The main problem in this study was how the social significance of the existence of local autonomy regulation through the Law No. 32 of 2004. The specific questions tried to be answered in this study were whether the Law could preserve the social values rooted from the local culture, could increase the participation of the society, and finally could prosper the local society.Law No. 32 of 2004 contains local authority in the sea area which includes two categories, âto receive profit shareâ and âto have the authority to manage the resources in sea areaâ as far as 4 miles from coast line for the regions which own the sea. Through the delegation of authority in managing the coastal area, it was expected that the regional governance would develop the coastal society to be more prosper.The local government and the coastal society didnât realize and couldnât give an appropriate response to the change design in Law. The application of local autonomy which regulated territorial power division hadnât yet been meaningful for the coastal society in Semarang City. Society development programs could not increase the participation yet. Meanwhile, economic development hadnât yet been able to increase the costal societyâs prosperity.Keywords: Local autonomy, the coastal society, prosperity.

Community participation in the use of voting rights becomes the most important indicator of the success of regional elections. However, the recapitulation result of PILGUBSU year 2018 shows the participation rate of the city of Medan as big 55.80%, so not achieved target of KPU Medan City for 78% and community participation of Medan Maimun subdistrict only 48.12% which makes the participation lowest of the 21 subdistricts in the city of Medan. This research aims to analyze the political participation of the city of Medan in PILGUBSU in 2018 (case study: community of subdistricts Medan Maimun. The research method used is a qualitative descriptive. Analysis of data used refers to the opinion of Milles and Huberman among others: data reduction, display data and draw conclusions. The results showed first, the hierarchy of political participation of the subdistricts community. Medan Maimun is dominated by participation in the giving of votes and apathy total. Secondly, the factors influencing community participation in PILGUBSU year 2018 are: Political consciousness, belief in government, social status and economic status, political affiliation of parents and organizational experience.

This research is motivated by the deepen concern toward the concept of communitygovernance. There is a paradigm change in public administration, from government togovernance. That paradigm encourage many changes in public administration, includedprograms of poverty reduction. When community claim any services that local governmentcan not fulfill it, communities effort to make self-supporting and play along to each other tofulfill their requirement. So, itâ€™s important thing to develop commmunity governance as amodel to manage programs of poverty reduction. The main purpose this research is todescribe the application of community governance in PNPM-MP (Program NasionalPemberdayaan Masyarakat-Mandiri Perkotaan). Result this research describes that BKMMatra as community can do the function of governance, e.g: Community Leadership,Community Empowerment, and Community Ownership. Application of Communityleadership can be seen in developing shared visions and understandings , communityparticipation, and co-operative behaviours. Application of Community Empowerment can beseen in how comunity access to resources, do power sharing, and decentralize of decisionmaking.Realization of Community Ownership can be seen in how community developsense of belonging, sense of caring, and valuing diversity.Keywords: community governance, community leadership, community empowerment,community ownership.A. AbstractThe existence of local autonomy regulation through the Law No. 32 of 2004, that regulatedistribution of authority between central government and the local government, has not givensomething meaningfully for prosperity of the village communities. The Law No. 32 of 2004 isambivalent. In one hand it recognize values of diversity, participation, indigenoese, democratization,and community development. On the other hand the authority to make decision making be in centralgovernment only. Law reconstruction is needed to reform village government and to encourageautonomy in village. It must be improve not only effectiveness of governance process but alsohumanitarian welfare of the village communities.Keywords: policy, local goverment, governance process, law reconstruction.

Election is the most importan for democracy. Election can make some contribution to political integration, linking te central government to local areas. The more fact of participating in an election and the associated task of learning party symbols and some facts about the partyâ€™s philosophy, may also facilitate national awarness among the polulation. But elections, like other political process in the developing countries, include Indonesia, are elite-driven.

The 3R TPS-based waste management Program held in Bergas Kidul is anactivity that was first performed in Semarang district so that the government ofSemarang District established TPS 3R in Bergas Kidul village As the TPS 3Rpilot into the background of this research. The problem is: how does therealization of stakeholders mapping in the waste Management program in BergasKidul village in 2017-2018? How is the implementation of partnership amongthe stakeholders in the dumpster 3R-based waste management program in DesaBergas Kidul district of Semarang?The purpose of this research is to know the stakeholders mapping andexplain the stakeholders partnership pattern in the Waste management programin Semarang District in 2017-2018 by taking a case study of the 3R TPS-basedwaste management in the village Bergas Kidul. The research methods used arequalitative research methods with descriptive research type.The results of the study showed the cooperation between the partnershipbetween Semarang District Environmental office and the local communityBergas Sehat Group as the subject of the management of TPS 3R is a productivecooperation. Partnership in the Program TPS 3R Bergas Kidul Run on theprinciple of equality, the existence of the objective and mission in addressing thegarbage problem in Bergas Kidul. Each of the parties involved has also beencarrying out their duties and authorities. Each of the parties involved also benefitfrom the government of Semarang Regency itself has benefited the cost oftransportation costs for the transportation of waste to landfill as well as minimizethe use of landfill Blondo in Bawen, because of garbage can be processed in TPS3R. While the benefits for the community itself, the garbage managed with the3R is able to produce economic value, job creation.Keywords: partnership, waste Management, TPS 3R

