Abstract

E-KTP innovation is a method of improving optimal public services, noting that innovation can renew ineffective systems, especially in the field of civil registration. In optimal public service, community response is also important in the accountability of a public policy. This is stated in the example of the E-KTP innovation policy in Surakarta, namely "Recorded at school, Sweet Seventeen, KTP-el ku Datang" conducted by Dukcapil. This policy contains a program about E-KTP recording carried out in schools, the location of an individual who is 17 years old. The purpose of this innovation is to make it easier for individuals who have a status as a student to have complete state identity. The existence of innovation is also expected so that administrative management can be structured systematically in the field of civil registration, so that every statistic calculation of population can be calculated effectively and efficiently. This policy is expected to work better.

Abstract

Strategic Plan is a planning document which act as a guideline in achieving the long-term purpose of an organization. The issue raised in this research is: How is the process in formulating strategic plan? How is the process in the establishment of budget plan? What obstacles and issue faced in the process of formulating strategic plan?The aim of this research is to understand the process in formulating strategic plan and to understand the estbalishment of budget planning. Further, this research is also conducted to identify the obstacles and issues faced by Education and Training Agency of Jakarta Capital City [“Badan Pendidikan dan Pelatihan Provinsi DKI Jakarta”] in formulating a strategic plan.This research is descriptive research using qualitative approach. The informant in this research is the leader and staff of Education and Training Agency of DKI Jakarta Province. This research uses two techniques in collecting data that is in-depth interview and documentation study.In answering such problem and aim of the research theory of strategic planning as one of the formal process in aiding organization in maintaining its optimal position which involves essential elements in such environment is used. Theory of budgetting is also used as an integral part in the process of strategic planning. The object of this research is Education and Training Agency of Jakarta Capital City in 2013.The result of this research shows that Education and Training Agency of DKI Jakarta is successful in producing strategic planning documents correctly because it has fulfilled all aspect in the process of formulating a strategic plan. In regards to estbalishment of budget, no issue were identified since such program and such activity is in accordance with strategic planning. However, the issue faced in the process of formulating strategic plan is the quantity and the quality of human resource.

Abstract

Poverty is a classic problem of mankind in every part of the world and becomes a complex issue because it is not just about low income. The low level of education, skills, and the lack of introduction to technology are the human resource constraints that are closely related to the causes of poverty. Purbalingga regency is one of the areas with a high percentage of poor people who are always ranked in the poorest areas in Central Java Province. The purpose of this research is to analyze the policy of poverty reduction by Purbalingga Government through establishment of Boarding School of SMK Negeri 3 Purbalingga.This study uses mixed methods between qualitative and quantitative with a qualitative approach remains the main approach. Data collection techniques were carried out, among others, by collecting documents and in-depth interviews with actors involved in the policy, and using a research questionnaire to the research subjects of alumni / boarding school graduate SMK Negeri 3 Purbalingga. Analysis of research data is done by combining primary data obtained and findings in both qualitative and quantitative data.Based on the research that has been done, it is known that the policy has been implemented optimally, consistently, and there is a continuous suitability of vision among policy actors in 3 different Heads of District (Bupati), and achievements that can penetrate TOP 35 in Public Service Innovation Competition (SiNovik) 2016. Quantitative data shows that there is an increase of living standards of alumni SMK Negeri 3 Purbalingga coming from poor families, as the object of poverty problem in Purbalingga Regency. This shows that policies that have the principle of breaking the poverty chain have succeeded in reducing the number of poor people, the sustainability of the program is likely to reduce poverty significantly.Keywords: Poverty Reduction, Education Implementation Model, Policy Implementation.

