Abstract

Abstract Due to its significant contribution to global greenhouse gases emissions, transportation has become one of the indicators considered in green campus assessment. This research aims to evaluate the sustainable efforts done by Institut Teknologi Nasional, as well as to propose strategies for future improvements. The data were obtained through semi-structured interviews and questionnaires which randomly distributed to the students, academic and nonacademic staffs, as well as to the campus management. The data were calculated to measure the performance based on STARS v.2.1, and further analyzed using SWOT method. The results show that Itenas has not achieved all the requirements in transportation indicator, particularly regarding the policy, and use of campus fleets with alternative petroleum replacement fuels. Recommendations to overcome those shortcomings are to provide more education, conduct self-development and socialization programs, build support facilities, set examples in campus day-to-day activities, apply reward and punishment system, and make use of external networks in supporting sustainable efforts. Keywords: sustainable transportation, emissions, green campus, alternative fuels  Abstrak Disebabkan kontribusinya yang signifikan terhadap emisi gas rumah kaca di dunia, transportasi merupakan salah satu indikator yang dikaji di dalam penilaian green campus. Penelitian ini bertujuan untuk menilai penerapan usaha-usaha menuju green campus yang dilakukan oleh Institut Teknologi Nasional (Itenas) dan memberikan usulan strategis bagi peningkatan kinerjanya di masa mendatang. Data diperoleh melalui penyebaran kuesioner dan wawancara terstruktur kepada para mahasiswa, staf akademik maupun nonakademik, serta pihak manajemen kampus untuk digunakan dalam perhitungan penilaian kinerja berdasarkan STARS v.2.1. Hasil penelitian menunjukkan bahwa Itenas belum memenuhi semua persyaratan (%) dalam indikator transportasi, khususnya pada penggunaan armada kampus dengan bahan bakar alternatif pengganti minyak bumi dan belum maksimalnya kebijakan yang ada. Rekomendasi yang dapat diberikan berdasarkan hasil analisis SWOT adalah dengan memberikan edukasi yang cukup, mengadakan program pengembangan diri dan sosialisasi, membangun fasilitas penunjang, memberikan contoh dalam kegiatan harian kampus, memberlakukan sistem reward and punishment, serta membuat kerja sama dengan pihak lain yang terkait dalam mendukung usaha-usaha berkelanjutan. Kata-kata kunci: transportasi berkelanjutan, emisi, kampus hijau, bahan bakar alternatif

Abstract

ABSTRAKGreen campus merupakan salah satu terobosan green building dalam mengubah cara pandang dan gaya hidup warga kampus agar sadar akan pentingnya konsep ramah lingkungan. Di antara indikator-indikator pembentuk green campus, kategori education merupakan kategori yang membedakan green campus dengan green building. Penelitian ini bertujuan untuk meninjau pelaksanaan green campus di Institut Teknologi Nasional Bandung (Itenas) berdasarkan kategori Education—Greenmetric UI. Data diperoleh dari hasil studi literatur dan wawancara dengan pihak Itenas dan Greenmetric UI, yang kemudian dilanjutkan dengan analisis kesenjangan. Hal ini dimaksudkan untuk membandingkan pelaksanaan pendidikan green campus Itenas (eksisting) dengan nilai rata-rata standar Greenmetric UI Global Ranking System (ideal). Hasil penelitian menunjukkan bahwa Itenas memiliki nilai di bawah rata-rata standar Greenmetric UI Global Ranking System, terutama pada nilai kategori Sustainability Publication.Kata Kunci: green campus, Greenmetric UI, kategori education ABSTRACTGreen campus is a part of green building to change people’s perspective towards efficient lifestyle and eco-living concept. One category which emphasize green campus on green building is education category. This paper aims to provide the implementation of green campus in of the National Institute of Technology Bandung (Itenas), based on education category (Greenmetric UI). The data were obtained from literature study and interview with Itenas and Greenmetric UI staff. Gap analysis method is used to measure the implementation green campus in Itenas based on education category Greenmetric UI Global Ranking System 2015 average grades and to identify the gap between existing condition and Greemetric UI Standard. The results showed that Itenas has not fulfill the average value based on Greenmetric UI Global Ranking System, especially on Sustainability Publication indicator.Keywords: green campus, Greenmetric UI, education category

