Resource allocation is a critical component of project management that directly influences project success. This paper reviews the literature on resource allocation and examines three key theoretical frameworks: the Resource-Based View (RBV), the Optimization Model of Resource Dependence Theory, and Dynamic Resource Allocation. These models provide insights into how firms can strategically manage resources to enhance capabilities and achieve project objectives.

Since the turn of the millennium, feminist and anti-gender movements have played a fundamental role in the Spanish political process, particularly in relation to gender policies such as LGBT+ rights, sexual and reproductive rights, and gender-based violence. This chapter examines feminist responses to the various waves of anti-gender mobilization in the country. These responses have taken multiple forms, ranging from the organization of large street demonstrations—sometimes coordinated at the national level with other movements—to more immediate and localized actions aimed at disrupting anti-gender events and publicly calling out those who support the curtailment of rights. Alongside these protests, feminist activists have also engaged in media and cultural campaigns designed to disseminate information, preserve the collective memory of the movement, and counter anti-gender narratives. More recently, some activists have sought to disempower and delegitimize anti-gender actors through strategic silence, aiming to divert media and public attention away from them. This chapter highlights how feminist responses to anti-gender mobilization have evolved over time in a dynamic interplay of movement and counter-movement, adapting to shifting contexts and depending significantly on the role of state institutions.

تُعد نظرية المباريات أحد أبرز الأطر التفسيرية لاستراتيجيات التعاون والصراع استناداً إلى أسس منطقية ورياضية، وهو ما انعكس بالتبعية على افتراضاتها، في حين تتسم العلاقات الدولية بطابع التعقيد والتشابك فضلاً عن تزايد حالة عدم اليقين في البيئة الدولية الراهنة التي يُعاد فيها صياغة أسس العلاقات بين الدول، وتُقوض ركائز المؤسسية الدولية التي بدأت مع نهاية الحرب العالمية الثانية.

Australian foreign policy has famously been distinguished by the search for 'great and powerful friends'. However, Australia's relationship with its current notional protector and key ally-the United States-has generally had more costs than benefits and, I argue, has consequently not been in Australia's much-invoked 'national interest'. Examining this rather counter-intuitive outcome sheds a revealing light on the challenges that face 'middle powers' as they try to navigate a path between their 'great' counterparts. Australia is especially illuminating as the great powers in question are the US and China. To understand why Australia has found itself an 'entrapped' ally, we need to examine the specific historical circumstances that have helped to create a distinctive 'strategic culture', one that imparts a degree of path dependence, shaping and constraining an ideational milieu that effectively defines what is judged to be an appropriate, even 'realistic' response to security challenges. In short, I argue that Australia demonstrates how and why the potential influence of middle powers is decreasing as they willingly forgo opportunities to play a more creative, constructive and independent role in the evolving international order.

Historical information about Soviet sabotage planning is instructive in analyzing Russian sabotage operations today. The Soviet KGB was responsible during the Cold War for preparing target packages on critical infrastructure sites and planning operations against them to be executed during periods of increased political tension preceding war, in what Soviet planners called the "special period". Sabotage operations, which are executed during the "special period", are planned and executed differently from disinformation operations, which are executed routinely across the peacetimewartime spectrum. The prevalence of Russian-sponsored sabotage operations in Europe since 2023 is an indication that Russian intelligence services have returned to Soviet-era planning and thresholds for executing sabotage operations.

Con este trabajo pretendemos realizar una revisión de la literatura y recoger la clasificación de alianzas según su estructura organizativa que se hace desde la Economía de los Costes de Transacción. De este modo, analizaremos las principales características de los acuerdos contractuales y de capital, destacando a las empresas conjuntas o joint ventures debido a su importancia. Al mismo tiempo se realizará un estudio comparativo de ambas estructuras que nos pongan de manifiesto cuales son los requisitos idóneos ante los que alcanzan su máxima eficiencia. De este modo estaremos sentando las bases para realizar un posterior trabajo empírico que trate de contrastar esas relaciones, tanto en sectores intensivos en tecnología, donde se centra la mayor parte de la investigación en esta materia, como en otros donde la tecnología juegue un papel menos importante.

Restricting the preferences of the agents by assuming that their utility functions linearly depend on a payment allows for the positive results of the Vickrey auction and the Vickrey-Clarke-Groves mechanism. These results, however, are limited to settings where there is some commonly desired commodity or numeraire-money, shells, beads, etcetera-which is commensurable with utility. We propose a generalization of the Vickrey auction that does not assume that the agents' preferences are quasilinear, but nevertheless retains some of the Vickrey auction's desirable properties. In this auction, a bid can be any alternative, rather than just a monetary offer. As a consequence, the auction is also applicable to situations where there is a fixed budget, or no numeraire is available at all (or it is undesirable to use payments for other reasons)-such as, for example, in the allocation of the task of contributing a module to an open-source project. We show that in two general settings, this qualitative Vickrey auction has a dominant-strategy equilibrium, invariably yields a weakly Pareto efficient outcome in this equilibrium, and is individually rational. In the first setting, the center has a linear preference order over a finite set of alternatives, and in the second setting, the bidders' preferences can be represented by continuous utility functions over a closed metric space of alternatives and the center's utility is equipeaked. The traditional Vickrey auction turns out to be a special case of the qualitative Vickrey auction in this second setting.

