Abstract

In this study, the study observed was Comparison of the Implementation of Online People's Aspirations and Complaints Services (LAPOR!) In Banjarmasin City and Banjar District Governments. The Online People's Aspirations and Complaints Service (LAPOR!) Is a social media-based aspiration and complaint facility that is carried out with the principle of easy, integrated, and complete. E-Governments as an effort to use information and communication technology to improve the efficiency and effectiveness, transparency and accountability of the government in providing better public services. LAPOR! implementation! In Banjarmasin City and Banjar Regency, each region has fulfilled the elements of successful implementation of electronic government, namely Support, Capacity and Value. However, the Banjarmasin City Government is more optimal in its implementation because the Banjarmasin City Government is strengthened in its part of the support, namely by conducting more intensive socialization in socializing LAPOR! to the community so that many people know and take part in supporting the successful implementation of LAPOR! in addition to that, the capacity of the Banjarmasin financial section has also compiled the RKA so that every activity carried out can run smoothly because there is clear and detailed planning. In addition, there are several indicators of success such as commitment from the leadership, activeness in disseminating the LAPOR! Application, follow-up on complaints, and good coordination and cooperation with the management team. Whereas the Banjar district government was still not maximized in its socialization activities because there was no direct socialization conducted with the community. And in Banjar District there is no compilation of Budget Details so that the budget is still very limited and becomes an obstacle for carrying out activities.

Abstract

This research intends to prove and analyze the achievements and obstacles in the implementation of knowledge management SECI studies on the Foundations of a House Creative and Smart. The research method used is descriptive qualitative data collected in the form of words, images, and not the numbers of data, from this opinion described the descriptive study to obtain data may be derived from manuscripts, interviews, field notes, photos, video recordings, private documents, notes or memos, and other official documents. The technique of determination of informants in this study uses purposive sampling andsnowball sampling. The results of the study found that the Implementation of the Conversion SECI will be optimal if it is supported by four supporting components, namely Knowledge, infrastructure / Facilities Support available, psychological, level of solidarity trust against members of the target, and tangible assets. If the supporting component is not owned, then the implementation of the Conversion SECI relative can still be done, just that it has the limitation and its purpose is not optimal. Based on the discussion and findings above that in the application of knowledge management conversion SECI it is inseparable from the fourth process (Socialization, Externalization, Combination, and Internalization) everything was interrelated and continuous so that the achievement of a Foundation HouseCreative and Smart could be more effective. But in reality, that occurs the Foundation of the House Creative and Smart has the biggest obstacle during the process of combination because of the limitation of Knowledge in it. So, the next step of Internalization has not been able to effectively. But the overall inhibition of one process and have not being able to optimally continue the implementation of the next stage does not close the possibilityof the Foundation of the House Creative and Smart not able to implement the Conversion of SECI just still less effective.Keywords: Achievements, Barriers, Implementation of Knowledge Management Conversion SECI, Socialization, Externalization, Combination, Internalization.

Abstract

This study departs from the regulation of the Mayor of Banjarmasin Number 40 of 2019 concerning the Smart City Masterplan, which requires the implementation of Smart City Banjarmasin revised to maximize the identity of the river city as city branding, namely D(River) smart city. This study aims to identify policies and implementation of Smart Branding Policies in Banjarmasin. This study used a qualitative descriptive approach with data collection techniques carried out by triangulation of sources through literature studies, observation, in-depth interviews, and inductive data analysis. The results show that Smart Branding policies are contained in the Smart City Masterplan for 2022-2026, which was revised based on the 2021-2026 Medium Term Development Plan. Then the implementation of Smart Branding can be identified into three categories: Facilitation of ICT at Riverside View Tower, ICT System Integration in Tourist Areas, and Digitalization of Tourism and Cultural Promotion. In each category, there is a gap between implementation and ideal conditions due to a lack of public participation, data, resources, regulations, and disaster mitigation. However, it is recommended that the gap should be minimized by overcoming the identified constraints so that policy implementation becomes more optimal.

