Abstract

Awal  tahun  2019,  Indonesia  menorehkan  prestasi  menjadi  negara  di  peringkat  pertama  destinasi  wisata  halal dunia, versi Global Muslim Travel Index (GMTI) 2019.  Prestasi ini tidak terlepas dari upaya Tim Percepatan Pariwisata  Halal  Kementerian  Pariwisata  Republik  Indonesia  (Kemenpar)  yang  telah  mendisain  dan  membuat strategi pengembangan pariwisata halal untuk menambah perolehan devisa negara. Lima destinasi utama wisata halal di Indonesia yaitu Lombok, Aceh, Sumatera Barat, Jawa Barat dan DKI Jakarta, juga  telah berkontribusi pada prestasi Indonesia di kancah internasional dengan upaya komunikasi mereka dengan stakeholder strategis pariwisata  halal  di  masing-masing  daerah.  Penelitian  ini  bertujuan  mengetahui  dan  menganalisis  komunikasi pemerintah  dan  menganalisis  key  messages  yang  dibuat  public  relations  pemerintah  tentang  pariwisata  halal. Pendekatan  penelitian  ini  adalah  metode  kualitatif  dengan  menggunakan  teknik    wawancara  bersama  pembina tim pengembangan  wisata  halal Kemenpar, humas Pemprov DKI Jakarta,  pelaku industri pariwisata halal, dan praktisi public relations yang berada di tim pengembangan pariwisata halal di Indonesia. Menggunakan konsep public  relations  dan  messaging  development,  tulisan  ini  diharapkan  berkontribusi  pada  perkembangan  industri pariwisata  di  Indonesia  melalui  perspektif  public  relations  dan  pengembangan  pesan  pariwisata  halal.    Hasil penelitian ini menyatakan bahwa sebagai regulator untuk pariwisata halal, Kemenpar belum melakukan aktivitas komunikasi  dengan  pendekatan  public  relations  yang  optimal  melalui  penyampaian  pesan  pariwisata  halal kepada  masyarakat  Indonesia  sendiri.    Exposure  tentang  pariwisata  halal  di  Indonesia  belum  sepenuhnya dipahami  oleh  masyarakat  dan  awareness  tentang  industri  pariwisata  halal  sebagai  bagian  dari  gaya  hidup muslim  di  Indonesia,  belum  sampai  pada  tahap  yang  menggembirakan  dibandingkan  dengan  negara  tetangga Malaysia.  Kata Kunci: Messaging Development, Muslim Friendly, Pariwisata Halal, Public Relations

Abstract

This research aims to seek better understanding on the empowerment of the public relations office following the restructuring conducted by Jakarta City Administration.  Involving 11 respondents, the research utilizes qualitative research method with case study approach.The background issues in the research are as followed: (1) Why the role and function of public relations office at Jakarta Administration remain insignificant regardless of the restructuring; (2) What the public relations office’s role and function are in the attempts to empower public relations following the restructuring; and (3) What the ideal pattern of the empowerment of government public relations office at Jakarta City Administration is. The research shows that (1) The restructuring has been quite efficient, but the public relations office has yet to be effective in promoting Governor’s policies; (2) Following the restructuring, the public relations office has yet to be empowered optimally and is consdered weak in carrying out its tasks and function.  The weakness was attributed to, first, the complicated problems and organizational structure at the Administration, as well as the ego of different institutions.  Second,  the slow service in providing public information due to the low pace of coordination between offices.  Public relations officers do not have the full authority to dictate the Governor related to this public image.  Third, public reltions is still positioned as technical support, instead of managerial or strategic position; (3) The Governor has high commitment in supporting public relations’s function.  It is up to the public relations office itself to implement it well; (4) The quality of human resourcs is subject to improvement through training or education ; (5) Public relations budget is still modest; and (6) The infrastructure to provide public information are readily available, suc as news website, hotline service and social media.