In the aftermath of October 7, Turkish-Israeli relations were not unscathed, at least diplomatically. The analysis will focus on the tumultuous history of the Turkish-Israeli relationship through the lens of the various developments with regard to the Palestinian issue and Gaza.

Research on incumbent's difficulty in innovation has evolved around frameworks for identifying disruptive, architectural or discontinuous innovation, although it is widely acknowledged that incumbent's difficulty lies elsewhere, in financial evaluation and resource allocation. We propose an approach, based on transaction cost, to reduce incumbent's diffi- culty. We view that incumbents see a differential transaction cost between sustaining and disruptive choices of innovation due to the depressed transaction cost associated with the former and high transaction cost associated with the latter. For a new entrant the differential cost is absent or minimal. We propose, with five postulates, that incumbents should level their transaction costs for different innovation options. These postulates provide useful in- sights not only regarding the differences between innovation options available to an incum- bent, but also about possible vulnerability to disruption. Focusing on relational dynamics among collaborating organizations, we ask how inter-organizational projects respond to digitalization and ensure that the dynamics remain manageable. Digital tools, such as Building Information Modeling (BIM) in the construction industry, can help to manage relational dynamics but may also cause additional ones. Considering the theorizing of stability and change as a duality, the practice-based perspective adopted, and the empirical evidence from two comparable construction projects investigated, these dynamics are not only mitigated, but also maintained, or even mobilized. With its focus on relationally embedded interorganizational projects, and additional relational dynamics triggered and managed by BIM in face of the recursive interplay between stability and change, the study provides a nuanced manageability framework. With this it contributes not only to project management scholarship, but also to management research more broadly, which is increasingly interested in forms of temporary organizing.

NATO uruchamia operację Eastern Sentry-Wschodni Wartownik W odpowiedzi na prowokacyjne działania Rosji w przestrzeni powietrznej Polski Sojusz Północnoatlantycki uruchomił operację Eastern Sentry. Jest to już druga, po Baltic Sentry, operacja NATO, mająca na celu odstraszanie Rosji. Priorytetem operacji jest zapewnienie ochrony wschodniej flanki NATO poprzez rozlokowanie w regionie systemów wykrywania i neutralizacji środków napadu powietrznego. Mimo że istnieją wątpliwości, czy operacja powstrzyma Rosję przed kolejnymi prowokacjami, z całą pewnością działanie to jest następnym krokiem w kierunku bardziej efektywnego odstraszania adwersarza. Eastern Sentry-powołanie i szczegóły. W odpowiedzi na bezprecedensową prowokację Federacji Rosyjskiej wobec Polski, a więc de facto również NATO, dokonaną w nocy z 9 na 10 września 2025 r. i polegającą na naruszeniu polskiej przestrzeni powietrznej przez ok. 20 środków napadu powietrznego, NATO zdecydowało o rozpoczęciu operacji Eastern Sentry (pol. Wschodni Wartownik). Działanie Paktu było także reakcją i efektem pilnego spotkania w trybie artykułu 4 traktatu waszyngtońskiego, które zostało zwołane na prośbę Polski. Jednak nie ma wątpliwości, że operacja została zainicjowana także wskutek wcześniejszych naruszeń przestrzeni powietrznej NATO, jakich dokonywała Rosja. O rozpoczęciu operacji poinformowali na wspólnej konferencji zwołanej 12 września sekretarz generalny NATO Mark Rutte oraz naczelny dowódca sojuszniczy w Europie (SACEUR) gen. Alexus Grynkewich. Sekretarz Rutte, w komunikacie, który ze względu na sprawowany przez niego urząd należy traktować jako stanowisko całego Paktu, zapewnił o solidarności z Polską, sojuszniczej zgodzie co do konieczności odstraszania Rosji i zabezpieczania wschodniej flanki oraz gotowości do zwiększenia już rozlokowanego w regionie potencjału, jeżeli zajdzie taka potrzeba. Ogłaszając uruchomienie operacji, sekretarz Rutte wskazał, że zostanie ona poprowadzona wysiłkiem głównie Danii, Francji, Zjednoczonego Królestwa i Niemiec. Państwa te są wymienione również w komunikacie Kwatery Głównej Sojuszniczych Sił Europy (SHAPE), który dodatkowo wskazuje na zdolności, jakie zdecydowały się one zaangażować. W połączeniu z tym, co państwa zadeklarowały wcześniej, należy się spodziewać, że w operacji wezmą udział: dwa duńskie F-16 i fregata rakietowa (najprawdopodobniej typu Iver Huitfeldt), trzy francuskie myśliwce Rafale (rozpoczęły operowanie nad Polską już po ok. dobie od deklaracji), dwa niemieckie myśliwce Eurofighter. Oczywiste jest jednak, że operacja będzie prowadzona kolektywnym wysiłkiem większej grupy państw i innych systemów, także tych znajdujących się w regionie już wcześniej. Jeszcze przed powołaniem operacji zwiększenie zaangażowania w patrolowanie przestrzeni powietrznej nad Polską zapowiedziały m.in. Królestwo Niderlandów (deklaracja wysłania dwóch z trzech systemów Patriot, systemów NASAMS, systemów antydronowych i 300 żołnierzy), Republika Czeska (trzy śmigłowce Mi-171Sh i 150 żołnierzy) czy Szwecja (środki ochrony przeciwlotniczej [OPL] i samoloty). Zdecydowane i szybkie reakcje europejskich sojuszników na działania Rosji należy ocenić pozytywnie w kategoriach politycznych. O ich skuteczności przesądzi jednak forma i skala potencjalnych kolejnych prowokacji ze strony Rosji. Pewne obawy-w połączeniu z niejednoznacznymi komunikatami ze strony administracji Donalda Trumpa wobec rosyjskich działań-może budzić brak deklaracji zwiększenia zaangażowania USA w ochronę wschodniej flanki. To USA pozostają głównym punktem odniesienia dla Rosji w jej polityce względem wschodniej flanki. Nie zmienia to jednak faktu, że siły zbrojne USA będą zaangażowane w operację (materialnie, wywiadowczo czy w ramach prac dowództwa) i na obecnym etapie nie ma żadnych podstaw, by twierdzić, że USA nie wywiązują się czy nie wywiążą ze zobowiązań sojuszniczych. Należy w tym kontekście wskazać, że w działaniach wojsk NATO w nocy z 9 na 10 września w przestrzeni powietrznej Polski wziął udział np. amerykański Boeing KC-135R Stratotanker. Strategic alliances form a vital part of today's business environment. The sheer variety of collaborative forms is notable -which include R&D coalitions, marketing and distribution agreements, franchising, coproduction agreements, licensing, consortiums and joint ventures. Here we define a strategic alliance as a cooperative agreement between two or more autonomous firms pursuing common objectives or working towards solving common problems through a period of sustained interaction. A distinction is commonly made between 'formal' and 'informal' inter-firm alliances. Informal alliances involve voluntary contact and interaction while in formal alliances cooperation is governed by a contractual agreement. The advantage of formal alliances is the ability to put in place IPR clauses, confidentially agreements and other contractual measures designed to safeguard the firm against knowledge spill-over. However, these measures are costly to instigate and police. By contrast, a key attraction of informal relationships is their low co-ordination costs. Informal know-how trading is relatively simple, uncomplicated and more flexible, and has been observed in a number of industries. A number of factors affecting firms' decisions to cooperate or not cooperate within strategic alliances have been raised in the literature. In this paper we consider three factors in particular: the relative costs of coordinating activity through strategic alliances vis-à-vis the costs of coordinating activity in-house, the degree of uncertainty present in the competitive environment, and the feedback between individual decision-making and industry structure. Whereas discussion of the first two factors is well developed in the strategic alliance literature, the third factor has hitherto only been addressed indirectly. The contribution to this under-researched area represents an important contribution of this paper to the current discourse. In order to focus the discussion, the paper considers the formation of horizontal inter-firm strategic alliances in dynamic product markets. These markets are characterised by rapid rates of technological change, a high degree of market uncertainty, and high rewards (supernormal profits) for successful firms offset by shortening life cycles.

