Abstract

This study aims to examine the influence of budget goal clarity and budget drafting participation on performance accountability of government institutions in Bengkulu city. This study is a descriptive research with purposive sampling technique. The subjects of this study were 136 officers of echelon III (Division Head/ Sub-division Head/ Secretary) and echelon IV (Chief Sub-division/ Chief Section) of civil servants in government institutions in Bengkulu city. Data analysis technique used in this study was multiple linear regression test. The results of this study showed that: (1) Budget goal clarity influences positively and significantly on performance accountability of government institutions in Bengkulu city. (2) Budget drafting participation influences positively and significantly on performance accountability of government institutions in Bengkulu city. These results indicate that the higher budget targe t clarity and participation in budget drafting, the higher performance accountability will be. Abstract

The aim of this research is to investigate the relationship between performance-based budgeting and performance accountability of government institutions. Government performance accountability is measured by indicators of program smoothness, budget implementation, performance indicators, financial analysis, evaluation reporting, and program duration. Performance-based budgeting uses measures of accountability and transparency, budget fairness, efficiency, and effectiveness as independent variables. Decisions are made by individuals who have power in the best interests. This research involved 39 department employees, secretaries, section heads, sub-division heads, and work subunits from the Regional Work Unit (SKPD) of the Environment and Forestry Service of Bengkulu Province who helped prepare the government budget. Data was collected through a questionnaire method, and respondents were given one. To analyze the data, the Spearman Rank test and hypothesis testing were used. The results of this research show that the three independent variables-implementation of performance-based budgeting with metrics of budget accountability and transparency, budget discipline, budget fairness, budget efficiency, and budget effectiveness-influence the performance accountability of government institutions

Abstract

A teaching certificate serves as proof of recognition of a teacher's status as a professional. This study aims to determine the implementation model of the primary school teacher certification policy in Seluma Regency, Bengkulu Province. This qualitative research method collects data through a qualitative approach and descriptive approach to explain and describe the implementation of the teacher certification policy.  The results obtained show that the lack of socialization facilities and infrastructure, coupled with the absence of socialization of teacher certification since 2012 until now, has made the primary school teacher certification policy in Sukaraja Sub-district, Seluma Regency, difficult to implement. Relevant parties from the Seluma District Education Office have not been able to offer the most effective solutions to the problems faced by teachers, especially in responding to regulations that are almost never consistent in the implementation of teacher certification.

Abstract

This study uses a purposeless evaluation paradigm to evaluate the classroom action research performance of post-certification teachers. One of the strategies to improve the quality of education in Indonesia is through the use of qualified and professionally competent teaching staff, which is demonstrated by teachers' performance in classroom action research. Attachment to the beneficial, unfavorable, and neutral effects of the post-certification program was assessed. Forty-five teachers with ten or more years of experience and certification as educators were the subjects of the study. Data were collected for this qualitative study approach through the use of questionnaires, interviews, documentation, and observation. The results showed that although teacher performance in classroom action research has not improved, the certification program in improving teacher welfare has provided benefits.

Abstract

Teacher certification is expected to improve teacher quality and raise education standards in the long term. This study aims to understand the professionalism of certified teachers. This method focuses on analyzing observed phenomena and generating complex structures that represent a particular reality. The main tool is the researcher, and the data collected is descriptive, giving more weight to the process than the outcome. The results show that the factors that contribute to the development of teacher professionalism are increasing teacher motivation, knowledge and skills, protecting the principal's control or supervision of various teacher activities, the principal's courage to be talented, mastering information technology. Principals strive to ensure certified teachers are responsible for their work, and if they fail to meet expectations, they risk having their teaching credentials revoked. They must also undergo training in making teaching materials, be proficient in information technology and conduct continuous assessment.

Abstract

This study analyzes how principal leadership can manage their teaching staff to improve the quality of learning and their performance in schools. This study uses a qualitative approach to the case study type. Data collection techniques are carried out through interviews, observations, and documentation. Data analysis uses the Miles and Huberman interactive model, which consists of data reduction, presentation, and conclusion. The study results indicate that effective principal management involves several main stages, namely planning teacher performance development programs, developing clear strategies, and scheduling integrated with the school's academic calendar. Principals who successfully implement this management can consistently improve teacher performance, which improves the quality of learning in schools. In addition, the principal's provision of rewards and sanctions has proven to be an effective motivator for teachers to continue improving their performance. This study is expected to significantly contribute to the literature on educational management by highlighting the importance of the role of the principal in improving the quality of learning through effective management.
