Abstract

The interpretation of identity politics as a source and political means in the implementation of the election is well recognized by the candidates for regional head. In the Local Election North Maluku  2013 identity politics occurs at the practical level that is used as a tool-manipulation tool to raise political power to achieve an interest. This study looks at how the mapping of identity politics ethnic and religious backgrounds that occurred in North Maluku election in 2013. This research uses qualitative research methods with the type of descriptive analysis research. This research data is obtained from interviews and articles related to research conducted. The results of this study indicate that in the election there is a mapping of identity politics based on ethnic and religious identity. Ethnic identity and religious identity become a tool for raising political power to each candidate of regional head, so that the candidate of the head of region only excels in ethnic or religious base areas.Keywords: Identity, political identity, ethnic idenitity, religion identity.

Abstract

This paper examines the dynamics of ethnicity in SouthSulawesi. Mandar is a tribe (ethnic) that lives in thearea. This region consists of three regencies (beforeexpansion) which challenged from Mandar kingdoms,ethnic try again confirmed its glory by extending politicalrights to form an autonomous region through theestablishment of a new province in South Sulawesi.This paper focuses on problem, how is the struggleorder of forming new province in the former Mandarsection and why does formation movement appear inthe former Mandar section. By using descriptivequalitative approach which determines informantchosen focus on what is suggested by Patton (1994)where determining informant by using purposive way.The conceptual framework used from Fakih (2000);Nordliger (1994); Suzane Keller (1984); and RyassRasyid (2000).the finding of the research describes thatstruggle movement of forming new province in theformer Mandar section is a form of social movement tothe positive phenomenon as a constructive means tosocial struggle where this movement is coordinated byan institution as a historical flame product refers to anumber of activities to ease the movement pioneeredby intellectual and traditional elite.Key Words: Social Movement, Formation of Provincein the Former Section of Mandar; and ethnicity.

Abstract

Penelitian ini bertujuan untuk mengkaji dan menganalisis dinamika proses rekrutmen komisioner KPU Provinsi Sulawesi Barat pada tahun 2018. Tipe penelitian yang digunakan dalam penelitian ini adalah kualitatif yang memberikan gambaran proses rekrutmen komisioner KPU Provinsi Sulawesi Barat pada tahun 2018. Hasil penelitian ini menunjukkan bahwa dalam melaksanakan proses rekrutmen calon anggota komisioner yang melibatkan tim seleksi dalam melaksanakan semua tahapan mulai  dari pendaftaran, penelitian administrasi, tes tertulis/CAT, tes psikologi, tes kesehatan, wawancara, diperlukan sistem rekrutmen yang ketat, transparan, dan berintegritas dengan tujuan untuk menghasilkan anggota komisioner yang berkompeten dan kredibel. Tim seleksi mempunyai peran penting dalam proses ini, mereka dituntut untuk senantiasa bersikap independen untuk menghindari tuduhan-tuduhan dari berbagai pihak sehingga tidak ada kesan bahwa Timsel berpihak kepada salah satu calon. Selain itu, sikap prudence juga seharusnya selalu menjadi perhatian bagi para Tim seleksi terutama dalam hal pemeriksaan berkas sebagai kelengkapan yang harus dipenuhi oleh para calon komisioner, tentu hal ini dimaksudkan untuk meminimalisir terjadinya pelanggaran-pelanggaran administrasi yang berpotensi terhadap timbulnya gugatan atas legalitas keputusan yang ditetapkan oleh Tim Seleksi.

