Abstract

ABSTRAKSI: Perlindungan hukum dan profesi bagi guru merupakan bagian integral dari upaya untuk memenuhi hak-hak guru. Hal ini sesuai dengan Undang-Undang Nomor 14 Tahun 2005 tentang Guru dan Dosen, yang meliputi: memperoleh penghasilan di atas kebutuhan minimum dan jaminan kesejahteraan sosial; mendapatkan promosi dan penghargaan sesuai dengan tugas dan prestasi kerja; memperoleh perlindungan dalam melaksanakan tugas dan hak atas kekayaan intelektual; memperoleh kesempatan untuk meningkatkan kompetensi pembelajaran untuk memperlancar tugas keprofesionalan; memperoleh dan memanfaatkan sarana dan prasarana; memiliki kebebasan dalam memberikan penilaian dan ikut menentukan kelulusan, termasuk penghargaan dan/atau sanksi kepada peserta didik; memperoleh rasa aman dan jaminan keselamatan dalam melaksanakan tugas; memiliki kebebasan berserikat dalam organisasi profesi; memiliki kesempatan berperan dalam menentukan kebijakan pendidikan; memperoleh kesempatan untuk mengembangkan dan meningkatkan kualifikasi akademik/kompetensi; serta memperoleh pelatihan dan pengembangan profesi dalam bidangnya. Sehubungan dengan hadirnya Undang-Undang yang mengatur tentang hak-hak dan perlindungan terhadap anak, termasuk peserta didik di sekolah, perlu upaya sinkronisasi dan integrasi agar, dalam pelaksanaannya, undang-undang tersebut tidak bertentangan dengan Undang-Undang Guru dan Dosen di Indonesia.  KATA KUNCI: Perlindungan Hukum; Profesi Guru; Hak-hak guru; Hak Anak atau Peserta Didik; Integrasi dan Sinkronisasi. ABSTRACT: “Protecting Teachers’ Profession in Indonesia”. Professional and legal protection for teachers is an integral part of the efforts to fulfill the rights of teachers. It is in accordance with the Law No.14 Year 2005 on Teachers and Lecturers, that include: earning a living above the minimum requirement and a guarantee of social welfare; getting promotions and awards in accordance with the duties and job performance; getting protected in performing their duties and for their intellectual property rights; gaining the opportunity to improve their learning competencies to facilitate professional tasks; acquiring and utilizing the facilities and infrastructure; having freedom in their assessments and in determining students’ graduation, including giving awards and/or sanctions to the students; gaining a sense of safety in performing the task; getting the freedom to be involved in professional organizations; having the opportunity to take part in determining education policy; gaining the opportunity to develop and improve the academic qualifications/competencies; and having training and professional development in the field. In accordance with the Act that regulates the rights and protection of children, including students at the school, efforts of synchronization and integration are needed so that, in practice, the Act will not be in conflict with the Law on Teachers and Lecturers in Indonesia.KEY WORD: Legal Protection; Teacher Profession; Rights of Teachers; Rights of Children; Integration and Syncronization.About the Author: Prof. Dr. H. Abstract

ABSTRACT: The curriculum is a set of plans and arrangements concerning objectives, content and instructional materials, and ways used as guidelines for the implementation of learning activities to achieve certain educational goals. The purpose of Indonesian national education is to develop the potential of learners to become human beings, who believe and fear to Allah as One God, have a noble character, healthy, knowledgeable, capable, creative, independent, and become a democratic and responsible citizen. Indonesia has incorporated Civic Education programs in the school curriculum about a decade after the proclamation of independence in August 1945. This article, by using the qualitative method and descriptive approach, tries to explore the curriculum and Civic Education teaching in Indonesia. The findings show that more than half a century of educational education, even at all levels of education from elementary, secondary to higher education, still leaves the general and classical issues of low levels of political literate, moreover to achieve the goal of creating intelligent and skilled Indonesian citizens. Political literacy is not only political knowledge, but the ability of citizens who qualified both in aspects of knowledge, skills, and values and attitudes. In learning of Civic Education, teachers are required to develop an interesting learning process, fun, challenging, and forming learners to be able to think critically and constructively. Abstract

