Description

Add Prometheus metrics to surface aggregated prebuild timing data across templates, organizations, and globally.
Metrics should include:

• Whether a workspace was created using a preset, a prebuild pool, or neither
• Time taken to build into the pool (initial provisioning build)
• Time taken to claim from the pool (claim provisioning build)

This implementation will provide the backend data needed to evaluate prebuild performance and time savings.
