Abstract

The purpose of this study is to prove to what extent the influence that fiscal decentralization, local financial performance, local government expenditure, Locally Generated Recurring Revenues or Pendapatan Asli Daerah (PAD), Profit-Sharing Fund or Dana Bagi Hasil (DBH), General Allocation Fund or Dana Alokasi Umum (DAU), and Special Allocation Fund or Dana Alokasi Khusus (DAK) have on the level of society welfare. The objects of this research are Regencies and Municipalities in Java Island. The data used in this study are the secondary. The data on balance sheet and realization report of the regional revenues and expenditure budget (APBD) are from the Ministry of Finance of the Republic of Indonesia. The data on the level of society welfare that is proxyed by the value of HDI is obtained from Bappenas and BPS of Central Java. This research uses time series data from 2012-2014 periods. The research method used is the research of causality with linear regression model. The result of the significance test shows that only one DAK variable can partially affect the HDI variable. Meanwhile those variables other than DAK partially or individually do not influence the HDI variable. The result of regression analysis shows that simultaneously such variables as Fiscal Decentralization, Regional Finance Performance, Local Government Expenditure, PAD, DAU, DAK and DBH have an influence on HDI in Regencies / Municipalities in Java Island.

Abstract

Bahasa merupakan alat komunikasi yang digunakan manusisa untuk menuangkan maksud dan tujuan kepada mitra tutur. Selain sebagai alat komunikasi, bahasa juga merupakan sarana penyaluran maksud, gagasan, pendapat, sehingga melahirkan perasaan yang memungkinkan melahirkan kerja sama dengan sesama manusia (atau mitra tutur). Bahasa dapat melahirkan tuturan, sehingga terciptalah kegiatan yang melibatkan atau dengan melakukan tuturan. Tindakan yang seperti itu disebut tindak tutur. Terdapat beberapa jenis tindak tutur dalam bahasa, salah satunya adalah tindak tutur representatif. Tindak tutur mempunyai tujuan dan maksud yang berbeda, sesuai dengan konteks dan situasi tutur pada manusia. Pada penelitian pragmatik ini, maksud atau tujuan yang secara garis besarnya terdapat pada bahasa yang kita gunakan. Bahasa yang kita gunakan atau yang kita temui dapat berupa lisan maupun tulisan. Tuturan atau ujaran lebih condong ke bahasa lisan. Salah satu bahasa berupa tuturann lisan yaitu ada pada saluran YouTube. Saluran YouTube milik Jerome Polin yang berjudul “Trik Cepet Jawab Soal Matematika Bahasa Inggris Versi Jerome” menarik perhatian saya untuk membuat penelitian ini secara sistematis. Penelitian ini bertujuan untuk mendeskripsikan bentuk dan maksud tindak tutur representatif yang terdapat pada saluran YouTube Jerome Polin “Trik Cepet Jawab Soal Matematika Bahasa Inggris Versi Jerome”. Pendekatan penelitian ini berupa pendekatan pragmatik dan pendekatan deskriptif kualitatif. Teknik pengumpulan data pada penelitian ini menggunakan teknik simak bebas dan teknik catat. Metode analisis berupa metode padan, sedangkan metode penyajian hasil analisis data menggunakan metode informal. Strategi tuturan yang digunakan cenderung condong ke dalam strategi bertutur terus terang tanpa basa-basi dan strategi terus terang dengan basa-basi. Dari video yang berdurasi 12 menit 06 detik tersebut, memuat 13 data yang termasuk dalam tindak tutur representatif. Dengan adanya penelitian ini, diharapkan mampu mendeskripsikan dan memahami jenis tuturan, khususnya tuturan representatif. Kata kunci: pragmatik, tindak tutur, representatif, kualitatif, YouTube ABSTRACK Language is a communication tool used by humans to convey the meanings and goals to speech partner. Apart from being a means of communication, language is also means of channeling intentions, ideas, opinions, so as to give birth to feelings that enable cooperation with fellow humans (or speech partners). Language can give birth to speech, so that it creates activities that involve or do speech. Such actions are called speech acts. There are several types of speech acts in language, one of which is representative speech acts. Speech acts have different goals and purposes, according to the context and situation of speech in humans. In this pragmatic research, the aims or objectives are broadly contained in the language we use. The language we use or that we encounter can be spoken or written. Speech or speech is more inclined to spoken language. One of the languages in the form of spoken speech is on the YouTube channel. On the Jerome Polin's YouTube channel entitled “Trik Cepet Jawab Soal Matematika Bahasa Inggris Versi Jerome” attracted my attention to make this research systematically. This study aims to describe the form and intent of representative speech acts on Jerome Polin's YouTube channel "Trik Cepet Jawab Soal Matematika Bahasa Inggris Versi Jerome". This research approach is in the form of a pragmatic approach and a qualitative descriptive approach. The data collection techniques in this study used free listening techniques and note-taking techniques. The analytical method is in the form of an equivalent method, while the method of presenting the results of data analysis uses an informal method. The narrative strategy used tends to lean toward straightforward, straightforward speech strategies and blunt strategies. Durations in this video, which lasts 12 minutes and 06 seconds, contains 13 data which are included in representative speech acts. With this research, it is hoped that it will be able to describe and understand the types of speech, especially representative speech. Abstract

