive with 99 respondents chosen by random sampling whichwas held in 2013.In 2013, Prabumulih rehold direct local election for the second that was to choose mayor andvice mayor during the period of 2013-2018 with 7 couples of candidate, and was winned byRidho Yahya–Andriansyah Fikri. This victory was determined by (a) sosiological factor (b)psychological factor (c) rational factor.The findings of this research is important for the political elite to study the dynamics andtendency of the voter behaviour. But, because of the method of this research was qualitative,so it will be a necessary for the further research to conduct quantitative research.  Key Words : Direct local election, determinant factor of the triumph of candidate,personality factor

Abstract

This study aims to determine the licensing service in the Pemalang District Investment and One-Stop Service Department by using Electronic Government. Licensing services using Electronic Government in the One-Stop Integrated Investment and Services Office of Pemalang Regency are agencies that pioneered the existence of Electronic Government in Pemalang District.This research uses descriptive research with quantitative approach method. The sampling technique uses Non Probability Sampling using the results data from the questionnaire, where not all population units have the opportunity to be used as research samples.The results showed that access to licensing services in the Investment Office and the One Stop Services of Pemalang Regency was good. With indicators the use of websites on Electronic Government gets 373 in good category, website navigation system gets 400 in good category, visual design gets 415 in good category, service response gets 390 in good category, website content gets 390 in good category , webiste content gets 412 with good category, and accessibility gets 424 with very good category.From these results also get new findings in accessing licensing services using Electronic Government in the Investment and One-Stop Service Department of Pemalang District that there are still many people who want to get licensing services still do not know about Electronic Government. The people who do not know this are still going directly to the Investment Office and One-Stop Services office and manage the permits manually, the process takes longer because the information input is done by limited service personnel. Keywords : Electronic Government, Licensing Services

Abstract

The Leadership Model is the key to the success of the Regional Head in leading. Leadership model can never be separated from the style of leadership practiced by the Head of Region. In the government organization, the role of leader is expected to be able to manage the various resources it has to achieve the goals or VISION, MISSION organization with style and model in accordance with the work environment and able to adapt to situation and condition of the organization.The research method used is qualitative approach with observation data collection techniques, interviews and documents. Informants in this research are Mayor, Secretary, Head of Bappeda, Chairman of NU, Chairman of Muhammadiyah, Chairman of Parliament and Chairman of Pecinta Batik Pekalongan.The results of this study indicate that the leadership style practiced by M. Basyri Ahmad Syawie is a style of democratic leadership. And the model of leadership using transformational leadership model. Leadership M. Basyir Ahmad Syawie can be successful, because in his leadership many achievements achieved by Pekalongan City. However, there are two factors inhibiting the leadership of M. Basyir Ahmad Syawie namely internal and external factors. The interernal factor comes from the old culture of bureaucracy and leadership personality. External factors come from supporting parties that overly intervene in bureaucratic affairs.Keywords: Leadership, Leadership Model

Abstract

AbstractVoting behavior in the presidential election is a set of activities to determine thedecision in choosing the president and vice president. In the 2014, the number ofyoungvoters of presidential election were very significant to win the electioninIndonesia, about 20-30% of the total number of voters areyoungvoters. Based onsurvey of Lembaga Survei Nasionalyoungvoters behavior included in thecategory of rational approach. This study to analyze theyoungvotersbehaviorinKendalon Election of President and Vice President using sociological approach,psychological approach, and the approach of rational choice.This research is using quantitative approach with survey method. The samplingtechnique in this studyusing Multi Stage Random Sampling with 100 respondents.This study using a questionnaire to collecting data.The results showed thatyoungvoters is using their voting rights rationally.Beginner voters ignore sociological factors, they ignored age and professionalbackground of presidential candidates, but the education and gender of beginnervoters influence their political choices.Maleyoungvoters tend to choose a matePrabowo-Hatta, while femaleyoungvoters tend to choose Jokowi-Jusuf Kalla.Basedon psychological approaches, candidates figur had larger role than bearerparty. Based on rational approaches,youngvoters believe that president theyhave chosen can alleviate poverty, enforce laws, and improve welfare.For the next researcher who willconduct research on the same topic, researchershope this study can be perfected, by using a triangulation method.Keywords: voting behavior,youngvoters