Abstract

ABSTRAKPemeliharaan bangunan merupakan suatu upaya untuk memastikan kondisi fisik suatu bangunan dalam keadaan baik selama umur pakainya bagi kepentingan para pengguna dan/atau penghuni bangunan. Informasi tentang keadaan eksisting suatu bangunan beserta elemen, bahan dan peralatan di dalamnya sangat berguna untuk pihak pengelola bangunan dalam merencanakan dan melaksanakan kegiatan pemeliharaan yang sesuai. Penelitian ini bertujuan untuk mengembangkan sistem online pelaporan kerusakan untuk menampung feedback dari para pengguna dan penghuni bangunan, serta pihak pengurus asrama. Hal ini dimaksudkan untuk mendukung usaha Universitas X dalam melaksanakan kegiatan pemeliharan, khususnya pemeliharaan yang berbasis kondisi dan korektif pada bangunan- bangunan asrama yang dikelolanya. Sistem pelaporanini dikembangkan berdasarkan data yang didapat dari hasil observasi di lapangan dan wawancara dengan pihak pengelola bangunan, pengurus asrama,sertapara pengguna dan penghuni bangunan. Penghematan waktu pelaporan sebesar 99,97% dapat dicapai dengan menggunakan sistem online yang dikembangkan dalam penelitian ini, dibandingkan dengan sistem konvensional yang selama ini telah dilakukan.Kata Kunci: pemeliharaan, sistem pelaporanonline kerusakan, asrama kampus ABSTRACTBuilding maintenance is an attempt by which a building is ensured to be in a good condition during its lifetime for the benefit of its users and/or occupants. Information about the existing condition of a building along with its elements, materials, and equipments is essential for the building management in order to execute the proper maintenance activities. This research aims to develop an online defect reporting system to gather the feedback from the building users and occupants, as well as from the dormitory board. It is intended to support the University X in carrying out the maintenance activities, especially the corrective and condition-based. The data used for developing the system was obtained from site observations and interviews with the building management, the dormitory board, as well as building users and occupants. Using the developed system, it was verified that 99.97% time savings on reporting processcan be achieved compared to the conventional system.Keywords: maintenance, online defect reporting system, dormitory

Abstract

ABSTRAKGreen campus adalah konsep yang memanfaatkan kampus sebagai media untuk mengintegrasikan ilmu pengetahuan keberlanjutan ke dalam kebijakan, manajemen maupun kegiatan perguruan tinggi. Berdasarkan standar yang telah ada, edukasi menjadi hal mendasar yang dipertimbangkan dalam penilaian suatu green campus. Dengan perkembangan isu keberlanjutan yang sangat pesat, penelitian ini bertujuan untuk mengembangkan kategori Education (ED) dari UI GreenMetric untuk menjadi standar yang lebih efektif. Pengembangan kategori dilakukan dengan membandingkannya dengan kategori sejenis dari STARS. Pembobotan ulang terhadap sub kategori, beserta indikator dan sub indikator baru selanjutnya dilakukan menggunakan metode Analytical Hierarchy Process. Empat sub kategori yang berhasil dikembangkan meliputi Akademik Berkelanjutan, Pengembangan Profesional Berkelanjutan, Dukungan Berkelanjutan, dan Penilaian Berkelanjutan. Studi kasus di Universitas Katolik Parahyangan juga dilakukan untuk tujuan verifikasi dari kategori Edukasi Berkelanjutan (EB) yang baru.Kata kunci: green campus, standar penilaian, UI GreenMetric, STARS ABSTRACTGreen campus is a concept that leverages the campus as a medium to integrate the concept of sustainability into policy, management and university activities. Based on existing standards, education has been regarded as one of the fundamental things considered in green campus assessment both in Indonesia and in some other countries. With the rapid development of sustainability issues in recent years, this research aims to develop GreenMetric UI into a more effective green campus assessment standard, focusing on the Education (ED) category. The development of this ED category was done by comparing it with similar categoriesof STARS, the green campus standard in the United States. The re-weighting of sub categories, together with the new indicators and sub-indicators contained in this category, was subsequently carried out using the Analytic Hierarchy Process method. The four sub-categories which were successfully developed in this research include Sustainable Academic, Sustainable Professional Development, Sustainable Support, and Sustainable Assessment. Abstract

