Abstract

Pemberdayaan masyarakat hutan merupakan studi pemberdayaan yang sangat penting untuk dikaji. Pembangunan kehutanan perlu didukung oleh partisipasi dari masyarakat lokal dalam setiap elemen pembangunan. Pemberdayaan masyarakat hutan membutuhkan nilai-nilai pembangunan berkelanjutan agar masyarakat lokal dapat mengelola sumber daya hutan dengan cara yang ramah lingkungan secara mandiri dan swadaya. Penelitian ini akan mengkaji mengenai strategi pemberdayaan yang dilakukan oleh pihak ketiga yaitu LSM swaraOwa dalam perspektif Pembangunan Berkelanjutan.Penelitian ini menggunakan pendekatan studi kasus dengan tujuan untuk mengetahui secara mendalam dan komprehensif strategi pemberdayaan yang dilakukan oleh LSM swaraOwa di Hutan Sokokembang, Kabupaten Pekalongan. Adapun sumber data yang digunakan dalam penelitian ini yaitu data primer melalui wawancara kepada LSM swaraOwa dan pihak terkait lainnya serta data sekunder yang bersumber dari dokumen dan observasi lapangan.Penelitian ini menemukan bahwa strategi pemberdayaan yang dilakukan oleh LSM swaraOwa meliputi strategi pemungkinan atau fasilitasi dengan lingkup kegiatan diskusi kelompok dan pembangunan fasilitas pemberdayaan untuk memunculkan motivasi masyarakat, strategi penguatan melalui kegiatan yang berfokus pada peningkatan kemampuan masyarakat seperti pelatihan pengolahan kopi hutan dan budidaya lebah hutan, strategi perlindungan mengenai usaha-usaha pembentukan jaringan petani kopi hutan dan strategi-strategi pemasaran produk hutan non kayu masyarakat serta strategi pendukungan dengan turut serta dalam kegiatan teknis yang dilakukan dengan kemampuan-kemampuan yang dimiliki oleh LSM swaraOwa seperti audit keungan dan kemampuan bernegosiasi kepada masyarakat Hutan Sokokembang. Dampak yang dihasilkan dari pemberdayaan tersebut meliputi tiga aspek pembangunan berkelanjutan yaitu keberlanjutan ekologi ditandai dengan peningkatan jumlah fauna yang ditemukan di Hutan Sokokembang setiap tahunnya, keberlanjutan ekonomi yang tercipta dari tumbuhnya sektor ekonomi masyarakat selain bertani dan tumbuhnya inisiatif masyarakat dalam menjaga kelestarian Hutan Sokokembang menjadi ciri lahirnya keberlanjutan sosial.Kata kunci: Pemberdayaan, LSM, Pembangunan Berkelanjutan.

Abstract

AbstractThe tidal flood if no treatment were significant from the Government of Pekalongan, slums due to tidal flood in the coastal region Pekalongan will be getting bigger and spread to other areas due to sea water every year getting up to the land area would cause tidal flood that came from shoreline. For the Government of Pekalongan set tidal flood management policies as one of the main priorities of development Pekalongan. This study aims to determine the handling policy implementation tidal flooding in coastal areas Pekalongan, obstacles in the implementation of the tidal flood management policies and countermeasures.Based on observations and interviews, the implementation of policies to deal with the tidal flood Coastal Pekalongan by the Public Works Department of the City of Pekalongan is a task as local government agencies Pekalongan in the field of public works, namely the implementation of the development, supervision and maintenance of roads, bridges, irrigation, housing and building area. Based on the four critical variables in the implementation of public policy, the role of the DPU Pekalongan in handling flood Rob Coastal Pekalongan has been running well, namely the smooth communication, availability of resources (resources) enough, the attitude and commitment of the implementers (disposition) strong enough, and the structure of the bureaucracy (bureaucratic strucuture) coordinated. Constraints tidal flood management policy implementation, among others, the border region with other regions of the tidal flood causing tidal flood handling is not complete, there are people who are less concerned rob flood mitigation program, facilities and infrastructure water pump and budget constraints. Efforts are being made to overcome these constraints include coordination with local authorities whose territory borders the tidal flood affected areas, community empowerment in tidal flood management, the improvement of facilities and infrastructure, and increased budget.Keywords: Flood rob, Implementation

