Abstract

Street child problems, like iceberge phenomenon, of which the regional pockets, the distribution and the age tremendously increase day by day. Since 1997 the government of Indonesia through the Social Ministry has been carrying out efforts to overcome the problems, but up to now the efforts have not yielded the expected results because of the limited information of the problems. The present research was addressed to provide informations on the phenomenon profiles of street children and strategies for their elimination in Bandung, Bogor and Jakarta. Data were collected using structured interviews, focus group discussion and direct observation. The collected data were analysed using parametric and non-parametric statistics. Population were street children, 5-21 years of age. Sample in each region was consisted of 75 persons, 50 males and 25 famales, drawn using cluster random sampling  technique, and 25 parents of  the respondens as a cross check. The influence of family background on the street children behavior, direct or indirectly, was more obvious compared to that of  environmental background. The latter was indirect through sociologic characteristics of the street children particularly on the non formal education. Strategy for elimination of the street children could be equally applied for the whole regions, except for its approach, which can use the TRIBINA, which means  Human Building, Environmental Building and Efforts Building could be employed.

Abstract

The existence of candlenut forest in Maros District, today, is a successfull evidence of farmers living around the forest participation. Farmers around the candlenut forest has participated in managing that forest since 1826 to meet their subsitence need. They use the candlenut fruit to be one of their household income generating. Hence, those farmers have important roles to manage and to keep that forest sustainability. Any activity, including farmers participation, will undergo enthusiatic if there is any motivation within the person doing that activity. The research intended to identify and analize the contribution of farmers’ motivation to their participation in managing and utilizing candlenut forest. The data were collected on January-Maret 2010 in Maros District, South Sulawesi Province using some methods: questionnare list, interview, observation, and documents. The data were analyzed using (1) descriptive statistics, and (2) inferensial statistics based on SEM using LISREL 8.70 software programming. The result shows that farmers’ motivation is in the middle level, but their participation in managing and utilizing candlenut forest is categorized in low level. The Farmers’ motivation, however, has a positive contribution for increasing farmers participation in managing and utilizing candlenut forest.Keywords: Farmers’ motivation, farmers’ partisipation, candlenut forest

Abstract

This research was aimed to know factors related to the action programs as a representation of BPP performance and relationship between factors that potentially increase BPP performance and their impacts to the behavioral changes of ricefield farmers in South Sulawesi. Population of this research were all BPP located in 15 districts (regencies) in South Sulawesi (176 sub-districts/150 BPP). Determination of samples used Slovin method, number of samples was 109 BPP located within 109 sub-districts. Research design was done based on the ex post facto with method design of survey and interviews using questionnaires. Design of data analysis used approach of Structural Equation Modeling (SEM) model applying LISREL program. Results of the research showed that variables of BPP development, BPP management, human resources, guided farmers, BPP resources, and BPP adaptation were significantly influencing the action programs as BPP representative performances with correlation coefficient (R2) was 0.72, the remaining 28 percent was affected by other factors outside of the study. Those factors directly influenced each others both insignificant and significant at α = 0.05. Besides that, they also indirectly influenced farmer behavior as much as 0.78 unit. The influence of action program as representation of BPP performances to the farmer behavior was indicated by correlation coefficient (R2) of 0.61, the remaining 39 percent was influenced by other variables outside of the study. Strategic implication of this research become important to the farmer behaviors, and to the development of BPP performances through action programs to a better direction by considering BPP development, BPP management, human resources, guided farmers, BPP resources and BPP adaptation.Keywords : Performances, development, management, resources, adaptation, action program, farmer behavior, BPP

Abstract

Forest Management is facing the challenge of implementing the sustainable forest management which includes private forest. Successfully gained the Ecolabel Certificate, some private forest management units in Central Java and Yogyakarta’s districts prove that the small units run by farmers are able to implement the sustainable forest management. The farmers’ success in implementing the sustainable forest management must have been gained through learning process. How the learning process was and what local institutions influencing the farmers’ learning process of the sustainable private forest management were, were the research questions of this study. The study used explanatory survey method on 200 farmers in Gunung Kidul and Wonogiri. Data collection was conducted from December 2009 to February 2010. The data were analyzed by using descriptive technique and Structural Equations Model (SEM). The conclusions are : (1) informal local institutions have stronger influence in farmers’ learning than formal institution;(2) local institution aspects : norm, objection of organisation, leadership are potential aspects in influencing farmers’ learning intensity; (3) farmers’ learning intensity can be improved by strengthening informal local institutions and improving farmers’ capacities in organisation management.Keywords: Sustainable private forest management, private forest, farmers’ learning process, local institutions, social capital

