Abstract

ABSTRAKPemeliharaan bangunan merupakan suatu upaya untuk memastikan kondisi fisik suatu bangunan dalam keadaan baik selama umur pakainya bagi kepentingan para pengguna dan/atau penghuni bangunan. Informasi tentang keadaan eksisting suatu bangunan beserta elemen, bahan dan peralatan di dalamnya sangat berguna untuk pihak pengelola bangunan dalam merencanakan dan melaksanakan kegiatan pemeliharaan yang sesuai. Penelitian ini bertujuan untuk mengembangkan sistem online pelaporan kerusakan untuk menampung feedback dari para pengguna dan penghuni bangunan, serta pihak pengurus asrama. Hal ini dimaksudkan untuk mendukung usaha Universitas X dalam melaksanakan kegiatan pemeliharan, khususnya pemeliharaan yang berbasis kondisi dan korektif pada bangunan- bangunan asrama yang dikelolanya. Sistem pelaporanini dikembangkan berdasarkan data yang didapat dari hasil observasi di lapangan dan wawancara dengan pihak pengelola bangunan, pengurus asrama,sertapara pengguna dan penghuni bangunan. Penghematan waktu pelaporan sebesar 99,97% dapat dicapai dengan menggunakan sistem online yang dikembangkan dalam penelitian ini, dibandingkan dengan sistem konvensional yang selama ini telah dilakukan.Kata Kunci: pemeliharaan, sistem pelaporanonline kerusakan, asrama kampus ABSTRACTBuilding maintenance is an attempt by which a building is ensured to be in a good condition during its lifetime for the benefit of its users and/or occupants. Information about the existing condition of a building along with its elements, materials, and equipments is essential for the building management in order to execute the proper maintenance activities. This research aims to develop an online defect reporting system to gather the feedback from the building users and occupants, as well as from the dormitory board. It is intended to support the University X in carrying out the maintenance activities, especially the corrective and condition-based. The data used for developing the system was obtained from site observations and interviews with the building management, the dormitory board, as well as building users and occupants. Using the developed system, it was verified that 99.97% time savings on reporting processcan be achieved compared to the conventional system.Keywords: maintenance, online defect reporting system, dormitory

Abstract

Flats are concrete form of government policies in the provision of residence in urban area. In their operation, flats are required to be managed and maintained. Such treatment are required in order to achieve a goal which was defined in the Constitution of the Republic of Indonesia 1945 and Act No. 4 of 1992 that every citizen has right to have prosperous life physically and mentally by having habitable house in good environment, healthy, safe, comfortable, affordable, and productive. However, according to some studies technical and non-technical problems were found. Technical problems are connected to the building function. These problems cannot be separated from administration problems of flat maintenance management system. Being aware that flat maintenance management system is a complex system, this paper intends to identify the factors which include into different aspects as well as investigate how far those factors implemented. Based on identification, 22 factors of maintenance management system organization were generated and they were divided into five aspects. Survey which is done on eight flats that is managed by each PPPSRS in Special Capital Region of Jakarta finds that not all factors are done. Three PPPSRS do less than one third of those identified factors. The rest of them, five PPPSRS do more than two third of those factors. Based on survey and analysis found that capacity building enhancement is a must for PPPSRS in order to improve factor implementation level.

Abstract

Kegagalan akibat kerusakan pada bendungan dapat mengakibatkan kerugian sosial ekonomi. Untuk mendeteksi adanya indikasi kerusakan pada bendungan, operasi, pemantauan, dan pemeliharaan bendungan perlu dilakukan secara rutin. Oleh karenanya, penjadwalan operasi, pemantauan, dan pemeliharaan dibutuhkan untuk setiap elemen bendungan tersebut dengan mempertimbangan jumlah sumber daya manusia yang tersedia. Penelitian ini bertujuan menyusun penjadwalan operasi, pemantauan, dan pemeliharaan; dilanjutkan dengan analisis komponen penjadwalan dari tiga kegiatan tersebut dan menghitung kebutuhan sumber daya manusia. Studi kasus dilaksanakan pada Bendungan Delingan, Cengklik, dan Ketro yang terletak di Balai Besar Wilayah Sungai Bengawan Solo. Metode penjadwalan menggunakan bagan balok. Kegiatan, frekuensi kegiatan, dan durasi kegiatan ditentukan mengikuti pedoman operasi, pemeliharaan, dan pengamatan bendungan untuk mendapatkan penjadwalan yang optimal dan dapat diimplementasikan secara nyata. Dari analisis dan pembahasan disimpulkan perlunya penambahan tiga petugas pemeliharaan pada Bendungan Delingan dan Cengklik. Selanjutnya analisis komponen penjadwalan menghasilkan bobot kegiatan penjadwalan tahunan, total durasi kegiatan harian, dan perbandingan antara penjadwalan operasi, pemantauan, dan pemeliharaan pada ketiga bendungan tersebut.