Abstract

The Election System of the Regional Head is directly more able toaccommodate the interests of the people. It can be argued that the elections are amomentum that is quite appropriate for the variants of voter preferences that arethe dominant factor in conducting their political actions or behavior. In SalatigaCity Election in 2017, Yulianto and Muh Haris were the winners with 50.52%votes. The couple Yulianto and Muh Haris were the couple after being SalatigaMayor in 2011-2016. Support for nominees dominated by winning two regionalhead elections, but on the other side of the 2017 elections of the mayor of theYuliyanto municipal mayor, Kirnaningsih Point was accused of being a corruptioncase of Salatiga South Road Road Corruption.The theories used in this study are voter behavior by using 3 approachesthat are sociological, psychological and rational approaches. Research methodused in this research is quantitative method. Quantitative approaches haveemphasized their analysis of numerical data processed by statistical methods.Based on the research conducted by the author, there are several factorsthat affect the victory of Yulianto and Muh Haris in the Salatiga City Election in2017. Firstly, because of the attraction of the candidate figure, Yulianto and MuhHaris figure who are experienced and prominent since known often visits ormeetings directly with the community. Second, the defendant's status of defendantstatus did not influence the voters in determining their choice because the votersconsidered it to be a personal affair of candidates and more to see Yulianto'sfigure as a mayor. Third, sociological factors, in which case religious factors playan important role in making voter decisions. Yulianto and Muh Haris are the pairsof candidates representing Muslim leaders.Keywords: Incumbent, Candidate, Local Election

Abstract

ABSTRACTThe skeptical and reluctant attitude of Samin Tribe in public participation has become their identical signature. However, during the last regional election in District of Pati most of the Samin Tribe registered as DPT cast their vote. The possibility of the ongoing problem with the cement factory influencing this political participation of the Samin Tribe is the background of this research with the main questions; how was the level of voter participation conducted of the Samin Tribe during the Regional Election of Pati in 2017? What is the connection between the cement factory issue with the regional election for the Samin Tribe? The purpose of this research is to describe the level of voter participation of Samin Tribe during the regional election of Pati in 2017. Other than that this research also attempt to find out and explain whether the ongoing problem with the cement factory will have something to do with the election or not. The theory used in this research is the political participation in describing the level by using stratified random sampling mode. The object of the research is the Samin Tribe who are registered as DPT the Regional Election of Pati in 2017. The result of the research shows 66, 7% of Samin Tribe uses their rights to vote while 33, 3% of them choose to abstain (golput). From these result indicate that the participation rate of samin tribe voters is included in active political participation, but it also found out there is no correlation between the cement factory issue and the regional election for the Samin Tribe. The Samin Tribe to be more open willing to participate in political participation without abandoning their teachings from their belief and still maintain a good level of participation in every election. The Samin Tribe should also be more assertive towards those who used their tribe’s name for particular interest. Key words: Political Participation, Samin Tribe, Regional Election, Cement Factory Issue

Abstract

ABSTRACTKandri tourism village is one of the leading tourist village in Semarang City which is now continuously developed to be an economic support in the region, especially in Kandri Village. In the development of this Kandri tourism village, Semarang City Government through the Department of Culture and Tourism of Semarang City cooperates with Pandanaran Tourism Awareness Group (Pokdarwis) Pandanaran in terms of training and coaching. This research analyzes the cooperation between Semarang City Government (Culture and Tourism Office) and Pandanaran Tourism Awareness Group (Pokdarwis) in community empowerment through development of Kandri tourism village starting from cooperation form, cooperation implementation, result of cooperation and benefit from this cooperation. In conducting this research, researches use qualitative research methods that will produce descriptive data. This research was conducted in Kelurahan Kandri. Data obtained by researchers from documents, observations and interviews. From the results of this study, found a form of cooperation undertaken by the Department of Culture and Tourism Semarang City with Aware Group (Pokdarwis) Pandanaran is in the form of training and fostering the development of tourism conscious groups, tour guide instructors, cultural development Kandri, how to processand package/ linkage Tourism products, breedingof fish seeds and training to arrange rooms for tourist (homestay). Implementation of cooperation using informal communication such as discussion and in this cooperation there is no MOU or work agreement. The result of this cooperation is the capacity of Human Resources (HR) increased, the formation of tour packages, and the number of tourist visits also increased. Butin the implementation of community empowerment cooperation through the development of this tourist village there are obstacles that is still difficult to change mindset Kandri village people who formerly as farmers and now have to turn into business actors in the field of tourism.Key Words: Cooperation, Empowerment, Tourism Village Development

