In 2012,the government of BanyumasRegency authorized Local Regulation No. 4 of2012 on the Master Plan for Development of E-government in Banyumas Regency.BanyumasRegency becomes the only regency in Central Java which has regulation regarding Egovernmnetand received many awards in the field of IT. For that reason, this research aims tosee what and how the action plan will be implemented over the next 5 years and how thereadiness of the government of Banyumas Regency. The method used in this paper is descriptivequalitative method. The data source obtained from the primary data, which is through interviewswith informants or key person by snowball sampling technique.Meanwhile, secondary dataderived from the data of documents, archives, and other sources related to the research.Analysistechniques used in this research is qualitative data analysis in the form of description, illustration,and drawing conclusions on the tendencyresearched.Keywords: Readiness, Regency Government, Implementation of Local Regulation, EGovernment.

This study entitled Management of Parks Minister Soepeno to made policyGreen Open Space in Semarang City. Parks Minister Soepeno planned not only asan active park with planting large trees such as kranji acid in large quantities tobecome a city park . issues raised are How to Management of Parks MinisterSoepeno to made Green Open Space in Semarang City ?The purpose of this study is to investigate Management of Parks MinisterSoepeno to made policy Green Open Space in Semarang City.This research is qualitative - descriptive . Qualitative research seekinganswers to questions by examining various social settings and the individuals wholive it . The nature of the research in this paper is a descriptive analytical .Based on the results of research and discussion, it can be concluded that the Minister Supeno Park is one of the potential park owned by the city of Semarang. Because Parks Minister Soepeno is one of the few active park city park owned by the city of Semarang active . The existence Parks Minister Soepeno / Wildlife KB in terms of both policy and green open spaces , actually has met three (3) main function of 8 (eight) function space, which functions as an Environmental Park (Passive Activity) land with vegetation that has hard as lungs of the city and flower plants , function as Playground/Public Space that provides an area to play for the kids , so this park next to a neighborhood park also serves as a playground , as well as function as a place SportsÂ

ABSTRACT Village is a reflection of a country, because village is the smallest part of government in a country. The village government consists of the village head and village as an element of village administration. Village heads elections conducted by the election committee conducted through several stages, netting and screening of candidates, the establishment candidate, campaign, vote, and the determination of the elected candidates. Village Head Election in Pahesan Village, Godong Subdistrict, Grobogan District, followed by several candidates and eventually won by Annaj muts Tsaqib. This research uses descriptive method and aims to provide an overview of the factors of Annaj muts Tsaqib’s victory as village heads of Pahesan. This research was conducted in the village Pahesan Godong Subdistrict Grobogan. The research approach used in this study is a qualitative approach. Factors of Annaj muts Tsaqib’s victory in the village elections is through the approach to the villagers by visiting homes and public places, using a strategy of pre-dawn raid, donated material and non-material to the villagers and the perception of the villagers that its competitors, namely Qomarudin, deemed not able to lead the country if elected. AbstractThe hotel tax is one source of income region has considerable potential .The management of the potential of the hotel tax will certainly impact on a good contribution to local revenue itself .Business growth rapidly in the city hotel of semarang supposed to be opportunities for enhancing local income tax sector in the city of semarang .It is certainly demanding more from Dinas Pengelolaan Keuangan dan Aset Daerah can dig in and keep potential of semarang city hotel tax .This study using methods descriptive quantitative .And the data via documentation and interview .The purpose of this research to find out the plan , processes and their performance as well as the driving force behind and inhibitors of in the implementation of the tax collection hotel in order to improve its contribution to the local revenue semarang city .Data obtained used to formulate recommendations as a form of an input in the sustainability of the election the hotel tax .Results in the field showed that, to be able to explore and recognize the potential as well as the need for taxpayers to provide hotel service and get maximum results in implementing the poll tax Dpkad semarang city faced with the decision-making process not in accordance with local regulation number 3year 2011 to maintain the existence of business hotels as a source of revenue . Despite the growth of tax revenue fluctuating hotel and not contribute greatly to the PAD but the result of the withdrawal of the last five years the hotel tax Semarang city fall into the category of highly effective.In an effort to improve performance in the implementation of tax withdrawal hotel in semarang city , recommendations that can be given is: government conducts updating data periodically to investigate potential and setting target every year .In the implementation of the management of the hotel tax it needs strict supervision , not only internally supervision or the employee performance , DPKAD also have to apply strict sanctions against prospective taxpayers who disobedient , the city government of semarang must also can create a business climate conducive , by means of improved security of semarang city economy so that business and tourism being increased so that many guests and tourists staying as well as utilizing hotel facilities and services inn in semarang city .The keywords: the management of the hotel tax, local revenue, performance

ABSTRACT VISIT CENTRAL JAVA PROGRAM IMPLEMENTATION IN 2013 AT CENTRAL JAVA PROVINCIAL CULTURE AND TOURISM OFFICEBy Fendhi Hermawan Visit Central Java in 2013 designed as an attempt to become the point of cultural revival and tourism central java in Indonesia and the worlds eyes. It was an attempt to accelerate the development of culture and tourism in the province of central java. And targeting tourist visit as many twenty five million local tourist and five hundred thousand foreign tourists. Visit Central Java in 2013 aims to make tourism as a central java acceleration for sustainability development potential, economic, cultural, social, and better known by the people of Indonesia and the world. Visit Central Java in 2013 also aims to realize the vision of central java as a cultural center and a major tourist destination, both for local tourists or foreign tourists. The approach used in this research is descriptive research method with the type of research is a case study, which is an approach that reviewers directed to the case of intensive, in-depth and detailed and comprehensive. With this study means that the researchers tried to describe in detail a phenomenon or situation actually happened on the efforts undertaken by the Government of the Province of Central Java in the course of the Visit Central Java in 2013. These results indicate that the initial target has been specified in the Visit Central Java is 25,500,000 tourists. Both foreign tourists and domestic tourists are expected to visit a tourist attraction and tourism events in Central Java. With details of 25 million people local tourists and 500,000 foreign tourists. Based on these targets visit Central Java program implementation in 2013 has reached or even exceeded the initial target has been declared. In 2013 the number of visitors to various tourist attraction and tourist events as much as 29,818,752 tourists, both foreign tourists and domestic tourists. It has been shown that the initial target of 25.5 million tourists have been achieved even have exceeded the initial target. This amount consists of 29,430,609 domestic tourists as people who exceed the initial target of 25 million people. Although the initial target amount has been reached. However, for the number of visitors from foreign tourists do not reach the initial target of 500,000 people. For visitors from foreign tourists just as much as 388 143 people. ABSTRACTThis study aims to concern about issues related to participation of Bekasi citizen in 2012 election of bekasi mayor and vice mayor. Based on data, Bekasi citizen gave a small number in voting. The study aims to investigate the cause of this issue. The study was conducted with qualitative methods to explain factors related to low voter participation in Bekasi city’s mayor and vice mayor election. Analysis of this study was combined primary and secondary data alon with interview to 20 informants. The results showed that the election was being held during the time when voters as they chose not vote, second factor is the mayor and vice mayor aren’t reliable candidates based on voter’s expectation. The last factor is many voter in Bekasi was disappointed with the previous mayor. Some voters become apathetic as the resuly of previous selection. My research suggests that increasing voters’s participation is not only related to the comitee of the election task but also needs more attention and concerns from the local government and society in the areit self as the main point of this event.The key word:Citizen’s participation, Head of district’s election