Abstract

Badan Pengawas Pemilu memiliki kewenangan melakukan pengananan pelanggaran Pemilu, tetapi pelanggaran pidana Pemilu wajib melalui Gakkumdu. Gakkumdu merupakan pusat aktifitas penanganan tindak pidana Pemilu yang terdiri dari Badan pengawas pemilu, Kepolisian, dan Kejaksaan. Gakkumdu diharapkan dapat secara efektif dan efisien membantu Bawaslu dalam menanganani pelanggaran pidana Pemilu. Terutama kekhawatiran tidak diprosesnya sebuah laporan karena melebihi batas waktu. Penelitian ini bertujuan untuk melihat keterbatasan kewenangan Badan Pengawas Pemilu dalam menangani laporan tindak pidana Pemilu di Gakkumdu. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data yang digunakan berupa data primer dan data sekunder yang dikumpulkan melalui wawancara dan kajian dokumentasi. Hasil penelitian menunjukkan penanganan di Gakkumdu telah berjalan secara efisien tetapi tidak efektif. Keberadaan Gakkumdu tidak selalu memudahkan Badan Pengawas Pemilu menjalankan tugasnya untuk meneruskan laporan pidana Pemilu. Selain itu, tugas Badan Pengawas Pemilu di Gakkumdu tidak sejalan dengan kewenangan yang dimilikinya. Kewenangan Bawaslu untuk meneruskan laporan terkendala pada perbedaan perspektif dengan Kepolisian dan Kejaksaan yang mengakibatkan laporan tidak dapat ditingkatkan proses penanganannya. Bawaslu sebagai garda terdepan dalam menerima laporan tidak mampu memberikan bukti permulaan atas sebuah laporan pidana Pemilu. Batasan waktu dan kewenangannya menjadi faktor penyebab Bawaslu tidak dapat mengumpulkan bukti permulaan yang cukup untuk meneruskan laporan ke tahap penyidikan.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan Eksistensi Komunitas Adat Ammatoa dan legitimasi kekuatan Politik Ammatoa. Penelitian ini bersifat deskriptif–analisis, penentuan informan dilakukan secara purposive dan pengumpulan data dilakukan melalui wawancara dan kajian pustaka. Data dikembangkan menjelaskan, menguraikan dan menganalisis secara rinci budaya dan adat istiadat berdasarkan tujuan penelitian. Hasil penelitian    menggambarkan pemangku adat Ammatoa yang memiliki kekuatan politik dalam menjalankan fungsinya sebagai pemimpin adat pada masyarakat adat di Tanatoa Bulukumba. Ammatoa bertindak sebagai pemimpin informal yang juga berfungsi sebagai tokoh masyarakat yang memiliki kharisma yang memiliki nilai lebih dibanding yang lainnya.  Pada setiap pemilihan umum, Ammatoa memiliki pengaruh besar, para calon yang akan ikut dalam konstalasi tersebut mendatangi Ammatoa untuk meminta restu dan berharap pengaruhnya untuk mendapat dukungannnya di Tanatoa bersama masyarakat adatnya.

Abstract

This research aims to of find out the power-relationship between the Government of theGowa Regency and the Kingdom of Gowa in preserving and optimizing the value ofculture in Gowa Regency. This research uses a qualitative method with a descriptiveapproach. The data used in this research is was primary data obtained from interviewsand secondary data collected through library study and documentation. The method ofdata analysis used descriptive method obtained from the interviews based on thetheoretical framework used in this research the theory used was the concept of Politicalpower. The research results show that The unequal power relationship created regionalgovernment's dominance in the management and strengthening of cultural values byissuing the regional customary institution regional regulation of Gowa Regency Number5 Year 2016 and placing the Regents as the Chairman of the regional customaryinstitution who runs the function and role of Sombayya. This makes the royal descendentno longer able to run the function and role of the Sombayya in preserving the culturalvalues of Gowa Regency.

Abstract

The emergence of ethnic politics begins with the growth of awareness that identifies them as belonging to a particular ethnic group or group. This awareness then gave rise to group solidarity and a sense of nationality. In the context of local political dynamics in Makassar City, it is inevitable that there will be a struggle for ethnic identity politics in the struggle for the throne of power. This research method uses a qualitative-exploratory approach with a phenomenological approach, namely exploring the phenomenon of ethnic identity politics in the struggle for the throne of power in Makassar City. Data analysis using Nvivo 12 Pro qualitative research tools. The results of the study show the phenomenon of ethnic identity politics in the Makassar City Election as seen in ethnic political attacks on political communication [original Makassarese] and [immigrants] during the 2018 Makassar City Election. The victory of an empty city in the 2018 Makassar mayoral election has been described as a democratic victory. for the little people and the defeat of the local political elite. This can trigger the growth and widespread practice of ethnic identity politics in the upcoming Pilkada in Makassar City. The birth of resentment from local political elites, which is reflected in the attacks of identity politics through political communication [We are 100% Makassar, while he is 100% Gorontalo] will exacerbate political and social instability in the Makassar City area. Therefore, the maturity of the local elite is needed to create local political qualities. This political maturity will have an impact on improving the quality of politics and making local political battles more productive and healthy.

