Abstract

Since the reformation era, Chinese ethnic are in distinctive situation near to all line. Before New Order Era, Chinese et hnic was accustomed to business sector. On post New Order Era, that ethnic have dawned on the same importance position within all have been around maintenance character with wide variety. Whether the previous pattern of capitalists evolved into the main feature, this situation has been penetrative on post new order era. The article aims to outline the Chinese business politics in Bangka Belitung on post New Order Era. Using the qualitative methods with elite approaches, this article found that there was a political expansion of Chinese businesses in Bangka Belitung when New Order Era expired. The expansion of collusion through elite and politicians, the reinforcement of identity and accessory networking, the more disguised expansion of new business units, and decentralized business networking are the dependent character of Chinese business political practices, nowadays.KEYWORDS: Politics, Business, Ethnic,  Chinese

Abstract

Indonesian Democracy Index is one of democracy gauge in Indonesia to comprehend democratic achievement and to arrange policy program in politic development. As a measuring tool, IDI faces various methodological problems related to the representation of democratic practical circumstances in the local area. This article focuses on two aspects, methodological discourses and notes of consolidation option taken to integrate IDI output as database and political development orientation. By using qualitative method through interview,observation, documentation; this article found that there are substantive methodological problems about the technique to gather the data, distribution of data resources, difference in practical concept in understanding the data, and homogenization aspect that tend to override regional diversity with its various demographic characteristic. On the other hand, IDI faces the consolidation choice of its output in the context of dissemination and integration as an instrument in developmental planning. Without intending to delegitimize the process and consolidation option chosen by IDI, this article attempts to substantively challenge the way IDI interpret democracy and its choices about the consolidation path.

Abstract

In the last two decades, tin mining in Bangka Belitung Islands has operated in controversy, between groups who oppose the idea of unconventional mining and those expecting the mining to be carefully performed. This is as well as prioritizing sustainability principles. Amidst the controversy, the unconventional mining methods conducted by local people have been preserved. This writing has observed the miners’ perspective of their profession. This study used quantitative methods to explore the miners’ knowledge, context, behavior, and expectations of the politics of tin mining policies and its practices. The data analysis used was frequency table and Kendall’s Tau-b correlation by applying SPSS version 20 Program. This study found that miners were generally aware that the tin wealth in this region provided great contributions to the economy sector. They also realized that their mining broke the regulation and understood that the benefits they gained were less than that gained by businessmen. The miners’ behaviour also showed awareness that mining damages the environment. A behaviour of hesitation was shown in whether they were ready or not to change their profession, the easiness of finding another job, and whether the mining situation that they worked in should be forbidden or firmly dealt with. Nevertheless, the miners hope that recent conditions can be maintained rather than restricted. This study concluded that there were inconsistent political policies at the implementation level, strengthened by the weakness of law culture in society.

Abstract

The sea and the cost with the abundant resources frequently become the competition among the groups of interest. The competition is close to the conflict and ends up with the physical and verbal violence. Selindung village located in the coast area of Muntok, West Bangka is the area of the abundant resources, marine biota, and tin commodity. The contradiction of the economic interest causes the emerge of longer conflict. This study aims to map these conflicts and offers to the best alternative to cope with. This study is a qualitative research with the interview and observation strategy as the data collection. The result of the conflict mapping shows that the conflicted area shows the social tension. The pro and anti tin mining groups clash each other with the company interest, the local government, and the impact of the local people’s occupation interfere that causes a conflict. The conflict itself has experienced up and down however the various tin mining moduses stand still. The conflicts that have been mapped are the competition of resource access, the social jealousy, the policy of the maritime politics that does not accommodate the fishermen’ interest, as well as the issue of identity. There are four alternatives to get over these conflicts by referring to Galtung’s perspective namely supporting the role of government to be more accommodating and communicative to the majority interest, ensuring no extending licence of a large scale mining in the future, mediating by having two neutral parties, and finding new economic alternative to the local people who have already been depended on the mining activity.

Abstract

Tourism is one of the sustainable income sectors that is predicted as a post-mining sector. Thus, the area of tourism activities, especially beaches are minimized to be damaged, including juxtaposing it with mining. The research aims to elaborate on spatial contestation that occurred at Tanjung Putat Beach and Lepar Beach, Belinyu District, Bangka Regency. The theoretical basis used in this research is using the concept of spatial production from Henri Lefebvre which consists of 3 concepts related to the production of space, namely spatial practice, representational space, and spatial representation. The method of the research is qualitative with a descriptive method. In collecting the data, in-depth interviews were used with the informants who were closely related to the research being studied. The spatial contestation has indeed occurred in Tanjung Putat Beach and Lepar Beach, Belinyu District, Bangka Regency. However, the impact of mining activities has an impact on tourism in the vicinity, this is reinforced by protests against these mining activities.