IKHTISAR: Perguruan Tinggi, sebagai salah satu mediator dan fasilitator terdepan dalam membangun generasi muda bangsa, mempunyai kewajiban dalam mengajarkan, mendidik, melatih, dan memotivasi mahasiswanya, sehingga muncul generasi cerdas yang mandiri, kreatif, inovatif, dan mampu menciptakan berbagai peluang pekerjaan. Untuk itu sebuah keharusan bagi setiap Perguruan Tinggi dengan cara mengubah arah kebijakannya dari “Learning and Research University” (Universitas Penelitian dan Pendidikan) menjadi “Entrepreneurial University” (Universitas Wirausaha), atau menyeimbangkan kedua arah kebijakan tersebut sehingga keduanya tercapai. Dengan perubahan paradigma tersebut pada akhirnya akan melahirkan wirausaha muda yang sukses dan mampu membangkitkan bangsa ini dari berbagai keterpurukan. Usaha-usaha untuk menanamkan jiwa dan semangat kewirausahaan di Perguruan Tinggi dapat dilakukan dengan berbagai metode dan strategi yang membuat mahasiswa tertarik untuk berwirausaha. Sedikitnya ada enam cara dalam meningkatkan gema kewirausahaan bagi mahasiswa, yaitu: (1) Pendirian pusat kewirausahaan kampus; (2) Prioritas kewirausahaan; (3) Pengembangan program mahasiswa wirausaha; (4) Program wirausaha mandiri untuk mahasiswa; (5) Program peningkatan kompetensi tenaga kerja dan produktivitas bagi mahasiswa; serta (6) Program pemberian modal usaha untuk mahasiswa.KATA KUNCI: Strategi Perguruan Tinggi, membangun generasi muda bangsa, wiarausaha mahasiswa, realisasi kampus wirausaha, serta mediator dan fasilitator.ABSTRACT: “Higher Education Strategy in Creating the Entrepreneurial Campus”. Universities, as one of the leading mediator and facilitator in building the nations youth, have an obligation to teach, educate, train, and motivate students, so there is an intelligent generation of independent, creative, innovative, and able to create a variety of employment opportunities. Hence, it is a must for every College by changing the direction of its policy from "Learning and Research University" into "Entrepreneurial University", or balance the two directions of the policy so that both achieved. With the paradigm shift will eventually give birth to young entrepreneurs who are successful and able to raise this nation from a variety of adversity. Attempts to infuse the soul and spirit of entrepreneurship in higher education can be done by various methods and strategies that make students interested in entrepreneurship. There are at least six ways to improve the entrepreneurship echo for students, that is: (1) the establishment of campus entrepreneurship center; (2) entrepreneurship priority; (3) the development of student entrepreneurship program; (4) independent entrepreneurial programs for students; (5) the program increased competence and productivity of labor for students; and (6) the provision programs of venture capital for students.KEY WORD: College strategy, building the nations youth, student entrepreneurship, campus of entrepreneurship, realizing the entrepreneurial campus, and mediator and facilitator.About the Author: Prof. Dr. H. Abstract