As Foreign Institutional Investors (FIIs) continue to play a pivotal role in shaping the dynamics of the Indian stock market, their impact extends beyond mere capital inflow; it also encompasses the enhancement of market efficiency and liquidity. The influx of foreign investment has led to increased competition among domestic firms, compelling them to improve operational efficiencies and adopt innovative practices to attract further investments. Furthermore, this competitive environment fosters greater transparency and corporate governance standards as companies strive to meet the expectations of international investors who often demand stringent compliance with best practices. Consequently, the growing presence of FIIs not only stimulates economic growth through direct financial contributions but also cultivates a more robust and resilient market infrastructure that can withstand global fluctuations. This research examines the impact of Foreign Institutional Investors (FIIs) on the National Stock Exchange (NSE) using secondary data aggregated from credible sources such as the SEBI Handbook of Statistics, Government of India publications, and the official NSE websites. The study spans two decades, from the fiscal year 2000-2001 to 2019-2020, offering a comprehensive view of the long-term trends and dynamics in the Indian stock market. Daily closing index values form the basis for analysing return and volatility. Employing robust statistical methodologies-cross-correlation, regression analysis, and trend analysis-the study explores the relationships between FIIs and NSE indices. Regression analysis, estimated using the Ordinary Least Squares (OLS) method, is applied to quantify the influence of independent variables, such as FII investments, on the dependent variable, NSE performance. The findings of this study aim to contribute to the understanding of the role of FIIs in shaping stock market behaviour and provide insights into the interdependencies within financial markets over an extended period.

This study investigates the often-overlooked economic consequences of political turmoil, examining how political instability affects market dynamics and broader economic outcomes. By analyzing empirical data from various regions experiencing political unrest, the research explores
the direct and indirect costs incurred by markets, businesses, and consumers during periods of instability. The paper considers key economic indicators, such as GDP growth, inflation, foreign
direct investment (FDI), and market volatility, to assess the hidden costs that arise when political crises disrupt normal economic activities. For the study we have used exploratory research design with questionnaire method to analyze 215 respondents’ behavior in political turmoil. For the
purpose of analysis we have used parametric and nonparametric test. Additionally, the study investigates how these disruptions can lead to long-term shifts in investor behavior and consumer confidence, further exacerbating the economic costs. The findings suggest that the true economic impact of political turmoil extends beyond immediate financial losses, with far-reaching implications for long-term market performance, business development, and national economic stability. Through the empirical analysis, this paper underscores the importance of incorporating
political risk factors into economic models and policy-making to mitigate the adverse effects of political instability.