Abstract

This study discusses the access to the use of natural resources in the waters of Teluk Kelabat Dalam, Belinyu which is an area that has considerable potential natural resources. Regional Regulation of the Bangka Belitung Islands Province Number 3 of 2020 concerning RZWP3K states that the area is included in the capture fisheries zone, port zone, and tourism zone. Precisely in Article 29 letter a, the Teluk Kelabat Dalam Belinyu Bangka Regency is the developing zone area of the capture fisheries, hereinafter referred to as KPU-PT. However, in this area, it appears that there are tin mining activities carried out by KIP PT Timah and community mining where the legality of those is not clear and the amount is not appropriate, which triggers conflict or rejection from the fishing community. The purpose of this study is to analyze the interest group’s access to the use of natural resources in the waters of Teluk Kelabat Dalam, Belinyu. The theory used in this study namely the Access theory of Jesse Ribot and Nancy Lee Peluso. The method used in this study is a qualitative research method. While the data collection techniques in this study are interviews, observation, and documentation. The result of this study is that the interest group in the utilization of natural resources in the waters of Teluk Kelabat Dalam, Belinyu include the fishermen, tin miners, the government, and tin companies. First, regarding the right-based access mechanism, fishermen have the legal rights in accordance with Regional Regulation Number 3 of 2020 concerning RZWP3K which is stated as a capture fisheries zone. Whereas, it is illegal for tin miners owned by the community since the legality has not been clear. In addition, the government’s right is legal in accordance with formal regulation. The access of tin company is legal through IUP ownership with Regent’s Decree Number 188.45/465/TAMBEN/2010. Second, the structural and relational-based access mechanisms of these actors are influenced by several factors such as capital factors, social identity, authority, technology, social relations, and so on and so forth that are able to determine the benefits or power and reciprocal network relationships between them.

Abstract

Regional Regulation No. 8 of 2018 aims to protect the environment from pollution and damage in fulfilling the right to a good and healthy environment based on the 1945 Constitution of the Republic of Indonesia. The purpose of this study is to determine the implementation of Regional Regulation number 8 of 2018 in Bangka Regency. In the middle, many economic activities are sourced from the management of natural resources that can damage the environment. This study uses the theory of policy implementation by Merilee S. Grindle which consists of the content of the policy and the policy environment. The research method used is a case study approach, in collecting samples the researcher uses purposive sampling technique, as well as data collection techniques, namely interviews and documentation. The results of the study show that the implementation of Regional Regulation number 8 of 2018 in Central Bangka Regency has not been carried out properly, because it has not been in accordance with the objectives of the regional regulation in decision making, and has not been able to carry out the interests of the regional regulation in stopping pollution and environmental damage, and the strategy taken is not development-oriented. environmentally friendly and sustainable. The Environment Agency of Central Bangka Regency admits that it is difficult to overcome the illegal mining that has occurred in Central Bangka Regency which has occurred in the last 7 years. and the strategies taken are not environmentally sound and sustainable. Abstract

Primordialism is a view or understanding that holds fast to things that are brought from childhood. Primordialism is one of the factors that often becomes a tool in political battles. Likewise in the Pakpak Bharat Regency area, clan primordialism is an inseparable part of every regional head election. The history of the government of Pakpak Bharat Regency shows the magnitude of the influence of local clans in winning candidates for regional heads. This research was conducted to find out how much influence the clan had in the 2020 Pakpak Bharat district election and how the process of fighting for primoerdialism took place. This study uses a descriptive qualitative approach. The technique used in data collection is by conducting interviews and document data from various agencies. Interviews were conducted to find out how the community's perspective on the influence of the struggle for clan primordialism in the elections of Pakpak Bharat Regency. Then the document data obtained from the agency/institution is supporting data regarding the history, culture and population of the people of Pakpak Bharat Regency. The results of this study describe the clan contestation in the 2020 Pakpak Bharat Regency election and the consequences of this contestation in the life of the Pakpak Bharat Regency community. The position of regional head which has always been won by the Berutu clan for the last 15 years has made its own strength and pride for the Berutu clan, and being the strongest political opponent in the last 10 years was the Tumangger clan and the clan political battle was repeated in 2020 and was won by the Tumangger clan and broke the chain of victories of the Berutu clan for the last 15 years. The contestation of clan primordialism led to clan political wars and reduced harmony between different clan groups.

Abstract

Since the 17th century, various Tionghoa ethnic groups migrated from mainland China to Southeast Asia, including Indonesia. These ethnic groups migrated in accordance with the power in government. In Bangka Island, the Tionghoa had become part of the tin exploitation process hundreds of years before colonization. When new policies and changes are made on tin mining by the government, it negatively affects the socioeconomic life of this ethnic group, which was initially known as tin laborers. This study aims to determine the adaptation of the Tionghoa political economy in Bangka Island. The research method used is qualitative with literature review, interview, and observation as the data collecting technique conducted from January to December 2021. The result showed that the government largely determined the rule of tin by the Tionghoa ethnics. They became partners, administrators, illegal and main players during the Palembang Sultanate, colonial period, Old and New Orders, and the post-1998 reform period. This study discovered that Tionghoa at the elite and grassroots levels are actually different. In general, this study concludes that the Chinese at the grassroots tend to be distant from the advantages of tin due to limited capital and access.

Abstract

The study in this research discusses the implementation of the policy of prevention and stunting management in South Bangka. Stunting cases in South Bangka from 2020 to 2021 experienced the additional of stunting locus. If in 2020 stunting cases were found in 8 villages, in 2021 the number of stunting locus increased to 14 villages. The purpose of this study is to determine the implementation of the policy of prevention and stunting management in South Bangka, along with obstacles faced in implementing the policy. The theory used in this research is the theory of Van Meter and Van Horn (1975). In addition, qualitative research method with descriptive data analysis is used in this study. The results of this study conclude that the implementation of the policy of prevention and stunting management in South Bangka has been running quite well and the planned programs/activities are able to carry out well, although the policy made has only been running for one and a half years, it succeeded in reducing the stunting prevalence rate from 7.7% to 3.62%. During the implementation of the policy, it is obvious that there are certain obstacles. These obstacles, among others, relate to the COVID-19 pandemic, which makes the stunting management programs/activities realizations limited. Furthermore, there is the problem of understanding from parents regarding stunting along with an unhealthy lifestyle. Moreover, there is a lack of funding, lack of coordination between policy implementers, and limited human resources.
