Always load all three C functions both on Windows and on non-Windows,
for simplicity (the extra dlsym call should have negligible cost).

Followup to #23051.

@jklymak here the same error as you get in #22920 shows up, so it seems to be intermittent.

(Regarding the PR itself, I cannot really tell, but seems to make sense.)
