The result of this research showed that the spatial arrangement of the function in preserving the environment is experiencing a variety of problems; First, the conflict between sectors and across regions. Second, environment degradation due to the spatial deviations among land, sea and air. Thind, support for the development of the region is not optimal, as indicated by the lack of policy support for the development of strategic areas of national and local goverments. Therefore, it needs a commitment from Gorontalo city government to address these problems through or local lawch which regulate the spatial function of Gorontalo City. The results of the fou rth amendment Constitution of NRI 1945 leaving academic debate, not only in terms of the substance of the constitution that still has weaknesses and needs to be improved and perfected through the fifth amendment of the Constitution of N R I 1945, but also in terms of process changes that lead to refractive mainly against the spirit of Constitutional Commission , Refraction spirit of the Constitutional Commission took place on two points: first, the establishment of the Constitutional Commission which was form ed to have lost momentum, as well as the tasks assigned by the Assembly to the Constitutional Commission so minimalist that is limited to conduct a comprehensive review and was impressed merely fix systematize and writing of the Constitution of NRI 1945 w hich have been produced by the Assembly.

72 years independent of Indonesia, the regulation of culture became a "fragmented norm" into various laws, then in 2017 Indonesia has a special law regulating the promotion of culture, as if it was an oasis in the midst of "extinction" the protection against extinct regional languages including Bonda and Bulango languages. This research is intended to examine the prospects of the policies that need to be taken by the Bone Bolango District Government in protecting and sustaining the Bonda and Bulango languages as a form of fulfillment Indonesia Constitution promises that are leerplicht. The scientific method used in this study is a type of normative research with a statute approach, case aproach and conseptual approach. The results showed that the reality of the protection of Bonda and Bulango Languages was far from the maximum word, it can be seen from the lack of documentation about the Bulango Language morphology and the condition of the use of Bulango language which only leaves one speaker, while Bonda Language is even a Bonda dictionary but its use is still limited to the Suwawa peoples only, with the condition of its speakers diminishing. The policy prospects that can be carried out by the local government in protecting and preserving the Bonda and Bulango languages include the establishment of a regional regulation on the protection and preservation of Bonda and Bulango as the basis for the Bone Bolango district Government which will regulate the obligations of educational institutions both formal and informal Primary and Secondary level in the protection and preservation of Bulango and Bonda languages, village government obligations, peoples obligations, and the role of the council of custom or duango lo lipu, including the source of the budget for the protection and preservation of Bonda and Bulango languages, and followed by technical policies others as a real form of preservation of the two languages.

There is a provision for the judge not to impose a sentence on the defendant if the act is not described carefully, clearly, and ultimately in the public prosecutor's indictment. However, in practice in the court, some judges deviate from the articles charged by the Public Prosecutor. Therefore, this article will analyze the urgency of regulating the ultra qui judicat principle in criminal case decisions. The analysis will be carried out using a normative legal research method using a case approach and data sources from laws and regulations, judges' decisions. The analysis results show that the concrete regulation of the ultra qui judicat principle in the form of legal norms in the Judicial Power Act will benefit judges in deciding cases. The Public Prosecutor's inaccuracy in preparing the indictment, especially the placement of the articles indicted, will be very detrimental to law enforcement and injure the judge's justice in deciding the case. On the other hand, if this principle is not regulated concretely in legal norms, it will open up space for many dissenting opinions on the judge's decision.

The prohibition for judges to not sentence the defendant if the act is not described carefully, clearly and completely in the indictment of the public prosecutor, it turns out that in practice in court, there are judges who deviate from the article charged by the public prosecutor. The judge's action is called the ultra qui judicat principle, that is deviating from what was charged. The main problem in this paper is about the meaning of the Ultra Qui Judicat Principle and the Validity of Decisions in Criminal Cases. The main problems will be analyzed using normative legal research methods using a case approach and data sources from laws and regulations. The results show that the Ultra Qui Judicat Principle is an act of a judge deciding a case by placing justice as the goal of being able to deviate from the indictment of the public prosecutor based on the facts of the trial. This principle then has a specificity in the form of this principle being devoted to judges in deciding criminal cases, the use of this principle emphasizes the justice of judges in deciding criminal cases, and the scope of this principle is found in the facts of the trial. Furthermore, in exploring the meaning or value of the Ultra Qui Judicat principle, it is done by analyzing a judge's verdict, approach to legal expert opinion, and reviewing the legislation.

The discourse on limiting the legislators standing to submit a constitutional review is not an entirely new issue to analyze. However, these things still need to be examined to explore the legal ratio of limitation of the legislator’s standing to submit a constitutional review by the Constitutional Court. This research specifically answers the questions: (a) how are the dynamics of the use of the legislators standing in the constitutional review? (b) what is the legal ratio for limiting legislators standing in the constitutional review? This study uses a normative legal research method by analyzing secondary data in the form of legislation, the Constitutional Court decisions, and literature related to legislators standing to submit the constitutional review. The results of this study indicate that the legal ratio limiting legislators’ standing can be traced through the legal considerations of the Constitutional Court decisions from 2003-2019.

