Abstract

Background: Regional General Hospital (RSUD) dr. Gondo Suwarno has implemented policies/regulations to maintain the security and confidentiality of medical records as outlined in several Standard Operating Procedures (SPO). Implementation of services often do not comply with these regulations, for several reasons. The purpose of this study is to find out the reasons/causes of these problems by carrying out research on Compliance with Security Regulations and Confidentiality of Hospital Medical Records in Semarang Regency. Subjects and Method: This type of qualitative descriptive research used a case study approach with observation and interview techniques conducted at Semarang District Hospital in January - April 2022. A total of 5 informants were selected in this study. Data were collected using interview guidelines and observation guidelines. Data is presented descriptively. Results: The result is dr. Gondo Suwarno already has an SPO to maintain the security and confidentiality of medical records, the procedures of which are in accordance with applicable health minister regulations. Characteristics of medical record officers 86% have Diploma Three in Medical Records and Health Information (D3 RMIK) education, 57% have worked for 25 years or more, and 71% are 50 years old or more. Officers have not fully complied with regulations to maintain the security and confidentiality of medical records, because they are constrained by policy support facilities that have not been fulfilled. Supporting facilities for medical record security and confidentiality policies are not fully available, such as document carrying bags and medical record storage rooms that do not have doors. Conclusion: SPO for maintaining the security and confidentiality of medical records whose procedures are in accordance with the applicable minister of health regulations, but officers have not fully complied with the regulations for maintaining the security and confidentiality of medical records, due to constraints on supporting policy facilities that have not been fulfilled. Abstract

Transformasi digital memudahkan akses terhadap data kesehatan, namun juga meningkatkan risiko kebocoran informasi medis. Maraknya telemedicine telah meningkatkan potensi penyalahgunaan data, karena konsultasi online dapat menyebabkan akses yang tidak sah dan pelanggaran data jika tidak dikelola dengan baik. Masyarakat seringkali kurang memahami hak mereka terkait data kesehatan dan proses pelepasan informasi yang aman, dapat menimbulkan risiko privasi dan keamanan. Kurangnya pemahaman tersebut menyebabkan pelanggaran kerahasiaan dan kebocoran data. Angka kebocoran data kesehatan di Indonesia mencakup 1,4 juta catatan yang bocor. Salah satu penyebabnya kesalahan manusia/pengguna system itu sendiri. Untuk mengatasi permasalahan ini, program edukasi yang dirancang khusus untuk masyarakat di wilayah kerja Puskesmas Padangsari akan dilaksanakan. Program mencakup penyuluhan mengenai pentingnya kerahasiaan data medis, serta prosedur yang tepat untuk pelepasan informasi. Dengan pendekatan yang berbasis pada teknologi informasi, diharapkan masyarakat dapat lebih memahami hak dan kewajiban mereka terkait pengelolaan data kesehatan. Evaluasi pretest dan posttest, peningkatan pengetahuan masyarakat akan diukur, sehingga efektivitas program dapat diketahui. Kegiatan ini dihadiri oleh 41 kader Kesehatan. Hasil analisis menunjukkan bahwa kader mengetahui terkait pentingnya informasi medis dan resiko kebocoran data Kesehatan. Edukasi yang komprehensif menjadikan masyarakat untuk dapat lebih berdaya dalam melindungi data kesehatan mereka dan berpartisipasi aktif dalam era digital yang terus berkembang. Kegiatan berikutnya dapat melibatkan vendor teknologi kesehatan untuk mengadakan lokakarya tentang solusi inovatif dalam pengelolaan data medis dan perlindungan privasi.

Abstract

The Hospital Management Information System (HMIS) is an integral information system used in hospitals, significantly impacting the performance of both service providers and patients. Enhancing the implementation of HMIS, particularly through system updates, can facilitate easier processes and access for patients and service providers. Digitalizing HMIS enables the production of highly useful information that can be more effectively shared among healthcare workers at all levels of the healthcare organization. The current study utilized a cross-sectional design, involving a sample of 639 hospital employees from various districts and cities in Indonesia. The independent variables examined were the maturity of financing and network technology, while the dependent variable was the digitalization of the HMIS. Data collection was conducted via a structured questionnaire, and the collected data were analyzed using a linear regression test. The analysis revealed that both financing maturity (b= 1.24; 95% CI= 0.59 to 1.89; p<0.001) and network technology infrastructure (b= 1.64; 95% CI= 0.96 to 2.33; p<0.001) had a significant positive effect on HMIS digitalization. These results underscore the importance of adequate financing and robust network technology in advancing the digitalization of HMIS. The findings suggest that hospital administrators should prioritize securing mature financing mechanisms and investing in advanced network technology infrastructure to enhance HMIS digitalization. Improved digitalization of HMIS can lead to better information sharing and coordination among healthcare providers, ultimately improving hospital performance and patient care.

Abstract

Background: Utilization of information and communication technology has penetrated the field of health services. The form of health service innovation by utilizing information technology is the Hospital Management Information System (SIMRS). SIMRS is needed by Hospitals to ensure fast, accurate and reliable information needs in decision making, as well as the need for systematic data processing for strategic decision making. This study aimed to systematically review the influence of the organization on the implementation of “SIMRS”.Subjects and Method: A systematic review were conducted by searching articles from three databases, namely Google Scholar, Pubmed, and Science Direct. Keywords to search for articles are “Organization” OR “group” AND “Hospital Management Information Systems” OR “SIMRS” or “Management” AND “Hospital” or “Healthcare”. Articles included are full-text English from 2014 to 2019. Articles were selected using a PRISMA flow diagram method.Results: Organizational factors which include organizational structure and organizational environment are the main determining factors in the implementation of information systems. The successful implementation of SIMRS from the aspect of organizational structure, namely the role of leaders in providing support, motivation to users, a supportive work culture and work environment, a clear division of tasks and authority, regular monitoring and evaluation activities, fulfillment of infrastructure needs that support the implementation of SIMRS, availability of budget allocations for training and competency development for system users. While the organizational environment aspect, namely the role of Hospital management, has established policies as guidelines for the implementation of SIMRS.Conclusion: Organizational factors from the aspect of organizational structure and organi-zational environment can increase the success of the implementation of "SIMRS" in Hospitals.Keywords: SIMRS, organizational structure, organizational environment.Correspondence: Adhani Windari.