Abstract

living around the candlenut forest in Maros District have been managing and utilizing candlenut forest since 1826. These activities have been part of their daily living activities. The existence of candlenut forest is a successful evidence of farmers ability in managing that forest. It is presumed that the cultural social environtment has important roles to form the farmers’ ability to manage and to utilize candlenut forest. The research intended to analyze the contribution of cultural social environment to farmers’ ability in managing and utilizing candlenut forest. The conclusions are: (1) there are significant differentiation about farmer’s learning support institutions in Gunung Kidul and Wonogiri. In Gunung Kidul District the institutions are integrated in one team work which legitimated by Bupati (the Head of District); (2) farmers’ learning intensity is low. It was significantly influenced by farmers’ learning support institutions; (3) farmers’ learning intensity can be improved by farmer empowerment activities and competent personnels.Keyword: Sustainable private forest management, farmers’ learning process, support system of farmer’s learning institutions, collaboration

Abstract

The implementation of Quality Management System (ISO 9001) by BP2T in both Sidoarjo and Sragen Districts has been considered successful in transforming the existing paradigm of service which had been criticized as being irresponsive, untrustworthy, and not oriented toward public interest. The existence of service culture oriented toward public interest has been in doubt due to the prevailing perception that quality culture has not developed within the Government’s bureaucratic environment. This study has aimed at: 1) analyzing the Government employers’ attitudes toward the implementation of ISO 9001: 2) explaining the impacts of the attitudes on the service behaviors among those Government employers who are more responsive toward the public interest. The study shows that there has been a significant positive attitude among the employers toward the implementation of ISO 9001 which has, in turn, positively correlated with their responsive service to the public.Key words: ISO 9001, employees’ attitudes and behaviors, BP2T, Government employers

Abstract

This study is a research about the socio-economic conditions of artisanal fishermen in the northern coast ofWest Java Province. The purpose of this study was to provide data about the characteristics of socio-economicconditions of fishermen, especially in Java island in the middle is still very limited studies on these themes inIndonesia. Total sample of this study 400 respondents artisanal fishing households in the northern coast of WestJava Province who are scattered in the districts of Cirebon, Indramayu, Subang, Karawang and Bekasi withtechniques for sampling random clusters. The findings of this study again confirms the condition of marginal socialand economic needs of fishermen who co-management in the field of fisheries with the involvement of variousstakeholders. The findings of this study can also contribute in providing a description of one of the stakeholdersbenefiting from the resources of the coastal artisanal fishermen.Keywords: Socio-economic, fishermen, management.

Abstract

The success of the training execution one other is determined by facilitator competency. Therefore facilitator is strived to havecompetency in implementing learning task suitable with the wish and need of training participants. The aims of this researchis to analyse factors dominantly influencing competency of facilitators of P4TK Pertanian Cianjur. This research is conductedin P4TK Pertanian Cianjur, using P4TK fasilitators as respondents. The research is carried out in P4TK Pertanian Cianjurusing 121 facilitators by census. Reserch result showed that most part of the facilitators master the competence in the level ofmedium. Factors that significantly influencing positively the competence of the facilitators are involvement of facilitators inlearning process, motivation, and working environment. Meanwhile the individual characteristics does not significantly influencefacilitator competency.Keywords: training, facilitator, competency

Abstract

The arrangement of government institutions in the region, especially in the rural level is very important and urgent. The dominant factors affecting participatory rural development in Bone and Jeneponto Regencies of South Sulawesi province are the aspect of leadership, quality of human resources, awareness and sensitivity, and the level of education of the officers and public awareness. Changing the culture and access to knowledge and technology, both among the officers and the society is the key to the success of participatory rural development. There are three important aspects in the effort to create the prospect of government management and participatory rural development aspects of leadership, good governance and the aspects of sensitivity and concern for the officers. The level of stakeholders participation in all elements Bone and Jeneponto regencies of South Sulawesi Province can be categorized as medium. Achievement motivation and increased competence to the officer should be a prerequisite condition of adequate welfare, a clear career path, and the improvement of internal aspects of the system and working procedures and institutional structures of government. Community empowerment program has been running really well, but there are still weak in terms of socialization, values and traditions of feudalism, bureaucracy, as well as from the aspect of consciousness of citizens. Another phenomenon in terms of community empowerment programs is that the public is more interested in the economically productive program, so that the training programs are often considered less important and less desirable. The most prominent problems of the community empowerment program are transparancy, supervision, and socialization, and community authorities targeted purely as sub optimal.Keywords: institutional governance, participatory, autonomy and government official
