Abstract

Pemilihan umum secara langsung di Indonesia telah berjalan sebanyak 4 kali, namun tetap menyisakan berbagai permasalahan. Baik KPU dan Bawaslu dan para elit yang memiliki kepentingan selama ini hanya berfokus untuk menarik simpatisan rakyat untuk memilih dan tidak golput, namun yang terjadi pada proses pemilihan masih terdapat surat suara tidak sah yang tentunya memiliki dampak dari perolehan suara. Masalah yang dihadapi pada penelitian ini menganalisa upaya KPU dalam mengatasi surat suara tidak sah di Sulawesi Barat. sehingga tujuan dari penelitian ini hendak mendeskripsikan penyebab terjadinya surat suara tidak sah pada pemilu sebelumnya dan cara mengatasinya pada pemilu tahun 2024. Metode penelitian yang digunakan yakni metode kualitatif dengan mendeskripsikan fenomena surat suara tidak sah serta menganalisanya berdasarkan landasan teori yang berkaitan dengan fakta yang ada di lapangan. serta Teknik pengumpulan data dengan mengkaji berbagai sumber referensi ilmiah, informasi dari sumber primer dan sekunder dan melalui dokumen yang relevan seperti jurnal, buku, berita dari media massa terkati dan artikel yang berkaitan dengan penelitan. Hasil penelitian menunjukkan adanya kurang pemahaman dari masyarakat terutama bagi pemilih usia lanjut dan pemilih pemula dalam melakukan proses pemilihan. kebingungan yang terjadi tentunya diharapkan bisa diatasi oleh KPU Sulawesi Barat melalui sosialisasi dan bimtek khusus tata cara pemilihan bagi masyarakat sebelum proses pemilihan di tahun 2024.

Abstract

This study aims to analyze public perception of the dissemination of information on Regional Regulations (Perda) passed by the Soppeng Regency DPRD together with the local government. Regional regulations are legal instruments that regulate various aspects of social and economic life in the regions, but their success is highly dependent on community understanding and participation. A quantitative descriptive method was used in this study, involving 100 respondents in Soppeng Regency. Respondents are selected purposively based on the criteria of having knowledge or experience related to the Regional Regulation.  The results of the study show that 97% of the public understands the functions and duties of the DPRD, but only 43% feel that they receive information about the Regional Regulation clearly and comprehensively. Social media is the main source of information, while direct socialization by DPRD members is not optimal. The majority of people (96%) consider that the Regional Regulation is made for the benefit of the people, even though they state the need to increase the intensity of socialization. Community participation in socialization activities is still low, with 46% rarely participating in these activities. This study also found that age, education, and employment factors affect people's perception of the Regional Regulation. Respondents with higher education levels tend to have a better understanding. These findings highlight the need for intensification of socialization by the DPRD through a more inclusive strategy and the use of digital media to increase public understanding and their participation in the implementation of the Regional Regulation. Conclusion This study provides strategic recommendations to increase public involvement in the legislative process and the dissemination of legal information.  Keywords: Community Perception, Information Distribution, Regional Regulation, Soppeng Regency, Community Participation.

Abstract

Tujuan penelitian ini adalah untuk mengetahui dan menggambarkan pelaksanaan pengalihan pengelolaan pendidikan menengah dari kabupaten/kota di Kabupaten Maros, serta hambatan dan tantangan dalam pelaksanaan pengalihan kewenangan pengelolaan pendidikan menengah di kabupaten Maros. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, teknik pengumpulan data yang digunakan adalah observasi dan wawancara langsung serta dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa : (1) beralihnya status kepegawaian guru dan tenaga pendidikan menjadi pegawai pemerintah provinsi Sulawesi Selatan, Guru dan tenaga pendidikan merasakan adanya keterlambatan dalam transfer gaji dan tunjangan guru, pengurusan administrasi yang jauh, dan bertambahnya penghasilan guru honorer. Pendanaan pendidikan menengah khususnya dana BOS menuai keterlambatan dalam pencairannya, serta kepala sekolah tidak leluasa mencari sumber bantuan lain. (2) Hambatan dalam pelaksanaan pengalihan kewenangan pengelolaan pendidikan menengah di Kabupaten Maros adalah penyebaran kebutuhan guru yang tidak merata, adanya birokrasi yang rumit, dan pengelolaan aset yang belum tuntas di Kabupaten Maros. Sedangkan, tantangannya adalah nuansa psikologisnya untuk bersaing secara global, wilayah Sulawesi Selatan yang luas, dan peningkatan kompetensi aparatur.

Abstract

Bullying is an act of intentionally hurting an individual or group verbally, physically, psychologically, or socially, with serious impacts on victims. According to data from the Indonesian Child Protection Commission (KPAI) in 2024, cases of physical and psychological abuse against children increased from 7.8% in 2023 to 11.7% in 2024. In response to this, the community service team from UNSULBAR conducted an anti-bullying awareness program at SMPN 6 Wonomulyo. This activity aimed to improve students’ understanding, attitudes, and behavior in preventing and responding to bullying. The program consisted of three stages: preparation, implementation, and evaluation. The awareness campaign was delivered through interactive education, short educational films, group discussions, and quizzes with prizes to encourage active participation. The material covered types of bullying (verbal, physical, relational, and cyber), the roles involved in bullying incidents, and practical ways to handle them. A total of 73 students participated in the activity, which was positively received by students and school staff. Evaluation was conducted via Q&A sessions and direct feedback from students and teachers. The results showed increased student awareness and a collective commitment to fostering a safe and inclusive school environment.

Abstract

This paper examines the management of the subsidized nutsrient support scheme in the Maros Regency in South Sulawesi, in terms of public administration, using the tri-angle theory of strategic government of John Bryson so as to query the schematism of legitimacy, the organizational capacity, and creation of the public value. Using a qualitative descriptive method, we conducted policy report (15 reports) and RDKK document analyses, site observations at five centers of the distribution, and interviews with 20 stakeholders (government officials, legislators, farmers, distributors). The results highlight seven governance issues: inappropriate type of fertilizer, inappropriate brands, little effects on agricultural production, politicization of distribution of fertilizers, inadequate distribution support, poor participation of farmers and incomplete farmer and land information. These limitations indicate poor legitimacy since it is not accompanied by transparent and politically independent procedures, in which farmers have no say in the decision making, something that undermines trust and fairness. Limited source of sufficient technical assistance, unreliability of data system, poor inter-actor coordination are constraints of organizational capacity that lead to inefficient distribution practices. In addition, the program has shown little in the way of public value creation, having little to no impact on increasing crop yields or crop farmer welfare levels and instead creating dependency and not empowerment. The proposed reforms which include the implementation of the farmer-led councils, transparent allocation process, and results-based assessment aim at improving governance of the agricultural subsidies in Maros and other similar contexts in order to achieve food security and empower the farmers.
