Abstract

Konsep yang akan disajikan pada bahasan ini adalah sekitar pemahaman diri, potensi/kesiapan diri, dan pengenalan suatu inovasi pada individu petani. Konsep ini ditulis berdasarkan kajian ilmiah dan hasil abstraksi pemikiran setelah penulis berhadapan langsung dengan petani.

Abstract

The civil service management had to change its paradigm in appointing the structural goverment officials (SGO)’s so far the work achievement of goverment structural officials was still low. In conjunction with this, the objectives of this research were: (1) To evaluate the level of empowerment, internal organization characteristics, motivation and competency of SGO; (2) To determine the factors that influence the empowerment, competence and motivation of SGO; and (3) To formulate the model for increasing the structural geverment officials (SGO) competency. This research was accomphlished in DKI Jakarta and DI Yogyakarta. This research was a census, 163 government structural officials were interviewed. The research results pointed out that: (1) The levels of empowerment, attitudes, motivation and competency of every officials interviewed were good. Additionally, their nonformal education and organization technology was also good. (2) The non formal education, attitudes and mastering of organization technology were related to the SGO empowerment; (3) The empowerment and the motivation of SGO were significantly related to their competencies; (4) The SGO empowerment was related to the SGO motivation. Based upon these fundings, it could be concluced that all factors investigated were related to the empowerment, and on the other hand the empowerment was related to the SGO motivation and competency.

Abstract

Bali salak is germ plasm of Balinese salak which has good potency for economic development, but not been handled to the seriously agribusiness system. The objectives of this research: (1) to describe internal factors of salak agribusiness farmers, (2) ) to describe external factors of salak agribusiness farmer, and (3) to analyze the relationship among internal and external factors and farmer’s dynamic in agribusiness of salak. This research used descriptive correlation method. The result of this research showed that factors, which influence the farmer’s dynamic in salak agribusiness, were: (1) internal factors are in low and middle category, (2) external factors are in middle and high category, and (3) internal and external factors had relationship with the farmer’s dynamic in agribusiness of salak.

Abstract

The civil service management was changed of paradigm to some extent, that is appointment of the personnel of government structural officials (PSOG) is carried out based on profesionalisme principle. Although in implementation, work achievement of the personnel of goverment structural officials (PSOG) indicate is still unsatisfying. This research objectives are: (1) to evaluate the level of empowerment, internal characteristics of organization, motivation, and competency of PSOG; (2) to decide the determinant factors that influence the empowerment, competence, and motivation of PSOG; (3) to formulate the model to increase competency of the personnel of government structural officials (PSOG). Location of the research are in DKI Jakarta and DI Yogyakartaof which 14 government offices were selected as study sites From the analysis of data obtained the scores as follow: (1) Level of empowerment, attitudes, motivation, and competency with category good. Level of non formal education (seminar, discussion and workshop) and organization technology with category good. Level of works experience with category not good; (2) The factors of non formal education (seminar, discussion and workshop), attitudes and organization technology is significantly influence the empowerment of PSOG; (3) The factors of empowerment and motivation of PSOG significantly influence competency; (4) The factor of empowerment of PSOG is significantly influence the motivation of PSOG.

Abstract

Farmer’s capacity is the most important factor in agricultural development based on human resources; high level of farmer’s capacity ensures his success and sustainable of agribusiness. The objectives of the research are: to determine the level of farmer’s capacity and to analyze dominant factors affecting farmer’s capacity. The research was carried out in Malang and Pasuruan Districts which are the centres of vegetables in East Java Province. Data were collected using structured interviews and direct observation. Total sample was consisted of 177 farmers, drawn using a cluster random sampling technique. The results of the research show that: the level of farmer’s capacity is in a lows level, there is significant difference of the level of farmer’s capacity in two locations, The level of farmer’s capacity in Malang district is higher than in Pasuruan District. The characteristics of innovation and formal educational are determinant factors affecting farmer’s capacity. The fasctors have significant indirect effect to the success of agribussiness through farmer’s capacity and self reliance in farming. The results of the research imply that agricultural extension should take into consideration the level of farmer’s educational level, farmer’s capacity and characteristics of innovation in developing programs to disseminate innovation and information.

