Abstract

Penelitian ini menyelidiki perkembangan ilmu pengetahuan dalam konteks konsep rasionalisme dan empirisme. Metode yang digunakan ialah deskriptif kualitatif dengan jenis penelitian studi kepustakaan. Data diperoleh dari berbagai literature seperti buku, jurnal,web, makalah skripsi, dan dokumen lainnya dalam bentuk cetak maupun online. Hasilnya menunjukkan bahwa kedua pendekatan ini telah mempengaruhi perkembangan ilmu pengetahuan. Rasionalisme menganggap bahwa pengetahuan berasal dari akal pikiran, sedangkan empirisme menganggap pengalaman sebagai sumber utama pengetahuan. Jika kita melihatnya dari perspektif sejarah, rasionalisme adalah doktrin filosofis yang kuat yang telah ada sejak zaman Yunani Kuno dan mencapai titik tertingginya pada abad ke-17 dan ke-18. Orang-orang hebat seperti Rene Descartes, Baruch Spinoza, dan Gottfried Leibniz berkontribusi banyak pada perkembangan rasionalisme. Sebaliknya, tokoh-tokoh seperti John Locke, George Berkeley, dan David Hume adalah pendahulu empirisme. Keduanya sering kali saling melengkapi dalam proses mengembangkan ilmu pengetahuan. Keduanya sangat penting untuk memperluas tentang pengetahuan dalam memahami tentang dunia di sekitar. Perkembangan ilmu pengetahuan sangat dipengaruhi oleh dua pendekatan filosofis rasionalisme dan empirisme. Pendekatan pertama berfokus pada awal pengetahuan dan cara manusia memperoleh pengetahuan, meskipun ada perbedaan pendapat di antara keduanya.

Abstract

This study aims to examine the application of environmental policy in Sungai Penuh City, Jambi Province, utilizing perspectives from state administration law. The primary focus is to identify challenges encountered during implementation. Employing a qualitative approach, this research draws data from literature reviews, observations, interviews, and documentation. Data analysis involves manual reduction, presentation, and interpretation. The study reveals the existence of various environmental policies, notably the Sungai Penuh City Regional Spatial Plan (No. 5 of 2012) for 2011-2031 and the Environmental Protection and Management Plan (No. 4 of 2022) for 2022-2052. However, the efficacy of these policies within the environmental department of Sungai Penuh City remains suboptimal due to improper waste disposal practices among numerous small businesses. Furthermore, several challenges impede the execution of environmental management policies in the city, including limited government funding, inadequate staffing, insufficient coordination among relevant agencies, and a lack of awareness and commitment to environmental sustainability among business entities.

Abstract

Studies regarding work discipline in police agencies or institutions are still relatively rare research in the realm of public administration research in Indonesia. This study was intended to analyze the effect of organizational commitment and organizational culture on organizational discipline among the police officers in the Kerinci Police Station. In the long term, this research aims to improve the quality of discipline of police officers in the delivery of services to the community, especially at the Kerinci Police agency, which so far seems to have not been optimal. One of the causes of the low quality of discipline is, among other things, assumed to be the impact of the low quality of commitment and organizational culture among the members of the Polres concerned. This study was conducted using a quantitative approach. The data were collected through distributing questionnaires as well as documentation data support. The data were analyzed with descriptive statistics consisted of frequencies, averages, percentages and multiple regression. The finding of this study indicated that organizational commitment and organizational culture did not significant influences on organizational discipline among the police officers in the Kerinci Police Station.
