Abstract

Minimum wage becomes a sensitive issue because it involves the welfare of labour and there is a complicated complexity. Wage issue is the most important priority of the various matters in Federation of Indonesian Metal Workers Union or worker unions else. It caused by the issue of wages become an urgency and it was like a labour as veins, so the blood is wages. FSPMI in Purwakarta has an important role in fighting for the welfare of labour.This study aimed to describe role of FSPMI in Purwakarta on minimum wage fixing process who was conducted by Wage Council in Purwakarta, in this case FSPMI has the representative in Wage Council of Purwakarta. Moreover, also described the various problems in the field such as supporting and inhibiting factors either the internal or the external, so that can be concluded extent of the FSPMI influence for the labour welfare. This study used the descriptive qualitative method. Triangulation of data or sources technique is used in this study to obtain a data validity. The primary data sources was obtained through interviews with the relevant informants and secondary data was obtained from documents, records, internet, and other sources that are related to this research.Based on these results, it can be seen that FSPMI have two alternatives in solving minimum wage, the alternatives are lobby and action. Along with the joining of FSPMI in Wage Council of Purwakarta since 2012, minimum wage increases in Purwakarta significantly occurred. In carrying out its role, FSPMI was faced with a variety of supporting and inhibiting factors either the internal or the external. FSPMI has an important meaning for the labour member if viewed from two aspects, that aspects are the purpose and benefits of joining the FSPMI. Objectives and benefits is closely related to welfare problems.Recommendations which can be given that such elements exist in the Wage Council could establish the best synergy especially the elements of workers union. When it was sitting on the Wage Council is no longer the name of the organization but it represents the aspirations of all workers in Purwakarta. Employers should not only promote the company's profits, but also must be able to create a symbiotic mutualism between employers and workers.Keywords: Workers Union, Minimum Wage, Purwakarta.

Factors that cause it is because there is a high potential tourist attractions and places of prostitution in Semarang regency. Therefore, local goverment make local regulations number 3 in 2010 which contained of HIV prevention to decrease HIV transmission in Semarang regency. Besides, this regulation aimed to persuade people to concern and prevent about HIV transmission actively.The objective of this study to know the implementation of local regulations number 3 in 2010 which contained of HIV preventions in Semarang regency and obstacles since the regulations has been applied. This study using a qualitative design with descriptive method. The results of this research were analyzed based on Edward’s III theory about four variables to observe the implementation of the policy ; communication, resource, disposition, and bureaucracy structure.Communication is carried out by AIDS commission and related institution through socialization to the target groups such as HIV-AIDS sufferer, high-risk persons who can be infected HIV-AIDS, and people around the regency of Semarang. Resources variables are divided into two parts; human and financial resources. AIDS commission and health workers as human resources who have interaction with the target groups. Meanwhile, financial resources obtained from regional budget and global fund as foreign aid. In disposition aspect has been well done. It can be observed from services given by AIDS commission and related institution to HIV-AIDS sufferer. Many training are also conducted to improve commitment and ability of health workers. In bureaucracy structure, indicate that government has a long2bureaucracyal structure because of HIV-AIDS preventions are complex problems and many people have to get involved.In the other hand, the implementation of local regulations have some barriers from each variables. Communication barriers due to the education level of sex workers is low. It can influence lack of knowledge in understanding socialization. From the aspect of resources, especially financial resources, occurred the threat because of foreign aid from the global fund will be dismissed in 2015. For disposition aspect, people still get unsatisfactory services. Meanwhile, the structure of bureaucracy barriers caused by the lack of a decree that governs the law technically in 2013. In addition, stakeholders in the AIDS commission bureaucratic structure has not been completely perform basic tasks functions of HIV-AIDS preventions.The implementation of local regulations number 3 in 2010 about HIV-AIDS preventions in Semarang regency has been applied well by AIDS commission and related institution. However, there needs to be increased in disposition and bureaucratic structure. Long bureaucratic structure in AIDS commission is not expected to be an obstacle in implementing the law. Therefore, the need for cooperation by all institutions which are involved in AIDS commission in order to carry out basic tasks in accordance with the responsibilities. By the implementation of the main function of AIDS commission optimally, HIV-AIDS transmission can be minimized and the implementation of local regulation provide a positive impact to the community.Keywords : Implementation, prevention, HIV-AIDS

