Abstract

Berdasarkan laporan hasil pengukuran kinerja tenaga kependidikan di Bagian Kemahasiswaan Universitas Negeri Semarang, maka didapatkan indikasi masalah yaitu kurangnya keterbukaan informasi pengembangan karir dan jabatan; kurangnya fasilitasi pengembangan diri dengan penyampaian informasi yang terbuka dan penyediaan tutor yang berkualitas; kurangnya sosialisasi terkait penghitungan jumlah remunerasi; perlu adanya SOP atau pedoman job desk yang jelas bagi tenaga kependidikan di masing-masing unit kerja; perlu dipertimbangkan untuk memberikan secara berkala penghargaan bagi tenaga kependidikan berkinerja baik; kurangnya aktualisasi dari the right man on the right place dalam rotasi jabatan agar tidak terjadi unproductivity human resources. Penelitian ini bertujuan untuk melakukan kajian terhadap hal - hal yang mempengaruhi kinerja tenaga kependidikan. Adapun metode penelitian yang digunakan yaitu kualitatif dengan pendekatan studi kasus. Untuk menguji validitas dan reliabilitas data menggunakan teknik triangulasi. Adapun untuk analisis data peneliti menggunakan model analisis dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa kinerja tenaga kependidikan Bagian Kemahasiswaan Universitas Negeri Semarang dari aspek prestasi kerja, keahlian, perilaku, kepemimpinan, kemampuan, dan motivasi sudah baik. Akan tetapi masih ada beberapa aspek yang memang perlu untuk diperbaiki dan diberi penguatan agar aspek-aspek tersebut dapat meningkatkan kinerja tenaga kependidikan Bagian Kemahasiswaan Universitas Negeri Semarang.

Abstract

This research aims to determine the effect of webinar tutorial facilities and accessibility on student satisfaction in applying Microsoft Teams. This type of research is survey research that is quantitative with multiple linear regression analysis. Where the service and accessibility of the webinar tutorial are independent variables, and student satisfaction with using the Microsoft Teams application is the dependent variable. The research population is the Universitas Terbuka students in the 2022.2 academic year who follow the webinar tutorial for scientific papers. Obtained the sample from students of the public administration study program by filling out google forms. This study tries to show a positive influence between the service and accessibility of webinar tutorials on student satisfaction after applying Microsoft Teams. The study is expected to produce new findings on the benefits and accessibility of webinar tutorials to provide satisfaction to Universitas Terbuka students in using the Microsoft Teams application.

Abstract

Utilization of tools and adoption of technology-based work systems (ICT) in the midst of the wide reach of remote tertiary institutions (PTJJ) and the high number of resources is still not optimal. This research uses qualitative methods with a phenomenon-based approach. Narrative reviews of literature studies are the main approach in writing reviews by applying systematic, empirical, and evidence-based protocols. The data and information included is credible, transparent and accountable as a source of research. The object of study is the flexible working space practice at the Ministry of Finance which is then placed in the framework of the PTJJ institution, namely the Open University. The results of the study show that optimizing the use of tools and adopting technology-based work systems (ICT) through the telework hubs framework has the opportunity to drive several performance variables for PTJJ institutions such as work ability, motivation, working conditions and cooperation/collaboration. Some of these variables are important variables in the framework of educational industry competition and the dynamics of challenges in resource management at PTJJ institutions, both managing resources or managed resources. The novelty of this study is research on work flexibility schemes which have not been widely studied, especially in PTJJ institutions in Indonesia. The main implications of the research are preparation recommendations in the context of optimizing the use of tools and the adoption of technology-based work systems (ICT) in PTJJ.AbstrakPemanfaatan tools dan pengadopsian sistem kerja berbasis teknologi (ICT) di tengah luasnya jangkauan lembaga perguruan tinggi jarak jauh (PTJJ) dan tingginya jumlah sumber daya masih belum optimal. Penelitian menggunakan metode kualitatif dengan pendekatan berbasis fenomena. Tinjauan naratif dari studi literatur menjadi pendekatan utama dalam penulisan kajian dengan menerapkan protokol sistematis, empirik, dan berbasis bukti. Data dan informasi yang dicantumkan merupakan data-data kredibel, transparan, dan mampu dipertanggungjawabkan sebagai sumber kajian. Objek kajian berupa praktik flexible working space di Kementerian Keuangan yang kemudian diletakkan pada kerangka kerja lembaga PTJJ yakni Universitas Terbuka. Hasil kajian menunjukkan bahwa optimasi pemanfaatan tools dan adopsi system kerja berbasis teknologi (ICT) melalui kerangka telework hubs berpeluang mendorong beberapa variabel kinerja lembaga PTJJ seperti kemampuan kerja, motivasi, kondisi kerja dan kerjasama/kolaborasi. Beberapa variabel tersebut merupakan variabel penting dalam rangka kompetisi industri pendidikan dan dinamika tantangan pengelolaan sumber daya pada lembaga PTJJ, baik sumber daya pengelola atau sumber daya yang dikelola. Kebaruan kajian ini adalah penelitian tentang skema fleksibilitas kerja yang masih belum banyak diteliti khususnya pada lembaga PTJJ di Indonesia. Implikasi utama penelitian yakni rekomendasi persiapan pada konteks optimasi pemanfaatan tools dan pengadopsian sistem kerja berbasis teknologi (ICT) di PTJJ.

