Abstract

E Gov development is directed to develop electronic-based governance in order to improve the quality of public services effectively and efficiently. However, since the launch of Inpres No. 3 Tahun 2003 about policies and development strategies of e gov 10 years ago, the development of e-gov in central and local government has not been in line with expectations. Based on e-gov rank results by United Nation Public Administration Network (UNPAN) put Indonesia in the position 97th in the world, while the results of “Pemeringkatan e-Government Indonesia” (PeGI) show that the Central Java Province, Tegal City and Batang Regency showed less of development outcomes. This was due to the absence of  policy harmony between the central and local level to support the development of e gov, there not the institutional care of the synchronous e gov and a strong legal regulation for e gov can regulate development in Indonesia.

Abstract

The Government of Semarang City formed in beginning formed a Mayor Regulation Number 12 Year 2009 about No Smoking Area and restriced smoking area to overcome problem from the negative impact of cigaret, but that regulation is not proceed effective. At Last, goverment of Semarang City issued Local Regulation Number 3 Year 2013 about No Smoking Area (KTR). Based on finding from resercher, is known that the implementation of Local Regulation in Departement of Semarang City is not optimal and still found foul. The purpose of this research is to descripe the implementation of Local Regulation Number 3 Year 2013 about No Smoking Area, and to find out supporting and resistor factor in the implementation. This research is using descriptive qualitative with kualitative approach. Technique of collecting data that used are observation, interview, and documentation study. Based on the research, it can conclude that implementation of No Smoking Area in Departement oh Health of Semarang City has not been implemented optimally, so then, the government has to increase implementation at several point. Supporter factor of KTR implementation in Departement of Health Semarang City are communitacatin and authorizing signature, and Resistor factor are sources and birocration structure, so then need maximing supporter factor and minimizing resistor factor.

Abstract

Faculty of Social and Political Science Diponegoro University has stipulated Restricted Smoking Area policy to cope with negative effects of cigarette, but it is not effectively applied. Researcher has found that it has yet to be optimally implemented and many violations occured. The objective of the research is to describe and analyze the implementation of Restricted Smoking Area policy (KTM), as well as to find out supporting and inhibiting factor of the implementation. This research was conducted in qualitative approach with descriptive type. Data was collected from observation, interview, and documentation. Based on the research, it shows that implementation of Restricted Smoking Area policy has not been optimally implemented, caused by all existing factors such as communication, resource, birocration structure, and disposition become an obstacle for the implementation of Restricted Smoking Area policy in Faculty of Social and Political Science Diponegoro University.

Abstract

The aim of this research is to explain about tourism management evaluation at Lawang Sewu Museum by using Reinesto’s Model and the factors that influence it. This research use descriptive qualitative research that focus on Policy Assessment of the Place of Branding on Lawang Sewu Tourism Objects in Semarang City, and locus in Semarang City. The informants used were the Semarang City Culture and Tourism Office, Travelers, and Community in the City of Semarang. This research used: primary data and secondary data, with data collection techniques: Interview, observation, documentation, and literature. Analysis Techniques that used is dominant analysis through: data reduction, testing data, and drawing verification conclusions. Overall, the place branding at Lawang Sewu Museum is quite good. The Supporting factors are: There are cleaners, and security officers, there are those related to training for tour guides in Semarang, the deft and innovative Lawang Sewu Museum tourism object manager.The Inhibiting factors are: the importance of human resources managing lawang sewu museum; less effective promotions, reduce sales outlets; maintenance of expensive Lawang Sewu tourist buildings, and poor parking. Suggestions were given: increased promotions, approved employees, periodic maintenance, routine training, and consistency and commitment from the manager of Lawang Sewu Museum and Semarang City government attractions.

Abstract

Abstract Semarang City as a Metropolitan City is often dealing with garbage. The total amount of daily waste generated in Semarang City comes from households, offices, traditional markets, commercial centers, public facilities, areas, and others. Seeing this, the government is aggressively managing waste, one of which is through the Garbage Bank. One of the waste banks in the city of Semarang is the Guyub Rukun Waste Bank. This study aims to further investigate the Policy Outcome of the Guyub Rukun Waste Bank Program in Kelurahan Kemijen, Semarang. The policy outcome is seen from the core outcome, intermediate outcome and long-term outcome. This research uses descriptive qualitative research methods with interview data collection techniques and participatory observation. The results obtained from this study indicate that in terms of Initial Outcome the results obtained are reduced waste so that the environment is clean as well as an increase in the capacity of the community. Then from the perspective of Intermediate Outcome, it can be seen that the mindset of society towards waste has begun to change and the reach of customers from Guyub Rukun Waste Bank is expanding. The results of the long-term outcome itself can be seen from the increase in the community's economy from the results of waste collection and the establishment of cooperation with other parties in the sustainability and development of the Waste Bank, although in terms of the amount of pollution it has not been able to show significant results. Suggestions that can be given are: There needs to be reciprocal innovation, regular waste volume data collection, new activities, and regular monitoring.