Over the past couple of years sophisticated and informed critiques of Australia's security policies have become increasingly common. Unfortunately, however, there seems to be an inverse relationship between persuasive analysis and its impact on policymakers and their advisors in the Canberra bubble. While Albert Palazzo's significant new contribution to this literature, The Big Fix: Rebuilding Australia's National Security, has more chance of being taken seriously, or at least read, given his status as a former insider, it's unlikely to change things.

The intelligence cooperation between the German Democratic Republic and the Hungarian People 's Republic The present study, divided into two parts, first reviews the intelligence cooperation between the German Democratic Republic (hereinafter: GDR) and the Hungarian People's Republic based on the agreements, the protocols of the preparatory work group meetings and on the summary reports. Following this, it continues to look at how Hungary, a former partner and ally, got into the crosshairs of the East German intelligence.

Dyplomatyczna gra wokół "pokoju" na Ukrainie. Spotkania Trump-Putin i Trump-Zełenski W sierpniu 2025 r. zintensyfikowano dyplomatyczne wysiłki na rzecz "porozumienia pokojowego" na Ukrainie. Po zdalnym spotkaniu europejskich liderów z Donaldem Trumpem odbył się szczyt prezydentów USA i Rosji na Alasce, a następnie spotkanie prezydentów USA i Ukrainy przy współudziale europejskich liderów w Waszyngtonie. Pomimo postulatu bilateralnego spotkania pomiędzy prezydentami Rosji i Ukrainy oraz nawet w formacie trilateralnym pomiędzy prezydentami Rosji, Ukrainy i USA, na obecnym etapie stanowiska i cele tych państw, jakie mogą prezentować w trakcie rozmów, wydają się nie do pogodzenia. Przebieg spotkania Trump-Putin. 15 sierpnia 2025 r. w bazie Elmendorf-Richardson 1 na Alasce doszło do spotkania prezydenta USA Donalda Trumpa z prezydentem Rosji Władimirem Putinem. Było to pierwsze spotkanie przywódców obu państw od wybuchu wielkoskalowej wojny na Ukrainie, co de facto oznaczało zerwanie z zachodnią izolacją dyplomatyczną wobec W. Putina 2 ("Komentarze IEŚ", nr 540), zwłaszcza że szczyt odbył się na terytorium USA. W rozmowach obu delegacji, obok prezydentów, uczestniczyli także: ze strony USA sekretarz stanu Marco Rubio i specjalny przedstawiciel prezydenta Steven Witkoff, a ze strony Rosji minister spraw zagranicznych Siergiej Ławrow i doradca prezydenta Jurij Uszakow. W dyskursie medialnym i publicystycznym sam przebieg rozmów został przyćmiony przez ceremonialne traktowanie W. Putina przez D. Trumpa (oklaskiwanie, rozwijanie czerwonego dywanu, wspólny przejazd limuzyną, wspólna konferencja prasowa). Choć elementy te były istotne dla celów propagandowych Rosji, to nie stanowiły najważniejszego wymiaru wydarzenia. Samo dążenie D. Trumpa do spotkania z W. Putinem i poczynione wysiłki na rzecz rozwiązania kwestii wojny na Ukrainie, niekiedy przy priorytetyzowaniu W. Putina względem Wołodymyra Zełenskiego, są wyraźnym sygnałem odejścia administracji prezydenta USA od liberalnej wizji ładu międzynarodowego na rzecz polityki realizmu, "akceptowania faktów", a być może także próbą zdefiniowania relacji USA-Rosja na obszarze Ukrainy i w ujęciu globalnym 3 w nowy sposób. Poszczytowa konferencja, poza figurami retorycznymi, dyplomatyczną wymianą uprzejmości i wciąż enigmatycznym stwierdzeniem, że te oraz kolejne spotkania ukierunkowane były i będą na "pokój" w bliżej niezdefiniowanej formie i na bliżej nieokreślonych warunkach, nie ujawniła przed opinią publiczną, zgodnie z prawidłami jawnej dyplomacji, nowych informacji. Odnotować należy jednak jakościową zmianę, jaka po szczycie pojawiła się w narracji D. Trumpa, polegającą na przeniesieniu zainteresowania prezydenta USA z zawieszenia broni na osiągnięcie "pokoju" oraz dążenie do zorganizowania negocjacji najpierw bilateralnych pomiędzy Rosją a Ukrainą, a następnie trilateralnych Rosja-Ukraina-USA. Należy zauważyć, że alternatywne traktowanie zawieszenia broni i "pokoju" jest złudne i jedynie pozwala Rosji na przeciąganie negocjacji przy równoczesnym prowadzeniu działań wojskowych i zdobywaniu uzysków terytorialnych-oba warianty nie wykluczają się przecież wzajemnie. 1 Joint Base Elmendorf-Richardson-połączona baza Sił Powietrznych Elmendorft i Fortu Piechoty Richardson. 