Abstract

Kandri, in Gunungpati subdistrict, is one of the the three village, that was decided as the tour villages, as stated in the decree of Semarang Mayor in 2012. The establishment of the Kandri tour village is aimed to improve the potency of people in Kandri to create the economic independence through tourism sector. This research is aimed to analyze the parthnership in the management of the Kandri tour village in Gunungpati subdistrict.The research method used is a qualitative approach, and the data collection techniques used are documentation, observation and interview. The source of the research are Department of culture and tourism of Semarang, Kandri village, Pandanaran and Sukomakmur tourism awareness group and people in Kandri.The result of the research shows that the Pandanaran tourism awareness group is the one which has responsibility of the managemanet of the tour village. It is the actor which has the center role in creating the improvement of the Kandri tour village. All the involved elements have done their duty and function well so that the people gain the benefit directly and indirectly. The partnership in Kandri tour village is a psudeo parthnership that is appropriate to the condition in the village. Yet, the parthnership is usual and not sustainable. Most of the partnership is done through CSR given by the private institution to the people in Kandri through group of torism awareness. Abstract

Traffic jam is a complex problem which has been faced by DKI Jakarta Province. The high rate of using private transportation in DKI Jakarta makes the condition of capital city of Indonesia is more crowded, but commuter people who live in buffer zone of DKI Jakarta (Bodetabek) also make the roads more crowded by their private transportation which used to DKI Jakarta. Many ways have been done by local government to decrease the total private transportation which enter DKI Jakarta, such as by repairing all mass transportation to mobilize people to move from private transportation to mass transportation. This research aims to see how is the implementation of APTB operational in DKI Jakarta Province also analyze what are problems faced by APTB.This research uses qualitative research method with descriptive analysis approach. Source of data which are used coming from primary and secondary data. Informant decision was done by snowball sampling method. The researcher uses two methods in collecting data,which are interview and literary study. This research is done in Communication and Transportation Department DKI Jakarta also busway stop.In 2012, Government of DKI Jakarta Province collaborate with Local Government of (Bogor, Bekasi, Tangerang) City have had cooperation to launch APTB which is integrated with busway track, so people can enjoy the facilities comfortably, without facing traffic jam. In early of launching this APTB, people accept well and run well. After almost 4 years APTB runs, there are so many problems are found in body of this APTB. Researcher finds 3 main problems which are faced by APTB, there are about license, an option given by government to operator which is disadvantageous and grant vehicles given by Ministry of Transportation.APTB is a mass transportation which is needed by capital people. However, because of many problems which are faced, government should look for the best solution for APTB operational, so that people can enjoy the service safely and comfortably, without facing conflict that makes people confused.Keywords: Traffic Jam, Commuter, Mass Transportation, APTB.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana strategi keterpilihan calon anggota legislatif perempuan PDI-Perjuangan Kabupaten Temanggung pada Pemilu 2014. Keterwakilan perempuan melalui kebijakan 30%  pada lembaga legsilatif sudah diatur dalam UU No.2 Tahun 2008. Berkaitan dengan kuota tersebut mengatur tentang kepengurusan partai dan juga pencalonan legislatif. Partai dituntut untuk mematuhi aturan tersebut agar bisa menjadi peserta Pemilu. Selain itu, partai juga dituntut untuk bisa mencalonkan kader-kader terbaiknya agar mampu bersaing dengan calon lain. Partai berhak untuk memilih orang-orang yang akan dicalonkanya agar dapat mendongkrak perolehan suara partai. Selain partai yang bersaing dalam Pemilu, masing-masing calon tentunya juga bersaing dengan calon lainya untuk bisa mendapat dukungan dari masyarakat termasuk calon perempuan. Tujuan dari peneltiian ini untuk mengetahui strategi keterpilihan calon anggota legisatif perempuan PDI-Perjuangan Kabupaten Temanggung pada  Pemilu 2014 di Kabupaten Temanggung mengingat perolehan suara partai tersebut konsisten dari Pemilu 2009 dan Pemilu 2014.

