There used to be a "Keys and endpoint" menu option, but I don't see it. The home page only shows the 1st key:

Where can I view the 2nd key for my Azure OpenAI resource?

You can see both keys in Azure Portal by opening the blade for the resource and selecting Keys and Endpoints page. There you can click on show keys to show you both primary and secondary key.
