Abstract

This study is a policy implementation study related to the utilization of Renewable Energy (EBT) in fulfilling electricity needs in remote villages in North Sumatra, wich considering into four important factors or variables in the implementation of a public policy: communication, Resources, dispositions or attitudes and bureaucratic structures. The approach used in this study is a descriptive qualitative approach by using in-depth interview data collection methods, participant observation, documentation and visual materials, internet search methods and Focus Group Discussion (FGD). While the analytical technique used is the constant comparative technique, which is one of the analytical techniques used in a research with a qualitative approach. This study concludes that the general problem in the implementation of electricity fulfillment policy in remote villages in north sumatera are: a) there is no detailed work plan for the utilization of EBT in fulfilling electricity needs in remote villages in North Sumatra; b) unavailability of valid data and information about potential EBT and number of villages without electricity; c) limited budget; And d) limited quality and quantity of human resources. Concrete steps proposed to be undertaken are: a) Preparation of Roadmap utilization of EBT potential in fulfilling electricity demand in North Sumatra; b) Periodical and ongoing inventory and mapping of EBT potentials, as well as the direction of EBT development; c) Education and dissemination of EBT-based potential and technology; and, d) Coordination between Central / Provincial / District / City Government, Society, Practitioner, Academician, and business world. Abstract

Consideration of the historical value and the ecology condition of the Deli river to be a factor supporting the implementation of the management of the river Deli is adjusted to the development of Medan as the capital of the third largest province in Indonesia. This paper aims to: a) identify problems in the arrangement of the Deli river, and; B) provide input regarding the management of the Deli river. The scope of writing is the condition of chemistry, physics, and biology of the Deli river, the socio-cultural conditions of the community, as well as regulations that support the management of the Deli river. This paper is a literature review with data sources derived from literature such as journals, theses / dissertations, and legislation, as well as previous research on Deli rivers and rivers in other cities, both in Indonesia and the world that has been successful in river management. The data will be analyzed descriptively qualitative and then done comparison between river management in Medan city with other city in Indonesia / world. The problems faced today in the management of the Deli River today, can be categorized into 2 (two) problems, namely: a) the unavailability of the river management plan / model; And, b) unavailability of Local Regulation (Perda) on river management. Deli River is one of the rivers that belong to the Deli watershed, so the success of Deli River management is highly dependent on the management of the Deli watershed as a whole. Management of the Deli River can be done by adapting WFD conducted in Europe and SA conducted in the UK. In the planning stage of Deli River management, it is important to identify criteria to represent relevant aspects of sustainability objectives. The identification of these criteria is carried out by the Provincial / Regency / City Government in accordance with their authority. The involvement of the DAS Forum, academics, entrepreneurs and the community becomes an important factor for success in the identification process. Management of the Deli River must be holistic, from upstream to downstream. The involvement of governments, businesses, academics, practitioners, and communities is essential for sustainable management of the Deli River. Abstract

The tourism potential in the northern part of the east coast of North Sumatra is still not widely exposed. In addition, the competitiveness of tourism in North Sumatra is still relatively low as the third largest province in Indonesia. This study aims to analyze marine tourism objects and their development innovations. The research method used is observational through surveys and qualitative descriptive analysis techniques. Collecting data using survey methods, interviews, and document searches. Tourism potential data is obtained through surveys, interviews and document searches. The tourist objects analyzed were: Medan City (Sihombak Lake Tourism Park, China City Museum, Labuhan Old Town Site, and Sicanang Mangrove Tourism); Deli Serdang Regency (Tanjung Rejo mangrove tourism and Siba Island); and, Langkat Regency (the tourist village of Jaring Halus and the Selotong eagle breeding). Based on the results of the analysis of the elements of attraction of marine tourism objects, elements that require strengthening, namely: attraction; marketing; market potential; visitor settings; and, climate. Innovation for the development of marine tourism objects in the northern part of the east coast of North Sumatra is carried out by involving innovation actors in strengthening the supporting elements, namely: attraction; marketing; market potential; visitor settings; and, climate.