ABSTRAKSI: Kompetensi pegawai dapat dipahami sebagai sebuah kombinasi antara keterampilan, atribut personal, dan pengetahuan yang tercermin melalui perilaku kinerja yang dapat diamati, diukur, dan dievaluasi. Dengan menggunakan metode kualitatif, analisis deskriptif, dan studi kepustakaan, artikel ini membahas tentang kompetensi profesional pegawai ASN (Aparatur Sipil Negara) di Indonesia. Hasil kajian menunjukan bahwa kompetensi dapat dibedakan menjadi dua tipe. Pertama, kompetensi “lembut”, atau jenis kompetensi yang berkaitan erat dengan kemampuan untuk mengelola proses pekerjaan, hubungan antar manusia, serta membangun interaksi dengan orang lain. Contoh kompetensi “lembut” bagi para pegawai ASN adalah kepemimpinan, komunikasi, hubungan antarpribadi, dan lain-lain. Kedua, kompetensi “keras”, atau jenis kompetensi yang berkaitan dengan kemampuan fungsional dan teknis suatu pekerjaan. Dengan kata lain, kompetensi pegawai ASN di sini berkenaan dengan seluk-beluk teknis yang berkaitan dengan pekerjaan yang ditekuni. Contoh kompetensi “keras” adalah teknik kelistrikan, riset pemasaran, analisis finansial, perencanaan tenaga kerja, dan lain-lain. Pelayanan publik di Indonesia hendaknya mendorong adanya budaya kerja yang positif, membangun komunikasi yang respektif, meningkatkan kedisiplinan pegawai, menegakan aturan organisasi, serta menerapkan ganjaran dan hukuman sebagai bentuk motivasi kerja bagi pegawai.KATA KUNCI: Kompetensi Profesional; Pegawai; Aparatur Sipil Negara di Indonesia. ABSTRACT: “Professional Competencies of State Civil Apparatus’ Employee in Indonesia”. Competencies employee can be understood as a combination of skills, personal attributes, and knowledge that is reflected through performance behavior that can be observed, measured, and evaluated. By using qualitative methods, descriptive analysis, and library studies, this article discusses the professional competence of State Civil Apparatus’ employees in Indonesia. The results of the study show that competencies can be divided into two types. Firstly, soft competencies, or types of competencies that are closely related to the ability to manage work processes, human relations, and build interactions with others. Examples of soft competencies for State Civil Apparatus’ employees are leadership, communication, interpersonal relations, and others. Secondly, hard competency, or type of competency related to functional and technical abilities of a job. In other words, the competence of State Civil Apparatus’ employees here concerns to the technical intricacies related to the work being undertaken. Examples of hard competency are electrical engineering, marketing research, financial analysis, manpower planning, and others. Abstract

Abstract: DIY ranks first in drug trafficking among students, in general Jogja is in the top 8, the government has issued a P4GN policy according to INPRES No. 12 of 2011 but the implementation has not been maximimized therefore BNNP DIY as the National Narcotics Agency functions as the executor of the implementation of P4GN policy.  In implementing P4GN policy among students in Yogyakarta, BNNP DIY as a representative of BNN in the regions do not make policies and programs according to regional conditions. However, BNNP as an extension of BNN is given the authority to determine the priority targets of the program through the implementation of technical guidance by inviting institutions and agencies that are within the scope of DIY. Implementation of the P4GN policy among students has not gone well, because the factors that are considered the most urgent in an implementation have not been fulfilled properly, especially in the field of human resources and budget availability, suggestions for adding extension agents in the prevention section and adding to the existing budget at BNNP DIY

Abstract

ABSTRAKSI: Pembelajaran berbasis kearifan lokal Sunda memiliki keunggulan tersendiri, karena dapat memanfaatkan kultur masyarakat Sunda untuk diintegrasikan dengan pembelajaran. “Babasan” dan “Paribasa” merupakan bagian dari nilai-nilai kearifan lokal, yang merupakan suatu tradisi lisan yang berkembang seiring tumbuh-kembangnya masyarakat Sunda. Metode yang digunakan adalah metode deskriptif dengan pendekatan naturalistik kualitatif, yang mengacu pada kondisi lingkungan alamiah. Hasil penelitian menunjukkan bahwa terdapat nilai-nilai kearifan lokal yang terkandung dalam “Pupuh Sekar Ageung”, yang disebut dengan KSAD (Kinanti, Sinom, Asmarandana, dan Dangdanggula). Karakter yang muncul dalam “Pupuh” tersebut selaras dengan karakteristik kewirausahaan, yakni: bekerja keras, kreatif, mandiri, dan jujur; sedangkan dalam “Babahasan” dan “Paribasa” terdapat nilai-nilai kearifan lokal yang selaras dengan sikap-sikap kewirausahaan. Dengan terciptanya pembelajaran yang terintegrasi dengan nilai-nilai kearifan lokal, maka siswa mampu bersaing di era globalisasi tanpa melupakan akar budayanya sendiri.KATA KUNCI: Integrasi Nilai-nilai; Kearifan Lokal Sunda; Pembelajaran Kewirausahaan. ABSTRACT: “The Integration of Local Wisdom Values in the Entrepreneurship Learning in Public Vocational High School 10 of Bandung City”. Sundanese local wisdom-based learning has its own advantages, because it can take advantage of Sundanese culture to be integrated with learning. “Babasan” (Adage) and “Paribasa” (Proverb) are part of local wisdom values, which are an oral tradition that develops along with the development of Sundanese society. The method used is descriptive method with a qualitative naturalistic approach, which refers to natural environmental conditions. The results showed that there were local wisdom values contained in “Pupuh Sekar Ageung” (Great Flower Song), which was called the KSAD (Kinanti, Sinom, Asmarandana, and Dangdanggula). The characters that appear in the “Pupuh” (Song) are in line with entrepreneurial characteristics, namely: working hard, being creative, independent, and honest; while in “Babahasan” and “Paribasa”, there are local wisdom values that are consistent with entrepreneurial attitudes. Abstract