Kanker paru-paru merupakan penyebab utama kematian akibat kanker dibandingkan dengan jenis kanker lainnya. Penyakit ini disebabkan oleh perubahan sel yang terus tumbuh di luar kendali. Melalui klasifikasi, pola kanker paru-paru ditemukan. Metode klasifikasi yang umum digunakan adalah metode Naive Bayes. Naive Bayes adalah algoritma klasifikasi sederhana dengan kinerja dan akurasi tinggi. Proses klasifikasi naif Bayesian terdiri dari menghitung probabilitas sebelumnya dengan menjumlahkan kasus secara rinci dengan atribut data. Kemudian menghitung probabilitas posterior untuk menentukan kelas kasus baru saat memproses data. Selanjutnya hitung peluang keseluruhan untuk setiap kelas. Dan akurasi dapat diperoleh dengan perhitungan menggunakan confusion matrix.Confusion matrik yang akan dihitung adalah accuracy, precision dan recall. Keyword: Kanker Paru-paru,  Naive Bayes, Klasifikasi

Abstract

In theory, educational practices throughout each school day should mitigate the impact of a 21st century pandemic. One of the most important things that needs to be instilled from the start of education is scientific literacy. In this study, an instrument to measure junior high school students' biological literacy was developed and validated. Development. This instrument reproduces the ADDIE model. This instrument is based on the 2013 Biology Science curriculum for class VII and consists of eight literary elements related to biology. Of the 20 topics discussed, there are 5 topics with a nominal dimension, 7 topics with a functional dimension, 4 topics with a structural dimension, and 4 topics with a multidimensional biological literature dimension. Logistic validity assessment was carried out on each content, construction and language of the three validators, then analyzed using the Aiken formula.

Abstract

AbstrakWisata Nepal Van Java hingga saat ini masih tergolong dalam kategori wisata berkembang. Kondisi saat ini menunjukkan bahwa pengelolaan Nepal Van Java masih mengalami sejumlah kendala dalam hal sumber daya manusia dan pertanggungjawaban keuangan. Program pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kemampuan pengelolaan wisata Nepal Van Java dengan memberikan pelatihan Bahasa Inggris dasar dan pelatihan pengelolaan keuangan berbasis digital menggunakan aplikasi SI APIK. Metode yang digunakan mencakup observasi dan wawancara, ceramah/penyuluhan/sosialisasi, serta unjuk kerja/demonstrasi/praktik. Program pengabdian diikuti oleh 30 orang yang berasal dari kalangan pengelola wisata dan pemilik UMKM di kawasan Wisata Nepal Van Java. Hasil program pengabdian menunjukkan adanya perubahan positif dalam kapasitas sumber daya manusia. Kapasitas pengelola Nepal Van Java dan pelaku UMKM dalam hal berbahasa Inggris mengalami kenaikan. Peserta program menjadi lebih mampu dalam melayani pengunjung, terutama wisatawan mancanegara. Peserta berhasil menerapkan materi yang dipaparkan narasumber dengan mencoba berkomunikasi menggunakan Bahasa Inggris. Dalam hal pengelolaan keuangan, pengelola dan pemilik UMKM di wilayah Nepal Van Java mengalami peningkatan pengetahuan dan kapabilitas terkait aplikasi keuangan SI APIK. Peserta program mampu melakukan pemasangan aplikasi SI APIK pada gawai peserta dan menggunakannya untuk usaha yang dimiliki.   Kata kunci: pelatihan; komunikasi; Nepal Van Java; pencatatan keuangan digital; wisata berkelanjutan. AbstractNepal Van Java Tourism is still categorized as a developing tourism. Current conditions show that the management of Nepal Van Java is still experiencing several obstacles in terms of human resources and financial accountability. This community service program aims to improve the management capacity of Nepal Van Java tourism by providing basic English training and digital-based financial management training using the SI APIK application. The methods include observation and interviews, lectures/counseling/socialization, and work demonstrations/practices. The community service program was attended by 30 people, including tourism managers and MSME owners in the Nepal Van Java Tourism area. The results of the community service program showed positive changes in human resource capacity. The capacity of Nepal Van Java managers and MSME actors in terms of English has increased. Program participants became more capable of serving visitors, especially foreign tourists. Participants succeeded in implementing the material presented by the resource person by trying to communicate using English. In terms of financial management, MSME managers and owners in the Nepal Van Java area experienced increased knowledge and capabilities related to the SI APIK. The participants were able to install the SI APIK application on their gadgets and use it for their businesses. Keywords: training; communication; Nepal Van Java; digital financial records; sustainable tourism.

Abstract

Purpose: The study explores the work program preparation, budgeting, implementation, and accountability of SDGs targets and achievements by Central Java and Yogyakarta. Method: The research used a qualitative approach and included case studies of the governments of Central Java and Yogyakarta. Data was collected through interviews with the SDGs Implementation Team and study of SDGs documentation, then reduced, presented, and concluded. Findings: The results showed three main themes that reveal accountability SDGs in Central Java and Yogyakarta: preparation and budgeting, implementation and accountability, and strengthening the implementation of SDGs. Those themes explained that the implementation of SDGs by Central Java and Yogyakarta governments are not carried out separately but are attached to programs and activities prepared about the Regional Medium-Term Development Plan. This study is expected to improve integration between central and regional governments so that SDGs can be reported according to actual conditions. Novelty: The research provides an overview of the accountability mechanisms for SDG programs and activities, starting from the planning process, budgeting, and implementation to strengthening. This also reveals the facts SDGs accountability in the field, which demonstrate the legitimacy of local governments towards the commitment of implementation of SDGs.
