Abstract

Social welfare is a state of fulfillment of living for the people , so that they can developthemselves and to carry out social functions that governments , local governments andcommunities in the form of social services that include social rehabilitation , social security ,social empowerment , and social protection ( Law No. 11 of 2009 article 1 and 2 ) .This study aims to examine the government's policy of Semarang in developingcommunity capacity through the construction of an abandoned orphanage. The orphanage is asocial welfare institution that has the responsibility to provide social welfare services toneglected children and various other social problem with implementing sponsorship and poverty, provide replacement services of physical , mental and social well in foster care , so as to obtainample opportunity , appropriate and adequate for the development of his personality as expectedas part of the next generation of the ideals of the nation and as individuals who will participateactively in the field of national development.In the development of child welfare orphanage children who mostly come from waif ,Semarang government provides assistance in two forms , namely in the form of materialassistance that may include money , goods , or groceries , and coaching support in order to createa special skill for both children to foster and orphanage administrators.Semarang City Government should be able to formulate specific local regulationsregarding the construction of the orphanage, both in physical development and educationaldevelopment. So the orphanage in Semarang has its own budget in the construction and built it,and orphanages can also have a clear standard under development goals. With the specialregulations of Semarang City Government can monitor and control the orphanage in the city ofSemarang by looking at the number of orphanages now too many and difficult to monitor.Keywords: Implementation, SocialWelfare, Orphanages

Abstract

ABSTRACTIONSocial problems are mushrooming in various ways, such as the emergence of street children, vagrants and beggars, especially in big cities becoming the drivers of the formation of policies to alleviate these problems. As well as in the city, the government is required to resolve the social problems of this one with the issue the Regional Regulation No. 5 in 2014 are expected to be able to reduce Persons Social Welfare Society in the city of Semarang. Therefore, how the implementation of programs to alleviate the problems and solutions issued by the Social Service of Semarang in reducing the increase in street children, vagrants, beggars and how to deal with these constraints? This study aim is to give the illustration (description) regarding to the implementation of programs to alleviate social problems, constraints and solutions that provided by the Department of Social Welfare to overcome these obstacles. Data were collected through observation, in-depth interviews, documentation and related research. Qualitative data analysis techniques with analyzing in the form of description, depiction and conclusion on the symptoms studied.                                        From the research, it is known that the problem of street children and the alleviation programs is based on the Regional Regulation of Semarang No. 5 Year 2014. The aim that wanted to be achieved from this program is to provide social assistance, skills training and changed the way of people thinking with a social mindset, in order to live in proper life without having vagrancy or begging for economic demands, and to improve the quality and fairness, in order to improve their social welfare and alleviate social problems. From the discussion, it can be concluded: the alleviation of social problems in this program has been effective and efficient by the standards, objectives, characteristics of enforcement agencies, communication between the implementor, disposition implementor; but the resources, environmental conditions as well as the mindset of the persons which still become the obstacle of the alleviation of this social problem.With the problems of social welfare, in addition to already issued Regulation No. 5 In 2014, the government must implement and enforce these rules well and coordinate with other agencies or institutions concerned. Keywords: ProgramImplementation, Issues Street Children, Vagrants and Beggars, Regional Regulation No.5 In 2014

Abstract

IMPLEMENTATION OF REVITALIZATION ANALYSIS OFPASAR IR. SOEKARNO KABUPATEN SUKOHARJOIN ORDER TO IMPROVE SERVICE QUALITYABSTRACTResearch on implementation of revitalization analysis of Pasar Ir. Soekarno Kabupaten Sukoharjo in order to Improve Service Quality has the objective to investigate the implementation of the revitalization of Pasar Ir. Soekarno, who had finished as well as knowing the impact to the surrounding environment and society as a form of improving the quality of government services, especially in the traditional market management Ir. Soekarno. In addition Sukoharjo district government also has promised to give priority to the welfare of the traders in order to continue to grow and expand its business despite of many modern shopping malls and shops.This study uses the theory Impementasi policy by Marilee S. Grindle about factors - factors relating to an implementation of a policy and what it has led to the implementation of a policy that worked. In addition, researchers also use the theory of public services by Ibrahim and quality of service by Gaspersz about what led to a policy can have an impact on the quality of government services. The method used in this research is descriptive method qualitative data collection techniques such as interviews, observation and documentation. Informants in this study is the Department of Industry and Trade (Industry and Trade), and the Regional Development Planning Board (Bappeda), Public Works Department (DPU), District Sukoharjo, Head of Traditional Market Ir. Sukarno, the Market Traders Association (HPP) Ir. Soekarno and the traditional market traders Ir. Sukarno as the recipient of the revitalization of the market.Based on research that has been done can be concluded that the implementation of the revitalization of Pasar Ir. Soekarno Kabupaten Sukoharjo has been going well. Regarding the impact on the traditional market services Ir. Soekarno we can know that with the additional facility of traditional markets such as improved security and hygiene, increase the amount of labor, creation of parking areas and open spaces have answered the needs of the traditional market services Ir. Soekarno.Finally, with traditional market research is expected to be chosen by the public to meet all the needs of day - day. Abstract

