Abstract

Keberhasilan kebijakan ketahanan pangan perlu didukung ketersediaan air yang ditata dalam sistem irigasi yang baik. Perencanaan pembangunan irigasi di daerah dengan 66.391 daerah irigasi dengan dengan luasan 9.146.027 ha perlu penataan dalam data yang tersistematis.  Dashboard perencanaan pembangunan irigasi daerah menjadi media integrasi berbagai perencanaan pembangunan sumber daya air yang dilauan oleh kabupaten/kota. Perancangan mengunakan model pengembangan sistem dengan pendekatan terstruktur yaitu linier sequential model atau waterfall model. Metode pelaksanaan kegiatan yang  dilaksanakan untuk mencapai keberhasilan tujuan kegiatan ini melalui  pemetaan indikator dan elemen data, survei lapangan, perancangan dashboard, focus group discussion. Lokasi pelaksanaan diskusi dan ujicoba database perencanaan pembangunan irigasi di laksanakan di 8 (delapan) kabupaten meliputi Kerawang, Subang, Indramayu, Cirebon, Purworejo, Banjarnegara, Purbalingga dan Jember.  Keluaran yang dihasilkan kegiatan ini adalah dashboard perencanaan pembangunan irigasi  daerah.  Hasil evaluasi dan ujicoba menunjukan pengelolaan Dashboard Perencanaan Pembangunan Irigasi di Daerah telah berfungsi dengan baik. Abstract

ABSTRAKKeberhasilan program sumber daya air dan ketahanan pangan yang sedang dilaksanakan sangat bergantung dukungan dan komitmen pemerintah daerah, termasuk di dalamnya keterdukungan dan kemampuan pembiayaan kegiatan tersebut oleh pemerintah daerah. Penelitian ini bertujuan i) menganalisis kemampuan dan kemandirian keuangan daerah dan ii) menganalisis keuangan daerah sebagai daya dukung pelaksanaan program sumber daya air dan ketahanan pangan.  Penelitian ini mengunakan metode penelitian deskriptif, metode pengambilan sampel  mengunakan purposive sampling dengan kriteria kabupaten yang menerima Program Integrated Participatory Development and Management of Irrigation Program (IPDMIP) sebanyak 74 kabupaten. Metode analisis data  mengunakan Rasio Kemandirian Keuangan Daerah (RMKD), Rasio Kemampuan Rutin Daerah (RKRD), Rasio Derajat Otonomi Fiskal (RDOF) dan Indek Kapasitas Fiskal Daerah (IKFD) dengan periode pengamatan tahun 2018 dan 2019. Hasil analisis  kemampuan dan kemandirian keuangan daerah dengan mengunakan 4 variabel RMKD, RKRD, RDOF dan IKFD menjelaskan mayoritas kemampuan dan kemandirian keuangan daerah  berada di rentang sangat rendah  sampai dengan sedang sejumlah  60 atau 80,4% dari 74 kabupaten penerima IPDMIP. Rekomendasi penelitian mendorong pemerintah daerah mencapai Disbursement Linked Indicators (DLI) yang telah disepakati dalam skema modalitas Result Based Lending, agar anggaran yang digunakan dalam program IPDMIP dapat reimbursement.Kata Kunci : Kemampuan dan Kemandirian Keuangan Daerah, Program IPDMIPABSTRACTThe success of the water resources and food security program that is being carried out is very dependent on the support and commitment of the local government including the support and ability to finance these activities by the local government.This study aims i) to analyze the ability and independence of regional finances and ii) analyze regional finances as a support for implementing water resources and food security programs. This study uses a descriptive research method, the sampling method uses purposive sampling with the criteria of districts that receive 74 districts of the Integrated Participatory Development and Management of Irrigation Program (IPDMIP). The data analysis method uses the Regional Financial Independence Ratio (RMKD), Regional Routine Capacity Ratio (RKRD), Fiscal Autonomy Degree Ratio (RDOF) and Regional Fiscal Capacity Index (IKFD) with observation periods in 2018 and 2019. The results of the analysis of regional financial capability and independence using 4 variables of RMKD, RKRD, RDOF and IKFD explain the majority of regional financial capability and independence are in the range of Very Low to Medium totaling 60 or 80.4% of 74 districts receiving IPDMIP. Research recommendations encourage local governments to achieve Disbursement Linked Indicators (DLI) agreed in the Result Based Lending modality scheme, so that the budget used in the IPDMIP program can be reimbursed.Keyword : Regional Financial Ability and Independence, IPDMIP Program