ABSTRAKGreen campus didefinisikan sebagai kampus yang berwawasan lingkungan, yang mengintegrasikan ilmu pengetahuan lingkungan ke dalam kebijakan, manajemen, dan kegiatan tridharma perguruan tinggi. Green campus juga harus menjadi contoh implementasi pengintegrasian ilmu lingkungan dalam semua aspek manajemen dan praktek pembangunan berkelanjutan. Pada penelitian ini dilakukan pengembangan kategori peran serta pihak manajemen kampus beserta indikator penyusunnya yang semula belum ada di UI GreenMetric. Penelitian ini menggunakan data sekunder berupa studi literatur dari standar dan toolkit yang digunakan di luar maupun dalam negeri yaitu STARS AASHE, Green Guide for University, dan Greening University Toolkit yang dianggap sesuai dengan strategi peningkatan efektivitas peran manajemen kampus dalam menyukseskan penerapan green campus. Hasil penelitian menunjukan bahwa kategori manajemen yang diusulkan terdiri dari 4 indikator, yaitu: perencanaan berkelanjutan, pengembangan mahasiswa dan staf, penilaian berkelanjutan, dan kerjasama dengan institusi.Kata kunci: green campus, UI Greenmetric, peran manajemen    ABSTRACTGreen campus is defined as campus with environmental insight, that integrates environmental science into policy, management, and base three pilar of collage. Green campus is also used as an example of implementing the integration of environmental science in all aspects of sustainable development management and practices. This research aims to develop the category including the indicators of campus management’s role in green campus assessment based on UI GreenMetric. Secondary data were obtained from study literature of standards and toolkits used all around the world, i.e. STARS AASHE, Green Guide for University, and Greening University Toolkit which are related to the strategy of increasing the effectiveness of campus management’s role in succeeding the implementation of green campus. The results showed that the proposed category of management consist of 4 indicators: sustainability planning, student and staff development, sustainability assessment, and community partnership.Keywords: green campus, UI Greenmetric, management role

Abstract

ABSTRAKKonsep green campus merupakan suatu upaya pengelolahan lingkungan yang melibatkan civitas kampus dalam mewujudkan lingkungan kampus berwawasan lingkungan. Penelitian ini bertujuan untuk mengetahui perbandingan kendala dan tantangan penerapan konsep green campus di Itenas dan Unpar. Kuesioner, wawancara dan observasi langsung dilakukan untuk memperoleh data yang diinginkan. Analisis varians (Anova) untuk mengetahui perbedaan pemahaman dan perenapan konsep green campus diantara kedua PTS tersebut.Hasil penelitian menunjukkan bahwa tidak terdapat perbedaan yang signifikan mengenai pemahaman dan penerapan konsep green campus. Secara umum, kendala terbesar yang dihadapi adalah tingkat pemahaman pengguna kampus yang masih rendah dan masih lemahnya kebijakan pimpinan kampus terkait konsep ini. Solusi yang dapat direkomendasikan adalah dengan memperbanyak sosialisasi kepada pengguna kampus baik secara kurikulum, penelitian dan organisasi kemahasiswaan peduli lingkungan serta memperkuat komitmen perguruan tinggi dalam melaksanakan konsep ini.Kata kunci: green campus, kendala dan tantangan, analisis varians ABSTRACTGreen campus concept is an environmental management efforts involving the campus community in creating environmentally friendly campus. This study aimed to compare the obstacles and challenges in the application of green campus at Itenas and Unpar. Survey through questionnaire, interview and site observation were conducted to obtain the desired data. Analysis of variance (ANOVA) was used to determine differences of understanding and implementation of the concept between both campuses. The result showed that there were no significant differences regarding the understanding and implementation of green campus at itenas and unpar. In general, the biggest obstacle was the poor understanding of green campus concept and lack of policies related to the concept issued by each campus. The recommended solutions to these problems were to socialize the green campus concept either through curriculum, research and student organizations concerning the environmental issues, and enhace the campus commitment to implement the green campus concept.Keyword: green campus, obstacle and challenge, analysis of variance