Abstract

Abstract. Gender equation concept has been spread out and developing in such way that affecting the reformation of Indonesia. One the changes that did by the reformation related to the system which aim to make women can fight for her interests in many sector, and politic is one of them. Political party is one of the most important factor that deciding whether the women’s political participation and representation. Women’s political participation will never fully happen if the political party does not have the commitment to support it.The research discussed a woman political participation practiced on Partai Keadilan Sejahtera, Moslem Welfare Justice Party. Research method that used is the qualitative approach by collecting data using deep interview, observation, and document study. Informant of this study are Head of DPD Partai Keadilan Sejahtera (PKS) Kabupaten Jepara, Staff of DPD) Partai Keadilan Sejahtera (PKS) Kabupaten Jepara, and Head of BPKK DPD Partai Keadilan Sejahtera (PKS) Kabupaten Jepara.Result of this study shows that women’s political participation in PKS Kabupaten Jepara is good, although there are still has some obstacles. The biggest obstacle comes from within women cadres. They are not enthusiastic about competing with man cadres because they think an intense competition will take up much of their time. Women claim they have difficulties to split their time for household duties, professional duties and also the duties that connected to their position in the political party. In the end, women prioritizing household duties rather than other duties. As a result, women become more comfortable with their position as good supporters of PKS and not as competitors for men in obtaining certain positions. Most of the affairs that are not related to womanhood are entirely handed over to male cadres.

Abstract

AbstractVolcanic eruption hazard is a threat with potentially catastrophic risks arevery high in Garut regency. Therefore, researchers want to know how disatermanagement of garut regency goverment in Papandayan volcano in 2008 as wellas how community involvement in this countermeasures of disaster..This study is a qualitative research that is a descriptive study using dataanalysis.This research is the ex post facto. Informants in this research is Tb AroHaq who is the section head of preventif BPBD Garut regency once volunteers inthe event of Papandayan volcano in 2008.The results shows that disaster management implementation ofpapandayan volcanic eruption in 2008 implemented in three stage is pre-disaster,disaster emergency response and post disaster. Paradigm developed in this disastercountermesuresis a preventive paradigm in which the change from an emergencyresponse to risk management.It is changing the way people to participate in thisdisaster countermeasures of all stage.Therefore, researcher suggests that governemnt together with the publicand private sector should coordinate to organize disaster management activities ofGarut regency and encourage preventive paradigm in countermeasures of disasterembodied in the form of policies, regulations and procedures of disaster remainsto tle lowest level of government.Keywords: Disater management, Garut regency government, Communityinvolvement, Papandayan volcano eruption in 2008

Abstract

Abstract, Restructuring of the regional government organization are based on the instructions of Government Regulation Number 18 of 2016 that makes local government are taking a steps to downsizing their organization either by removing some of the organizations or combine several functions in order to actualize the Principle of Right Sizing. However, in law number 23 of 2014, downsizing system is not mandatory, so the government of Semarang City does not downsizing their structure and not focusing on efficiency. The problems that raised in this research is: How was the process of restructuring the regional government organization in Semarang City? How the relationship formed between the Government of Cental Java and Government of Semarang City? The purpose of this study is to explain the process of restructuring the regional government organization in Semarang City and explain the relationship formed between the Government of Cental Java and Government of Semarang City.The research was conducted using autonomy theory. The method used in this research is qualitative method. Data collection techniques were conducted using interviews with resource persons, written document review, and supporting literature.The result of research, restructuring regional government organization in Semarang City focused on the principle of right sizing, not in efficiency, so that Semarang’s city regional government unit is fixed and classified as a large organization , i.e. 52 unit. In law Number 23 of 2014 there is a clear division of authority between levels of government, so that the realtionship between the Government of Cental Java and Government of Semarang City become hierarchical. But this relation can not yet become efficient because the institiution as the coordinator, namely “Cabang Dinas” has not been formed.Key words: Intitutional reform, Restructuing regional government organization.
