Tujuan penelitian ini adalah untuk mengetahui nilai-nilai kepemimpinan di SMA Islam Cikal Harapan 1 BSD dan Bagaimana nilai-nilai kepemimpinan diterapkan.Metode penelitian yang digunakan adalah kualitatif, yaitu dengan cara melakukan wawancara dengan first hand information, Dari hasil wawancara dengan Kepala Sekolah SMA Islam Cikal Harapan 1 BSD ditemukan adanya nilai-nilai kepemimpinan yang mendasarkkan pada kebijakan yayasan yang menanungi sekolah tersebut, sehingga kepemimpinan berdasarkan struktur. Dari Fokus Grup Diskusi ditemukan adanya nilai-nilai kepemimpinan yang diharapkan dapat menumbuhkembangkan etos kerja para guru dan karyawan, sehingga diharapkan terbentuknya nilai-nilai kepemimpinan yang memberdayakan antara pimpinan dan bawahan ( kepala sekolah dan jajaran guru serta siswa), maka diharapkan adanya sistem atau aturan yang menjadi dasar dalam menjalankan kepemimpinan. Adanya kesenjangan pemahaman nilai-nilai kepemimpinan dari hasil wawancara dan Fokus Grup Diskusi tersebut menimbulkan tantangan untuk dijawab, maka peneliti memberikan perspektif atau pandangan yang menyatukan dua sudut pandang ( pimpinan/kepala sekolah dan bawahan/guru dan siswa).

Civil society role is often seen as less powerful agent in forming or maintaininggood governance than two dominant agents (state and private actors). This research is intended to have knowledge whether civil society can play importantroles in forming and maintaining local good governance in Surakarta City, Indonesia.Â The civil society (both formally and informally associations or persons) in Surakarta city plays very pivotal roles in six sustainable elements, namely (1) by influencing policy analysis and advocacy; (2) by controlling regulations; (3) by monitoring local government actions and behavior of staff officials; (4) by enabling citizens to identify and articulate their values, beliefs, civic norms and democratic practices; (5) by mobilizing vulnerable and marginalized masses to participate more fully in politics and public affairs and finally (6) by establishing participatory development work to improve their own better life. Interestingly, there are two new factors found in the research in determining the success of sustainability of local good governance practices in Surakarta, namely informal networking or communication and spirit of togetherness. The existence of civil society (especially the informal one) in Surakarta City is a strong pillar for sustainable local good governance practices. Maintaining this strong civil society role will make it possible to guarantee the future of the good governance in Surakarta City, Indonesia.

Information system is a set of components that interconnect, collect, process, store, and distribute information to support decision making and supervision within an organization. Today the information system can not be separated with computer technology that feels growing rapidly along with our increasingly complex needs. These developments can be seen from the many organizations or institutions in various fields that use computerized systems to perform various jobs quickly and with great accuracy. The use of computerized systems is expected to minimize errors made by humans thereby reducing large losses. And can mengefisienkan time in completing the work quickly and accurately. One concept of building a computerized information system is dengfan MVC model. Model-View-Controller (MVC) is a concept introduced by the inventor of Smalltalk (Trygve Reenskaug) to encapsulate data along with processing (model), isolate from the process of manipulation (controller) and view to be represented on a user interface . The MVC architecture has the benefit of separating between model and view allowing multiple views using the same model. As a result, an application model component is easier to implement, test, and maintain, because all access to the model runs through this component. One of the frameworks that works based on the MVC concept is Codeigniter. Codeigniter is an open source web application framework that is used to build dynamic php applications. The main purpose of Codeigniter development is to help developers to work on applications faster than writing all the code from scratch. Because of the superiority of codeigniter that the system of practical work administration and the final task is built using the framework..

