Abstract

Abstrak Maksud dan tujuan dari penelitian ini adalah untuk mendiskripsikan dan mendapatkan data, sejauhmana peran aparatur Kabupaten Bandung Barat dalam menangani pendemi covid 19, Kabupaten Bandung Barat saat ini termasuk wilayah yang terdampak penyebaran dan penularan covid 19, dimana sebahagian Masyarakat dan jajaran aparatur terkonfimasi positif terkena covid 19. Sehingga peneliti ingin mengetahui sejauhmana peran aparatur Kabupaten Bandung Barat dalam mengatasi penularan pandemi covid 19. Penelitian ini menggunakan metode kualitatif diskriptif dengan pendekatan induktif, dan dapat diperoleh melalui data sekunder yang bersumber dari media cetak media elektronik dan dokumentasi-dokumentasi terkait dengan covid 19. Simpulan bahwa dalam implementasinya peran aparatur sangat besar dalam menangani msibah kesehatan ini, tim gugus tugas yang dibentuk oleh Bupati, mengawasi jalannya operasional sehari-hari. Hasil nya Kabupaten Bandung Barat dapat mengendalikan angka penularan dan yang sembuh semakin meningkat. Walaupun saat ini covid 19 belum melandai, tetapi khususnya di Kabupaten Bandung Barat dapat dikendalikan. Kata Kunci : Peran, Aparatur, Penularan dan Covid 19. Abstract The purpose and objective of this study is to describe and obtain data, to what extent is the role of the West Bandung Regency apparatus in dealing with the COVID-19 pandemic, currently West Bandung Regency is an area affected by the spread and transmission of COVID-19, where some of the community and apparatus have been confirmed positive for COVID-19. 19. So that researchers want to know the extent of the role of the West Bandung Regency apparatus in overcoming the transmission of the covid 19 pandemic. This study uses descriptive qualitative methods with an inductive approach, and can be obtained through secondary data sourced from print media, electronic media and documentation related to covid 19. The conclusion is that in its implementation the role of the apparatus is very large in handling this health problem, the task force team formed by the Regent oversees the day-to-day operations. As a result, West Bandung Regency was able to control the number of infections and those who recovered were increasing. Even though at this time Covid 19 has not been sloping, but especially in West Bandung Regency, it can be controlled. Keywords: Role, Apparatur, Transmission and Covid 19

Abstract

The declarative and the pragmatic form of public services in the context of language function assessed controverse, not polite, and showed problems among individuals or groups are not consumted by public anymore. This research describes analytically the pragmatic expression of the public leader, the Bandung municipal candidate. The metode used is an analytic descriptive with the teqnic of data collection involved documentation study, the records of Bandung municipal candidate’s expressions in campange. This research showed that the politic statement of public leader becoming the Bandung municipal candidate has already completed the politeness of the languge. It connected with after the compange over there is no indication from public as the demonstrant. The form of the pragmatic and declarative has completed the politeness of the language. As the recommendation from the research are thelanguage communicated by the public leader having been polite is better kept or progressed. It showed public leaders are figure who will be imitated by the public in the case of language expressions (statements) Keywords: pragmatic, declarative, public leaders

Abstract

This research is motivated by the people of the Selayar Islands Regency who experience limited information about birth certificate documents at this time, which is due to limited human and material resources both in quantity and quality, as well as the geographical location in the form of islands. The main problem of this research is that the issuance of birth certificates is still not optimal. The purpose of this study was to describe the issuance strategy by the Department of Population and Civil Registration of the Selayar Islands Regency in accelerating the ownership of birth certificates. This study uses qualitative research methods with the object of research being the issuance of birth certificates. Data collection techniques: observation, interviews, and documentation. Data analysis consists of three activities carried out together, namely data selection, presenting data, and drawing conclusions. The results of this study reveal that the Strategy of the Department of Population and Civil Registration has been running but still has obstacles in its implementation. This is due to various factors that occur in the field so that the implementation of the strategy has not been maximized. The researcher recommends that to reach services in the archipelago, it is better to use online. This will certainly make it easier for the community and officers to provide services in an effort to accelerate birth certificate ownership in the archipelago.

