Code Review
This pull request removes the delay_collect_builds and parallel_download_builds flags from numerous LUCI builder configuration files. As noted in the description, these flags are obsolete as their behavior is now the default in the underlying recipes. The changes are applied consistently across all modified JSON files, which is great for maintainability. The changes are correct and I see no issues. This is a good cleanup.