This article was written with the purpose to provide analysis of the Indonesian political system after the reform. As we know that the political system is often regarded as the allocation of values ​​developed in the midst of society and every citizen appreciate them as ways of life. Appreciation of the value in the middle of the community is an achievement that fought to be obtained. Efforts made by doing internal intergenerational mobility of the political community to achieve the degree of political stability. Post-reform, the political system for the better, in which the role of the people more real in terms of repositioning the political system, from the selection of members of DPR / DPRD, DPD member elections, up to the local elections directly. The distribution of power is already at a level that means, it’s just that people in the region do not yet have the ability to understand that the distribution of power is an opportunity to develop the region. Abstract

Pendidikan Kewarganegaraan merupakan mata pelajaran denganvisi utama sebagai pendidikan demokrasi yang bersifatmultidimensional. PKn merupakan pendidikan nilai demokrasi,pendidikan moral, pendidikan sosial, dan masalah pendidikanpolitik. Namun yang paling menonjol adalah sebagai pendidikannilai dan pendidikan moral.Industri 4.0 adalah transformasi komprehensif dari keseluruhanaspek produksi di industry melalui penggabungan teknologi digitaldan internet dengan industry konvensional. Hal tersebut sangatditentukan oleh kecepatan dari ketersediaan informasi, yaitusebuah lingkungan industri di mana seluruh entitasnya selaluterhubung dan mampu berbagi informasi satu dengan yang lain.

Abstract

National character development is seen as a collective-systemic effort of a nation-state to bring into reality the life of the nation and state in accordance with its foundations and ideology, constitution, state direction, and its collective potential in the context of civilized national, regional and global life to form a nation that is strong, competitive, with noble character, moral, tolerant, mutual cooperation, patriotic, dynamic, cultured and science-oriented based on Pancasila and imbued with iman and taqwa to Allah The Almighty. The 21st century is known to everyone as the age of knowledge, main foundation for various aspects of life. The 21st century learning paradigm emphasizes the ability of students to think critically, be able to connect knowledge with the real world, master information technology, communicate and collaborate. The achievement of these skills can be achieved by applying appropriate learning methods in terms of materials and skills mastery.

Abstract

DIY ranks first in drug trafficking among students, in general Jogja is in the top 8, the government has issued a P4GN policy according to INPRES No. 12 of 2011 but the implementation has not been maximimized therefore BNNP DIY as the National Narcotics Agency functions as the executor of the implementation of P4GN policy. In implementing P4GN policy among students in Yogyakarta, BNNP DIY as a representative of BNN in the regions do not make policies and programs according to regional conditions. However, BNNP as an extension of BNN is given the authority to determine the priority targets of the program through the implementation of technical guidance by inviting institutions and agencies that are within the scope of DIY. Implementation of the P4GN policy among students has not gone well, because the factors that are considered the most urgent in an implementation have not been fulfilled properly, especially in the field of human resources and budget availability, suggestions for adding extension agents in the prevention section and adding to the existing budget at BNNP DIY
