At the moment, exceptions are disabled by default in the PlatformIO build script. This PR adds a new configuration macro
PIO_FRAMEWORK_ARDUINO_ENABLE_EXCEPTIONSto allow users dynamically enable exceptions.platformio/platform-espressif8266#237
