Virtual education largely focused on ways to use technology to deliver the traditional educationa... more Virtual education largely focused on ways to use technology to deliver the traditional educational products (i.e., programmes and courses) in ways that make them more accessible, flexible, and cheaper. All these happen due to the globalization effects. It is the globalization which empowers people to think in a wider way, to see for a larger benefits, to use technology to do their task more efficiently, effectively, comfortable, and quickly. This paper is aimed at assessing the interconnect between globalization and infrastructure for virtual learning, especially in Africa, middle East and Oceania/Australia. The methodology adopted by the paper involves an in-depth study and analysis of data base of internet World statistics for 2011 using descriptive statistics, with view to coming up with a position on the relationship between globalization, VL and infrastructure for VL in the developing countries, so as to suggest ways by which they can benefit from the immense educational advantages of VL ushered in by globalization. The findings of the paper, shows that ironically, while virtual learning may be of most benefit to developing nations, they generally have poor internet connectivity and telecommunications infrastructure for effective facilitation of virtual learning for human development. Results of data analysis shows that while Asia, Europe, North America and Latin America/Caribbean were the top in virtual learning infrastructure in 2011, the developing regions of Oceania/Australia, Middle-East and Africa are the lowest, collectively accounting for 10.70% of VL infrastructure in the World. The paper concludes that if used correctly, virtual learning can be beneficial to all those involved, i.e. learners, staff and higher education institutions. Thus, the paper recommends for a concerted efforts by governments in developing countries to develop the necessary infrastructure for virtual learning with a view to reducing the digital divide, as well as, adequately reap the enormous benefits of virtual learning ushered in by globalization. Similarly, developing countries should declare ICT as part of the priority for the socio-economic development and should established commissions to take charge of it. Necessary steps should also be taken by governments in order to access the benefits of globalization while minimizing the destabilizations, dislocations, disparities, disruptions and distortions associated with the current global trends. Special focused teams involving representatives of the government, academia and the private sector should be formed to monitor, analyze and disseminate information on the trends, structure, consequences, and implications of globalization and recommend policy actions to all concerned.