Abstract

The COVID-19 pandemic has impacted Indonesia's construction sector. The growth of the construction sector severely declined due to the COVID-19 pandemic. However, the study of the impacts of the COVID-19 pandemic on the construction sector in Indonesia is still limited. The present study is aimed to examine the negative and positive impacts (opportunities) of the COVID-19 pandemic on the Indonesian construction sector. The study employed a quantitative approach with 128 contractors and consultants from 34 provinces in Indonesia. Through the factor analysis (EFA) and USG analysis approach, six negative and positive impacts of the COVID-19 pandemic and their priorities can be identified. The six negative impact factors are Workforce issues and Cost Overruns, Financial Performance Degradation, Project completion delays and schedule disruptions, Supply chain disruptions, Legal and contract issues, and  Difficulties in implementing health protocols and adjusting to the standard operating procedure. Meanwhile, the three positive impacts are Increasing awareness of the importance of occupational safety and health and collaboration among stakeholders, Improving the use of technology in the construction sector, and Optimizing existing procedures and systems. The study shows that the pandemic has impacted both the workforce and business entities' business Indonesian construction sector. These findings are expected to be useful in formulating strategic formulation for handling and mitigating the impact of pandemics.

Abstract

Citarum River is one of the biggest rivers in Java Island and the primary source of Jakarta's water supply. Named the dirtiest river globally in 2013, the Indonesian government is committed to improving the Citarum River's water quality by 2025. However, the Majalaya District, the center of the textile industry area in the upstream part of the Citarum River, is indicated to have significantly contributed to the river pollution. Hence, it is essential to conduct a study to evaluate the water quality in the Citarum River, especially in the Majalaya District. The results showed a considerable decrease in water quality from upstream to downstream of the Citarum River in 2013-2021. Concurrently, it was also found that the factory effluent far exceeded the permissible limit.

Abstract

In the development of infrastructure projects with the PPP scheme, the government needs a way to assess the level of success and sustainability of related projects. This study will identify criteria that can be used to assess the success provision of sustainable infrastructure under the PPP scheme in Indonesia. After that, these criteria are arranged in a framework that will be tested against an infrastructure project. Analytic Network Proces (ANP) method is used to determine the ranking of each criterion so that a new development framework can be made and used in Indonesia. In this study, a questionnaire was developed which was distributed to four (4) experts in the field of infrastructure development in Indonesia. The results obtained are the framework for the success of providing sustainable infrastructure with the PPP scheme in Indonesia consists of 6 (six) success criteria with the percentage of involvement, which are Financial and Economy (30,47%), Law and Political (10,63%), Health Safety and Environmental (12,18%), Managerial and Technic (14,58%), Operational and Maintenance (16,70%), and Social and Stakeholder (15,44%). The six (6) success criteria are composed of twenty (20) derived sub-criteria. The PLTU Batang project which was chosen as the object of validation in this study did not meet 6 sub-criteria of the existing 20 sub-criteria. With this development framework, it can be taken into account in making decisions to determine the success of sustainable infrastructure projects with PPP schemes in Indonesia

Abstract

Indonesia is the largest archipelago country in the world located at the confluence of four tectonic plates. This condition makes Indonesia potentially and become vulnerable to natural hazard that have a significant impact and reach various sectors. One of the impacts of natural hazard that occurred in Indonesia is the education sector. This natural hazard has an impact on the physical building of schools and also hinders the process of teaching and learning, causing trauma, and even fatalities at school. The Indonesian Institute of Sciences (LIPI) through the Community Preparedness (COMPRESS) program inaugurated disaster preparedness education at the school community level. In 2008, LIPI began implementing disaster risk reduction by developing a model of disaster preparedness schools. Then LIPI published Guidelines for Implementing Disaster Preparedness Schools in 2013. This guide does not yet have a specific Knowledge and Attitude category and can be used as a reference. Therefore, the development of the Disaster Preparedness School Implementation Manual needs to be done. The development of this measuring instrument was analysed by compiling a comparison matrix using the AHP method so as to produce a new development system from the Knowledge and Attitude assessment category. This study produced 3 sub-categories of Knowledge and Attitude assessment, namely (1) Standard Operating Procedure (SOP) for Teaching and Learning Disasters with a weight of 33%, (2) Knowledge about Disasters and Disaster Management with a weight of 43%, and (3) Knowledge Access About Disasters and Disaster Management with a weighting of 24%. Such approach can be used in advancement of others variables of measuring tool for school preparedness.

Abstract

Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat No. 19 Tahun 2018 mengamanatkan bahwa sebuah bangunan gedung wajib memiliki Sertifikat Laik Fungsi (SLF). Persyaratan SLF itu sendiri mewajibkan setiap bangunan gedung memenuhi empat aspek keandalan yaitu, keselamatan, kesehatan, kenyamanan, dan kemudahan. Penelitian terkait SLF ini dilakukan pada Gedung PPAG-2 Universitas Katolik Parahyangan yang meninjau dua dari empat persyaratan tersebut yaitu syarat keselamatan dan kemudahan bagi pengguna ketika terjadi bahaya kebakaran pada gedung. Pembahasan meliputi hasil identifikasi persyaratan penyediaan Sistem Proteksi Pasif, Sistem Proteksi Aktif, Sistem Evakuasi Darurat, Sarana Penyelamatan, dan Manajemen Keselamatan Kebakaran Gedung (MKKG) pada gedung. Berdasarkan hasil identifikasi didapati bahwa terdapat persyaratan sistem proteksi hanya sistem proteksi aktif dan persyaratan evakuasi yang tidak mencapai 100%. Sistem proteksi aktif dan persyaratan evakuasi secara berturut-turut mencapai angka 95% dan 96%.
