Apparently there was a big backlog. Not sure if that means there were too many rename jobs, or some other type of job was competing for resources. Not sure if we have a dashboard for total job volume, rather than rates.

Grafana says it's usually 1s/wiki which doesn't sound bad.

Bugreporter reopened T98915: Document: extensions that store user IDs or usernames need to listen to UserMerge hooks as "Open".
Reopen, since this just mean we don't need to mention it in "Writing an extension for deployment". The second point "Create a new manual page about usernames and IDs" is still valid.