Abstract

Pelayanan masyarakat menjadi tugas utama dari pemerintah Desa dalam menjalankan roda pemerintahan desa, karena pada dasarnya keberadaan pemerintahan desa adalah untuk menyelenggarakan urusan pemerintahan dan kepentingan masyarakat setempat. Fungsi pemerintahan adalah melayani dan melindungi masyarakat. Aparat perangkat desa di Pemerintah Desa memegang posisi strategis dalam melayani dan melindungi publik. Bentuk perlindungan bisa diwujudkan melalui layanan cepat, mudah, murah, tidak birokratis, dan tepat waktu. Pelayanan masyarakat menjadi tugas utama dari pemerintah Desa dalam menjalankan roda pemerintahan desa, karena pada dasarnya Selanjutnya pengertian pelayanan menurut pakar diantaranya terkait pelayanan prima menyatakan bahwa layanan prima adalah pelayanan dengan standar kualitas yang tinggi dan selalu mengikuti perkembangan kebutuhan pelanggan setiap saat, secara konsisten dan akurat (Rahmayanty, 2013; 18).Tim PKM Prodi administrasi Negara FHISIP Universitas Terbuka merencanakan beberapa tahapan kegiatan yang merupakan solusi atas permasalahan yang dihadapi aparatur desa di pemerintahan DesaTonjong Adapun tujuan dari kegiatan Pengabdian Kepada Masyarakat ini adalah. Abstract

This study aims to analyze whether the implementation of reduction (deduction) of tax incentives has or does not have a reaction (influence) on the financial ratio (ROE) of shares of IDX issuers LQ45 Index during the COVID-19 outbreak in 2022. The study employs a hypothesis testing approach with classical assumption tests and simple regression analysis, focusing on secondary data from the LQ45 index during the 2022 Covid-19 outbreak. It examined a population of 45, using 36 samples that met specific criteria. A simple linear analysis model was used to investigate the impact, if any, of tax incentive reductions on the financial ratio (ROE) of the issuers' stocks. This study, which uses simple regression analysis, reveals that the implementation of tax incentive reductions made by the Indonesian government does not react (influence) on the financial ratio (ROE) of IDX-listed stocks in the LQ45 Index during the COVID-19 outbreak in 2022. The study suggests that the Indonesian government's tax incentive reductions may not impact the financial ratios (ROE) of companies listed on the IDX, particularly in the LQ45 Index during the Covid-19 outbreak in 2022. This lack of impact is attributed to companies not utilizing these incentives, possibly due to insufficient awareness of their benefits and challenging criteria set by the government for obtaining these incentives. Despite common beliefs that tax incentives can influence financial performance, this study indicates they might not significantly affect the financial ratios of these companies. The real implications is research indicates that the Indonesian government's reduction of tax incentives did not elicit a response in the financial ratio (ROE) of shares issued by LQ45 Index companies on the Indonesia Stock Exchange during the Covid-19 outbreak in 2022. This suggests that the implementation of tax incentive cuts by the Indonesian government had no impact on the financial ratio (ROE) of LQ45 issuer shares during the Covid-19 outbreak in 2022, based on a sample size of 36.

Abstract

The AIDAS promotion model (Attention, Interest, Desire, Action, Satisfaction) is a strategy carried out by the Mandiri Pemalang Open University (UT) Study Group (POKJAR) to attract new students. The purpose of this study was to analyze the promotion strategy carried out by the POKJAR Mandiri Pemalang management in recruiting new students to increase the number of UT students and what obstacles were faced by the POKJAR Mandiri Pemalang management in carrying out their promotion strategy. The research was carried out using a qualitative descriptive approach, with data collection techniques through surveys, observations, interviews, and study documentation related to the research. The data analysis technique uses interactive analysis which starts with data collection, reduction, presentation, and conclusion. The results of the research analysis showed that the Managers of the POKJAR Mandiri Pemalang Promotion Strategy who used the AIDAS model in general could be implemented it well. Aspects of attention, creating digital platforms for Instagram, Facebook, and websites as promotional media. Aspects of interest, opening a stand at Car Free Day (CFD) activities and working with schools in Pemalang Regency to carry out promotions. Aspects of desire, utilizing alumni or students to carry out socialization and promotion. The action aspect, assisting students who have limited learning tools or others. Satisfaction aspect, feeling happy and grateful to prospective students who have successfully registered at UT. The obstacles faced are the vast area of ​​Pemalang Regency so that social prom activities in schools are less accessible, limited budgets for conducting social prom, the existence of hoax news from individuals who spread skewed information about UT, there is a feeling of being underappreciated or there is no shade as a representative from UT by the management of POKJAR and SALUT.

