Abstract

Tujuan penelitian ini adalah meningkatkan kualitas sajian konsep pembelajaran IPA melalui pendekatan CDT dan Kooperatif. Penelitian ini dilaksanakan di SLTP 32 Surabaya, subjek penelitian kelas III E, dengan siswa berjumlah 43 siswa. Mereka memiliki kecerdasan yang rata-rata, dan kemampuan IPA siswa berbeda-beda, sesuai data dari raport. Penelitian ini dirancang dengan menerapkan penelitian kaji tindak. Hasil penelitian kaji tindak sebagai berikut. Siswa belajar IPA tidak tampak lesu lagi, berarti semangat dan motivasi siswa tumbuh secara signifikan dan daya serap siswa dalam pembelajaran IPA meningkat; dengan demikian pendekatan pembelajaran Component Display Theory (CDT) dan kooperatif berpengaruh secara signifikan dalam pembelajaran konsep IPA.The goal of this research is improving the quality of the presentation of the learning of natural science using cooperative and CDT approaches. The research was conducted at SLTP 32, Surabaya, the subject of which was III E class comprising 43 students. They according to the school report. This research is designed following the procedures of action research, the result of which is as follower: the students weal eager to learn Science subject and did not look tired. It means that the spirit and motivation to learns science subject grew significantly as well as thees ability to absorb the lesson. Therefore it can be conducted that CDT and cooperative learning approach significantly influences the learning of science concept.

Abstract

Polyester Staple Fiber is a material that is produced from synthetic chemical and compound with various uses in industry phrase. There are states that export material of Polyester Staple Fiber to Indonesia like China, Taiwan, Thailand, South Korea, Malaysia and India. Among those states, dumping practices was found in Indonesian international trade which is implementing by the exporters. Dumping occur when a foreign company sells a product to the another state at less than fairmarket value. Loss caused to states who imports goods which contain dumping, therefor dumping is prohibited in international trade which have been mentioned by World Trade Organization (WTO).Dumping was done by China in the exporting activity of Polyester Staple Fiber. The lower price that is provided of China’s Polyester Staple Fiber is the reason that makes the Indonesian consumer interested of buying it more than the inland production. That thing decrease the market share of the inland producers company and caused loss. To anticipate the increasing of loss, Indonesian Fiber Synthetic Producer Association (APSYFI) made a petition to the Indonesian Antidumping Committee.The petition of Indonesian Fiber Synthetic Producer Association (APSYFI) that was represented by two national Polyester Staple Fiber company which are PT. Teijin Indonesia Fiber Corporation (Tifico) and PT Indonesia Toray Synthetic (Toray) continue to an investigation in proving dumping containing of the China’s Polyester Staple Fiber export. The end of the investigation, Indonesian Antidumping Committee recommended the antidumping duties of China’s Polyester Staple Fiber export to the Minister of Commerce and Minister of Finance. Abstract

