Abstract

ABSTRACTCultural tourism can be interpreted as a form of Jakarta City Government responsibility in maintaining the sustainability of the local culture especially Betawi culture. Form of the responsible can be seen from the presence of the Betawi Cultural Village. As an industry, tourism requires the involvement of many actors in its management. The participation of the private and the public are not only seen as a booster in building a sustainable tourism but a fair share roles between government, private sector and community involvement in ensuring each actor to create a good service to the public in the tourism sector.This study aims to look at the partnership between government, private sector and communities in the management and development of the Betawi Cultural Village area. In this study, researchers used a qualitative research method with deskripstif approach to collecting data through observation, interviews and documentary studies. This research was conducted at the Department of Tourism and Culture of Jakarta and the Betawi Cultural Village. Interviews were conducted with actors involved in the network of partnerships and competent in their respective fieldsPartnership is a form of joint research agreement between two or more parties which aim to improve the ability of an organization in achieving its objectives. Based on research showing that partnership is created only in the goverment partnership, which is represented by Culture and Tourism Office of Jakarta with related Institution as a representative of Communities without the active involvement of private sector in the network. The role of private limited through the programs without the involvement of Corporate Social Responsibility in the preparation of regional programs. Lack of actor will weaken theperformance of networking, exchange resources become limited and impact on the lack of innovation and effectiveness of the network in program formulation.Strengthening the network is necessary to formulate tourism development policy is more sensible and purposeful. However, if the private sector can not be involved in this travel network, community-based tourism development model needs to be applied seriously for optimal results.

Abstract

The resolution of cases of human rights violations in Indonesia continues to meet a number of deadlocks. The community, the families and victims continue to hold the government accountable for not coming. Kamisan's action came as a response to the proliferation of unresolved cases. This action is dedicated to justice and commemorates the victims of human rights violations in a peaceful and symbolic way that stands still carrying a black umbrella in front of the state palace. The method used in this study is descriptive qualitative. Data is obtained through the involvement of various sources of information: interviews, observations, audiovisual materials, documents and various reports. The list of questions is organized using open-ended questions. Informants came from Kamisan Action Participants, families of victims, KontraS, and parties involved in Kamisan Action as the main actors in the kamisan action. The results of the data presented will provide an overview of how this action faces challenges as well as strength in efforts to reject the resolution of non-judicial human rights cases taken by the government. The results showed that Kamisan Action faced various challenges along the way. Legal obstruction, intimidation, political pressure and neglect from those who should be responsible. But on the other hand, this action has been a large public space. Forms of support flowed from the community with the emergence of similar actions in several cities in Indonesia. This action also raises awareness, preserves public memory and mobilizes the public to engage and fight against forgetting past sins that never lead to solutions and apologies.

Abstract

The study examines the implementation of the Recognition of Prior Learning (RPL) policy at Universitas Terbuka (UT) as an effort to enhance higher education access in Indonesia. The background of this research stems from the necessity to acknowledge formal, non-formal, and informal learning experiences according to existing regulations. Over the past five semesters, there was fluctuation in both RPL application numbers and rejection rates. Notably, although the number of rejected applications totaled 967 cases despite being a small percentage (0.9%), this still negatively impacted UT due to many applicants failing to register courses or canceling their enrollment altogether.The aim of this research is to analyze the implementation models of RPL policies and factors influencing them at UT. Using qualitative methods involving deep interviews and document analysis across three locations: Jakarta, Surabaya, and Palembang. The findings reveal significant challenges in implementing RPL policies at UT including difficulties among students understanding RPL requirements and incomplete administrative documents. Despite fluctuations in application numbers, low rejection rates were observed; however ineffective communication and socialization hindered acknowledgment processes significantly. Conclusions stress improvements needed in informational systems and admission applications facilitating student candidates' progress. Additionally emphasizing increased transparency and accountability throughout evaluation processes ensures educational quality maintenance. Recommendations suggest developing new implementation models responsive towards student needs enhancing efficiency/effectiveness within UT's RPL programs.

Abstract

Aksi Kamisan merupakan aksi damai yang dilakukan secara rutin pada hari kamis setiap minggunya sebagai bentuk protes kepada negara atas pelanggaran hak asasi manusia dan kekerasan yang dilakukan tanpa penyelesaian dan kata maaf. Aksi Kamisan merupakan bentuk tekanan kepada pemerintah untuk bergegas menyelesaikan berbagai kasus pelanggaran HAM yang tidak juga menemui jalan terang. Tulisan ini mengeksplorasi Kamisan sebagai sebuah gerakan kolektif yang menekan pemerintah untuk bergegas menuntaskan sejumlah kasus pelanggaran HAM yang terbengkalai . Aksi Kamisan menggunakan bentuk demonstrasi damai sebagai bentuk protes kepada negara sekaligus menunjukan penghormatan kepada korban tanpa melibatkan kekerasan. Pasang-surut gerakan telah dialami oleh gerakan ini selama 17 tahun. Penelitian ini menggunakan metode kualitatif dengan pemdekatan studi kasus. Data primer yang berasal dari wawancara dengan keluarga korban, Komisi untuk Orang Hilang dan Korban Tindak Kekerasan, dan akademisi. Daftar pertanyaan disusun dengan menggunakan pertanyaan terbuka. analisis meliputi pengelompokkan hasil temuan menjadi tema atau kategori, dan interpretasi makna dalam bentuk deskriptif..Hasil penelitian menunjukan Aksi kamisan merupakan gerakan kolektif untuk melawan ketidakadilan dalam penuntasan pelanggaran kasus HAM di Indonesia. Memakai sejumlah simbol sebagai identitas gerakan. Berakar pada keterikatan emosional dan solidartas antar para peserta aksi utamanya terhadap para korban dan keluarga yang tak juga mendapat penyelesaian yang adil. Meskipun tekanan yang diberikan kepada pemerintah memenui penolakan yang berujung pada impunitas.

Abstract

Tax revenue is the main source of state revenue and to achieve its growth, effective service is needed to increase taxpayer satisfaction. This study aims to provide the impact of Tax Center services on taxpayer satisfaction in the context of the Open University. Using a quantitative descriptive method, data were collected from 115 respondents consisting of lecturers and education staff through a structured questionnaire. The questionnaire measured five dimensions of service, namely physical evidence, transmission, responsiveness, assurance, and empathy, and overall with satisfaction analyzed using the SmartPLS 4.0 application. The results of the study indicate that although empathy has a significant effect on taxpayer satisfaction, other dimensions, namely physical evidence, income, responsiveness, and assurance, do not show a significant effect. Empathy, which includes attention to taxpayer needs, problem solving, and ease of service, is identified as the strongest determinant of satisfaction. This study underlines the importance of empathetic involvement by Tax Center officers in assisting taxpayers, especially in reporting SPT, which increases overall satisfaction. Conversely, other dimensions of impact that are not significant indicate the need for improvement in service delivery. This study concludes with recommendations to strengthen service quality in all dimensions to improve taxpayer satisfaction and compliance.
