Abstract

Village Community Empowerment is a process that aims to increase the ability and capacity of communities at the village level in managing existing resources, meeting basic needs, and playing an active role in development. The utilization of village fund allocations in 148 villages in Gayo Lues district is still not utilized optimally every year for community empowerment activities even though village fund allocations have been provided by the government for each village. This research aims to analyze the empowerment of village communities through the use of village fund allocations and the factors that influence the use of village fund allocations in empowering communities. The theory used is the theory of community empowerment according to Adisasmita with 3 aspects, namely the input aspect (Human Resources, Budget, Facilities and Infrastructure, Data, Planning and Technology), the process aspect (Implementation, Monitoring and Supervision), and the output aspect (Target achievement, Effectiveness and Efficiency). The research results show that the empowerment of village communities through the allocation of village funds in Gayo Lues Regency based on research results has not yet been achieved as expected. The allocation of village funds which is expected to be able to achieve 70% use in the field of community empowerment, is in fact not used optimally by the village government in Gayo Lues Regency. The factor that influences the use of village fund allocations in empowering village communities in Gayo Lues Regency is the inconsistency of village officials in using village fund allocations in community empowerment programs between community proposals during village musrenbang and the realization of the implementation of community empowerment programs.

Abstract

The Gayo Lues Regency Government Work Plan (RKPK) is a planning document prepared as a guide for the implementation of the Gayo Lues Regency Budget and Revenue and Expenditure. BAPPEDA as an agency that has the duties, principals and functions of planning regional development in the focus of RKPD planning includes situation analysis, formulation of vision, mission and objectives, identification of programs and activities, budgeting, public consultation and approval. This research aims to analyze the performance of BAPPEDA in the process of preparing the RKPK and the factors that influence the process of preparing it. The theory used is the Organizational Performance theory according to Agus Dwiyanto with indicators of productivity, responsiveness and accountability. The research method uses a qualitative approach. The research results show that the performance of BAPPEDA Gayo Lues in the RKPK preparation process is still not optimal, this is due to the implementation of the RKPK preparation from preparation to completion not being on time, as well as inconsistencies between the RKPK and the KUA/PPAS and the RAPBD. In the productivity aspect, it is known that BAPPEDA's performance greatly determines the success in preparing the District Development Work Plan. The problem that occurs is the RKPK not being completed on time according to the specified targets. Factors that influence BAPPEDA's responsiveness include human resources, sufficient budget and collaboration with stakeholders. by external factors such as political intervention which results in a lack of transparency and affects public accountability. The internal factor that influences the performance of BAPPEDA Gayo Lues Regency is that the number of human resources who are expert planners is still very minimal and the workload is not balanced with the number of human resources, while the external factor that influences the performance of BAPPEDA Gayo Lues Regency is the influence of political bureaucracy in preparing the RKPK which also influences the inconsistency of the RKPK

Abstract

The problem that occurs is the performance of the Kesbangpol Office employees who are not disciplined during working hours, the community assesses that the quality of the performance provided is still not optimal, the community waits for the arrival of employees, resulting in time delays in providing services to the community. In providing services, it also does not meet the standards as expected. This research aims to analyze the performance and determine the obstacles to employee performance at the Gayo Lues Regency Kesbangpol Agency in Public Services. This type of research uses a qualitative descriptive approach. The theory used is Dwiyanto's theory of performance including productivity, service quality, responsiveness and accountability. The results of this research are the performance of the Gayo Lues Regency National Unity and Political Staff, namely that productivity has not been fully achieved according to the target, quality of service on a priority scale in determining the most important needs to be met first, responsibility for implementing Standard Operational Standards (SOP) is able to improve service quality, Accountability. Implementation of activities is in accordance with the schedule so that programs and activities run properly. Obstacles found in the performance of ASN at Kesbangpol include, among other things, the absence of Standard Operating Procedures (SOP) so that there is no reference in providing services to the community, especially regarding who is implementing it, service time and limited human resources as program implementers, as well as obstacles in terms of limited availability. Facilities and infrastructure.