2 Wcześniejsze spotkania polityków węgierskich z W. Putinem, ze względu na relatywnie mniejsze znaczenie tego państwa, nie miały tak doniosłego znaczenia międzynarodowego ani przełożenia na praktykę relacji międzynarodowych, jak spotkanie W. Odstraszanie nuklearne na wschodniej flance NATO Państwa Sojuszu Północnoatlantyckiego od 2014 r. skupiają swoje wysiłki na zabezpieczaniu tzw. wschodniej flanki. Dotychczas działania te były pozbawione elementów odstraszania nuklearnego. Brak możliwości efektywnego politycznego oddziaływania na NATO sprawia jednak, że Rosja coraz częściej posługuje się "szantażem atomowym". Wobec tych uwarunkowań coraz bardziej zasadna wydaje się debata o konieczności objęcia państw wschodniej flanki inicjatywami z zakresu odstraszania nuklearnego. Kontekst strategiczny. Od 2014 r. Sojusz Północnoatlantycki pogłębia militaryzację wschodniej flanki, zarówno w oparciu o działania kolektywne, jak i indywidualne. Strategia ta ma charakter adaptacyjny i ewolucyjny i przechodziła kolejno fazy reasekuracji, odstraszania oraz odstraszania i obrony. Dotychczasowe wysiłki NATO na wschodniej flance były skupione na odstraszaniu w wymiarze konwencjonalnym. Jest to strategia dalece odmienna od działań Sojuszu z okresu zimnej wojny, kiedy zdolności nuklearne stanowiły nieodzowny element działań przeciw Związkowi Radzieckiemu, a broń jądrowa była rozlokowana w obszarze "przyfrontowym", na terytorium Republiki Federalnej Niemiec, już od 1958 r. W październiku 2024 r. odbyło się pierwsze w historii spotkanie ministrów obrony państw NATO i regionu Indo-Pacyfiku. Było ono wyrazem pogłębiającej się praktycznej współpracy pomiędzy partnerami z dwóch biegunów Eurazji, którą zintensyfikowała pełnoskalowa inwazja Rosji na Ukrainę. Pomimo geograficznego oddalenia obu obszarów ich systemy bezpieczeństwa są połączone bardziej niż dotychczas, m.in. za sprawą zagrożeń wynikających z tworzącej się koalicji państw autorytarnych. Rodzi to pytania dotyczące perspektyw powstania sojuszu o skali globalnej. W dniach 17-18 października 2024 r. w Brukseli odbyło się spotkanie ministrów obrony państw Sojuszu Północnoatlantyckiego (NATO). Spotkanie to było wyjątkowe, ponieważ po raz pierwszy w historii dołączyli do niego ministrowie obrony państw regionu Indo-Pacyfiku: Australii, Japonii, Republiki Korei (Korei Południowej) i Nowej Zelandii (AP4). Tradycyjnie udział w spotkaniu wziął również przedstawiciel Unii Europejskiej. W trakcie szczytu zorganizowano także spotkanie uczestniczących w szczycie ministrów z państw formatu Globalnej Koalicji przeciwko Daesh/ISIS 1. Pierwszego dnia szczytu ministrów obrony NATO odbyło się także spotkanie Rady NATO-Ukraina, w którym uczestniczyli prezydent Ukrainy Wołodymyr Zełenski i minister obrony Rustem Umierow. Wpływ wojny na Ukrainie na sytuację bezpieczeństwa w regionie Indo-Pacyfiku. Intensyfikacja rosyjskoukraińskiej wojny z lutego 2022 r. w znaczny sposób zinternacjonalizowała ten konflikt. W związku z ograniczoną skalą wojny w latach 2014-2022, Rosja była w stanie prowadzić kampanię hybrydową na Donbasie i utrzymywać kontrolę nad Krymem wyłącznie w oparciu o własne zdolności. Agresja z lutego 2022 r. uwidoczniła jednak znaczne trudności wojsk Federacji Rosyjskiej w prowadzeniu wojny na dużą skalę przeciwko podmiotowi państwowemu. Wymusiło to na Rosji konieczność subsydiowania się zarówno w zakresie technologicznym, jak i ludnościowym. Rosja importuje różnego rodzaju amunicję oraz systemy uzbrojenia lub podzespoły do nich m.in. z Chin, Iranu czy Koreańskiej Republiki Ludowo-Demokratycznej (Korei Północnej), a według ostatnich doniesień uzupełnia również potencjał wojskowy żołnierzami z Korei Północnej. O trudnościach w prowadzeniu wojny na Ukrainie, które wymuszają zwracanie się Rosji o pomoc do swoich sojuszników, świadczy także przekierowanie większości zdolności wytwórczych rosyjskiego potencjału zbrojeniowego na potrzeby rodzimych sił zbrojnych. Według danych Sztokholmskiego Międzynarodowego Instytutu Badań nad Pokojem eksport uzbrojenia produkowanego w Rosji w 2023 r. skurczył się w porównaniu z rokiem poprzednim o ponad 50%. Co więcej, w poprzedzających wojnę latach 2019-2022 eksport ten był już i tak znacznie niższy niż we wcześniejszym okresie (2014-2018), w którym to Rosja odpowiadała za ponad 20% udziału w światowym eksporcie uzbrojenia 2. Wojna na Ukrainie przyśpiesza procesy związane ze współpracą państw autorytarnych. Zyskuje to na znaczeniu zwłaszcza w regionie Indo-Pacyfiku, gdzie głównymi partnerami Rosji są Chiny i Korea Północna. Współpraca ta materializuje się nie tylko we wsparciu wojskowym dla Rosji, ale m.in. w zwiększonym rosyjskim eksporcie surowców energetycznych do Chin (eksport ropy naftowej z Rosji do Chin wzrósł w 2023 r. o 24% w porównaniu z rokiem poprzednim i tym samym Rosja stała się głównym dostarczycielem tego surowca do Chin; z kolei 1 Globalna Koalicja przeciwko Daesh/ISIS została zawiązana w 2014 r. przez 12 państw, a obecnie zrzesza 87 państw członkowskich i 6 o statusie obserwatora.