Abstract

Abstrack Indonesian Workers pregnant and having childs problems continues to occur each year, along with sending Indonesian workers to destination countries. Worker’s child who takes home are vulnerable to human trafficking issues, many irresponsible people take advantage from the problem, because workers are embarassed to bring the child back to their hometown and it will be a disgrace for them. Sometimes the child is lefted when they just arrived at Soekarno-Hatta International Airport or killed by his own mother. In addition, many of the children who suffer from disorders, mental and physical disabilities. The government is considered less responsive and have not been up to handle the problem or create a policy to prevent migrant workers affected by these problems, marked by continuing reccurence of similar cases every year. Children Care Home for Indonesian Workers or RPATKI is an NGO which is presented in the community to help Indonesian Workers and worker’s child labor. As the shelter and helping the whole process until workers and worker’s child issue is resolved. Uniquely in Indonesia, RPATKI is the only NGO that takes care of and concerned about migrant woekres and child labor migrants. The author takes research on RPATKI because problems of labor migrants and having a child is a real problem and always repeated every year. Along with sending workers abroad and not many people care about the issue when Indonesian workers is one of the heroes of foreign exchange and the marginalized. The research used qualitative research method by using descriptive analytical type. The object of this research is a NGO which is RPATKI and Indonesian workers who are pregnant and have children. The results showed that RPATKI has a role of protection and empowerment role. RPATKI driving factor is the amount of public support both moreal and material, and fill the void role of the state and keep continue to assist migran workers and caring these children to be independent. However, RPATKI also have factors that inhibit them is the closure of Selapajang Return Hall of Indonesian Workers at Soekarno-Hatta International Airport it makes the workers who returned to Indonesia with pregnant and having a child condition is difficult to be monitored because not all of migrant workers have the insight and sufficient information regarding of RPATKI or institution that can help the problems of migrant workers, and lack of coordination, support and good cooperation between NGOs and relevant government authorities. RPATKI have a relationship with the government agency which is BNP2TKI as manifested by the memorandum of understanding entered into between both institutions in supporting RPATKI programs. Abstract

ABSTRACT             Street Traders are traders in an attempt to use the facilities and equipment that is easy or overhauled / transferred and or using businesses that occupy land owned by the local government or other parties. The increasing number of street vendors in the city, causing a variety of problems such as hygiene, safety and comfort. As a solution to these problems and to regulate street vendors, Semarang city government issued a Local Regulation No. 11 Year 2000 on Regulation and Development of street vendors.            The method used is a qualitative approach to data collection techniques are observation, interviews and document research. Informants in this study is the Head of the Office of Market Street Traders Semarang, Head of Operational Infrastructures, Head of Licensing Guidance and Counseling, Head of Planning and Control Division street vendors as well as some of the street vendors in the city of Semarang.            The results showed that after 15 years of the Regulation is implemented, have not been able to achieve the original purpose of which is expected towards the realization of Street Vendors of regular and orderly. There are still a lot of vendors who do not know this law and violates the contents of the legislation, there are several obstacles in its implementation or inhibiting factors either from the government or from the vendors themselves.            The recommendations can be given to the government is doing a consultation or meeting with street vendors in the city, held a training regularly for street vendors, improve the supervision and control of the street vendors so that fraud and violations of the law can be overcome and immediately followed up with more quickly.Keywords: Street Traders, Policy, Implementation

Strategy of Women’s Empowerment and Child Protection Policy in Rembang Regency 2016 ABSTRACTBacground: The high number of women and children violence, followed by the lack of active PUG institution becomes the the basic reference of researchers to assess the accomplishments of  PUG  implementation in 2016, the efforts of officers in implementing the strategy and the efforts to preserve the mentor category of APE in Rembang.Methods: A qualitative study involves collecting various empirical materials (interviews, personal observations, social interactions) to describe the problem, routine moments and its meaning in individual and social life.Results: The Implementation of policies related to gender mainstreaming in Kabupaten Rembang 2016, in routine evaluation through program evaluation meetings and in the district mid-term district development plan (RPJMD) section has integrated gender issues of strategy and policy direction integration of gender perspective in regional apparatus units.Conclusions: Implementation of gender mainstreaming in Rembang regency 2016, the achievement of the highest appreciation of godsend parahita ekapraya (APE) category of mentor and child-friendly district, while the constraint is limited resources such as supporting gender mainstreaming and technical guidance.Keywords: Strictness, Policy Strategy, Gender Mainstreaming