Abstract

Researchers used descriptive qualitative methods and three data collection techniques, namely observation, interviews, documents related to the research, and key informants, including voters, religious leaders, and Damang (traditional leaders). The data processing procedure is to collect data first, then reduce the data, present the data, and draw conclusions. The results of the study show that elite voters choose because of the factors of position, education, work, and religion. It is the sociological approach that voters tend to use. This is due to the fact that voters base their decision on the candidate's figure more than anything else. factors of the community determine their political choices, especially on the religious side. They are more likely to choose based on the similarity of their religion. Voters tend to see the figure of the candidate as being given a gift, even though it may be in the form of money or goods, which is not enough to influence someone's decision to make a choice. Voters' orientation to developing issues, especially socio-political ones, and one's orientation to candidates, as well as choosing self-direction with which alternative is the maximum for him, is a consideration in choosing a candidate.

Abstract

This research uses qualitative research methods.  This research was conducted in Serongga Village, Kelumpang Hilir District, Kotabaru Regency, South Kalimantan Province.  Informants from the implementation of this study are apparatus of Serongga Village, operational executor of Bina Sejahtera Village-Owned Enterprises, as well as business observers in Serongga Village.  Data collection uses observation, interview, and documentation techniques. Data analysis techniques using model interactive analysis. Result research shows that the Serongga Village Government is  categorized as an active role, participatory role, and passive role inthe realm of developing Business Entity Owned by Bina Sejahtera Village, which includes aspects, namely: m emberi advice, advice  and opinions, considerations, supervision, appointing and dismissing operational implementers, providing problem solving, and delivering financial analysis, activity plans and capital increase planning needs, assimilating developmen, protecting village businesses from political attacks, accommodate the aspirations of the people.

Abstract

This study aims to analyze the non-aeronautical business strategy of PT Angkasa Pura I at Syamsudin Noor Airport in Banjarmasin obtained from the identification of internal factor conditions (strengths and weaknesses) and external factors (opportunities and threats) and find the formulation of a non-aeronautical business strategy at PT Angkasa Pura I Airport Syamsudin Noor Banjarmasin. Identification of internal factors (strengths and weaknesses) and external factors (opportunities and threats) was obtained by researchers from the results of in-depth interviews with credible and experienced informants. Apart from that, external analysis was also obtained from PESTLE analysis on the non-aeronautical business environment. The research results from the identification and analysis of internal factors (strengths and weaknesses) and external factors (opportunities and threats) were processed with the Internal Factor Evaluation (IFE) matrix and the External Factor Evaluation (EFE) matrix. The formulation of the results of the IFE and EFE matrices is obtained from the results of the SWOT matrix. Finally, after processing the data through these matrices, we found a way to find out the right business strategy for the non-aeronautical business of PT Angkasa Pura I Syamsudin Noor Airport in Banjarmasin with the SPACE Strategy which interprets the company's position to be in the Cartesian coordinate quadrant. This study found that the non-aeronautical business of PT Angkasa Pura I Syamsudin Noor Airport in Banjarmasin is in a quadrant I position that can implement the strategy market penetration, market development, product development and diversification related and un related business.  Keywords : Non Aeronautics, PESTLE, IFE Matrix, EFE Matrix, SWOT, SPACE Strategy Matrix