Ciągle nierozstrzygnięta pozostaje kwestia zastępcy sekretarza generalnego. 3 września o swojej rezygnacji z tej funkcji poinformował Rumun, Mircea Geoană, pierwszy reprezentant Europy Środkowo-Wschodniej na tym stanowisku. Jego obowiązki. do czasu wyznaczenia nowego zastępcy, przejął Niemiec, Boris Ruge. W kontekście państwa pochodzenia przyszłego zastępy toczona jest podobna dyskusja jak przypadku wyboru sekretarza generalnego.

Najważniejszymi elementami trwającego procesu ewolucji bezpieczeństwa międzynarodowego są przeciwstawianie się przez NATO agresywnej polityce Rosji oraz wzrastające napięcia amerykańsko-chińskie. Za sprawą dążenia Stanów Zjednoczonych do umiędzynarodowienia kwestii zagrożenia związanego ze wzrastającą potęgą Chin oraz w związku ze wsparciem, którego to państwo udziela Rosji, Chiny zaczęły być traktowane jako "systemowe wyzwanie" dla NATO, co znalazło odzwierciedlenie w szczegółowych zapisach deklaracji ze szczytu. Co warte odnotowania, szczyt odbył się na kilka miesięcy przed zaplanowanymi na listopad wyborami prezydenckimi w USA, rezultat których jest niepewny i będzie miał znaczny wpływ na przyszłą politykę Sojuszu.

The paper focuses on the issue of liberalisation of international civil aviation, examining how the law could accommodate a reform of the Chicago regime. It looks into the strengths and weaknesses of the most prominent legal options available to States to implement liberalisation, namely, amending the Chicago Convention, including market access in air transport in the GATS Annex on Air Transport Services, waiving the nationality clauses and concluding interregional air transport agreements. Via this process, the paper aspires to identify the optimal legal path to liberalisation. The analysis suggests that there is no single way to achieve liberalisation nor is there a shortcut. Instead, it appears that what catalyses liberalisation is the combined effect of the interplay between the various legal options. The paper concludes that, however accommodating the law might be, liberalisation occurs when economics and politics merge, an outcome which in international civil aviation appears to be a long way down the road, but certainly not out of sight.

The present study examines the issue of the liberalization of air transport through the lens of strategic airline alliances. Alliances are seen as a corollary to the suboptimal regulatory framework governing international civil aviation, stemming from 'the nationality rule'. The 'nationality rule' provides that majority ownership and effective control of an airline must be vested in the country that designates it. This requirement has nurtured the establishment of national airlines and has prevented the industry from consolidating out of fear that traffic rights, negotiated bilaterally between States, will be lost. What is more, it has locked States into a 'prisoner's dilemma', stalling liberalization. Airlines have reacted by forging alliances to emulate mergers and reap merger-like efficiencies. The present study examines the way that the airline industry has positioned itself strategically within the suboptimal regulatory framework in order to unleash the benefits of liberalization. It finds that the model of open skies, metal neutrality and antitrust immunity, pioneered by KLM and Northwest in 1992, has embedded a degree of de facto liberalization. Twenty-five years after its introduction, this model seems to have exhausted its liberalizing potential, threatening to lock States into yet another prisoner's dilemma. The International Civil Aviation Organization (ICAO) is presently preparing a broad programme to deal with a wide variety of aspects of air transport liberalization, including airline alliances. The present study aims to contribute to the ICAO's research effort and, more broadly, to the long list of works on air transport liberalization.

This study examines the influence of entrepreneurial orientation (EO) on firm performance (FP), with a particular focus on the mediating role of pro-growth interaction capability (PGC). Data were obtained through a purposeful sample method from 324 SMEs across several sectors in Indonesia. The data were examined utilising Structural Equation Modelling-Partial Least Squares (SEM-PLS). The results showed that PGC significantly mediates the relationship between EO and FP by enhancing firms' adaptability and innovation capabilities. However, dynamic market conditions did not effectively moderate this relationship. This research adds to the existing literature by introducing PGC as a novel construct that strengthens the impact of EO on performance, offering new insights into optimising EO for resource-constrained SMEs. Managers are encouraged to enhance PGC through strategic collaborations and continuous learning to maximise the benefits of EO, particularly in competitive and dynamic markets.

