About the Authors: Ismail Suardi Wekke earned his Doctoral degree from UKM (National University of Malaysia) with the kind supported by Ford Foundation International Fellowship Program. Abstract

The policy making of the five-year strategic plan of its substance, involves participation in the process of policy formulation through Development Deliberation discussion in decentralization of regional autonomy. That is, it delivers the authority of the central government to the autonomous regions in determining the policy (political authority) and implementing the policy (administrative authority), based on local voice and local choice. The local government is expected to identify needs, formulate development goals. The research used qualitative method with ethnography approach by collecting various data from various sources with deep-interview technique. The purpose of the study describes the three things, namely setting agenda, policy formulation and budgeting in a formulation of stakeholders' participation. For contribution: First: participation in development planning in tokenism and elitist party stages, partnerships between communities with bureaucracy and political officials are still subordinate union of partnership. Dialogue held is still pseudo and decision making are not done by bargaining among actors. Second: The quality of planning is still bad, because it has not been able to answer the needs of the community and there is no interconnected substance between documents with one another.

Abstract

Abstract:  SMKN 1 Tambakboyo is a state vocational high school located in the Tambakboyo sub-district of Tuban, East Java, offering seven vocational programs with a student population of 1228. In order to enhance students' preparedness for the industrial world, the school has implemented a Work Placement Program (Program Praktik Kerja Lapangan - PKL). However, the current student selection process for PKL is considered subjective, leading to dissatisfaction among non-selected students and concerns from companies about the mismatch of selected students with the desired criteria and competencies. As a solution, the development of a decision support system for the student selection process is proposed, utilizing the Simple Additive Weighting (SAW) method. This approach aims to make the selection process more objective by considering predefined criteria. To ensure timely completion, the Software Development Life Cycle (SDLC) methodology is employed. Through testing, this research contributes to improving the student selection process for PKL, ensuring more objective and satisfactory outcomes for both students and partnering companies. This is evidenced by the second semester of 2023, where three students selected through the application achieved an average score of 90 and successfully completed their PKL.Abstrak: SMKN 1 Tambakboyo adalah sekolah menengah kejuruan negeri di kecamatan Tambakboyo, kabupaten Tuban, dengan tujuh program kejuruan dan jumlah siswa sebanyak 1228 orang.

Abstract

Economic empowerment through Sharia micro-institutions constitutes a crucial aspect of national economic development and growth. Providing Sharia-compliant financial institutions that offer financing to community enterprises based on profit-sharing principles is a key strategy in achieving economic self-sufficiency. This study aims to delve into the role of Sharia financial institutions in bolstering community economic empowerment, particularly in rural areas. Employing a descriptive qualitative method with a library research approach, this research uncovers that Sharia financial institutions serve as crucial entities in furnishing various facilities and products to rural communities for financing their informal sector businesses, adhering to Sharia principles. The evolution of Sharia financial institutions fosters economic self-reliance among rural communities, consequently impacting national economic development and growth. The involvement of Sharia financial institutions in community economic endeavors, particularly in fostering the economic independence of rural communities, encompasses asset transfers, transactions, liquidity management, and enhancing efficiency. The existence of Sharia financial institutions serves as a catalyst for rural communities to enhance the productivity of their businesses, thereby facilitating community economic empowerment and actualizing community welfare as an integral part of the national economic development strategic blueprint