The village is expected to have an institution that can empower the community as well as economic enhancement and indigenous village revenue. Thevillage owned enterprises (BUMDes) is a business entity that is wholly or largelyowned by the village through direct inclusion derived from a wealth of villagesseparated to manage assets, service and other businesses to for the welfare of thevillage community. This research aims to explain the form of empowerment of villagecommunity through the business unit of BUMDes and analyze supporting factorsand barriers to community empowerment and how the development of business unitBUMDes run against a village primarily in providing welfare to local communitiesthrough community empowerment. Research methods used are qualitativedescriptive with data collection techniques in the form of interviews anddocumentation. Data obtained later in the analysis using Data interpretationAnalysis, theory, and Data sources.The findings of this research is that community Empowerment LerepVillage District West Ungaran Semarang District through the village-ownedenterprises (BUMDes) Lantern Gate, just go well, it is seen from business units thatrun and Tourism potentials that exist in the pack and managed to become a form ofcommunity empowerment through BUMDes become a tour package. The existenceof cooperation with third parties and trainings to make existing potentials andbusiness units run more developed. The supporting factors are the participation ofactive communities, government support, as well as the potential for adequatenatural resources while for the barriers faced by the absence of special training heldfrom the manager to develop Citizen independence, limited funds to develop thebusiness unit run, and limited human resources in the management of BUMDes.Empowerment made through the business unit that is carried out by BUMDesaffects 2 sectors. Economic sectors have an impact on the increasing communityincome of Lerep Village and the opening of employment, and the social impact thatthere is a promotion of the village Lerep Tourism, the study of appeals conductedby other villages to visit Lerep Tourism Village About the management ofBUMDes and the training provided by other parties to the people of Lerep villageto grow and able to manage the potential.Keywords: community empowerment, village owned enterprises (BUMDes)

This research is entitled "Leadership of Village Heads in Management of Village Funds in Padas Village, Kedungjati District, Grobogan Regency". Leadership has an important role in determining the performance of public organizations to manage village funds in accordance with established government regulations. The leadership of the village head is also very important in prioritizing development programs to suit the needs of the local community. This research was conducted in Padas Village because Padas Village was one of the villages that carried out disbursement later than the other villages. This study aims to find the year the cause of this is based on the concept of traditional and transactional leadership of the village head. The leadership of the village head is analyzed based on the role of the village head in general which has been stated in the Law, government regulations, regent regulations concerning the management of village funds.

Penelitian ini bertujuan menganalisis upaya RSUP Dr. Kariadi dalam meningkatkan pelayanan publikdan meningkatkan akuntabilitas dalam mempertahankan predikat Zona Integritas WBK dan WBBMyang diperoleh dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi secaraberturut-turut pada tahun 2014 dan tahun 2015. Penelitian ini menggunakan metode mixed method, yaitu gabungan antara metode penelitiankualitatif dan metode penelitian kuantitatif. Varian yang dipilih oleh peneliti adalah sequential, dimana menggunakan metode kualitatif dengan bobot yang lebih tinggi daripada metode kuantitatif.Data kualitatif diperoleh melalui wawancara dan data kuantitatif diperoleh melalui kuesioner.Keabsahan penelitian ini dilakukan melalui triangulasi sumber dengan membandingkan datakualitatif dengan data kuantitatif. Berdasarkan hasil dari penelitian, pelayanan kesehatan di RSUP Dr. Kariadi tahun 2018mendapatkan nilai â€œsangat baikâ€ dengan rata-rata persentase kepuasan sebesar 89,27%. Hal ituditunjang oleh penguatan pelayanan publik melalui peningkatan kompetensi sumber daya manusia;pelayanan pengaduan masyarakat; media informasi yang lengkap dan jelas; dan jaminan fasilitaslayanan kesehatan. Kemudian juga ditunjang oleh penguatan akuntabilitas melalui peningkatantranspatansi; pemberian penghargaan dan hukuman bagi pegawai; penetapan tanggung jawab kinerjapegawai. Semua itu dapat membuktikan bahwa predikat Zona Integritas WBK dan WBBM yangdidapatkan oleh RSUP Dr. Kariadi tidak hanya sekadar predikat belaka.

BLU UPTD Trans Semarang yakni sebagai pengelola administrasi dari Trans Semarang yang memiliki fungsi sebagai pengawas jalannya BRT Trans Semarang. Dalam operasionalisasinya BRT Trans Semarang mendapatkan laporan-laporan mengenai keluhan masyrakat. Keluhan terhadap pramudi masih mendominasi. Total ada 95 keluhan terkait pengemudi, mulai dari laporan pengemudi ugal-ugalan, menerobos lampu merah, merokok di dalam bus, berkata kasar, dan lain sebagainya. Kemudian disusul keluhan terhadap armada dengan total 87 keluhan terkait ac, pintu, mesin, dan emisi. Saat dilakukan sidak uji emisi. Tujuan Penelitian ini adalah untuk mengevaluasi Peran Pengawasan BLU UPTD Trans Semarang terhadap pramudi dan armada BRT Trans Semarang. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif. Bertujuan untuk menggambarkan dan mendeskripsikan peristiwa maupun fenomena yang terjadi di lapangan. Pengumpulan data dilakukan dengan teknik observasi dan wawancara. Fokus penelitiannya adalah pengawasan mengenai keluhan terhadap pramudi dan keluhan mengenai armada Trans Semarang. Hasil penelitian menunjukkan BLU UPTD Trans Semarang sebagai regulator Trans Semarang telah melaksanakan manajemen pengawasan dalam pengecekan kelengkapan surat-surat pramudi, namun perlu adanya pengawasan langsung dari BLU Trans Semarang dalam proses seleksi terhadap calon pramudi yang handal. dan kelaikan armada sesuai SOP, hal ini terlihat dari observasi dan hasil wawancara dari BLU UPTD Trans Semarang.
