Abstract

This study investigates the ethical considerations surrounding the development and application of artificial intelligence (AI) for social and economic progress. This research aims to analyze the impact of AI on fairness, transparency, accountability, privacy, and social outcomes. The research method uses a systematic literature review (SLR) to collect and synthesize relevant findings from previous research and theoretical frameworks. The data is collected, and the data analysis technique used in the SLR method is to carry out stages such as study selection, evaluation of study quality, extraction of relevant data, and synthesis of findings from the selected studies. This research results in the importance of mitigating bias, increasing transparency and accountability, protecting privacy and data, and evaluating the social impact of AI. In conclusion, this research underscores the critical need for ethical frameworks and regulations to guide AI's responsible development and deployment to drive equitable and beneficial social and economic progress.

Abstract

The study aims to examine how implementation of public policy can affect the well-being of the public. Through an in-depth analysis of the literature, the study identifies key factors that play a role in the success of public policies such as education, health, employment, housing, and social protection. With a focus on the developing-country context, the study seeks to provide new insights into how public policies can be effectively implemented to improve public well-being. From the analysis of the literature, the study found that the success of public policy implementation in improving the well-being of communities depends mainly on several key factors: (1) inclusive and evidence-based policy design; (2) availability of adequate resources; (3) good inter-agency coordination and collaboration; (4) policy adaptation to local contexts; and (5) active participation of the community. Furthermore, the main challenges emerging relate to resource constraints, resistance from stakeholders, and changing political-economic conditions. The study proposes several strategies to improve policy implementation effectiveness, including enhancing institutional capacity, using participatory approaches in policy formulation and implementation, and increasing transparency and accountability in decision-making processes. This research reaffirms the importance of a comprehensive and multidisciplinary approach in designing and implementing effective public policies to enhance public well-being.

Abstract

The study aims to understand the challenges and opportunities of implementing e-Government in an effort to improve transparency and accountability of government. Digital technology has changed the way government works, and e-Government can play a key role in driving a more democratic and transparent government. However, the implementation of e-Government also faces challenges. Using a literature research approach, the study identifies and analyzes opportunities and challenges in e-Government implementation. Research results indicate that e-government has significant benefits in increasing transparency and accountability through better provision of information to the public, more inclusive decision-making processes, and more efficient public services. However, it was also found that problems such as inadequate infrastructure capacity, cybersecurity issues, as well as cultural and social barriers could undermine the effectiveness of e-Government. Overall, studies show that despite the challenges, the opportunities offered by e-Government in improving governance are substantive, noting that the issues identified need to be addressed with appropriate policies and multi-stakeholder involvement. Further research is suggested to explore the latest applications of technology in e-Government, such as AI and blockchain, and to evaluate these implementations in a broader context, looking at their social, economic, and political implications in depth.

Abstract

The capital market has a significant role in promoting economic growth through fundraising mechanisms and efficient capital allocation. This study uses the research method. The results show that a developed and liquid capital market provides cheaper and easier access to funding for firms, allowing them to expand and innovate which in turn increases productivity and production capacity. In addition, capital markets also strengthen transparency and corporate governance, which not only increases investor confidence but also maintains overall economic stability. An effective capital market encourages companies to meet higher reporting and auditing standards, which in turn improves their accountability and performance. This allows for a more efficient allocation of resources to sectors with high growth prospects, thereby spurring innovation and value addition in the economy. However, these positive impacts are more pronounced in countries with adequate financial infrastructure and supportive regulations. In developing countries, challenges such as lack of liquidity, information imbalances, and political instability remain major obstacles. In this context, the literature review emphasizes the importance of building strong capital market infrastructure, improving financial literacy, and continuous efforts in strengthening regulations to maximize the contribution of capital markets to economic growth. With the right strategy, capital markets can be an important pillar in promoting sustainable and inclusive economic growth.

Abstract

The dynamics of Education Policy in Indonesia are experiencing changes and challenges in Indonesia. The study in this research uses the literature method. The results showed that; first, Consistent Policy Change: Education policy in Indonesia has gone through various phases of change in response to social, economic and political developments. These policies include increasing access to education, equalising quality and integrating technology in the teaching and learning process. Secondly, the education gap: Despite efforts to equalise access to education, this study found that there are still significant gaps between urban and rural areas and between different socio-economic groups. These gaps result in disparities in the quality of education received by students. Thirdly, resource management: One of the major challenges identified is the limitations in resource management, both human and financial. The lack of qualified teaching staff and adequate education infrastructure are major obstacles to effective education policy implementation. Fourth, Policy Implementation: The study found that although education policies are formulated comprehensively, their implementation is often inconsistent due to a lack of coordination between levels of government and weak supervision. This results in policies that are good on paper not always producing the expected results in the field.

Abstract

The digital era brings transformation in various aspects of life, including in public services. This analysis investigates the quality of public services in the digital era with a focus on implementation and challenges faced. The implementation of information and communication technology is believed to be able to improve the efficiency and effectiveness of public services, facilitate accessibility for the public, and simplify various administrative procedures. However, the success of this digital transformation depends on various factors such as the availability of technological infrastructure, cybersecurity, and the digital competence of government employees. Despite the great potential, the implementation of digital services is also faced with various challenges. One of the main challenges is the digital divide, which can hinder equitable access for the entire community. In addition, the lack of public participation in the digital service development process can reduce the relevance and effectiveness of the services provided. Therefore, a comprehensive and inclusive strategy is needed to address these challenges and maximise the benefits of digital technology in improving the quality of public services. Successful digital transformation will bring significant improvements to public services, providing greater and more equitable benefits to society

Abstract

The implementation of public policy is a complex process and faces various challenges, including limited resources, social resistance, and the need for coordination between institutions. This challenge demands a holistic approach that involves the active participation of the community and synergy between policy and local needs. This study explores various solutions to overcome obstacles in the implementation of public policies, such as the importance of data-based policies, effective communication, the provision of adequate resources, and continuous monitoring and evaluation. In addition, strong leadership and commitment from all stakeholders play a key role in the successful implementation of policies. With an integrated approach and collective support, the main goal of achieving people's welfare can be realised effectively and sustainably.