Abstract

The agriculture extension program can be developed effectively and efficiently by professional personal in agriculture extension field. The existing main problem is low quality and quantity of agri-extension workers (include in Kampar district, Riau province). Therefore, the goals of this research are: (1) To analyze: farmer characteristics; social system characteistics; agri-extension worker competencies; agri-extension worker performance to empower farmer and level of fulfill need for farmer’s capacity development in agribusiness; (2) To analyze determinant factors which influenze agri-extension worker performance to empowering farmer and (3) To formulate strategy to increase agri-extension worker performance to empower farmer. Through multistage cluster sampling technique, this research have found farmers sample with 180 person amoun (each of them consist of: 60 food crops farmers, 60 oil palm farmers and 60 rubber farmers). This research have been done from June 2007 up to October 2007. The analysis of data done by descriptive analysis and Path analysis. The research conclusion are: performance level of agri-extension worker to empower farmer still not yet good (“enough” category) because of the influence factor to the performance of agri-extension worker: agri-extension worker competencies (communication competency; competency in farmers learning and competency in social interaction); farmer characteristics ( farmer’s access to the non formal education) and social sistem support (soscio-cultural values; agribusiness facilitation by government institution and fartmer’s access to the aggribusiness institution) are still not yet (“enough” category).

Abstract

The objective of the research was to study the role of the group farmers especially in term of dynamic of the group farmers, empowerment of the dairy farmers, and their relationship. The sampling population is milk cooperative at Bandung district and target population are the dairy farmers as the members of the cooperative. Sample of research were collected by multistage sampling technique with the result that 4 cooperative and 120 person of dairy farmers. The relationship of the variables were tested by Spearman’s rank correlation. The results showed that the group of dairy farmers tend by the cooperative as instrument for improving production of milk of dairy farmers but no facility sufficient so the dairy farmers have empowerment. The dynamic group of farmers was low. The empowerment of dairy farmer was low, especially in the role of dairy farmers as manager and individual of autonomy. There was positive significant correlation between the dynamic group of farmers are empowerment of the dairy farmers.

Abstract

The characteristics of prostitutes were predicted to be related to their knowledge of HIV/AIDS. The reseach was designed as a descriptive survey involving 100 respondent/prostitutes from the Rehabilitation Center, selected through a Proportional Random Sampling. The collected data were put into a descriptive-qualitative analysis and the test Concordation Kendall W. The reseach has the following result: the average age of prostitutes is 26, they are maried, have the formal education of an elementary level, level of income 2.182.900 rupiahs, medium intrinsic motivation, low extrinsic motivation, have a perception of an ideal life for woman, working experience up to 1 year, never have violent sexual treatment, medium economic condition, low level of obedience to social norm, no social effect of origin, long distance to workplace, medium intensity of interaction with other prostitutes, moderate sexual teaching, high intensity of contact with costumers, and low perception of hedonism sex. In general the prostitutes know about HIV/AIDS. There is degree of similarity among them concerting the various characteristics of 10 ranking areas of HIV/AIDS knowledge, in which they are interested. As a conclusion, of the ten knowledge areas, there are three main areas of knowledge considered the most important: 1) the danger of HIV/AIDS, 2) method of transmission, and 3) preventing method.

Abstract

The effectiveness farmer’s institutions were needed for the agricultural development in globalization economic era. Economic indicators, agricultural infrastructures, and government policy often cause small farmer to economical and social marginalized. On the other side, farmer’s institutions which are expected be able to strengthen the farmer position to face the existing problems not effectively yet. The purpose of this research are to: (1) Identify and explain various factors have affected on the effectiveness of farmer’s institution, and (2) Formulate an appropriate strategy in capacity building of farmer’s institution.  This Research was conducted at three district of Center Java Province, there are: Klaten, Grobogan, and Karanganyar. The result shows that effectiveness of farmer’s institution is still at medium category. Effectiveness of farmer’s institution was directly influenced by level of member’s participation in farmer’s institution, outsider role, formal education, and local leadership. Famer’s income,  the quality of extension, social participation, needs, and capacities level of farmer were indirectly influenced to the effectiveness of farmer’s institution by participation in farmer’s institution. Learning experience of famer indirectly influences to the effectiveness of farmer’s institution by capacities level of farmer. The quality of agricultural extension, directly and indirectly, influences to the farmer’s capacities. It increases their participation in farmer’s institution and push their institution effectiveness.

Abstract

Posyandu is one of the community participation approach in health sector that is managed by cadres, with the main problem arises is the declining number of visits of mothers of infants and toddlers.The aimed of this research were to analyze the level of job satisfaction of posyandu cadres, and to analyze the factors that influence job satisfaction.Research conducted in Ciherang village with 30 samples that was selected using random sampling. The result showed that most of cadre’s job satisfaction can be categorized high, despite the visit of mother and toddlers tended to decline. It means that the decline was more due to the factor of the target or the mothers themselves, not the factor of posyandu organizers. The higher the incentives received by the cadres and the more participation of cadres in training influenced significantly for the improving of cadre’s job satisfaction. In term of the strategies to increase the job satisfaction, in general, all the items associated with the work of posyandu cadres should be retained or categorized low priority, in other words there is no necessary to increase the job satisfaction posyandu cadres.Keywords : Posyandu, Job Satisfaction, Cadre