Odstraszanie nuklearne na wschodniej flance NATO Państwa Sojuszu Północnoatlantyckiego od 2014 r. skupiają swoje wysiłki na zabezpieczaniu tzw. wschodniej flanki. Dotychczas działania te były pozbawione elementów odstraszania nuklearnego. Brak możliwości efektywnego politycznego oddziaływania na NATO sprawia jednak, że Rosja coraz częściej posługuje się "szantażem atomowym". Wobec tych uwarunkowań coraz bardziej zasadna wydaje się debata o konieczności objęcia państw wschodniej flanki inicjatywami z zakresu odstraszania nuklearnego. Kontekst strategiczny. Od 2014 r. Sojusz Północnoatlantycki pogłębia militaryzację wschodniej flanki, zarówno w oparciu o działania kolektywne, jak i indywidualne. Strategia ta ma charakter adaptacyjny i ewolucyjny i przechodziła kolejno fazy reasekuracji, odstraszania oraz odstraszania i obrony. Dotychczasowe wysiłki NATO na wschodniej flance były skupione na odstraszaniu w wymiarze konwencjonalnym. Strategia ta była prowadzona od początku istnienia Sojuszu. W pierwszej Koncepcji Strategicznej NATO, zatwierdzonej już w grudniu 1949 r., a więc niespełna cztery miesiące po pierwszej radzieckiej próbnej eksplozji atomowej, za jedno z podstawowych zadań uznano "zapewnienie zdolności do szybkiego przeprowadzania bombardowań strategicznych przy użyciu wszelkich możliwych środków i wszystkich rodzajów broni bez wyjątku". W późniejszych dekadach NATO przyjmowało kolejne doktryny nuklearne, adaptując się do zmiennych uwarunkowań bezpieczeństwa 1 . Wraz z upadkiem dwubiegunowego porządku świata NATO podjęło -w ramach Nowej Koncepcji Strategicznej 1991 -decyzję o utrzymaniu ograniczonych zdolności nuklearnych w Europie, jednak nie w myśl klasycznie rozumianego odstraszania, ale "celem ochrony pokoju i zapobiegania wojnie lub jakiemukolwiek rodzajowi przymusu". Po 2014 r. -cezurę stanowi wybuch wojny rosyjsko-ukraińskiej -debata dotycząca konieczności uwzględnienia zdolności nuklearnych w koncepcji odstraszania na wschodniej flance była raczej okazjonalna i toczyła się w gronie analitycznym i eksperckim, a nie politycznym 2 . Czynnikiem zmieniającym optykę na poziomie Sojuszu stała się pełnoskalowa inwazja Rosji na Ukrainę z lutego 2022 r. W odpowiedzi na to wydarzenie, na szczycie w Madrycie w czerwcu 2022 r. NATO zatwierdziło nową Koncepcję Strategiczną, na której oparto politykę odstraszania nuklearnego NATO. W swojej jawnej części jej zapisy nie stanowiły przełomu (podobne założenia znajdowały się np. w zapisach komunikatu ze szczytu w Warszawie 3 ), ale należy je uznać za cezurę otwierającą debatę na temat zdolności nuklearnych NATO i "nuklearnej adaptacji" Sojuszu. This paper explores the evolving jurisprudence of Benami law in India through the case study method, focusing on its implications within the framework of financial laws. By examining case studies, the paper discusses the significance of Benami transactions, enforcement challenges and their impact on the financial landscape. The paper also assesses the role of financial literacy and inclusion in curbing Benami practices, offering insights into their potential to mitigate the adverse effects of these transactions. It concludes with recommendations for addressing the gaps in enforcement, legal interpretation and public awareness.

Objective: This research paper seeks to investigate the extent of consumer
awareness towards Green Banking Practices.
Design/methodology/approach: This study centred on the urban area of
Ahmedabad city, where 200 responses were gathered for analysis. The simple
percentage and ANOVA will be used to the extent of consumer awareness
towards Green Banking Practices.
Findings: Our study uncovered a strong awareness among consumers
regarding conventional online and mobile banking services. Nonetheless, a
significant gap in awareness became evident when exploring more specialized
environmentally friendly options. Specifically, our research identified a notable
deficiency in understanding the presence and advantages of Paperless ATM
facilities, Plastic Credit and Debit Cards, Green Bonds, and Green Loans as a
substantial percentage of respondents indicated limited awareness. This

underscores a concerning disparity in knowledge about these eco-friendly
banking features.
Practical Implications: Financial Institutions should develop targeted
educational campaigns to bridge the awareness gap regarding specialized
Green Banking Services. Clear and accessible information, delivered through
various channels, can help consumers understand the advantages and they
can also focus on the integration of these services. The positive impact can
encourage the consumers for the its promotions. Furthermore, the policy
makers should encourage the initiatives which can motivate institutions to
invest in eco-friendly solutions.

Este trabajo pretende evaluar estas perturbaciones por medio del estudio de hechos y datos, respaldados por un analisis empirico. Los argumentos van a verse contextualizados en el conflicto actual sirio y, mas concretamente, en su impacto directo al comercio en Libano EnglishIt has been widely considered by literature whether civil war diminishes trade between neighbouring countries or if there is a direct harm affecting trade coming from military conflict. This work evaluates the test disruption premise by the means of a study of facts and data, supported by an empirical analysis. Our arguments are going to be contextualized in the Syrian conflict and, more specifically, in its direct impact on Lebanese trade.

U prostorima Zagreba~kog velesajma odr`ana je od 11. do 15. studenoga 2009. godine 34. INOVA, tradicionalna nacionalna izlo`ba inovacija, koja je okupila inovatore, kreativne unapre|iva~e proizvodnih procesa, izumitelje i inovatore poduzetnike. Od ukupno 210 izlaga~a na sajmu, 107 je bilo hrvatskih, 53 inozemna (Ruska Federacija, VB, SAD, Francuska, [panjolska, ^e{ka, Malezija, Rumunjska i BiH) te 50 mladih inovatora. Organizatori izlo`be bili su Hrvatski savez inovatora i Savez inovatora Zagreba.