Abstract

Background. Throughout history, communication have been fundamental source of shaping values in community and society.  In Rumpin District of Bogor Regency, Indonesia, communities  in two villages namelyCipinang and Rabak have been shaped by communication delivered by their religious leaders and community figures related to loudspeaker ban. The biggest adherent anti-loudspeaker (ASPEK or Anti Speaker) community is in Jatinunggal Dusun or Hamlet in   Cipinang Village, Rumpin Districts. In the beginning,  of restriction loudspeaker had been found in the mosque.  It turned out that the anti the speaker applies in the place where television , tape player and radio and all anything associated with audio , like music also are not allowed because they are  still associated with the speaker. This study aims to seek better understanding how the communication has shaped the community‟s rotten traditional value about loudspeaker ban in the said villages. Method.    This research is conducted through qualitative approach as the goal was to receive spontaneous, rich, specific, and relevant answers to provide the material needed for thick description (Brinkmann & Kvale, 2015. P 192).  A meod for this study, semi-structured interviews were used because the focus of the study was to gain in-depth insights to the perceptions and feelings of the participants such as religious leaders, community figures, cadres, and district staff in both villages.  Results. Respect the ancestors seeming to be the glue of every community in Rabak and Cipinang Villages and it has been shaped by the role of religious leaders and community figures who influence them over generations. Discussion. Religious leader and community figures shaped communication in one-way communication.  Adopted a hypodermic theory, the hypodermic needle model (known as the hypodermic-syringe model, transmission-belt model, or magic bullet theory) is a model of communication suggesting that an intended message is directly received and wholly accepted by the receiver (Raddock, 2011). Despite of the said model had been used for mass-communication process, the hypodermic needle is suitable for the process in interpersonal communication when the sender deliver messages about loudspeaker-ban through generations.  There have been no feedback nor discussion from the receiver.  The communities agree with the power of messages spread by religious and communities figures about their what-so-called traditional values.  Keywords :  One-way communication – hypodermic needle, loudspeaker ban, traditional value

Abstract

Background.   Public Service Mall (PSM) is a breaktrough done by Jakarta’s Investment and One-StopIntegrated Service (PTSP) Office to improve people’s satisfaction.  Jakarta was previously known with its badpublic services conducted by local government. It’s improved up to 98% after PSM existence.  For example,Building Construction Permit (IMB) service had scattered in  various government agencies with unauthorized cost,completed in 60 days.  In reformation era, Jakarta cleaned up to prioritize the satisfaction of Jakarta’s people throughservice innovations such as one-stop integrated service IMB in PSM, Deliverance of Motor Licence (AJIB). Research Questions : 1). How  is the Forms of Service  in PSM ?; 2). What are the driving factors and innhibitors?Research Purpose , to analysis : 1).Forms of Service in PSM 2) to find out driving factors and inhibitors, ResearchFocus : 1).Forms of Services in PSM 2). IMB 3.0 and 3).AJIB . Research Methode: Descriptive; Research Approach: Qualitative; Results:  1).Forms of Service of PSM, DPM, PTSP =  292 , there are 14 Services from otherinstitutions, 2) AJIB conducted through online and offline, 3) IMB Service 3.0 free- conducted as long as it is not viabroker, will be provided free house design.  However, there are weaknesses that few people care of IMB 3.0 ; thereare many brokers; less employees; and a narrow service space.Keywords : innovation,  one-stop integrated service

Abstract

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Abstract

Indonesia sangat rentan terhadap dampak pemanasan global, perubahan iklim, dan kejadian bencana. Sebagai negara tropis, dikelilingi laut dan memiliki hutan untuk paru-paru dunia, Indonesia menjadi salah satu negara penghasil emisi Gas Rumah Kaca (GRK)  terbesar di dunia. Emisi GRK yang meningkat dapat menyebabkan suhu bumi semakin panas  sehingga menimbulkan pemanasan gobal,  perubahan iklim dan  kejadian bencana yang langsung terlihat, seperti tingginya permukaan laut, cuaca ekstrim, banjir, longsor, dan polutan udara yang meningkat.  Dalam mengkomunikasikan risiko bencana lingkungan, pemerintah dianggap paling tepat sebagai komunikator risiko.  Kementerian Lingkungan Hidup dan Kehutanan (KLHK), telah melakukan komunikasi risiko untuk menahan laju emisi GRK di Indonesia.  Penelitian bertujuan  mengeksplorasi proses komunikasi risiko yang dilakukan oleh pemerintah dalam melakukan penurunan emisi GRK di Indonesia.  Metode digunakan adalah studi pustaka dan telaah dokumen pemerintah terkait upaya komunikasi risiko dalam mengurangi GRK untuk menurunkan suhu bumi. Hasil penelitian menunjukkan bahwa komunikasi risiko pemerintah telah dilakukan melalui serangkaian program dan kebijakan di masing-masing lembaga terkait upaya penurunan emisi GRK, seperti Kementerian ESDM dan Kementerian Perindustrian, meski belum terintegrasi pesan risiko yang dibangun untuk meningkatkan pengetahuan dan pemahaman publik tentang emisi GRK dan dampak pemanasan gobal bagi bumi Indonesia. Pengembangan pesan risiko harus dilakukan untuk meningkatkan kualitas komunikasi risiko pemerintah.Kata Kunci : Komunikasi Risiko, Komunikasi Pemerintah, Emisi GRK, Pemanasan Global AbstractIndonesia is prone to the impact of global warming, climate change and disasters. As a tropical country surrounded by the sea and forests for the world's lungs, Indonesia is one of the world's largest emitters of Greenhouse Gases (GHGs).  Increased GHG emissions cause global temperatures to warm up, causing global warming, climate change, and catastrophic events that are immediately visible, such as high sea levels, extreme weather, floods, landslides, and increased air pollutants. In communicating the risk of environmental disasters, the government is considered the most appropriate as a risk communicator. The Ministry of Environment and Forestry (KLHK) has carried out risk communication to curb the rate of GHG emissions in Indonesia.  The research aims to explore the process of risk communication carried out by the government in reducing GHG emissions in Indonesia. The method used is a literature review and study of government documents related to risk communication efforts in reducing GHGs to reduce the earth's temperature. The results show that the government has communicated its risk communication through a series of programs and policies in each of the institutions related to GHG emission reduction efforts, such as the Ministry of Energy and Mineral Resources and the Ministry of Industry.  Despite the integrated communication system that has yet to develop risk messages to increase public knowledge, understanding of GHG emissions and global warming impact, the development of risk messages must be carried out to improve the quality of government communication in communicating the risk.Keywords : Risk Communication, Government Communication, GHG emission, Global Warming

