Abstract

The objectives and scope of this research are, among others, to find out how the efforts of the social services in carrying out their duties in dealing with people with special needs (disabilities) and to find out what supporting and inhibiting factors are in the process of implementing Regent Regulation number 52 of 2016 article 13 paragraph ( 2). The research method used in this research is descriptive qualitative. The results of this study include: the rights of persons with disabilities are still not being considered such as education, housing worthiness, lack of social services, health including accessibility to disabled services. Based on the results of the research, it can be concluded that in an effort to empower persons with disabilities, the government, in this case the social service, has made several efforts, including: providing assistive devices, providing social assistance to each person with disabilities both inside and outside the institution, and the government providing opportunities for persons with disabilities to participate in banana chips making training in Malang as an effort to open their own business. Supporting factors in this study include family and community support and inhibiting factors, including the limited government budget to allocate funds for the provision and accessibility of disability aids.

Abstract

This study aims to determine the quality of population administration services at the Merauke District Office, which includes services for making Family Cards (KK), birth certificates, marriage certificates, death certificates, certificates of moving in and out of residents. The method in this research uses a qualitative approach. This study uses data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that the quality of population administration services at the Merauke District Office was seen from the indicators of the quality of public services; (1) physical evidence is sufficient in providing services to the community, it can be seen from the new service waiting room, comfortable and spacious and equipped with air conditioning, but there is still a lack of filling cabinets and suggestion boxes. (2) the aspect of reliability, employees in responding to any service complaints have not been in accordance with the expectations and desires of the community, as can be seen from the complaints from the public about the population administration service process. (3) the responsiveness aspect of employees has shown a responsive attitude in helping the community when experiencing difficulties in the process of making family cards (KK), birth certificates, marriage certificates, death certificates and residence certificates. (4) the aspect of guarantee, the accuracy of the guarantee on time of service is still not in accordance with the expectations of the community, it can be seen that there are still complaints from the community related to the timeliness of the service process. (5) the aspect of empathy, the Merauke District office has shown efforts to improve service quality, namely by giving a good impression in the service process. The factors that hinder the service process at the Merauke District Office include the lack of human resources or employees, public awareness in completing administrative requirements, and the need for the addition of several facilities such as filing cabinets for documents and suggestion boxes.

Abstract

The purpose of this study was to determine the attitude of Javanese language through speech level in District of Bandar Selamat, Medan. The method used in this research is qualitative research. The results showed that (1) there were two types of speech levels in District of Bandar Selamat, namely Madya and Ngoko. They use the Intermediate speech level not because they know about the speech level well, but such speaking style comes naturally to themselves because of the influence of family and environment and they still maintain and care about manners, Andap-ansor, and Tanggap ing sasmita even though they live in another city. And they use Ngoko's speech level because of the transmigration effect that requires them to use Indonesian because they are in an environment that consists of many tribes, therefore they speak the same as the people there and don't care anymore with manners, Andap-ansor and Tanggap ing sasmita ( 2) Javanese language character and attitude in District of Bandar Selamat, they have high loyalty to their local language, they are proud to use their local language and their awareness of norms is very weak because they live on the island of Sumatra so the norms that exist in Javanese people are not very important (3) Javanese in Bandar Selamat have a positive attitude towards their local language because they still care about etiquette, Andap-ansor and Tanggap ing sasmita as do the Javanese on the island of Java.