Abstract

People's Business Credit (KUR) is a Credit / Financing scheme specifically for Micro, Small and Medium Enterprises and Cooperatives whose businesses are feasible but do not have sufficient collateral required by the bank (unbankable). The research objective was to analyze the Effect of People's Business Credit (KUR) Distribution, Interest Rates on Financial Performance of Regional Development Banks Through Non-Performing Loans (NPL) and Operating Costs and Operating Revenues (BOPO) and analyze the differences in financial performance of Regional Development Banks before and after becoming KUR distribution Bank. The sample used in this study is the Regional Development Bank in Java, which has been incorporated in the KUR Distribution Bank in 2008, namely BPD in Yogyakarta, BPD East Java and BPD DKI Jakarta. The observation used data from the Regional Development Bank for the period 2005-2015. The results of the credit distribution and interest rates in the KUR distribution did not have a significant impact on the NPL and BOPO and showed that there were no better significant differences in the financial performance variables in the years BPD became the KUR distributor. The result recommends BPD to continue distributing KUR.

Abstract

This study aims to: 1) analyze the development of regulations, governance and the Kredit Usaha Rakyat scheme; 2) analyzes interest subsidy policies in the Kredit Usaha Rakyat Program; and 3) analyze the development and performance of the distribution of the Kredit Usaha Rakyat Program. This type of research used associative descriptive research with research indicators are regulations, interest rates, realization and debtors on the distribution of the Kredit Usaha Rakyat Program. The research period is conducted from 2008 to 2019 with observations on banks channeling Kredit Usaha Rakyat Program. The results of the study explained that during the period 2008 to 2019 there were 37 regulations governing the governance of the Kredit Usaha Rakyat Program, there was a change in management from a credit guarantee scheme to an interest subsidy scheme that had an impact on reducing interest rates, increasing the realization of the distribution and debtors of the Kredit Usaha Rakyat.https://doi.org/10.26905/jmdk.v8i1.4247

Abstract

This study aims to analyze : 1) the relationship between fiscal capacity and APBD expenditure on Koperasi and MSME affairs; 2) the effect of APBD expenditure for Koperasi and MSME affairs and  KUR facilitator toward socialization and mentoring; and 3) the effect of socialization and mentoring on the amount of KUR debtors. The design of the study uses mixed methods, researchers combine surveys (quantitative) with case studies (qualitative). The study population was the district/city implementing the KUR program with sample selection using a purposive sampling technique. Data analysis in this research uses Chi-Square tests and Path Analysis. The research shows : 1) fiscal capacity is not related to APBD expenditure for Koperasi and MSME affairs; 2) APBD expenditure for koperasi and MSME affairs and the KUR facilitator have no significant effect on KUR socialization and assistance; and 3) socialization and mentoring have a significant effect on the number of KUR Debtors.https://doi.org/10.26905/jmdk.v7i1.2841

Abstract

This service activity aims to help institutional strengthening of the Tangguh Disaster Village (Destana) in disaster planning at the village level in the context of increasing preparedness and overcoming the cold lava flood disaster. The activity was carried out in Kasembon Subdistrict with an implementation time of 3 months. The target groups for this activity are village officials, management and members of the disaster management forum, tagana volunteers and informal leaders from Bayam Village, Pondokagung Village and Pandansari Village. The method of implementing this activity is training and assistance with 6 stages of activities including: i) coordination and outreach, ii) participatory community FGDs, iii) disaster management training, iv) tracking disaster-prone areas, v) mentoring in preparing village disaster documents, vi) evaluation implementation of activities. The results of the implementation of the dedication showed that the attendance rate of participants was 86.7%, the participation rate was 80%, the level of understanding of training materials was 73.3%; and the completion rate of disaster documents by 100%. The main output of this activity is the Gunung Kelud Cold Flood Lava Contingency Plan Document for Bayam Village, Pondokagung Village and Pandansari Village.