ABSTRAKSIAnggaran Pendapatan dan Belanja Daerah (APBD) adalah rencana keuangan tahunan Pemerintah Daerah yang disetujui oleh Dewan Perwakilan Rakyat Daerah. APBD ditetapkan dengan Peraturan Daerah. Keterlambatan dalam penetapan APBD di Kabupaten Blora akan berdampak langsung terhadap pelaksanaan pembangunan di daerah. Keterlambatan Penetapan APBD di Kabupaten Blora Tahun 2014 mengakibatkan program pembangunan infrastruktur dan proyek energi mandiri pedesaan tidak dapat dilaksanakan dan Kabupaten Blora mendapatkan sanksi atas Keterlambatan tersebut. Metode penelitian yang digunakan yaitu penelitian kualitatif dengan mengidentifikasi dan mengevaluasi permasalahan-permasalahan yang mempengaruhi keterlambatan dalam pengesahan APBD. Pengumpulan data dilakukan dengan cara wawancara yang mendalam, dan menganalisis data dari dinas/instansi terkait. Hasil penelitian didapatkan ada 5 faktor yang melatarbelakangi keterlambatan penetapan APBD Kabupaten Blora Pada Tahun Anggaran 2014 yaitu : (1) Faktor Komitmen antara Eksekutif dan Legislatif dalam Mentaati Jadwal Proses Penyusunan dan Penetapan APBD, (2) Faktor Komunikasi dan Koordinasi antara Pemerintah Daerah dan DPRD dalam Penetapan Anggaran Pendapatan dan Belanja Daerah, (3) DPRD dan Pemerintah Daerah dalam menjalankan Fungsi Penganggaran Keuangan Daerah Kurang Maksimal (4) Faktor Sumber Daya Manusia antara Eksekutif dan Legislatif, Sikap serta Adanya Faktor Politik Tertentu dalam Penetapan APBD, (5) Faktor Birokrasi dan masalah teknis Peraturan Perundang-Undangan yang dijadikan Pedoman Penyusunan APBD berubah ubah setiap tahunnya. Solusi Kebijakan dari Keterlambatan dalam Penetapan APBD di Kabupaten Blora untuk Tahun Anggaran 2014 adalah: (1) Membina hubungan yang harmonis antara eksekutif dan legislatif dalam hal penganggaran keuangan daerah serta melakukan koordinasi dan komunikasi yang baik (2) Menginisiasikan suatu perjanjian bersama antara eksekutif dan legislatif dalam mentaati tahapan dan jadwal proses penyusunan APBD, (3) Peningkatan kinerja DPRD dan Pemerintah Daerah dalam Penganggaran Keuangan Daerah, (4) Pemerintah Daerah dan DPRD menyelenggarakan pendidikan dan pelatihan yang terkait dengan penganggaran keuangan daerah, (5) Edukasi Birokrasi Pemerintah Daerah.Kata kunci: Keterlambatan APBD, Pembangunan Daerah, Komunikasi dan Koordinasi

Abstract

This research was conducted in order to identify Management of Rocks Mineral Mining after publication of Regulation 2014 number 23 by Kudus Regional Government. The withdrawal of mining management authority in Regulation 2014 number 23 led to various problems in regional government. It suffer loss on withdrawal of mining management authority. This research identity and explains response of Kudus Regional Government with limited authority to minimize further losses.This research used qualitative method descriptive which data are collected and expressed in form of descriptive sentences. Subjects of this research were office of mineral mining rock (BPESDM) Kudus, Central Java office of Energy and Mineral Resources, and community around the mine. Data collection techniques included interviews, documentation, and literature and then analyzed through data reduction techniques, editing, data presentation and conclusion.The results concluded that Kudus Regional Government has only limited authority on minning management of its competence, such action in form of organizing, directing, implementing, and controlling. For future reference, The law must be more stuctured and orderly to prevent overlaping regulation.

Abstract

Abstract Implementation of e-ticketing in Transjabodetabek as an answer of transportation problem in Jabodetabek. People who previously used private vehicles were expected to move to Transjabodetabek for mobilization to Jakarta from buffer city or vice versa because with the implementation of e-ticketing Transjabodetabek mobilization of everyday activities easier, faster, and safer.The research method used is qualitative approach with data collection technique; observation, interview and document study. The informants in this research are Bussines Development Analyst PT Transportasi Jakarta, Staff Directorate of Development Planning BPTJ Kemenhub, Executing Staff Field Activity Field Road Transportation Office of DKI Jakarta Province, and 3 (three) Transjabodetabek users.The results showed that in the implementation of e-ticketing Transjabodetabek found four supporting factors and two obstacles in implementation. The first supporting factor of communication is the purpose of apllied e-ticketing Transjabodetabek is suitable for transportation speed and security, but there is still a goal that has not been done, it is the integration between modal in Jabodetabek like with KRL and others. The second is the bureaucracy structure where the stakeholders involved already have a role but there is still overlap in terms of supervision of implementation. Third is the resources where everything is good both in terms of staff / human resources and facilities. The last is the disposition related characteristics of officers in providing services that are considered already fast but still found some officers who are not friendly. In terms of implementation barriers there are two obstacles, the first is information due to the lack of socialization, there are people who still do not know how to use and the usefulness of the e-ticket. Then the second is the division of potential where there is still overlap between stakeholders in the implementation of this Transjabodetabek e-ticketing.Recommendations can be done by the implementor is improving the quality of service by conducting various training so that the service is more friendly. Then there needs a clear division of tasks so there’s no more overlap and re-disseminated socialization and education about e-ticketing, especially to people who first use.Keywords: Implementation, Transportation, E-ticketing