Abstract

Indonesia lagging behind in the global competition compared with other countries. The lag is due to the lack of quality of human resource development (HRD). The local government to build a region-based technology to overcome the backwardness through training and business incubation program. The purpose of this study was describe and explain the development of training and business incubation in human resource development (HRD) and the mechanism of human resource development (HRD) through local governments.The method used is a qualitative approach to data collection techniques are observation, interview and documentation. Informants in this study is the Head of Research and Development Bappeda Kota Surakarta, Division of Public Administration and Personnel STP, Division of Training and Teaching Factory STP, and Staff ATMI.The results showed that (1) Development of training and business incubation is very effective to improve the quality and quantity of human resources development. (2) The program Solo Techno Park were able to develop a number of new entrepreneurs in technology. (3) Development of human resources through the local government carried out by way of promotion and training. Keywords: human resource development, training and business incubation program

Abstract

AbstractProgram One Village One Product (OVOP) is the government's efforts to improve thewelfare of the community through productive business activities. One of these activities isdone by increasing the value of products in the regions which have market opportunities indomestic and export markets, in addition to the program of One Village One Product(OVOP) according to the Ministry of Cooperatives and UKM RI is "the government's effortsto increase value-added products in the regions in order to improve the welfare of society ina cooperative or UKM."This study aims to determine how the implementation process OVOP program at thecooperative society of Weaving Troso and how it impacts on the OVOP programimplementation Troso Weaving cooperative society. In this study, researchers used themethod of evaluation research in a qualitative approach, namely to determine the extent ofthe effectiveness of a program once implemented fully. Evaluation of the implementation ofinforming the decision maker about what is happening in the program, how the program wasdeveloped, and why the program deviate from the original plan. Therefore, qualitativemethods suitable to describe the implementation of the program.The results of this study the overall process of implementation of the OVOP programTroso Weaving Cooperative Society has been running well in accordance with the CentralJava Governor Instruction number 518/23546. Although the input stage has a bad judgment,it is due to the unavailability of the raw material supply business unit and human resourcesare inadequate because of education . Abstract

ABSTRACTThe cooperation of managing parking on streetc by the Government of Pekalongan City and parkers departing from regional autonomy. The government has the authority to manage the potential in their own areas.This can be undertaken in collaboration with the private sector. The Goal of roadside parking management cooperation common in Pekalongan is to carry out the mandate of the Regional Regulation No. 21 Year 2011 on retribusion parking on street. This system replaces the old system by the ticketing and auction to third parties. Cooperation is intended to optimize the management of retribution.This study uses qualitative descriptive method to describe the system of parking on street management cooperation common in Pekalongan.The data used was taken from in-depth interviews, field notes, and study documents.Cooperation management of parking on street is technically done by the Department of Transportation in Pekalongan and parkersr with the contract model each year from 2013 to 2015 targeted Rp700.000.000. The target is always achieved and fulfilled. Then the management of parking lots for the better with their letter of agreement that binds the parties working together.Cooperation management of parking on street is not free from problems. Limited human resources on the Department of Transportation to control is not optimal.As a result there is dishonesty in cooperationof management parking on street. The solution to this problem limited to a reprimand and termination of cooperation.From the research that has been done, this cooperation was successful because the targets have been achieved.But still need the arrangement of the methodology determination of potential retribution.Keywords: Cooperation, Parking Management, Local Government, Parkers.

Abstract

Analysis problematics of illegal practice in Tanah Abang Market Central Jakarta has apurpose to find out why the practice of illegal parking in Tanah Abang Market could persistuntil today, when it was often obtain enforcement of formal institutions that deal with theseillegal parking. Another aim is to determine wheter there is a local strongman in the illegalparkirng so that activities can continue and secure until today.Methods of execution in this research use qualitative descriptive research with primary datatypes are the words and actions. Sources of data obtained derived from primary andsecondary data. To search for informants in this study is conducted with a purposive sample(making intentional) and accidental sampling (sampling by accident when he met at the studysite). Techniques for collecting data using interview, observation and documents.The practice of illegal parking in Tanah Abang Market is one of the problems that have beenaround a long time in this area. Illegal parking is the case in areas that already have a ban onparking. Illegal parking makes the area more often jammed, irregular, and rundown. Variouspolicies have been issued by Department of Transportation and Transport Jakarta in dealingwith this case, but still no result has yet effective way to reduce this illegal parking. Dept ofTransportation and Transport Central Jakarta City Administration has also done various waysand methods to combat this illegall parking. The result are still the same and there has beenno change that we can see. Illegal parking practices are able to continue to survive and carryout daily activities.