Abstract

Perguruan Tinggi di Indonesia sebagai lembaga pendidikan pada masa revolusi global saat ini menghadapi berbagai tantangan besar yang perlu direspon dengan bijaksana. Globalisasi ekonomi dan revolusi teknologi informasi merupakan kekuatan besar yang mempengaruhi perguruan tinggi.  Oleh sebab itu perguruan tinggi dituntut untuk terus menunjukkan kualitas terbaik dalam melakukan berbagai hal, terutama pencapaian IKU-PTN. Salah satunya ialah Capaian Keluaran Penelitian dan Pengabdian kepada masyarakat yang mendapat rekognisi internasional atau dimanfaatkan oleh masyarakat. Penelitian ini bertujuan untuk mengetahui sejauh mana Kinerja Dosen dalam Meningkatkan Capaian Indikator Keluaran  Penelitian dan Pengabdian yang berhasil mendapat rekognisi internasional atau dimanfaatkan oleh masyarakat di Universitas Lambung Mangkurat dan faktor-faktor yang mempengaruhinya. Penelitian ini menggunakan pendekatan kualitatif, dengan tipe penelitian adalah deskriptif kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, angket dan dokumentasi. Informan kunci dalam penelitian ini meliputi Wakil Rektor Bidang Akademik, Kepala Biro Akademik dan Kemahasiswaan, Lembaga Penelitian dan Pengabdian Kepada Masyarakat, Pusat Pengelolaan Jurnal dan Penerbitan, Sub koordinator Evaluasi Pelaksanaan Program dan Anggaran dan Dosen. Data yang berhasil dikumpulkan selanjutnya akan dianalisis dengan menggunakan teknik analisis tematik. Hasil penelitian menunjukan bahwa capaian jumlah keluaran penelitian dan pengabdian yang berhasil mendapat rekognisi internasional atau dimanfaatkan oleh masyarakat per jumlah dosen pada tahun 2021 mengalami peningkatan dibandingkan tahun 2020. Dalam pelaksanaanya tidak lepas dari faktor pendukung dan penghambat. Meningkatnya kinerja dosen secara signifikan akan meningkatkan kinerja ULM. Hal ini selaras pendapat levinne yang dikutip oleh  Zaharuddin dkk, 2021 yang mengusulkan 3 (tiga) konsep yang bisa digunakan untuk mengukur kinerja birokrasi publik atau organisasi non bisnis, yaitu : Responsivitas, Responsibiltas dan Akuntabilitas

Abstract

The constellation and rivalry resulting in the emergence of a "dual hierarchy" between the United States and China in the Asia Pacific region triggers questions about strategy and its influence on the midde-state. This study aims to explain threats and changes in Philippine security policy that are adaptive to the conditions of the United States' rivalry with China in the Asia-Pacific Region. The research method uses a qualitative method approach through desk research from various books, journals, and mass media reports.The results show that the Philippines' adaptive strategy is a policy to respond to the impact of the United States-China hegemonic competition in the Asia-Pacific region. Compared to former president Duterte's policy of drawing closer to China by "sacrificing" security ties with the United States. Marcos Jr.'s adaptive security policy prioritizes flexible relationships. Marcos did not ally with the United States by shunning China but instead recognized China as the Philippines' strongest economic partner.

Abstract

The management of river tourism, especially in the Lok Baintan Floating Market, is still less than optimal. This condition has resulted in a decrease in the number of traders and visitors, similar to what is currently happening in the Kuin Floating Market. In fact, tourism is an important sector that should be utilized for national development in order to improve people's welfare and income. This study aims to identify the government's response, role, and obstacles in managing the Lok Baintan Floating Market tourism. The method used is descriptive qualitative, namely by analyzing descriptive data in depth and linking it to relevant theories. This study involved 12 informants, consisting of representatives of the South Kalimantan Provincial Tourism Office and Banjar Regency, Pokdarwis Baintan Berseri, as well as traders and the surrounding community. Data were collected through observation, interviews, documentation, and audio and visual materials. This study highlights that the planning and arrangement of facilities at the Lok Baintan Floating Market have been successful with the concept of sustainable tourism. However, less intensive supervision because it only relies on community self-reliance is the main obstacle, which ultimately affects the number of traders and visitors. It is hoped that this study can be the basis for creating regulations that support a tourism-based creative economy in order to improve the competitiveness of destinations and people's welfare.  Keywords: Role; Management; Lok Baintan Floating Market Tour