Abstract

Pancasila has become an agreement as to the final form of state philosophy or ideology. Pancasila is considered a "middle way". Muhammadiyah, as an important actor in the process of formulating Pancasila, feels it is important to maintain Pancasila as the basis of the state. At the 47th Muhammadiyah congress in Makassar, 2015, Muhammadiyah decided to make Pancasila as Dār Al-Ahdi Wa Al-Syahādah. This paper examines the Pancasila Implementation Strategy as Dār Al-Ahdi Wa Al-Syahādah to provide solutions to the ideological and practical problems of Pancasila. There are many challenges facing Pancasila. Some are ideological and some are practical. The ideological challenges are relatively reduced as a result of the commitment of Islamic organizations such as Muhammadiyah to Pancasila. On the other hand, the practical challenges related to the implementation of Pancasila are even greater. For example, Pancasila has played a role in Indonesian economic policies in dealing with COVID-19, business monopolies and oligarchs, and eradicating corruption?. This study uses the Literature Review method for meta-analysis of data by reviewing several articles in national and international journals. The conclusion is that the Pancasila problem is more related to the implementation of the values contained in the Pancasila precepts. The very great values of Pancasila are not able to colour the life of the nation and state.

Abstract

This article aims to know the display and narrative new normal in the Traveloka Commercial TV ad message regarding a new way of life in relation to the Covid 19 pandemic. Using a qualitative approach with narrative analysis; how do communicators tell stories, this research was conducted. Through observation of Traveloka #JalanBersamaAnda TV advertising material and literature study, data collection techniques were carried out. One by one, analyzing each frame and duration of advertisements and selecting and classifying them according to the research focus for data presentation. The finding in this article is that Traveloka commercial TV commercials carry #JalanBersama as the big idea foundation. Presenting ten visual stories of environmental atmosphere and some unusual daily activities of people in early 2020 related to the COVID-19 pandemic.

Abstract

Since the launch of decentralization, the Musrenbang (Musyawarah Rencana Pembangunan) or Multi Stakeholder Consultation Forum for Development Planning is the principal instrument introduced by the Government of Indonesia for public consultation. In support of this participatory Musrenbang process, a number of regional governments including South Tangerang, have tried to increase participation by developing an online Public relations system. It is addressed to legislate transparency in budgeting and deepen the consultative approach down to the community level. The said system is electronic Musrenbang (e-Musrenbang) coordinated by Bappeda (City Development Planning Agency) together with disctrict level (Kecamatan). This research aimed to seek how the utilization of Cyber PR in Musrenbang by City Development Planning Agency of South Tangerang (Bappeda). Using qualitative data and case study method, the research conducted through in-depth interviews and FGD with bureaucrats in Bappeda, sub-district, village, and neighbourhood. E-Musrenbang as one of the concepts of Cyber PR conducted in Bappeda Tangerang Selatan, needs to be improved. This is to foster the use the application and the involvement of stakeholders for better Tangerang Selatan in the future.