Semen Gresik (SG) plans plant establishment which will be established in the District Gunem Rembang already starting to sound since 2010. Plan the location of the factory of PT Semen Gresik is located in the village of Pasucen, village and village Tegaldowen Timbrangan Suntri Village, District Gunem, Rembang. This cement plant requires an area of 900 hectares in the district and Bulu.Lahan Gunem the area needed for the procurement of raw material limestone (520 acres), clay (240 acres), factory (105 acres), road mines (15 acres), and way of production (20 acres). The land for the plant and the procurement of raw materials will be focused on the village of Pasucen, Tegaldowo, Kajar, Timbrangan, and Suntri in District Gunem. Residents of communities affected by the development are not concerned with the construction of the cement plant. For land compensation has also been declared settled by agreement between the parties with citizens that Semen Gresik land affected by construction of the plant. Harapanya for the existence of the plant to improve their economy. From these results, it appears that citizens will dibangunya happy with this cement plant. Now the task for the government to monitor, supervise that the existence of this plant does not bring harm to the people around the project. Factors that cause it is because there is a high potential tourist attractions and places of prostitution in Semarang regency. Therefore, local goverment make local regulations number 3 in 2010 which contained of HIV prevention to decrease HIV transmission in Semarang regency. Besides, this regulation aimed to persuade people to concern and prevent about HIV transmission actively.The objective of this study to know the implementation of local regulations number 3 in 2010 which contained of HIV preventions in Semarang regency and obstacles since the regulations has been applied. This study using a qualitative design with descriptive method. The results of this research were analyzed based on Edward’s III theory about four variables to observe the implementation of the policy ; communication, resource, disposition, and bureaucracy structure.Communication is carried out by AIDS commission and related institution through socialization to the target groups such as HIV-AIDS sufferer, high-risk persons who can be infected HIV-AIDS, and people around the regency of Semarang. Resources variables are divided into two parts; human and financial resources. AIDS commission and health workers as human resources who have interaction with the target groups. Meanwhile, financial resources obtained from regional budget and global fund as foreign aid. In disposition aspect has been well done. It can be observed from services given by AIDS commission and related institution to HIV-AIDS sufferer. Many training are also conducted to improve commitment and ability of health workers. In bureaucracy structure, indicate that government has a long2bureaucracyal structure because of HIV-AIDS preventions are complex problems and many people have to get involved.In the other hand, the implementation of local regulations have some barriers from each variables. Communication barriers due to the education level of sex workers is low. It can influence lack of knowledge in understanding socialization. From the aspect of resources, especially financial resources, occurred the threat because of foreign aid from the global fund will be dismissed in 2015. For disposition aspect, people still get unsatisfactory services. Meanwhile, the structure of bureaucracy barriers caused by the lack of a decree that governs the law technically in 2013. In addition, stakeholders in the AIDS commission bureaucratic structure has not been completely perform basic tasks functions of HIV-AIDS preventions.The implementation of local regulations number 3 in 2010 about HIV-AIDS preventions in Semarang regency has been applied well by AIDS commission and related institution. However, there needs to be increased in disposition and bureaucratic structure. Long bureaucratic structure in AIDS commission is not expected to be an obstacle in implementing the law. Therefore, the need for cooperation by all institutions which are involved in AIDS commission in order to carry out basic tasks in accordance with the responsibilities. By the implementation of the main function of AIDS commission optimally, HIV-AIDS transmission can be minimized and the implementation of local regulation provide a positive impact to the community.Keywords : Implementation, prevention, HIV-AIDS

ABSTRACTPolicy Implementation Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food in Temanggung RegencyPolicy Implementation Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food at Temanggung Regency is a policy made by the Government, namely the Regional Regulation No. 2 of 2014 on the Protection of Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food. This policy is a policy that has the objective to control and protect LP2B.menjamin LP2B availability, and achieve independence, resilience, and food sovereignty at Temanggung Regency.This study is a qualitative study with the primary objective to describe in depth the Policy Implementation Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food Temanggung Regency. Data collection techniques in this study using in-depth interviews and documentation and document analysis. Analysis of the data in this study include stage data reduction, data presentation, and data verification or conclusion.From the results of this study concluded that the policy Regional Regulation No. 2 of 2014 on Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food in Temanggung Regency has been running optimally implementation, the socialization process is carried out in stages, beginning after the passing of Governor Regulation No. 2 of the Regional Regulation 2014 governing the Protection of Agricultural Land Sustainable Temanggung Regency of Agricultural Land and Land Reserves Sustainable Agriculture Sustainable Food at Temanggung Regency. Abstract

AbstractGreen areas in Semarang city have been change into housing and building. This problem happened because increasingly the growth of infrastructure. Many buildings around of centre of Semarang city cause decreasing of green areas. Based on that case, the local goverment formed regulation number 7th in 2010 about management of green areas in Semarang city.This research aimed to find out implementation of that regulation in Semarang and how people can be involved in this policy. Research method using qualitative with descriptive data.Theory of Edward III explained that four variables to observe the implementation of policy : communication, resources, disposition, and bureaucracy structure. In communication through socialization of some green activities conducted by local departement of planning development (Bappeda) with green communities, developer, and people. Resource variables divided into two aspects; human and financial resource. Human resources include department of planning development, department of city and housing estate, institute of environmental, and department of garden and sanitation. Meanwhile, financial resource comes from the budget. Disposition variable has been implemented well. Some services and training has been held by department of planning development to developer and green communities. They also provide meeting to increase the responsibility for the policy. In bureaucracy structure, goverment expand the link with some companies to increase green areas. Unfortunately, there are no many companies which involved in this activity yet. Goverment should give more concern about that.2The implementation of regulation also persuade people to actively support green areas in Semarang. Developer, green comunities, and people supposed to be responsible and participate in this policy well. This regulation has been implemented well enough by all of people. It also one of some efforts to solve decrease problem of green areas in Semarang. It will be supposed to give positive value to other people.Key words : Implementation, regulation, green area