Abstract

Organizational culture is one of several situational moderators that are crucial in evaluating leadership effectiveness. Furthermore, these ideas reflect all the elements that "keep" the members of the organization together. Leaders must have a vision and mission as well as a clear understanding of the strategic objectives of the organization in order to encourage change. Research aims to provide exposure to the effects of change management and transformational leadership in the culture of an organization. This study uses a qualitative approach with exploratory methods to set priorities, develop definitions and determine the final research design. The results of this study will provide an overview of the importance of a change in organizational culture through transformational leadership and change management strategies so that an organization or company can survive and improve its performance.

Abstract

The problem of mucipal waste management in the city of Bandung has been an unsolved problem to date. The rapid population growth plus many new arrivals to the city of Bandung have increased waste production from year to year. According to the Department of Environment and Sanitation, the city of Bandung produces around 1477 metric tons of solid waste per day, of which 63% is organic matter. Garbage collection in the city of Bandung is managed by the city government through the BUMD which handles it. About 44.3% of solid waste management in Bandung city is composted to produce fertilizer material, 54.7% is rejected and dumped in landfills. 23% of non-organic waste is mostly recycled and around 11.3% is taken to landfills, while 14% of residual waste such as B3 is dumped. This investigation also includes an analysis of the economic benefits that can be realized by implementing incineration and a discussion of the challenges faced in the city of Bandung to implement changes to the existing urban solid waste management system.

Abstract

The quality of E-KTP service is one of the basic forms of government services to the community. The main problem of this research is that the quality of E-KTP service at the Cibeunying District Office, Bandung City is not optimal and not satisfactory. Optimizing e-KTP services is needed to improve service quality and satisfy the community. This synthesis is the subject of this article. The research method used is a qualitative approach with data collection techniques: observation, interviews and literature study. Based on the research results, the service is not optimal because it is not fully based on the dimensions: 1. Service Speed, 2. Cleanliness, Tidiness and Facilities; 3. Friendliness and Patience of Employees in Serving the speed of service; 4. Employees who are helpful and friendly and considerate of customers; 5. Security and Comfort.

Abstract

Pelayanan aparatur sipil negara (ASN) kepada masyarakat, di masa pandemi covid 19, menghadapi berbagai permasalahan, meskipun demikian harus tetap berjalan sebagaimana mestinya, melalui perubahan dan penyempurnaan, agar masyarakat tetap mendapatkan pelayanan sesuai kebutuhannya. Tujuan penelitian ini adalah untuk mengetahui Transformasi Pelayanan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Subang di masa Pandemi Covid 19 serta hambatan dan upaya mengatasi hambatan tersebut. Dalam penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Data diperoleh dari primer dan sekunder. Hasil dan simpulan, bahwa Agar pelayanan dapat terlaksana dengan sebaik-baiknya, maka Dinas Kependudukan dan pencatan sipil melakukan perubahan atau Transformasi di bidang pelayanan meskipun pelaksanaannya terbatas karena memiliki hambatan yaitu Sarana yang belum memadai yang berupa jaringan, kemudian yang dimiliki oleh masyarakat untuk memperlancar transformasi pelayanan terbatas, selanjutnya mind set masyarakat masih sederhana dan Adanya keterbatasan SDM dalam proses transformasi secara kulaitas maupun kuantitas. untuk mengatasi hambatan dilakukan upaya sosialisasi dan edukasi, membuka mindset masyarakat dan Untuk keterbatasan sumber daya manusia melalui pendidikan dan latihan IT bagi pegawai.Kata Kunci: Transformasi; Pelayanan; Pandemi Covid-19.