Abstract

ABSTRAKMeskipun green construction telah diperkenalkan di Indonesia lebih dari satu dekade, implementasi dari konsep tersebut belumlah berjalan sesuai harapan sampai saat ini. Dengan latar belakang tersebut, penelitian diarahkan untuk mengidentifikasi kendala prioritas yang memiliki pengaruh besar terhadap implementasi green construction di Indonesia, dilihat dari sudut pandangan para pelaku di industri konstruksi. Kendala tersebut diidentifikasi dari kajian literatur terpilih yang membahas karakteristik kendala di beberapa negara,disesuaikan dengan kondisi di Indonesia, serta divalidasi menggunakan metode Analitycal Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa kendala yang paling berpengaruh adalah Komitmen Organisasi. Termasuk di dalamnya adalah tinjauan terhadap permintaan klien, pedoman dan standar yang ideal, dukungan rantai pasok hijau, kesadaran menerapkan prinsip K3, komitmen perusahaan dalam berinvestasi, serta penelitian dan pengembanganKata kunci: konstruksi berkelanjutan, green construction, kendala implementasi ABSTRACTAlthough green construction has been introduced in Indonesia for more than a decade, the implementation of this concept has not been running as expected to date. This study aims to identify priority constraints that have a major influence on the implementation of green construction in Indonesia, seen from the point of view of the actors in the construction industry. These constraints were identified from the literature review related to the characteristics of constraints in several countries, adapted to conditions in Indonesia, and validated using the Analytical Hierarchy Process (AHP) method. The results showed that the most influential constraint was Organizational Commitment. This includes a review of client demand, guidelines and standards, green supply chain, awareness of health and safety, company commitment to invest in green construction, and research and development.Keywords: sustainable construction, green construction, implementatiton constraint

Abstract

AbstrakKeberadaan fasilitas sementara yang dapat berkontribusi pada keberhasilan proyek konstruksi sering diabaikan di Indonesia. Hal ini ditunjukkan dengan tidak adanya standar dan pedoman yang mengatur secara khusus tentang fasilitas tersebut. Penelitian ini bertujuan untuk menganalisis penerapan manajemen fasilitas sementara pada proyek pembangunan rumah sakit (RS) Edelweiss di Bandung, termasuk mengidentifikasi ukuran dan spesifikasi serta memperkirakan biaya total fasilitas sementara. Data penelitian diperoleh melalui wawancara tidak terstruktur, observasi dan pengukuran di lapangan, serta studi dokumentasi. Kombinasi analisis kualitatif dan kuantitatif dilakukan untuk memeriksa secara rinci manajemen fasilitas sementara di proyek ini. Estimasi biaya dilakukan untuk merumuskan biaya fasilitas sementara yang telah dan perlu disediakan oleh kontraktor. Selanjutnya, perbandingan estimasi biaya menggunakan harga penawaran kontraktor dan analisis harga satuan dari standar pemerintah juga dilakukan untuk menentukan perbedaan antara keduanya sebagai referensi penggunaan di masa depan. Hasil penelitian menunjukkan bahwa penerapan manajemen fasilitas sementara di konstruksi RS Edelweiss masih belum efektif. Penambahan yang signifikan dalam biaya fasilitas sementara hingga 295,23% disebabkan karena perencanaan yang belum memadai, serta perbedaan koefisien material dan pekerja, pemilihan material, besaran upah tenaga kerja, dan harga material yang digunakan dalam perhitungan. Kata kunci: fasilitas sementara, anggaran biaya, spesifikasi, standar ukuran  AbstractThe existence of temporary construction facilities that could contribute to the success of construction projects is often neglected in Indonesia. It is indicated by the absence of standards and guidelines that govern, specifically these facilities. This research aims to analyze the implementation of temporary facility management in the construction of Edelweiss hospital in Bandung. This includes identifying the size and specification and estimating the costs of temporary facilities. Data obtained through unstructured interviews, site observations and measurements, as well as documentation studies. Mixed method analysis was used to examine in detail the conditions related to on-site temporary facility management. Cost estimation was carried out to formulate the costs that have been and need to be provided by the contractor. Furthermore, a comparison of cost estimation using contractor bid prices and unit price analysis from the government standard was also conducted to determine the difference between the two as a reference for future use. The results show that the implementation of temporary facility management in Edelweiss hospital construction was still ineffective. The significant increase in the cost up to 295.23% was due to inadequate planning, and differences in material and worker coefficients, material selection, labor wage rates, and material prices used in the calculation. Keywords: temporary construction facility, cost budget, specification, standard size Sustainability     Department of Civil Engineering     Laurencia