Abstract

One of the most crucial issues to be solved by the government of Indonesia is the problem of corruption. This is because the longer the corruption in Indonesia increasingly difficult to overcome. This is because corruption carried out in a systematic and organized from the bottom level to the level of officials. As happened in Tegal regency, corruption fund development projects Slawi city ring road, known as Jalingkos made by former Tegal Regent Agus Riyanto, Edy Prayitno, and Budi Haryono worth 3.4 Billion. Corruption is a neat eventually be leaked by a number of activists who are members of NGOs GMTB (tegal Unite People movement). . The results showed that the Agus Riyanto, Edy Prayitno, and Budi Haryono has proven corrupt jalingkos project development funds for their personal interests respectively. Law enforcement on the case jalingkos assessed later and said selective loggingAgus Riyanto was sentenced 5 years 6 months in jail, pay a fine of USD 200 million with a substitute punishment for one year in jail and pay compensation amounting to Rp 1.4 billion, or imprisonment for three years, Edy Prayitno was sentenced 5 years 6 months in prison and a fine of Rp 200 million and reimbursement of compensation amounting to Rp 1,494,410,000, Budi Haryono sentenced to 4 years in prison plus a fine of Rp 200 million and cash compensation of Rp 747,205,000.Keywords: Analysis of case, Corruption, Development Project Slawi Town Ring Road (Jalingkos).

Abstract

Pengembangan destinasi wisata memerlukan perencanaan yang bertujuan untuk memandu jalannya pengembangan tersebut melalui Rencana Induk Pengembangan Pariwisata Daerah (RIPPDA). Penelitian ini bertujuan untuk mengevaluasi RIPPDA Kota Bontang sehingga dapat diketahui kendala dan efektivitas RIPPDA tersebut. Penelitian ini menggunakan metode deskriptif kualitatif, dengan pengumpulan data wawancara dan observasi. Analisis data meliputi empat tahapan yaitu: pengumpulan data, reduksi, dan kategorisasi data, display data dan verifikasi data atau penarikan kesimpulan. Hasil penelitian ditemukan bahwa terdapat 6 tahapan yang dilalui dalam melakukan proses evaluasi RIPDDA Kota Bontang yaitu melakukan rapat, revisi dan review RIPPDA yang pertama, mengadakan sidang paripurna dengan DPRD, tahap berikutnya dilakukan revisi dan review RIPPDA untuk yang kedua kalinya, langkah kelima yaitu melakukan review RIPPDA yang ketiga atau final oleh DPRD, dan tahap yang terakhir yaitu melakukan pengesahan RIPPDA. Hasil evaluasi RIPPDA Kota Bontang ditelaah dari empat kebijakan dan program yaitu: evaluasi kebijakan dan program destinasi pariwisata, evaluasi kebijakan dan program pemasaran pariwisata, evaluasi kebijakan dan program industri dan evaluasi kebijakan dan program lembaga. Kendala yang ditemukan dalam kegiatan evaluasi RIPPDA yaitu data Kota Bontang dan data pariwisata Kota Bontang tidak sesuai, kesulitan dalam melakukan susunan RAPERDA, penyesuaian undangundang terkait pembangunan nasional, dan menyesuaikan kebutuhan kebijakan dan program selama lima tahun.

