Abstract

By using quantitative research approach, this study discloses that education and training activities for ASN competence development has a positive influence on ASN employees performance, in which ASN in the area of Banggai District government has a good skill and knowledge in performing his/her duties and obligations as an ASN including: Firstly, ASN employees act consistently and transparently in accordance with the condition of local government organization.  Secondly, ASN employee acts on the applicable laws and regulations.  Thirdly, ASN employees are able to put forward an adaptive leadership in every situation and condition of the government.  Fourthly, ASN employees have innovation in performing their duties and obligations as an ASN.  Fifthly, ASN employees have motivation in executing duties and functions of local government organization. Thus, education and training activities of ASN employees’ competence development has to continuously perform focused on the development of knowledge and the reinforcement of ASN’s skill.

Abstract

This paper aims to determine the Bureaucratic Behavior on the Quality of Population Services in the Luwuk District, Banggai Regency. The method of writing uses descriptive explanatory with quantitative analysis of instrument trials and two data collections in the context of actual research. To obtain data on Bureaucratic Behavior on Population Service Quality to be collected, processed and analyzed, using several data collection methods through observation, interviews, questionnaires and documentation, instruments used in documentation techniques. Based on the questionnaires' distribution to respondents, Bureaucratic Behavior on the Quality of Population Services in the Luwuk District, Banggai Regency, based on the rating scale, is classified as good with an average score of 75.24%.

Abstract

This paper aims to determine the Accountability of Direct Cash Aid Disbursement Affected by Covid-19 through Village Funds in Taronggo Village, Bungku Utara District, North Morowali Regency. The research method uses primary data and secondary data. Methods of data collection using the technique of Observation, Questionnaire, Literature Study and Documentation. The technique used is statistical analysis using a statistical formula (percentage) which is used to describe the results of the study. Calculation of the data is given a score based on the type of data collected, namely qualitative data which is then converted into quantitative. After selecting the data, then giving a weighted score for each alternative answer in scoring using the Likert Scale. Then determine the measured variables based on the indicators studied. Based on the results of the distribution of questionnaires to respondents that the Accountability of Direct Cash Assistance Disbursed for the Impact of Covid-19 through Village Funds based on a rating scale is classified as good with a benefit score of 77.55%, accurate 74.29% and eligibility 72.65%.

Abstract

This study describes the implementation of public service innovations (“Healthy Alley” and home care) in Makassar to disclose facts about the factors supporting innovations so that they can be sustainable in the future. Data were collected through a structured interview process with 14 informants and through observation by researchers. Secondary data were collected from national journal articles and annual report documents from the Department of Health, Makassar Regional Development, and Research Agency. Validity and reliability were addressed by triangulating data sources. Out of five innovation attributes, the “Healthy Alley” and home care innovations only met four standards. The research findings revealed that the home care innovation program has been well implemented compared to the "Healthy Alley" innovation program. This condition was due to the two different innovation programs in the handling system. The sustainability of public service innovation can be realized by taking into account several supporting indicators: 1. Commitment of Implementor; 2. User Participation; 3. Supported; 4. Network. Also, it is known that a public service innovation program with a good handling system will succeed in improving the quality of public service policies that affect innovation, but the budget will make things easier.

Abstract

Tujuan penelitian ini adalah untuk menyelidiki integrasi komunikasi pemerintahan digital melalui situs web resmi Desa Tontouan, Kecamatan Luwuk. Metode penelitian yang digunakan adalah kualitatif dengan menggunakan situs web resmi sebagai sumber data utama. Data dianalisis melalui analisis tematik untuk mengungkapkan berbagai aspek komunikasi digital yang diterapkan oleh pemerintah desa. Temuan utama menunjukkan bahwa integrasi komunikasi pemerintahan digital telah meningkatkan transparansi, partisipasi masyarakat, dan efektivitas layanan publik. Melalui penyajian informasi tentang aktiviatas pemerintah desa, integrasi media sosial, dan fitur interaktif seperti survei, pemerintah desa berhasil memperkuat hubungan dengan masyarakat dan membangun fondasi yang lebih kuat bagi tata kelola pemerintahan yang inklusif dan responsif di tingkat desa. Kesimpulannya, transformasi digital dalam pemerintahan lokal membawa dampak positif yang signifikan dalam meningkatkan kualitas hidup masyarakat melalui peningkatan aksesibilitas informasi dan partisipasi warga. Dengan demikian, penelitian ini menegaskan pentingnya integrasi komunikasi pemerintahan digital sebagai sarana untuk memperkuat hubungan antara pemerintah dan masyarakat, serta meningkatkan efektivitas tata kelola pemerintahan di tingkat lokal.