Objective
Companies are increasingly embracing corporate social responsibility (CSR) and corporate political activity (CPA). It has been observed that some companies have established an independent unit, referred to as the political, social responsibility, or non-market unit. However, the impact of non-market actions on company performance has not always been positively reported in the literature. When looking for a way to explain the strategic orientation of a non-market activity in the literature, it is observed that no method has been proposed to distinguish strategic non-market activity from stand-alone ones. Even more concerning, it is unclear from this literature which factors lead to the development of non-market strategies. Referring to these facts, this research aims to identify the factors that lead to the development of non-market strategies by firms to leverage them to propose a pattern to explain the strategic orientation of non-market activities.


Methodology
This is a systematic review that presents a new configuration of existing knowledge to understand the issues that result in the development of non-market strategies by identifying clues from previous studies and combining them into a cohesive whole. We selected 101 articles that provide insights into the research problem within the broad, multi-dimensional, and underdeveloped non-market literature. Clues were extracted using a retroduction/abduction approach. The coding of firm-level and institutional-level factors was conducted through qualitative content analysis employing thematic analysis. This process began with open coding of article content and concluded with the identification and synthesis of broader themes and meta-themes encompassing related themes.

The article analyzes research issues raised in publications on diplomacy, published after 2014 on the Polish publishing market. Particular attention was paid to the issue of defense diplomacy. In the first part of the article, seven monographs on diplomacy were analyzed in terms of their content, in search of issues related to defense diplomacy. However, the second part of the article analyzes the content of the only publication available on the Polish publishing market, entirely devoted to defense diplomacy, showing its strengths, weaknesses and its practical usefulness.

The study's added value lies in highlighting the interplay between enduring historical factors and emerging domains, offering policy implications for constructing multidimensional power to navigate globalization effectively.

The purpose of this paper was to examine the impact of electoral malpractices on Somalia's democracy, a study with special reference to the 2021 upper house election in the Southwest State. The study critically investigated the election process for the upper house senates from the Southwest State of Somalia by describing the attendant problems as well as the malpractices associated with it. The study used descriptive and analytical methods through the case study method. It drew heavily on secondary sources of information, the internet, journals, magazines, newspapers, and unstructured interviews for its data. The paper found out that electoral malpractice in the Southwest State of Somalia is closely related to the type and forms of historical political systems practiced by each society, coupled with the class structure, social stratification, and constitutional crisis experienced in the country. The study concluded that there will always be electoral malpractice until elections become completely competitive, electorates are free to choose between alternatives, and a liberal political system is implemented.

How much our time resembles that Shakespearean age. Historically, with the world's entry into the age of the First Industrial Revolution, the great powers competed over resources and sea-lanes. No state could produce rubber or steel without controlling its resources and protecting its supply lines with armies and fleets. For close to a hundred years, after Napoleon's defeat in 1815 until 1914, Europe passed through an era of relative peace, in which the major European states fought only peripheral colonial wars. This was achieved thanks to eminent European leaders and diplomats-from Metternich to Bismarck. But with the disintegration of the five world empires-the German, British, Russian, Austro-Hungarian, and Ottoman-the foundations of Bismarck's peace collapsed, and Europe flared anew in wars extending from 1914-1945.

Una de las maneras de impulsar el desarrollo económico local en las regiones es mediante la integración de esfuerzos de los agentes locales en redes de participación, con la intención de gestionar mancomunadamente intereses en común. Es por ello que la presente investigación se plantea la posibilidad de diseñar una red en la cual se integren los distintos actores que participan en la producción ganadera del Municipio Alberto Adriani del estado Mérida, para gestionar los sistemas de financiamiento de dicho sector. El objeto de la red es optimizar los sistemas de financiamiento del sector, que conlleve a elevar las inversiones y permita, en consecuencia, mejorar el nivel de vida de los habitantes del territorio objeto de estudio. El diseño de la red en el presente trabajo es el resultado de una investigación previa, realizada en el Municipio Alberto Adriani del estado Mérida, relacionada con el diagnóstico de los sistemas de financiamiento del sector ganadero, con la cual se logró detectar el nivel de capital social de los actores participantes y su disposición a integrarse en la red, indicadores esenciales que permitieron el diseño de la red de participación social.

Trust is among the most critical factors in buyer-supplier relationships. In an effort to understand the origins of trust, power has become the focus of a burgeoning body of literature. However, research on the association between power and trust has been plagued by inconsistencies in terms of whose power and trust are being examined, which has led to confusion and hindered cumulative progress. We address this issue by disentangling the effect of the focal organization (actor effect) from the effect specific to its partner (partner effect) and accounting for both simultaneously. We further theorize and show that the partner's level of self-promotion communication about his or her own achievements and credentials moderates both actor and partner effects, thus adding knowledge about a contingency that accounts for a considerable degree of variation in the linkage between power and trust. Using multiinformant, dyadic survey data paired with archival information scraped from firms' webpages, we find that (i) actors low (vs. high) in power tend to place more trust (ii) while simultaneously eliciting higher levels of trust from their partners; however, (iii) these effects differ markedly depending on the partner's level of self-promotion communication. Our study offers a novel, integrative perspective on power and trust, and we elaborate on its important implications for understanding buyer-supplier relationships.