Abstract

The election of regional heads of Semarang regency in 2015 was participated by two candidates in which one of the candidates was an incumbent from the previous regent, Mundjirin. Mundjirin is accompanied by Ngesti Nugroho who is a cadre and DPC’s chairman of the carried party that is PDI Perjuangan. Besides being carried by a party with a big mass base in Semarang regency, Mundjirin-Ngesti is also supported by two other parties namely PAN and Partai Gerindra. Mundjirin-Ngesti earned 65% of the vote, that is appealing,  while major parties, who supported them, only managed to break through 41.72% in legislative elections in 2014 when the vote was combined.The purpose of this research is to analyze the role of political party machine and figure, where the party with big mass base is expected to contribute greatly to the victory of the candidate besides the candidate has their own figuration. The method used in this research is a qualitative method. Primary data from this research was obtained directly from an interview with informant through purposive sample and snowball sampling technique. While secondary data obtained indirectly through documents, articles, mass media, internet, and other literature studies. The data has been obtained then compiled with the stages of reviewing data, analyzing data and drawing conclusions and data verification. Thus, it yields descriptive data to illustrate the results of winning analysis of Mundjirin-Ngesti pair.Based on the results of research in the field, the most dominant role in the process of winning is the figure of Mundjirin-Ngesti itself mainly from social capital and economic capital owned. Party, as a vehicle of the candidate to win the election of the regional head, is less able to contribute greatly to the couples it supports. However, due to political marketing and figures with established social capital and economic capital, Mundjirin-Ngesti is able to win the election of regional heads of Semarang Regency in 2015.With the election of Mundjirin-Ngesti as the winner in the regional head election, they are expected to fulfill the promise of politics that is to strengthen Semarang regency to become Advanced, Independent, Discipline and Prosperous. Similarly, for political parties, that supported, are expected in the future to always guard Mundjirin-Ngesti during their term, if there is a policy that deviates from the goal of prospering the public, they will become the first party in giving reprimand and criticism. Key Words: Victory of Regional Head Election, Figure, Political Party, Political Marketing

Abstract

Child Friendly City programs run by the government would not run smoothly without thehelp of elements of the community. They must be aware that this is a joint responsibility andnot the work of just the government, so that synergy between government and the communitymust be committed and there must be a commitment from the community to implement theChild Friendly Cities program. Fulfillment of civil rights and freedoms which are the mostfundamental rights that must be owned by children and must be fulfilled by the Semarang CityGovernment in the context of Child Friendly Cities.This study aims to evaluate how the policy of the Child-Friendly Cities, especially in thefulfillment of civil rights and freedom clusters in Semarang City and what are the obstaclesencountered. The method used is a qualitative method by taking data through interviews anddocumentation. This study uses the policy evaluation theory of William Dunn which is dividedinto 6 indicators, consists of effectiveness, efficiency, adequacy, leveling, responsiveness, andaccuracy.The results of this study indicate that the fulfillment of civil rights clusters and freedom ofChild-Friendly City policies in Semarang City cannot be said to meet targets. The lack ofstrengthening of the children's forum, the stagnation of providing adequate information onchildren, as well as the achievement of the issuance of birth certificates that did not reach thetarget became the main points of evaluation. Lack of socialization to the community, lack ofcommunication between local government organizations, lack of available resources, andregulations that obstruct the implementation of the Child-Friendly City in Semarang CityGovernment.One recommendation that researchers can give to the government is to add resources andalso to issue new, stronger regulations so that they can adjust to the conditions faced in thefield.Kata kunci: Child-Friendly City, evaluation, policy

Abstract

ABSTRACTIONThis study aims to analyze the implementation of Mayor Regulation No. 34 of 2017 which has been implemented since mid-2017 until now and the extent to which the implementation can achieve the established goal of realizing the management of public complaints to be more coordinated and provide access to the community to participate actively in submit complaintsType of research used in this research is analytical descriptive research type through qualitative approach. Sources of data used in the form of primary data derived from the results of in-depth interviews of research informants and secondary data in the form of archives and documentation. The technique of selecting informants using purposive sampling.The results of the study found that in the implementation of this Mayor Regulation is effective in increasing the active participation of Semarang City community participation in 2017 in conveying complaints due to the massive socialization conducted by the Semarang City Government. Sources of input reports from the public most use the means of complaints via SMS, Twitter and Web laporhendi. Types of categories of complaints are classified into 3 types of mild, moderate and severe reports after passing the verification and clarification stage of P3M before the report is disposed to the integrated OPD. While some of the obstacles are if there are reports of public complaints involving many WSS and are not included in the planning and budget of the year, and there are still procedures for handling different OPDs.The recommendation that the author gives to the Complaints Management in Semarang City is that Each response answer from the OPD needs to include contact person who can be contacted to facilitate the community who want to ask more questions related to the problem and displays additional image features on the system before and after the results of reporting through images to make it more credible. ABSTRACTPolicy Implementation Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food in Temanggung RegencyPolicy Implementation Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food at Temanggung Regency is a policy made by the Government, namely the Regional Regulation No. 2 of 2014 on the Protection of Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food. This policy is a policy that has the objective to control and protect LP2B.menjamin LP2B availability, and achieve independence, resilience, and food sovereignty at Temanggung Regency.This study is a qualitative study with the primary objective to describe in depth the Policy Implementation Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food Temanggung Regency. Data collection techniques in this study using in-depth interviews and documentation and document analysis. Analysis of the data in this study include stage data reduction, data presentation, and data verification or conclusion.From the results of this study concluded that the policy Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food in Temanggung Regency has been running optimally implementation, the socialization process is carried out in stages, beginning after the passing of Governor Regulation No. 2 of the Regional Regulation 2014 governing the Protection of Agricultural Land Sustainable Temanggung Regency of Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food at Temanggung Regency. Socialization starts from dissemination to government officials in Waterford District, then dissemination to the public.For that in the aspect of law enforcement in order to be confirmed by follow-up acts irregularities, misuse of land that is not as it should be appropriate sanctions violations that have been set up and published in Regional Regulation No. 2 of 2014 on the Protection of Agricultural Land Husbandry and Food Agricultural Land Reserves Sustainable.Keywords: Implementation; Sustainable Agricultural Land; Sustainable Food Agriculture Land Reserve; Temanggung Regency

