Abstract

The aim of this study is to examine the perspectives of stakeholder on the adoption of public-private partnership (PPP) policies on the provision of  education services and challenges to their implementation. This study used a qualitative approach, and in-depth interview techniques were conducted on 8 (eight) informants selected purposively, including the Regional Secretary of the City of Tasikmalaya, the Head of the Tasikmalaya City Education Office, the Principal, Private Companies, Non-Government Organizations, and School Committees, who have a direct or indirect role with PPP policy. The results of this study indicate that stakeholder perception is still very limited regarding the concept of PPP and the absence of regulation regarding PPP is an inhibiting factor. The findings in this study are political commitment is the key for  providing education services.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisa dan mengevaluasi Implementasi kebijakan pelayanan perizinan berusaha terintegrasi secara elektronik dalam meningkatkan good governance di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Sukabumi, menganalisa hambatan-hambatan dalam implementasi tersebut, dan menganalisa  upaya-upaya yang dilakukan dalam mewujudkan implementasi kebijakan pelayanan berusaha terintegrasi secara elektronik pada DPMPTSP di Kabupaten Sukabumi. Penelitian ini menggunakan metode kualitatif deskriptif dengan informan dari DPMPTSP Kabupaten Sukabumi, dan pelaku usaha. Teknik pengambilan data dilakukan dengan observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukan bahwa implementasi kebijakan pelayanan perizinan berusaha terintegrasi secara elektronik sudah berjalan cukup baik sesuai PP No. 24 Tahun 2018 namun masih ada yang harus di optimalkan karena masih adanya hambatan-hambatan yang ditemui seperti masih kurangnya koordinasi dan sosialisasi antara pihak dinas dan pelaku usaha, jarangan internet yang kurang memadai di pedalaman, belum semua memiliki komputer atau HP yang berbasis android untuk dapat mengakses OSS, belum terintegrasinya kebijakan pusat dan daerah, masih sering terjadi server down, sehingga upaya yang perlu dilakukan salah satunya dengan cara menyediakan fasiltas internet dan komputer untuk para pelaku usaha di kantor dinas perizinan, menuntun para pelaku usaha untuk mendapatkan izin yang diperlukan, melakukan sosialisasi secara online, selalu mengikuti update perkembangan OSS, dan lain sebagainya.

Abstract

The rapid growth of SMEs in Depok City is not accompanied by the increase in the capacity of the SMEs itself, especially in terms of innovation. The limited resources that SMEs have, can be supported by the existence of public-private sector partnerships. This research is a qualitative research with data collection techniques through interviews, observation, and literature study. The results show that public-private sector partnerships in Depok City have not been successful in increasing the capacity of SMEs to innovate. This is because the partnership is limited to providing infrastructure and focuses on increasing temporary income. Therefore, the public-private sector partnership should focus on more technical assistance in increasing added value to ensure business continuity for a longer period.

Abstract

Civil servants as a government apparatus are required to have ethics. However, the phenomenon of many civil servants being convicted of corruption and still receiving salaries, even filed a lawsuit, left a big question mark regarding their compliance with ethics. The method used in this paper is a literature study. The results showed that corruption is a violation of ethics and the reluctance to resign and even sue when dismissal is clearly contrary to ethical behavior. Legal norms as a manifestation of ethics in the form of written law and an embodiment of good governance are good enough, it's just that law enforcement must be done by superiors, Staff Development Officers are not done and they become part of those who also violate ethics because they do not want to uphold ethics in his environment. This also is not in line with the spirit of good governance that not only wants the rule of law but also must have law enforcement. In the future, as an effort to create ethical Civil Servants, law enforcement must be carried out absolutely.

Abstract

The article aims to identify the role of the Nganjuk district government toward Online learning in the pandemic. The author uses descriptive qualitative methods by describing and explaining comprehensively and specifically related to current events or phenomena, so that the role of the government can be done to the maximum As a result of the discussion found that in its implementation, the role of the government brings a significant impact both for children as students and teachers as teachers, especially in addressing the lack of adequate supporting facilities and limited understanding of technology access and internet networks become the main obstacles felt by both parties. the policy can be analyzed based on Van Meter and Van Horn theories. The theory in policy implementation is to look at the implementation achievements of 6 variables, including; (1). Standards and Policy Objectives, (2) Resources, (3) Characteristics of Implementing Organizations, (4) Communication, (5) Attitudes of Implementers, (6). Social, economic, and political environment. All variables show the achievement of online learning implementation during the Covid-19 pandemic in Nganjuk Regency.

Abstract

This study aims to analyze the learning process online, supporting factors and factors inhibiting teachers in carrying out online learning during the covid-19 pandemic. This research was conducted in several elementary schools in Nganjuk district which is calculated from September to January 2021. This study uses a type of descriptive qualitative method research. The subjects used in this study were primary school teachers and some education-related policymakers. Data collection techniques used in this study in the form of open questionnaires, semi-structured interviews, documentation and field records. The result of this study is that the covid-19 pandemic has a huge impact on the learning process, learning that is usually carried out directly is now diverted into online learning. Students feel bored and bored during the learning. Online learning for primary school-age children is less effective. There are several factors supporting teachers in the online learning process, namely the availability of mobile phones, quotas and a stable internet network. In addition to the supporting factors in online learning there are also several factors inhibiting teachers in online learning. The inhibitory factors include that not all students have mobile phones and many parents are busy working.it is necessary to government from various parties, both from the government as the regulatory holder and the community as policy users. so it is expected that both can synergize and maximize the academic potential of students.

Abstract

The waste problem that occurs in almost a number of big cities in Indonesia has a serious impact on these handling efforts. Through the policy launched by the City Government itself, efforts to deal with waste in the city environment itself continue to be carried out and pursued together. Depok City as one of the cities in the West Java region is highly committed to the waste problem that occurs in the Depok City Area.Every day the city of Depok has to deal with 1,250 tons of mounting waste, causing concern for the Depok City Government to immediately handle the waste problem. With the issuance of the Depok City Government Regulation Number 5 of 2015 concerning Waste Management, it has become an important issue of the Depok City Government's work program in the success of the waste management program.The main program carried out by the Depok City Government is through the Strategy  Duck Garbage which is expected to be able to solve the waste problem in Depok City. In this study the author uses a qualitative descriptive research method with government informants as competent sources and can answer the strategies carried out by the Depok City Government itself. In addition to Interview with informants, the author also uses Observation and Study of documents to support information

Abstract

SARA in Manifesting Tax Administration Good Governance. Low tax compliance means that tax revenue has not been able to reach the target. One of the causes is the lack of resources and authority possessed by the Directorate General of Taxes. This research is to analyze Semi- Autonomous Revenue Agencies (SARA) in manifesting good governance. This study uses a qualitative approach with data collection techniques in the form of observation, interviews and using secondary data. The results show that SARA will give more authority to tax authorities in terms of resource management, policy formulation and decision making so that in some countries SARA has succeeded in increasing tax revenue. However, SARA is also prone to abuse of power, so there is a need for a system to monitor SARA

Abstract

This study aims to analyze the governance and problems of the tax execution auction in Jakarta III State Property Office and Auction as tax collection effort. This is related to the sale realization of the tax execution object which is always lower than the actual value of the object for confiscation. This study uses a qualitative approach with data collection techniques through interviews, observation and use of secondary data. The results showed that the governance of auction basically has met the principles of transparency, accountability, and good coordination. However, the problem lies in the low community participation. This is due to the biased rules for auction announcements as well as too high a limit on the auction object value. In addition, the efficiency of auction implementation is also considered to be less good in terms of time and material.