Abstract

Intellectual capital is one of important activity for organizations which want to be efficient on the market and obtain a sustainable competitive advantage. However, most company only measure and create company value based on tangible assets rather than intangible assets. In conjunction with the present issue, this investigation focuses on intangible assets (intellectual capital) in Small Medium Enterprise (SMEs) and its supply chain strategy for business performance. This study is designed using a qualitative approach. A total of 30 entrepreneurs from the three largest Batik industries in Central Java, consist of Lasem-Rembang, Pekalongan and Laweyan Solo has participated in this study. The data collection technique is using observation, interview and some relevant reference such as reports, books and journals. The results of the analysis showed that the intangible assets (intellectual capital) are a strategic way to improve the performance of SMEs. Also, this study identified that the intellectual capital consists of human capital, spiritual capital, organizational capital, consumer capital and social capital. In conclusion, as intangible assets (intellectual capital) is a knowledge-based view that can create value and increase organizational performance. Also, the concept of intellectual capital is relatively new, especially for SMEs, so the subjectivity of perception given is still very high.Keywords— Intangible and tangible assets, intellectual capital, supply chain strategy, organizational performance

Abstract

The high number of domestic violence in the city of Semarang is a problem that must be dealt with immediately. This is because domestic violence is the most common type of violence in Semarang from 2016-2020. In order to prevent the increasing number of domestic violence, the role of various government stakeholders, public and private institutions is needed. The implementation of these roles consists of roles as policy creator, coordinator, facilitator, implementor & accelerator. The method in this research is descriptive qualitative with data collection techniques through interviews and documentation. Determination of the subject using purposive sampling, data quality using source triangulation. The results of the research show that the implementation of the role of stakeholders has been running quite well, but it is not optimal, this can be seen from the discovery of problems 1) the high number of domestic violence in Semarang 2) lack of community commitment & DP3A to prevent domestic violence 3) lack of funds in carrying out socialization at below level. The results of the identification of stakeholders are divided into a) government stakeholders who carry out the roles of policy creator, coordinator, facilitator & implementor. In carrying out this role, it was found that the cause of the high number of domestic violence was due to economic factors, patriarchal culture, Semarang City as a complex city. b) community institutional stakeholders as facilitators & implementors found the cause of the high number of domestic violence due to the awareness factor of Semarang City residents to report c) private stakeholders as accelerators have carried out their roles well through CSR. The advice given is to strengthen mutual commitment between stakeholders, APSAI through corporate CSR can channel funds to other stakeholders who lack funds to carry out the program, the still high number of domestic violence can be suppressed by digital economic training, build a gender fair perspective, encourage the community to be brave to report accompanied by fast & appropriate handling, building awareness of Semarang City residents to care about domestic violence issues.

Abstract

Government Regulation No. 72 in 2005 about Government Villages implied that the role of national development within the village currently has a vital role. One of the essential elements required of the village is the village information system. One example that has been put into practice is Pemalang District successfully developed application systems information village (SID) that is named SIDEKEM. This innovation was even recognized by the international arena with the award he received Champion Award from the ITU (Information Technology Union) saplings organization UNESCO-UN/PBB) by Regent of Pemalang. SIDEKEM that was originally aimed at facilitating administrative services at the village community, it also managed to move the village economy and changing social paradigm that had long existed. In this example of cases studies of implementation of SIDEKEM in one of the model village is at Penggarit Village. This village is via SIDEKEM successfully introduced the yield potential of growing and creating new jobs opportunity. It is aligned with the theory of community development, a process which is a community effort own are integrated with government authorities to improve the socio-economic conditions and cultural community, integrate the community into the national life and encourage the contribution of the community to a more optimal for national progress (Hayden 1979:175). Surely in practice always find some barriers. Abstract

All disasters experienced by Indonesia in the last years has developed anawareness of the fragility and vulnerability. At this time, the disastermanagement is currently insufficient anymore. The disaster management gain anew dimension with UU 24/ 2007 and followed some related regulations.Mitigation program implemented by BPBD Banjarnegara includes Structuraland Non Structural Mitigation has been completed well. For example, disasterdatabase, installation of Early Warning System (EWS), information andsocialization, training and disaster simulation.In the future, mitigation will be focused on public education. Thegovernment should implement the hazard maps, environmental improvement,evacuation route, installation of low-cost EWS at all location, and relocation. inadditon, whole villages must become village disaster response (desa tanggapbencana).Key words : landslides; structural mitigation; non structural mitigation.

Abstract

Law of Republic Indonesia Number 6 of 2014 concerning Villages as one of development policy raises an implication in the budgeting system, namely the emergence of The Village Funds (VF) and Village Fund Allocation (VFA) in the components of the Village Budget (APBDes). One of the objectives of the Village Law through VF and VFA is to ensure that basic infrastructure such as roads, canals, dikes, electricity and clean water in the village have been fulfilled so as to be able to support the smooth economic activities of the village. The road which is one of the basic infrastructure related to transportation and accessibility is key in the economy of a region. The existence of a good road facilitates access to an area and the community can more easily carry out their activities. This will certainly have a long-term impact on people's lives, one of which is increasing economic growth in the region, one of which can be seen with an increase in Gross Regional Domestic Product (GRDP). The important thing to study more deeply is how the availability of good road facilities in the village is able to contribute to the increase in GRDP.