Abstract

Study on Evaluation of Rural Agribusiness Development Policy (PUAP) in the District of Batang, Batang county is a fairly interesting discussion in line with the policies of poverty alleviation in rural areas.Developing countries such as Indonesia have major problems, namely poverty and unemployment, especially in rural areas. Therefore, the Ministry of Agriculture of the Republic of Indonesia issued Regulation of the Minister of Agriculture No. 16 / Permentan / OT.140 / 2/2008 on February 11, 2008 on general guidelines for Rural Agribusiness Development (PUAP) to overcome the limitation of capital sources for farmers. In the framework of the implementation of PUAP Minister of Agriculture has established a Rural Agribusiness Development Team of the Minister of Agriculture No. 545 / Kpts / OT.160 / 9/2007. Batang district is the recipient of funds. In the implementation of the Rural Agribusiness Development Policy (PUAP) also implemented by the Denasri Wetan sub district, Kasepuhan sub district, and Sambong sub district. The activities of the Rural Agribusiness Development Policy (PUAP) are savings and loans. Therefore, the formulation of the problem in this research is "How do the Implementation of Rural Agribusiness Development Policy (PUAP) Denasri Wetan sub district, Kasepuhan sub district, and Sambong sub district?" And "What are the factor that support and obstacle in the implementation of developing an Agribusiness rural areas (PUAP) policy in Denasri Wetan sub district, Kasepuhan sub district, and Sambong sub district? ".This type of research is a qualitative descriptive type. The primary data source was obtained through interviews, observation, and documentation and secondary data sources obtained from the archives, books, journals and other sources. Mechanical analysis with analysis from various sources, data reduction, until the conclusion according to the results obtained from the field.From the results of research conducted by the author, the conclusion that can be drawn from this study are: first, PUAP policy implemented by the 162 villages and sub-districts in Batang. In the study sites, Denasri Wetan sub district is categorized very good in the implementation of policies, but both of the comparative sub-districts such as Kasepuhan sub district and Sambong sub district are still developing and encountering some obstacles in its implementation. Second, supporting factors and obstacles of implementing the Policy Board PUAP derived from Gabungan Kelompok Tani (Gapoktan) and the user community themselves.Advice that can be given by author to relevant agencies namely the Executive Agency and the Food Security Extension (BP2KP) and Supervisor Mitra Tani (PMT) are continuing to improve, maintain performance and cooperation between actors in the monitoring and evaluating of policies PUAP Gapoktan organizers and together provide the best solutions to the problems that arise in the field. Whereas, recommendation for further research is the author can analyze the user community dependence Direct Community Assistance (BLM) PUAP toward PUAP funds from the government.

Abstract

One of the major issues in today's democratic system is how the orientation of the government in carrying out the functions and responsibilities of the service to its citizens. One of the responsibilities that should be provided by government to its citizens is a ministry of education for all classes. But the educational services are colored by various forms of maladminsitrasi practices that result in harm to the community. The Government has established an independent state agency in charge of overseeing the implementation of public service. In order to supervise the performance of public officials in the region organizers established the Regional Ombudsman. Its role as a watchdog of public service make the Regional Ombudsman Institution as a forum for public complaints for acts of administrative irregularities committed by officials of public service providers. LOD DIY in performing duties and functions authorized to conduct an investigation, asking for clarification and provide recommendations to the regional administration. Role of the Regional Ombudsman is essential in order to promote and to realize good local governance and clean, and free from corruption, collusion and nepotism, abuse of authority and arbitrary actions that create clean and good governance. Keywords: Regional Ombudsman Institutions, Public Services, Good Governance

Abstract

In this study aims to determine the level of satisfaction of the community in Tembalang District to the services provided in Tembalang District specifically in serving the making of E-KTP through IKM Conversion Value which refers to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017 concerning Guidelines for Preparation of Satisfaction Survey Public Service Provider Unit.This study uses quantitative methods. The sampling technique used in this study is non-probability sampling technique with incidental sampling type using data from observations, documentation, and questionnaires.The results showed that the value of the Community Satisfaction Index (IKM) service for making E-KTP in the Population and Civil Registration Service of Tembalang District, Semarang City was 80.85 with a weighted average value of 3.2. Then the level of satisfaction of the people in Tembalang District, Semarang City is in the Satisfied category. The results of the calculation of the 9 elements of the Community Satisfaction Index (IKM) are as follows: (1) Service Requirements which have IKM convergence values of 81,31 in the Satisfied category, (2) Service Procedures which have a IKM convergence value of 81,31 with the Satisfied category, ( 3) Service Time which has an IKM convergence value of 77,47in the Satisfied category, (4) Service Cost / Tariff which has IKM convergence value of 84,34 with the Satisfied category, (5) Service Product which has a IKM convergence value of 81.04with the Satisfied category, (6) Service Implementing Competencies which have a IKM convergence score of 76,64in the Satisfied category, (7) Service Implementing Behavior which has an IKM converging value of 82,4 in the Satisfied category, (8) Handling complaints, suggestions, and input handling complaints, suggestions, and input 76.64 with the category of Satisfied (9) Service Facilities and Infrastructure which has a IKM convergence value of 86,53 with the Satisfied category.Thus community satisfaction is related to the level of one's feelings after comparing the perceived performance / results with their expectations. If the community is not satisfied, this indicates that the performance carried out by the service provider. To achieve progress, service providers must recognize the importance of increasing work productivity and if the service is good, service providers must maintain performance and continue to increase productivity so that the community remains or more satisfied with the services provided. In this study the service provider for making E-KTP in the TPDK of the Population and Civil Registration Service of Tembalang District, Semarang City, must maintain performance productivity and must improve the quality of performance.