Al Anamila Nur Aufa, Teguh Yuwono, in paper SCADA HMI optimization for monitoring and control repeater using radio communication modem GPRS INTEK J65iâ€“X explain that radio communications at PT PLN ( Persero ) APD Central Java and Yogyakarta is still a major communication medium for coordinating the work , both maintenance and handling of interference between units . Repeaters in this case an important role in the communication process between APD dispatcher JTY with Area - Area and officers in the field because of the presence of the communication range of the repeater spacing becomes wider . In operation repeaters can be susceptible to interference that can result in radio communications in the areas covered by the repeater to be disrupted so that the communication between the dispatcher APD JTY with Area - Area and field workers to be blocked. Handling repeater for this disorder is not maximized due to the lack of real time monitoring of the state of the repeater , so that when the repeater impaired in the device or on the supply , the clerk did not know in person and just waiting for a report from the repeater keeper at any time at the shelter is not a repeater . There needs to be a device that can monitor the state of the repeater , which if detected interference at the source , supply and radio , PPE JTY officer may direct monitoring , so that it can assist in the handling and analysis of causes of hearing disorders without having to come to the site . GPRS Modem Utilization Intek J65i - X allows retrieval status of the repeater equipment where it can not be done at this time . With facilities tapped digital inputs and digital outputs on the modem , any condition of equipments such as radio signal repeater RX , TX radio signal , battery , charger and 220V supply state of the supply voltage can be detected . From changes in the supply voltage available , can be detected by a GPRS modem Intek J65i - X so that when there is an interruption in the HMI SCADA can termonitoring in real time . With the monitoring and control of a radio repeater communications , personnel no longer need to go to the location (site ) only to find the cause of the disturbance . Interference analysis can also be performed before treatment is held further disruption . Reset control radio can also be done quickly if the radio have to hang in its operation , so that the future will be able to improve the performance of SCADA systems PT PLN ( Persero ) APD Central Java and DI Yogyakarta. Priyo Sasmoko, Subali, Teguh Yuwono, in this paper explain that harmonic (current or voltage) is one of the problems that has to be solved in electric power system, especially that caused by non-linear loads. Harmonic could cause bad impacts for the electric components that sensed it. It is almost certain that using of fluorescent lamp with electronic ballast or it is called energy saving lamp can cause harmonic in electric power system. Considering of the using of energy saving lamp is increased fairly fast as residence and office lighting, so it is important to analyze and solve the harmonic that caused by energy saving lamp. From the harmonic analysis, we can know the harmonic distortion caused by energy saving lamp. And there are some efforts to reduce such harmonic distortion by using a Low Pass Filter. Many types of interference have the potential to interfere with motor performance or even damage the motor itself, including due to power instability which includes imbalance between phase voltages and more phase currents. Monitoring an industrial activity especially monitoring the protection system is very important, it is intended that the disturbance that occurs in the 3 phase induction motor can be analyzed for the value and type of interference. Rapid technological development requires a monitoring system that is practical, fast and accurate. Sensors installed on this device are current sensors, voltage sensors, and speed sensors. The read, current, voltage and speed will be used as input signals to Arduino using the ADC (Analog to Digital Converter) process, Arduino programming uses C ++ language. ESP8266 wifi module) will upload the data from the ADC (Analog to Digital Converter) process to the database which is then displayed on the web using the available internet network. The web programming language used is PHP. This tool makes it easy to monitor a 3 phase induction motor because it can be done anytime and anywhere. There was a difference of Â± 0.24A between the Tang Ampere measuring instrument and reading on the web. A Â± 4V difference occurs between the Multimeter measuring instrument with readings on the Web. The maximum speed of the 3-phase induction motor with no load is 22Rpm between the tachometer gauge and the web display.

Public services are an inseparable part of the state for the welfare of its peopleand are the basic essence for the realization of social justice. Wanting a period ofdevelopment, public services are carried out with various forms of innovation. Innovationis the key to success in an organization, where without innovation the organization willnot develop. This innovation supports to improve the quality of public services. Thereforethis research aims to study and analyze the innovation of the Gone-Des ball drive toimprove the quality of public services in Garung Wonosobo District .The research method used in this study is a qualitative descriptive method, withdata collection techniques in the form of observation, interviews, questionnaires anddocumentation. The data obtained were then analyzed using triangulation of sources andmethods.The results of the study show that the Gone-Des innovation program in GarungSubdistrict provides convenience to the community where in one tempo of communityservice can obtain population documents, legalize business, and increase publicawareness and participation that improve the quality of public services provided by thedistrict. The Gone-Des innovation program as a way of issuing bureaucracy serves thepublic and can realize the responsive government of the Garung District. In addition,consciously, the community has participated in understanding the meaning of thechanges that occur, the community also helped positively to the changes that exist so asto make the Gone-Des program innovation able to survive and accept its environment.Thus, the program that is present Gone-Des can continue provide positive innovation inthe community.Keywords: Public Services, Innovation, Community Participation, ResponsiveGovernance

The system of regional autonomy provided the authority to manage the affairs of their own region. As well as with the implementation of the licensing policy fisheries catch in Pemalang. It is related to the discussion of the implementation of the licensing policy fisheries catch in Pemalang are not yet running optimally so that cause problems in practice. This research aims to analyze the process of capture fisheries licensing policy implementation in Kabupaten Pemalang, analyzing the factor endowments and a obstacle to implementation.The methods used in this study is a mixed method research, where the qualitative and quantitative data collection done in one time. In obtaining the data, researchers conduct interviews at the Office of the Department of marine and Fisheries of Central Java province, Coastal Asemdoyong fishing port, Port Services Unit Pekalongan, Regional Headquarters of HNSI in Pemalang, and distributed questionnaire to fisherman in the region of Pemalang district. Researchers also use secondary data from data documents about licensing policy fisheries catch and other literature sources such as books and journals.The results showed that the capture fisheries licensing organization of bringing about change in terms of the performance of the Government as well as the changes to people behavior. The purpose of the capture fisheries licensing policies to accelerate and simplify the licensing process for the fishermen have not been fully achieved. The large number of requirements that must be completed and the length of the procedure of licensing management service on an issue that has often complained of by the fishermen. In addition a transitional licensing fisheries catch which was originally located in the County and then redirected to the province is also one of the constraints given a distance far enough for the fishermen who live in the Regency of Pemalang. The Government is required to continue to evaluate the existence of licensing policy fisheries catch in order to always provide real benefits for fishermen and fishermen would be more active in participating in its implementation.Recommendations are provided to the Government was re-evaluating the capture fisheries licensing policy implementation to match the needs of fishermen, and organizer of the policy must be able to accommodate the interests of various sectors, ranging from Government, community, private sectors, and so created the effectiveness of implementation of policies on licensing fishing catch.Keywords: Policy Implementation, License, Capture Fisheries, Services