Abstract

Climate and environmental policy issues are increasingly pressing in the global context. This requires policies that mitigate and adapt to climate change, which is influenced by factors such as rising global temperatures, extreme rainfall and severe natural disasters. The purpose of writing this article is to review various theoretical foundations relevant to climate policy, including the impact of climate change on various sectors, the role of greenhouse gases in global warming, the concept of climate justice, and the importance of adaptation and mitigation strategies. Apart from that, this article also aims to discuss the importance of international regulations such as the Kyoto Protocol and the Paris Agreement, the role of environmental economics in policy making, and political dynamics that influence climate policy. This research uses a literature review method to evaluate previous research on climate and environmental policy by utilizing sources such as Publish or Perish. From the results of a search on Scopus with the keywords "climate and environmental policy," 297 articles were found, and after filtering, ten articles exploring various aspects of climate and environmental policy were identified. Qualitative data processing is carried out in three stages: data reduction, data presentation, and conclusion. Data reduction involves selecting data that needs to be coded, sharpening the data, and eliminating unnecessary data. Data presentation is carried out through narrative text to facilitate understanding, while inference uses deductive techniques, drawing conclusions from general to specific data. The results of this literature review emphasize the need for a holistic approach that integrates mitigation and adaptation efforts, addresses economic and social impacts, monitors the implementation of international policies, actively involves stakeholders, and focuses on sustainable development. This report highlights the importance of public education and awareness in supporting sustainable policy implementation and behavior change.

Abstract

The development of e-Government has been a government commitment, as outlined in Presidential Instruction Number 3 of 2003 regarding the Policy and National Strategy for e-Government Development. However, the implementation of this policy has not been entirely smooth at the local government level, causing obstacles to e-Government as a primary tool of governance. One factor hindering the development of e-Government is resistance to change. Law Number 6 of 2014 concerning Villages states that governance at the village level can be modernized through the implementation of Information Technology via Village e-Government. Nevertheless, in-depth research on the application of e-Government in Village Governance is required. The aim of this research is to examine the implementation of e-Government in Citalem Village, Cipongkor District, West Bandung Regency. The research is qualitative with a descriptive approach, utilizing both primary and secondary data obtained through surveys, observations, and literature reviews. The informants were selected using purposive sampling. The research revealed a four-stage model based on the complexity of technology and organization, as well as the level of data and information integration. The planned development of this model involves McFarlan’s Analyst Grid to provide a detailed explanation of strategic modules, high potential areas, supporting elements, and key operational aspects. E-Government in Citalem Village faces challenges due to human resource limitations. Village leaders need to coordinate with the Regency government, provide IT training, and foster motivation to enhance public services through e-Government, aiming for good governance.

Abstract

Public service is at the core of government administration, and providing quality service is key to assessing the performance of an institution. Village governments, as direct service providers, are expected to deliver professional and efficient services by law number 6 of 2014 to improve the welfare of the community. However, several obstacles such as the lack of effectiveness and efficiency in service delivery have led to dissatisfaction among the public. This research aims to analyze the supporting and inhibiting factors for the role of the Village Government in Providing Public Services to the Community in Galangpengampon Village, Wonopringgo District, Pekalongan Regency. The method used is descriptive qualitative with analysis tools, uses an interactive analysis model through a selection or reduction model, namely summarizing data obtained through direct contact with informants, events and situations at the research location. The real implication of this research is to find out what factors support and hinder the role of the Village Government in Providing Public Services to the Community in Galangpengampon Village, Wonopringgo District, Pekalongan Regency. So that way it can provide input for the village to improve services to the community. The results indicate that village governments play a role as mobilizers, facilitators, and regulators in improving public services, with cooperation among officials and community participation as supporting factors, while working conditions, infrastructure limitations, and the quality of human resources serve as inhibiting factors.

Abstract

Whether a student is successful or not in undergoing lectures really depends on the role of the tutor in guiding the student. In this regard, the role of the tutor is very important because the tutor is a facilitator of learning for students. The problem currently occurring at the Universitas Terbuka is that there are many tutors who teach not in accordance with student expectations, such as not assessing discussions and assignments, not responding quickly to obstacles faced by students, not opening up discussion space and so on. For this reason, there needs to be a perception from students as a form of evaluation of the role of tutors in providing academic services to students so that they become quality graduates and can compete internationally. The aim of this research is to analyze student perceptions of the role of tutors in office administration courses as an effort to improve the quality of tutors' academic services to students. The research method used is quantitative. Research data was obtained directly from the field through a survey, namely by filling in a Google form. The selection of informants was based on purposive sampling. As for data analysis, researchers used interactive analysis. The research results show that students' perceptions of the role of tutors in Office Administration courses at the Universitas Terbuka are generally positive. The students assessed that the tutor was able to clearly convey the objectives and plans for learning activities, explain important concepts, and provide initiation materials equipped with supporting media such as video, audio or relevant articles. This shows that tutors play an important role in helping students understand the material and improving the quality of academic services, which ultimately supports students in competing on the international stage.