Abstract

This study aims to analyze the Government's rejection of the Draft Law on General Election, which has been stipulated in the 2020-2024 National Legislation Program and its relation to the 2024 General Election. This type of research is a normative study using a political-law approach. The technical analysis used in this study, namely hermeneutic analysis, interpretation analysis, and SWOT analysis. The results show that the Government's rejection of the Draft Law on General Elections that have been stipulated in the 2020-2024 National Legislation Program will increase Jokowi's political power as a cadre of the Indonesian Democratic Party of Struggle and will provide electoral benefits to gain constituent votes in the 2024 Election. This is reinforced by a SWOT analysis related to implementing the presidential threshold in the 2024 General Election, where only the Indonesian Democratic Party of Struggle can directly carry its cadres to become Presidential and Vice-Presidential Candidate Pairs without a coalition of political parties. Meanwhile, eight political parties must form a candidate for the Joint Candidate Pair of Political Parties in the 2024 Election. Furthermore, it is hoped that President Joko Widodo will continue to carry out his role as head of state and not abuse power at the time of appointing a task force, both at the provincial and Regency/City levels. In addition, it is hoped that every political party will continue to carry out the best strategy in promoting Presidential and Vice-Presidential Candidates without having to lead public opinion regarding the presidential threshold issue in the 2024 General Election. Abstrak Penelitian ini bertujuan untuk menganalisis penolakan Pemerintah terhadap Rancangan Undang-Undang tentang Penyelenggaraan Pemilihan Umum yang telah ditetapkan dalam Program Legislasi Nasional Rancangan (Prolegnas) 2020-2024, serta keterkaitannya pada Pemilihan Umum 2024. Jenis penelitian ini merupakan penelitian normatif dengan menggunakan pendekatan politik hukum. Adapun teknis analisis yang digunakan dalam penelitian ini, yaitu analisis hermeneutik, analisis interpretasi, dan analisis SWOT. Hasil penelitian menunjukkan bahwa penolakan Pemerintah terhadap Rancangan Undang-Undang tentang Pemilihan Umum yang telah ditetapkan dalam Prolegnas Rancangan 2020-2024 akan memperbesar kekuasaan politik Jokowi selaku kader Partai PDIP-P, dan akan memberikan manfaat elektoral untuk meraih suara konstituen pada Pemilu 2024. Hal ini diperkuat dengan analisis SWOT terkait implementasi presidential threshold pada Pemilu Tahun 2024, dimana hanya PDIP yang dapat langsung mengusung Kadernya menjadi Pasangan Calon Presiden dan Wakil Presiden tanpa koalisi atau gabungan partai Politik. Sedangkan delapan Partai Politik di antaranya harus membentuk usungan Pasangan Calon Gabungan Partai Politik pada Pemilu Tahun 2024. Selanjutnya, diharapkan Presiden Joko Widodo tetap menjalankan peranannya sebagai kepala Negara dan tidak menyalahgunakan kekuasaan pada saat melakukan PLT, baik di tingkatan Provinsi maupun Kabupaten/Kota. Selain itu, diharapkan setiap Partai Politik tetap melakukan strategi terbaik dalam mengusung Calon Presiden dan Wakil Presiden tanpa harus menggiring opini publik terkait permasalahan presidential threshold pada Pemilu Tahun 2024.

Abstract

The Islamic Defenders Front is an Islamic organization that contributes to the democratic process in Indonesia after the New Order government. FPI was declared on August 17, 1998 by adhering to the principle of its movement, namely Amar Ma'ruf Nahi Munkar. This type of research is qualitative research with a case study approach. This study aims to find out how the typology of the movement of Islamic defenders fronts in Makassar, the theory used is the typology theory of social movements proposed by David Aberle, Cameron and Blumer as well as the theory of social movement by Charles Tilly. The results of the research indicate that the organization of Makassar Islamic Defenders Front viewed from the objectives of the movement and the methods used to achieve the objectives, the dimensions of change (who is changed) and the dimensions of change including typology category of social alternative movement category, and social redemptive movement. This movement also potentially transforms into political movements.
