Samuel Charap

SAMUEL CHARAP is Distinguished Chair in Russia and Eurasia Policy and Senior Political Scientist at the RAND Corporation. He was previously Senior Fellow for Russia and Eurasia at the International Institute for Strategic Studies and Director for Russia and Eurasia at the Center for American Progress. During the Obama administration, Charap covered Russia and Eurasia policy at the State Department, including as a member of the Policy Planning Staff and as Senior Adviser to the Undersecretary for Arms Control and International Security. He is a co-author of Everyone Loses: The Ukraine Crisis and the Ruinous Contest for Post-Soviet Eurasia.
