I'm going to reopen because once again came back to this thought today as it is getting harder to find existing Herald rules to potentially amend.

Closing as invalid per last comment as a user enters an email address when registering an account in Phabricator. That's unrelated to an email address set for any other systems like LDAP or SUL. Also making this public as this is not a security issue as there is no syncing of email addresses between random systems.