Abstract

Abstrak Carbon tax merupakan kebijakan yang banyak diterapkan oleh berbagai negara sejak konvensi Protokol Kyoto. Kebijakan tersebut terbukti efektif untuk menurunkan emisi karbon yang saat ini menjadi permasalahan global. Saat ini, Indonesia berada pada tahap awal dalam penerapannya, ditandai adanya peraturan carbon tax yang resmi diberlakukan pada 29 Oktober 2021. Penelitian ini akan melihat pengaruh penerapan carbon tax khususnya pada industri konstruksi di negara-negara yang telah menerapkan sebelumnya dan melihat potensi penerapannya di Indonesia. Analisis SWOT digunakan  untuk mengetahui faktor-faktor internal maupun eksternal dalam penerapan kebijakan carbon tax. Hasil menunjukkan bahwa kebijakan carbon tax dapat mendukung program pemerintah sebelumnya yaitu Skema Karbon Nusantara yang dapat mendukung pendanaan penerapan program pemerintah seperti green building dan infrastruktur berkelanjutan khususnya pada proyek-proyek pemerintah. Namun, perlu diperhatikan bahwa kebijakan carbon tax dapat berdampak buruk terhadap kondisi ekonomi sehingga diperlukan pemanfaatan sumber pendapatan pajak yang dapat mendukung usaha-usaha pencapaian target penurunan emisi GRK Indonesia. Kata kunci: carbon tax, emisi karbon, kebijakan karbon, emisi CO2, karbon konstruksi   Abstract A carbon tax is a policy that has been implemented by many countries since the Kyoto Protocol convention The policy is effectively implemented to reduce carbon emissions. Currently, Indonesia is in the early stages of implementing the policy, marked by the new carbon tax regulation which officially was enforced on 29 October 2021. This research aims to identify the effect of carbon tax implementation in the construction industry in several countries and analyze the potential for its application in Indonesia. The SWOT analysis was carried out to determine internal and external factors in the implementation of a carbon tax policy. The result shows that the policy can support the previous program by the Indonesian government, namely the Nusantara Carbon Scheme to promote the funding for other related programs such as green building and sustainable infrastructure. However, it should be noted that the policy may also have a negative impact on economics. Abstract

Bandung is the first city in Indonesia that has issued its regulations on green building incentives, i.e. gross floor area concessions, and tax deduction. Since 2016, the local government has never conducted a monitoring and evaluation of the practice of these regulations. Therefore, this study aims to determine the extent of the implementation of green building incentives in Bandung. By knowing the problems, the strategy oh improvement can be formulated thoroughly. Data collection was done through in-depth interviews with respondents who have a direct link to the implementation of green building policies in Bandung, including the City Spatial Planning Agency (Distaru), The Investment Board One Stop-Service (DPMPTSP), Regional Revenue Management Agency (BPPD), Building Expert Team (TABG) and Regulatory Drafting Team concerning Green Buildings. The results show that so far there has been no incentive issued by the mayor because no building has met the green building requirements of 2 and 3-star by current regulations. The results also obtained that the existing regulations do not regulate the amount, form, awarding time, and the validity period/duration in detail. Therefore, despite meeting the requirements, the building owner/developer cannot propose any green building incentives. Several recommendations are the socialization program that must be carried out on the government, as well as the community, and further regulations governing the details of incentive policies must be designed and issued as soon as possible.