Abstract

ABSTRACT   One of the basic human needs that having important role in life was housing and settlement. The increasing of shelter needs could not having balance with infrastructure development. In addition, the increasing of population density effected the city, caused it populous. This occurrence was not having a balance with the economical ability of local community. The house price got expensive and low income community using various way to survive, built house on the illegal site was one of the way, it was called slum. The alternative to solved this problem was providing mass housing like rusunawa, such as in Kendal. The objective of this study research was to find the decent value of rusunawa’s development in Kabupaten Kendal, whether an appropriate alternative residential treatment compared to other alternative.    This study used qualitative research methods and the research design is descriptive qualitative. The location was in Kabupaten Kendal, while the subject was Dinas Ciptaru, Bappeda, and local community around especially the ones who lived on riverside of Sungai Kalireyeng and been relocated. The primary data source was obtained from interview and the secondary data was from journals, archives, documents, and so on.  The result showed that the policy of rusunawa development was only fulfilling the physical needs as shelter, and the direct advantage not yet to been felt by the majority of local community. Development rusunawa considered to excessive because the number of residents affected by the relocation of only 45 heads of families. Another alternative could be a simple settlement. But the construction of high-rise apartment in the future development of the district Kendal today.  Recommendations for Dinas Ciptaru as the Administrator of Rusunawa Kebondalem was to redo the evaluation, then looked for the points of the development policy’s problem, so that solution could be found to improved the policy further. After that, Dinas Ciptaru could improve the coordination between the agency, central or local agency, for better management. Giving more information about Rusunawa, or giving suggestion to local community to make them interested in using Rusunawa Kebondalem as one of facility provided by government.  Keywords: Policy Analysis, Rusunawa, Slums

Abstract

Cultural heritage is an invaluable legacy for the region. Willem II Ungaran Fortress is a regional cultural heritage that can make an identity Ungaran preservation Semarang District as an area of cultural heritage and regional assets. The need for conservation with the maintenance and care by the local government got a problem regarding the ownership of the building. Then the revitalization effort has failed. The need for evaluation to measure the starting shortcomings in the implementation of a heritage revitalization. The method used in this research is the Qualitative Research Methods that use descriptive analytical research type. Object of this study is Semarang Regency / City Ungaran related benchmarks / evaluations Fort Willem II Ungaran in revitalization efforts by the District Government of Semarang.

Abstract

Today, measuring employee performance becomes very important for management toevaluate the performance of the company and planning purposes in the future. Variousinformation has been compiled in order to do work that can be controlled and accounted for. Thisis done in order to achieve efficiency and effectiveness in all business processes. Demands ofsociety and the Government's commitment to conduct better service to the community has ledthe Ministry of Finance in particular the Directorate General of Customs and Excise (DJBC) toimplement bureaucratic reform program. Abstract

 AbstractOne of the things that can be favored by the Semarang District is processed foods made from pumpkin. Although now there are SMEs that can process the pumpkin into other foods such as geplak, chips, Gelek, pumpkin seeds, egg roll and others, SME development also requires rule of Local Government, especially the Department of Cooperatives, SMEs, Trade and Industry in order to develop properly, either through partnerships, funding and even promotion. So that the production of this pumpkin processing SMEs into Regional Competitive Products (PUD) District Semarang. The method used in this study is a qualitative stud. The result shows that the role of the Semarang District Government through the Department of Cooperatives, SMEs, Trade and Industry has been good enough in implementing development through existing programs although in some sectors not yet optimal.