Bencana banjir yang terjadi di Desa Botumoito Kecamatan Botumoito Kabupaten Boalemo berakibat pada terendamnya rumah masyarakat dan terganggungnya akses jalan Trans Sulawesi. Akan tetapi penanganannya masih kurang maksimal. Hal ini diakibatkan salah satunya karena minimnya mitigasi bencana banjir. Permasalahan ini seharusnya melahirkan kebijakanyang seharusnya diambil oleh pemrintah desa setempat. Melalui pengabdian yang dilakukan dengan mmelibatkan pihak-pihak terkait dengan waktu serta sasaran yang jelas, maka hasil pengabdian menunjukan bahwa mitigasi bencana banjir merupakan salah satu hal yang penting dalam meminimalisir dampak yang ditimbulkan dari bencana banjir. Kendati pentingnya mitigasi bencana banjir namun masih kurang maksimal dilakukan, padahal salah satu priritas penggunaan dana desa adalah untuk mitigasi bencana. Salah satu hal yang mempengaruhi kurang maksimalnya mitigasi bencana banjir di desa Botumoito adalah minimnya dana desa yang dialokasikan untuk mitigasi banjir tersebut. Hal ini disebabkan karena dana desa lebih difokuskan pada penanganan pandemik Covid-19 sebagai bencana non-alam. Akan tetapi, terhadap pertanggungjawaban dana desa tersebut telah dilakukan sesuai dengan model publikasi yang ditetapkan oleh Permendesa Nomor 7 tahun 2021.

Pencurian merupakan suatu jenis pelanggaran atau kejahatan terhadap kekayaan manusia yang diatur sebagaimana telah diatur dalam bab XXII buku II kitab undang-undang hukum pidana (KUHP) dan merupakan masalah yang tidak akan ada selesai dan terus akan timbul dimana saja dan kapan saja. Namun, terdapat sebuah fenomena hukum yang terjadi di masyarakat yang mana masih ditemukan ada kasus pencurian yang diselesaikan di tingkat desa yang dimana untuk kasus tersebut hanya diselesaikan secara musyawarah saja dan bukan melalui sebuah peradilan contohnya adalah terletak pada Desa Bendungan Kecamatan Bulango Utara Kabupaten Bone Bolango. Hal ini yang menjadi pertanyaan dalam penelitian ini bahwa bagaimana kewenangan desa untuk menyelesaikan perkara tindak pidana pencurian dalam perspektif undang-undang desa. Karena Tindak pidana pencurian adalah masalah yang serius dan perlu sebuah aturan hukum yang kuat dan tegas untuk menyelesaikannya.

Badan Usaha Milik Desa (selanjutnya ditulis BUMDes) merupakan elemen yang ada di desa yang dapat menjadi lokomotif perekonomian desa. Oleh sebab itu, dibutuhkan adanya berbagai langkah diantaranya salah satunya adalah kegiatan pengabdian masyarakat yang dilakukan oleh Perguruan Tinggi dalam memberikan serta menghadirkan solusi permasalahan yang ada di desa. langkah yang dapat dilakukan oleh perguruan tinggi adalah dengan melakukan langkah preventif dan pengawasan, dimana langkah preventif dapat dilakukan dengan pemetaan permasalahan, penyuluhan dan pelatihan dalam mengatasi persoalan tersebut. Sementara itu, perihal pengawasan dapat melibatkan seluruh masyarakat yang ada didesa dengan sebelumnya telah mendapatkan penyuluhan dan pelatihan yang dimaksud. Merujuk pada persoalan tersebut, maka pemecahan masalah di atas melalui Program Pengabdian dengan menetapkan tema “Pengawasan Dan Pendampingan Dana Desa Dalam Mewujudkan Transparansi Badan Usaha Milik Desa (BUMDes) Saripi” dengan beberapa kegiatan yaitu; a. Penyusunan dan Penetapan Raod Map pengelolaan BUMDES, b. Penyuluhan Hukum, serta c. Dan Pelatihan dan pembentukan promosi pengelolaan BUMDES melalui media digital. Keseluruh program tersebut melibatkan seluruh unsur yang ada didesa, mulai dari pengelola BUMDES, pemerintah desa, hingga masyarakat desa dengan menghasilkan kajian berupa pengawasan masyarakat merupakan bentuk pengawasan partisipatif sebagai pemegang tertinggi kedaulatan rakyat serta pendampingan dalam pelaksanaan pengelolaan dana desa yang dapat dilakukan oleh Kejaksaan menjadi bentuk lain dalam mewujudkan transpransi pengelolaan dana desa termasuk pengalokasian dana untuk pengembangan BUMDes
