the performing, according to the user type, load balancing based on rate prioritization, coverage prioritization or cell user number includes:
when the user type of the terminal is a central user, carrying out load balancing based on rate priority;

4. The method of claim 1, wherein performing coverage-first based load balancing when the user type of the terminal is an edge user comprises:
calculating a load balancing weight threshold of the terminal according to the difference value of the RSRP of the terminal in the current cell and the target cell, the difference value of the PRB utilization rate of the current cell and the target cell and the difference value of the user number of the current cell and the target cell;
and when the load balancing weight threshold is greater than a preset threshold, transferring the terminal to a target cell.
5. The method of claim 4, wherein the calculating the load balancing weight threshold for the terminal comprises:
