Abstract

Modernisasi dalam bidang transportasi merupakan suatu terobosan bagi pemerintah untuk memperbaiki sistem pelayanan dalam bidang angkutan umum. Pertumbuhan ekonomi suatu negara atau bangsa tergantung tersedianya pengangkutan dalam negara atau bangsa yang bersangkutan. Agar hal tersebut bisa terwujud, maka dalam pengelolaannya diperlukan aktor lain diluar pemerintah agar pelaksanaan kebijakan dapat disinergikan sehingga dapat memperoleh hasil yang maksimal dalam pencapaian tujuan dari kebijakan. Penelitian yang digunakan adalah penelitian deskriptif kualitatif, yakni jenis penelitian yang menggambarkan suatu fenomena atau kejadian secara apa adanya. Hasil yang diperoleh dalam penelitian ini bahwa aktor utama dalam kegiatan pengelolaan transportasi publik perkotaan yaitu pemerintah (Dinas Perhubungan Komunikasi dan Informatika Kota Pekanbaru). Diperlukan keterlibatan aktor diluar pemerintah dalam melakukan kegiatan pengelolaan transportasi publik perkotaan (Bus Trans Metro Pekanbaru) agar hasil yang dicapai terlaksana secara optimal. Kata Kunci : Angkutan Perkotaan, Aktor pelaksana, pengelolaan transportasi publik perkotaan.

Abstract

APBD memiliki peranan yang sangat penting dalam perencanaan pembangunan daerah. Keterlambatan dalam penetapan APBD akan berdampak langsung terhadap pelaksanaan pembangunan di daerah. Sejak diberlakukannya Peraturan Menteri Dalam Negeri Nomor 13 Tahun 2006, penetapan APBD Kabupaten Kudus selalu terlambat. Akibat keterlambatan penetapan APBD tersebut, pelaksanaan program dan kegiatan pembangunan menjadi tidak efektif dan efisien. Tujuan dari penelitian ini adalah mengidentifikasi faktor-faktor yang menyebabkan keterlambatan penetapan APBD Kabupaten Kudus. Metode penelitian yang digunakan yaitu pendekatan kualitatif dengan jenis exploratif untuk mengidentifikasi variabel-variabel permasalahan yang mempengaruhi penyusunan APBD Kabupaten Kudus, dan selanjutnya dilakukan analisis faktor dalam pendekatan kuantitatif untuk menjelaskan faktor-faktor penyebab keterlambatan penetapan APBD Kabupaten Kudus. Hasil penelitian didapatkan 5 faktor yang dapat menjelaskan penyebab keterlambatan penetapan APBD Kabupaten Kudus Tahun Anggaran 2009 sampai dengan Tahun Anggaran 2013 dengan varian sebesar 65,837 %, yaitu (1) Faktor Komitmen dan Kepentingan Eksekutif, (2) Faktor Koordinasi dan Komunikasi antara Eksekutif dan Legislatif, (3) Faktor Kompetensi dan Komitmen Legislatif, (4) Faktor Koordinasi dan Kompetensi SKPD, (5) Faktor Peraturan Perundang-undangan. Sedangkan 34,163 % dijelaskan faktor lain selain kelima faktor tersebut. Kurangnya komitmen dalam mentaati jadwal penyusunan APBD, lebih mengutamakan kepentingan dalam pengalokasian anggaran, koordinasi dan komunikasi yang tidak baik, dan kurangnya kompetensi dalam penganggaran dari pihak-pihak yang terlibat dalam penyusunan anggaran menjadi penyebab keterlambatan penetapan APBD Kabupaten Kudus. Selain itu pemerintah pusat juga memberi andil dalam keterlambatan penetapan APBD Kabupaten Kudus yaitu keluarnya pedoman penyusunan APBD setiap tahun dengan berbagai ketentuan yang berubah di dalamnya serta keterlambatan penerbitan aturan tentang penggunaan dana-dana pusat yang bersifat specifik grant. Atas berbagai permasalahan tersebut maka perlu dilakukan peningkatan kompetensi dan kapasitas bagi pihak-pihak yang terlibat dalam penyusunan APBD, membina hubungan harmonis antara eksekutif dan legislatif, ada sangsi tegas apabila APBD ditetapkan terlambat, konsistensi aturan dalam penyusunan APBD, peraturan-peraturan terkait dana dari pemerintah atasan dikeluarkan tepat waktu, dan transparansi dalam proses penyusunan APBD, serta perlu disusun analisis standar belanja (ASB) untuk menilai kewajaran belanja. Kata kunci: eksekutif, harmonis, legislatif, penetapan, transparansi.

Abstract

In the efforts of internasionalization, change has been occurred in academia organisations in Indonesia. In higher education, there are several changes in research fields which was driven to publish international publications. While implementing this change, there was often an ambivalent reaction, both supporting change and opposing change. This ambivalent reaction will inhibit change and prompt counterproductive employees. Therefore, it is important to identify these reactions and factors associated with these reactions among organizational members. This study aims to investigate lecturers’ ambivalence regarding their responses to international publication policy.. This study also investigates the effect of employees’ personalitieson ambivalence reaction and the moderating effect.This study used a crossectional approach. Data were collected through lecturers in 5 social science faculties in a public university in Indonesia, using online questionnaire via google form. The instrument of ambivalence reaction are based on attitude toward change scale.Regression analysis was used to estimates the correlation, and interaction analysis was calculated to test the moderating effect. This study found that dispositional resistance to change’ personalitysignificantly correlated with ambivalence reaction.And the correlation was moderated by employee’s high trust in organization.However this study did not found a significance difference on low trust in management, dispositional resistance to change, and ambivalence. This study also found the challenges and the lecturer’s needs to publish in international publications.

Abstract

Penyelenggarakan sistem pemerintahan nagari merupakan upaya menghidupkan lagi nilai-nilai kebudayaan Minangkabau. Tetapi, dalam praktiknya muncul berbagai persoalan. Oleh karena itu, perlu dilakukan evaluasi untuk mengetahui perkembangannya. Hasil penelitian menunjukkan bahwa penyelenggaraan pemerintahan nagari dalam aspek berdemokrasi di Manggopoh telah terlaksana sesuai dengan prinsip demokrasi modern. Tetapi, masih ada penolakan dari kaum ninik mamak. Dampak penyelenggaraan pemerintahaan nagari terhadap pembangunan kantor pemerintahan nagari dan jalan lingkungan nagari ada peningkatan dibanding periode pemerintahan nagari sebelumnya. Tetapi, pembangunan pasar nagari hingga saat ini belum ada kepastian yang jelas. Faktor pendukung pembangunan di Nagari Manggopoh diantara lain: adanya motivasi aparatur, adanya musyawarah mufakat (Baiyo-iyo), munculnya partipasi masyarakat, dan Kepemimpinan Walinagari sebagai faktor lain yang mendukung pembangunan pemerintahan nagari. Sementara faktor penghambat pelaksanaan pembangunan antara lain: Keterbatasan dana pembangunan, Perbedaan pandangan dan kultur masyarakat, dan keterbatasan sumber daya aparatur pemerintahan nagari dalam aspek pendidikan dan pelatihan. Abstract

Penelitian ini dilandasi kenyataan bahwa ruang terbuka hijau cenderung berkurang seiring perkembangan social dan fisik kota. Penelitian ini bertujuan untuk mendeskripsikan kebijakan Ruang Terbuka Hijau di Kota Batu. Pengurangan ruang terbuka hijau bisa tidak bermakna pengurangan kualitas lingkungan apabila ada arahan kebijakan lingkungan yang akurat. Jenis data yang diperlukan pada penelitian ini adalah berupa data primer dan data sekunder Hasil penelitian menunjukkan bahwa pengembangan perkotaan bisa mengurangi ruang terbuka hijau akan tetapi tidak selalu bermakna penurunan kualitas lingkungan. Perlunya pembuat kebijakan public memahami persoalan-persoalan lingkungan dan kebijakan yang peduli/tidak abai atas sumber daya alam dan lingkungan, Dengan ini maka pembangunan berkelanjutan akan dicapai.

Abstract

Beef and buffalo meat self-supporting program rolled out by Ministry of Agriculture which is planned to be reached in 2010 is in fact failed to be achieved, so that the targeted reset in 2014 but not reached either. It is a sad reality considering the potential of nature that we have that is rich in biodiversity. Proper planning is needed to overcome these problems. The role of Government, society and private sector in the planning process is expected to produce plannning that is able to overcome the problems of meat self-supporting program. The research focused on the planning formulation process of madura cow population and performance excalation program including the stages of planning, actor involved in the planning, and the result of the planning, societal participation can be seen in the planning process, the form of participation and level of participation as well as the supporting and inhibiting factors to the societal participation. Societal participation in the planning process, specially on the village/district and subdistrict development planning deliberation forum become a proper means for the society to express their aspiration because on this stage of planning society is still able to deliver their aspiration directly.

Abstract

The purpose of research is to describe, to identify, and analyze the community participation, the effectiveness of community participation, and factors supporting and inhibiting factors effectiveness of community participation in the preparation of Local Legislation Program in the Government Environment Batu City. The research uses a qualitative descriptive approach. Data were analyzed using interactive model Miles and Huberman.The results showed that community participation is Mobilized (forced or directed), and on the medium level of participation. Based on the process of analysis and policy formulation steady and careful planning, community participation had been effective. Factors supporting the effectiveness of community participation are: 1) the central government's policy; 2) the budget; 3) the enthusiasm of people; and 4) the cooperation with the consultant. Factors inhibiting the effectiveness of community participation are 1) budgetary constraints; 2) human resources are inadequate; 3) the low level of knowledge and understanding of society; and 4) the lack of media to access information for the community about local legislation draft.

Abstract

Waste management in Kepanjen Subdistrict particularly in community settlement area, still far from adequate. The community tend to dispose waste to river or burn it. In long term it leads to environmental pollution. Local government needs to plan and prepare budgeting to effectively manage waste. One of the method to overcome this problem is to plan waste bank by empowering the community so they could gain extra income. Thus, through this program it is expected to minimize waste accumulation and could give the community comprehension of how to manage their waste properly. The research focused on the process of waste bank planning formulation in Kepanjen Subdistrict of Malang Regency, and the supporting and constraining factors of waste bank planning formulation in Kepanjen Subdistrict of Malang Regency. Waste bank planning formulation process for community empowerment has been carry out through planning stages in the suitable provision, however the initiative comes from the beaurocracy, the community still needs contiguity in forming and managing the waste bank until they can fully manages their waste bank autonomically.

Abstract

This study aims to analyze individual career development based on directed values and self-directed values to achieve objective and subjective career success in education staff at the Facultyi of Administrative Sciences, Universitas Brawijaya. This type of research is a descriptive qualitative approach. Data were collected through observation and interviews and then the data were analyzed using the Miles and Huberman (1992) interactive model. The results of the research show that career development is directed by values about the ability to manage and the ability to direct themselves as a proactive action to develop their career. Value-driven and internal principles that motivate and guide him in his career. Objective career success (material) is considered positive, because they feel that their income is in line with expectations to meet their needs and promotions or job rotations are considered positive because they get additional positions or assignments objectively based on ability and performance. Subjective (psychological) career success was assessed positively, because they were satisfied with the balance of personal and work life.

Abstract

This research aims to explain the Implementation of the Public Service Mall Policy in the Regent’s Regulation No 17 of 2019 concering to Implementation of the Nganjuk Regency Public Service Mall which was analyzed using George Edwars III’s policy implementation theory and the theory of Public Service Standards based on Law No. 25 of 2009 concering to Public Service. The results showed that the implementation of the Nganjuk Public Service Mall policy was still not optimal. This is evidenced by the attitude of implementing policies that have not resumed operation at the Nganjuk Public Service Mall after the Covid-19 pandemic. Then the policy communication process has not been carried out optimally, so that the information received by the public is not evenly distributed. On the other hand, the successful implementation of the Nganjuk Public Service Mall policy can be seen in terms of resources, including human resources, and the facilities.