Abstract

Tahfizh Anak Usia Dini Kuttab Rumah Quran (TAUD KRQ) is an educational institution that concentrates on educating Quran from the early age.  TAUD is a tahfidz program for the 3-6 years old children, enjoyable activities with the Quran is the approach. The expectation of this program is they would have kind of passion and good at memorizing the Quran, so that one day he would become Hamilul Quran, Insya Allah. TAUD KRQ in its implementation to create hafiz (memorizers) of the Quran ideally should have learning facilities and a balanced playing considering TAUD students are the early childhood who are still love to play. To achieve these ideal conditions, TAUD KRQ requires the cooperation from various parties.  The reforms that must be equipped to achieve goals are the improvement of indoor and outdoor learning facilities, information media and motivational instructor. By the Observation, Survey, consultation, training, discussion, and  direct practice method, the results of community service activities are as follows: 1) Issues the aspects of outdoor facilities are assisted by repairing playgrounds, building condition with colors that match as bright and colorful, 2) Issues of Indoor facilities are assisted with the provision of Learning Media like 2 pieces of magnetic blackboard, printers, puzzle games, 20 writing tables and puzzle rugs to play on the floor.  3) Issues human resources are assisted by conducting motivational training for administrators and teachers, 4) Issues of marketing are assisted by creating a Blog.

Abstract

The implementation of this activity aims to increase the capacity of public service providers in carrying out public services and assist in carrying out an self assessment of the performance of public services.Training and mentoring activities are followed by public service providers in Balai Besar Pelaksanaan Jalan Nasional VIII Jawa Timur. Methods of carrying out activities that include: i) Desk documents; ii) Training; and iii) Assistance. The implementation of activities begins and is based on the evaluation results of the PANRB Ministry. The output of the implementation of this activity can contribute to improving the performance of public services with the support and availability of various public service documents including: public service standard documents, improving the implementation of public satisfaction surveys, and improving public service information on the BBPJN VIII website. The results of the training and mentoring show an increase in the performance of public services from 2.72 (Score C) to 3.50 (Score B). The evaluation of training and mentoring activities showed a result of 88.67% with very good training performance.

Abstract

This study aims to analyze the effect of loan to deposit ratio, credit risk on profitability and net interest margin as moderating variables. The research was conducted on the national banking industry. The research population is the banking industry that goes public on the Indonesia Stock Exchange. The sampling technique used was purposive sampling. The research period is 2017-2019 with a sample of 37 banks. The number of pairs of data analyzed was 111 data. The data analysis technique used moderated regression analysis (MRA), with Net Interest Margin as the moderating variable. The results showed that the Loan to deposit ratio had an effect on profitability in a positive direction. Credit risk has a negative effect on bank profitability. Net interest margin is able to strengthen the relationship between loan to deposit ratio and credit risk with profitability. Penelitian ini bertujuan untuk menganalisis pengaruh Loan to deposit ratio, risiko kredit terhadap profitabilitas dan net interest margin sebagai variable moderasi. Penelitian dilakukan pada industry perbankan nasional. Populasi penelitian adalah industri perbankan yang go public di Bursa Efek Indonesia. Teknik sampling digunakana purposive sampling. Periode penelitian tahun 2017-2019 dengan jumlah samel 37 bank. Jumlah pasang data yang dianalisis sebanyak 111 data. Teknik analisis data menggunakan moderated regression analysis (MRA), dengan Net Interest Margin sebagai variable moderating. Hasil penelitian menunjukkan Loan to deposit ratio berpengaruh terhadap profitabilitas dengan arah positif. Risiko kredit berpengaruh negative terhadap profitabilitas bank.