Abstract

This research discusses the political strategy of  united development party on legislative elections in pemalang regency in 2014. Method used in this research is qualiltative approach. The data are obtained through depth interviews to each informant continued to analyze them comprehensively. The results of this research explains some succesful results of political strategies applied by United Development Party (PPP) through, namely: Political Campaign, Prominent Figure, Base Mass, Introducing Cadre Popular, Community Approach, and General Strategy. Based on the vote on legislative elections in Pemalang regency in 2014 United Development Party got six seats of  DPRD  in Pemalang regency in period of  2014 – 2019, which in each constituency they have been  represented by legislative candidate of  United Development Party from six constituencies.The results is  appropriate with the target targeted by Branch Leader Council (DPC) of United Development Party (PPP) of  Pemalang regency, namely getting six seats of DPRD of Pemalang regency in every constituency from six constituencies. It has been represented by every legislative candidate of United Development Party (PPP) who passes as legislative member in period of  2014 – 2019.

Abstract

In the conduct of public services to the society, the most important thing that was supposed to take precedence in society is satisfaction in getting the service. Provision of public services in accordance with the standards of the public service is the process of excellent service to the community. Excellent service is the best service is given with emphasis on simplicity, speed, timeliness and compliance with the applicable standards to create a satisfaction to the public. The problems discussed in this research include efforts made in achieving excellent service and the factors restricting anything encountered in achieving the award of excellent service to the community at the service of the integrated permitting agency (BPPT) of Semarang City.This study uses qualitative research methods of evaluation. The focus of the study include: (1) efforts in realizing BPPT excellent service to the community, (2) inhibiting factors encountered in achieving BPPT providing excellent service to the community.Based on the results of the qualitative evaluation of the obtained research results and discussion that shows that efforts in the matter of permitting excellent service at BPPT of Semarang City there are still some obstacles. A variety of factors restricting that needs to be fixed, that is existence of the technical team was still in the service of the other departments concerned, the uncertainty of the time of the completion of permitting, infrastructure and facilities, the existence of scalpers who made the cost of licensing to be doubled, the processing of the file permission must still be out to departments related as well as incomplete files from the applicants.The process of excellent service is still far from what is expected by society. BPPT of Semarang City should have been stricter in doing the superintendence toward the scalper and get full pander in publishing of permitting so that giving services become more effective and efficient.

Abstract

Kismantoro sub-district is a district that has of high rates poverty inWonogiri as many as 2671 of Poor Households ( RTM ). The causative factorshigh rates of poverty in the district Kismantoro are a natural condition,productivity, and low-income communities. The aim of the research was todetermine how the government's role in solving poverty Wonogiri Regency inDistrict Kismantoro period 2011-2014, as well as to identify obstacle factors theimplementation of the Family Hope Program (PKH) in District Kismantoro.The research used a qualitative descriptive method to describe thecondition of an object of research by using the theory of the government role andthe poverty cycle theory as research guidelines.The result showed a decrease in the number of RTSM/KSM and increasedcommitment to the community in education and health. A database error,inadequate human resources companion, lack of capital for pioneering KUBE,and the low level of creativity and innovation of the PKH participant are theobstacle factors in the implementation of the CCT.The advice given to improving the quality of poverty countermeasuresprogram are the need for special program from the regional government shouldconduct an evaluation so the program could be running effectively and efficiently,as well as increased the motivation of the PKH participants to be able to take theadvantage of assistance.

Abstract

In reaching the whole system of democratic government, Indonesia hasundertaken the process of democratization (the transition, consolidation, and maturingpolitical culture community). This background has been made in this study. Problemsthat arise: How do students' perceptions of the Faculty of Social UNDIP aboutdemocratization in Indonesia?The purpose of this study was to describe the perceptions of students FISIPUNDIP about democratization in Indonesia. The data was collected throughquestionnaires with a population of as many as 3083 students of Faculty of SocialUNDIP and total sample of 100 students of Faculty of Social UNDIP. This type ofresearch is descriptive quantitative research.The analysis showed that the democratic system is in conformity with thesystem of government in Indonesia. College students who are part of the public haveconfidence that the ongoing democratization in Indonesia has done well but notconvinced that democratization in Indonesia (with the implementation of thetransition and consolidation) have been able to improve the socio-economicconditions of society and makes government of Indonesia to be better.Recommendations from this study are (i) For the government: provide earlyeducation about the system politic, providing open space for society, more transparentand accountable in the implementation of the system of government. (ii) For thecommunity: makes democracy as a way of life that guides the livelihood of thenation, more caring and actively participate in the political system in Indonesia. (iii)For college students: waged back the fighting spirit in defending the fate of nations,revive its role as an Agent of Change to give change for the people and governmentof Indonesia (by not doing harm to others).Keywords: Perseption, Democratization and College Student
