上記処理対象物である鋼材の処理対象領域にパルスレーザー光を照射するレーザー照射距離を可変設定する照射距離可変設定手段と、上記処理対象領域を含む作業領域内でパルスレーザー光の照射位置を移動させるスキャン手段を備え、上記処理対象物である鋼材の処理対象領域にパルスレーザー光を照射するパルスレーザー光照射装置と、
上記パルスレーザー光照射装置の動作を制御する制御装置と
を備え、
上記制御装置は、上記パルスレーザー光照射装置により、パルス照射するレーザー光の1パルス当たりのレーザー密度を、レーザー照射距離に基づくパルスレーザー光のスポット径dpと、1パルス当たりの照射位置の移動距離dmに基づいて、上記酸化被膜の表層のヘマタイト(Fe2O3)を除去するのに有効なレーザー密度に初期設定し、上記処理対象領域を含む作業領域内でパルスレーザー光の照射位置を上記スキャン手段により移動させて、上記初期設定されたレーザー密度のパルスレーザー光を照射して、上記酸化被膜の表層のヘマタイト(Fe2O3)を除去するケレン処理を行うように上記パルスレーザー光照射装置の動作を制御する