Abstract

Tujuan penelitian ini adalah untuk mengevaluasi perkembangan dan dampak implementasi e-government di Indonesia melalui analisis bibliometrik, dengan fokus pada pengembangan kajian administrasi publik. Metode penelitian ini menggunakan analisis bibliometrik dengan fokus pada evaluasi literatur terkait e-government di Indonesia. Pencarian dilakukan di database Scopus dengan kata kunci "E-government" dan "Indonesia", menghasilkan 93 dokumen relevan. Data tersebut diproses menggunakan alat analisis Vosviewer untuk pemetaan tren penelitian dan hubungan antar topik. Temuan studi ini menemukan bahwa penelitian terkait e-government di Indonesia menunjukkan evolusi signifikan dan meningkatnya minat dalam memperkuat infrastruktur dan layanan publik digital. Faktor kunci dalam implementasi e-government mencakup kepemimpinan politik yang kuat dan penyesuaian dengan harapan masyarakat, sementara fokus pada tema implementasi e-government dan website pemerintah tetap penting untuk penelitian mendatang guna memahami tantangan dan strategi yang lebih efektif. Oleh karena itu, penelitian lanjutan di bidang ini diharapkan tidak hanya akan memperkuat pemahaman tentang implementasi e-government dan pelayanan publik di Indonesia, tetapi juga akan memberikan landasan yang kokoh bagi pengembangan kajian administrasi publik yang lebih holistik dan berkelanjutan ke depannya.

Abstract

Media sosial saat ini sangat popular ditengah-tengah masyarakat yang melek akan teknologi, terutama pada anak sekolah dasar. Kebanyakan anak usia sekolah dasar maupun usia remaja, atau orang dewasa memiliki yang namanya media sosial. Tidak hanya satu media social saja tetapi lebih dari satu media sosial. Kebebasan berpendapat di media sosial menjadi wadah orang-orang untuk mengekspresikan kehendaknya. Namun banyak juga anak sekolah dasar yang tidak bisa mengendalikan perilakunya dalam menyampaikan pendapatnya di media sosial. Penelitian ini bertujuan untuk meningkatkan pengetahuan dan pemahaman anak sekolah dasar dalam beretika bermedia social di erag digital saat ini. Metode yang digunakan dalam pengabdian ini adalah observasi dan wawancara. Hasil akhir yang diinginkan melalui kegiatan ini yaitu dapat dijadikan acuan bagaimana anak sekolah dasar menjaga etika dalam bermedia sosial dan menunjukkan bahwa anak sekolah sebagai peserta didik mampu menggunakan media social dengan baik. Dalam pelaksanaan sosialisasi kegiatan pengabdian masyarakat sangat bermanfaat bagi anak sekolah dasar. Kesimpulan dari kegiatan ini adalah tingkat partisipasi yang tinggi dari peserta didik khusnya siswa SDN 2 Tano Bonunungan sehingga dapat memberikan dampak positif bagi pelaksana program sosialisasi ini, serta siswa dapat memahami bagaimana beretika yang baik dalam bermedia social.

Abstract

Law No. 5 of 2014 on State Civil Apparatus (ASN) encourages the realisation of a professional and responsible ASN in carrying out his/her duties and obligations as a state apparatus. Abstract

In the contemporary era, digital budgeting has become increasingly significant in enhancing operational efficiency, fostering transparency, and promoting stakeholder participation within budget management. This study endeavors to scrutinize prevailing research trends pertaining to digital budgeting by conducting a comprehensive analysis of publications indexed in the Scopus database. Utilizing bibliometric data analysis and Nvivo 12 Plus, our investigation facilitated the delineation of noteworthy findings. The study underscores a substantial surge in research interest surrounding digital budgeting, along with the noteworthy contributions from diverse countries to the research literature. The revealed insights affirm that digital budgeting transcends geographical boundaries, constituting a global phenomenon with diverse contextual applications and practices across the globe. Furthermore, the findings illuminated a broad spectrum of research topics related to digital budgeting, encompassing aspects such as the utilization of digital platforms, public participation, budget oversight, local-level budget management, and digital democracy. While acknowledging the immense potential of digital budgeting, it is imperative to recognize the challenges accompanying its implementation. These challenges encompass issues of data security, policy adaptation, organizational culture, constrained human resources, and system integration. This study advocates for a multidisciplinary approach as essential for mitigating the impediments and challenges inherent in the effective implementation of digital budgeting.

Abstract

Pada era Revolusi Industri 4.0, teknologi digital telah menjadi faktor utama dalam mempercepat pertumbuhan ekonomi dan mengubah berbagai sektor bisnis, termasuk Usaha Mikro, Kecil, dan Menengah. Kegiatan ini bertujuan untuk meningkatkan pengetahuan dan pemahaman masyarakat Kelurahan Soho, Kecamatan Luwuk, Kabupaten Banggai tentang strategi peningkatan Usaha Mikro, Kecil, dan Menengah. Pelaksanaan kegiatan dimulai dengan observasi terhadap masyarakat pemilik usaha mikro, kecil, dan menengah untuk mengidentifikasi tingkat pemahaman mereka terkait pemasaran, diikuti dengan koordinasi bersama pemerintah setempat dan narasumber dalam kegiatan dari pihak Dinas Koperasi dan usaha kecil menengah Kabupaten Banggai. Kegiatan inti berupa sosialisasi strategi pemasaran dan inovasi digital dilaksanakan dengan metode tatap muka langsung. Hasil kegiatan menunjukkan antusiasme tinggi dari peserta dan peningkatan pemahaman masyarakat dalam meningkatkan strategi marketing usaha mereka, khususnya dalam memanfaatkan teknologi digital untuk memperluas pemasaran. Program ini diharapkan dapat meningkatkan daya saing usaha mikro, kecil, dan menegah di era Revolusi Industri 4.0, membantu memperkuat perekonomian lokal, menciptakan lapangan kerja, serta mengurangi kemiskinan di daerah.