Abstract

To improve Governance in Cimahi City during the Covid-19 pandemic, especially related to public services, it is necessary to have appropriate and fast public service innovations, so that public services continue to run well during the Covid-19 pandemic. Especially public services in the health sector, where The Cimahi City Health Office must carry out health service innovations for the people of Cimahi City quickly and precisely, so that the transmission of Covid-19 is well controlled, this study uses a qualitative descriptive method, with data sources obtained from print media, electronic media, and documentation. documentation and laws and regulations related to the handling of Covid-19. Conclusions/results that can be concluded that the Governance of the City of Cimahi, in handling the spread of the transmission of Covid-19, in Greater Bandung, (covering the City of Bandung, Cimahi City, Bandung Regency and West Regency ) is a very good one, because a The City of Cimahi in handling this health disaster, has used Digital Government Service, and the City of Cimahi is currently developing to make the City of Cimahi, a Smart City. And for the last 2 years Cimahi City has received an award from the Government, being a city that has succeeded in making innovations in public services, namely in 2019 and 2020. So public services during the pandemic are carried out with on-line-based applications. And only a few agencies that carry out public services directly, namely the Parks and Hygiene Service, the Fire Service and the Land Transportation Service, the rest use digital government service applications. Abstract

ABSTRAK Kajian ini bertunjuan memberikan gambaran bahwa fenomena bonus demografi yang terjadi pada rentang waktu 2010 – 2025 akan berdampak besar terhadap kondisi kehidupan manusia di planet bumi ini. Teori generasi Strauss-Howe, memberikan gambaran munculnya generasi Alfa yang akan berdampak luas terhadap kondisi kehidupan manusia pada umumnya. Dengan menggunakan kajian pustaka yang dikumpulkan dari berbagai sumber baik dalam jejaring (online) maupun di luar jejaring (offline), dilengkapi dengan wawancara dan diskusi dengan pihak terkait, diperoleh gambaran yang lebih memadai. Hasilnya menunjukkan bahwa teori gernerasi Strauss-Howe, selama ini dipercaya menjadi acuan bagi munculnya generasi-generasi sesuai rentang waktu yang memberikan ciri-ciri tertentu, semakin hari semakin menunjukkan kemajuan dan perkembangan teknologi yang luar biasa dahsyatnya. Kata kunci: bonus demografi, dampak, strauss-howe, teori generasi. ABSTRACT This study shows that the demographic bonus phenomenon that occurred in the period 2010-2025 will have a major impact on the conditions of human life on this planet. Strauss-Howe's generation theory provides an overview of the emergence of the Alfa generation that will have a broad impact on the conditions of human life in general. By using literature reviews collected from various sources both online and offline, equipped with interviews and discussions with related parties, a more adequate picture is obtained. The results show that Strauss-Howe's gerneration theory, has been believed to be a reference for the emergence of generations according to the timeframe that gives certain characteristics, increasingly shows the extraordinary progress and development of technology. Abstract

BUMDes sebagai kelembaga ekonomi desa, memiliki peran yang sangat strategis didalam menanggulangi kemiskinan di Desa karena BUMDes didirikan salah satu tugasnya untuk dapat mengentasan kemiskinan. Realita yang ada bahwa sebagian desa-desa di Indonesia sebagian besar belum memiliki keberdayaan dan tergolong masyarakat yang tidak mampu dan tergolong miskin. Desa memiliki keberdayaan untuk melakukan pemberdayaan masyarakat, membangun insfrastruktur dan pelayanan kepada masyarakat desa, serta mengatasi kemiskinan yang berada di desa. Tujuannya adalah untuk pengentasan kemiskinan dapat segera diminimalisir angka kemiskinannya dapat ditekan sekecil mungkin. Peneliti tertarik membuat tulisan ilmiah tentang Peran BUMDes dalam Pengentasan Kemiskinan di Desa menggunakan kualitatif diskriptif dan data diperoleh dari kajian-kajian pustaka, kajian kajian ilmiah, dan dokumentasi serta peraturan perundang-undangan yang berlaku. Hasil simpulan bahwa keberadaan BUMDes jika dikelola dengan baik dan profesional, dengan melalui pemberdayaaan, diajak masyarakat untuk berpartisipasi menjadi para usaha-usahawan desa yang menghasilkan produk-produk yang dapat dipasarkan bekerjasama dengan BUMDes masyarakat akan berdaya dan memiliki kemampuan sehingga mereka dapat memenuhi kebutuhan dasarnya dan terbebas dari belenggu kemiskinan yang selama ini mereka sandang. Kata Kunci: Peran; Bumdes; Pengentasan Kemiskinan.
